The term ‘Third World’ was coined in 1952 by the French scientist Alfred Sauvy. From the start the meaning of both the phrase itself and its geographical reference have been ambiguous. Generally speaking the term has always had both a political and a socioeconomic meaning, even though at first, during the Cold War, the political sense was more widely applied. The term gained popularity quickly and it became one of the most important and expressive concepts of the 20th century. From the very beginning, however, it was strongly criticised. Its critics have pointed out many different problems, which is why some people have argued that the notion of the ‘Third World’ should be abandoned. These voices were particularly widespread after the end of the Cold War. Nevertheless, the concept ‘Third World’ is still valid and it remains one of the most frequently used terms for describing the global South. Abstract

All Warsaw Pact countries developed intense relations with Third World countries during the 1970s, following in Moscow’s footsteps, allegedly supporting the struggle against Western imperialism while making profitable arms deals. One Warsaw Pact country, though, saw things differently: it was both American and Soviet imperialism that had to be fought off. This paper reassesses the origins and nature of Romania’s Third World policy in the context of the Soviet–American détente of 1972. Détente was perceived in Bucharest as a risk to the country’s independent foreign policy and a consolidation of the existing bipolarity which is why Romania tried to mobilise small and medium states of the Third World in a fight against hegemony and underdevelopment. Although they adhered to the developmental debates and tried to join the Group of 77, the Romanians viewed underdevelopment not necessarily in structural terms but rather as a product of political obstructions exerted by the superpowers. Refusing the take the Soviet side in the Third World, Romania tried to convince Third World leaders that unity and cooperation among the ‘unprivileged’ were a shield against foreign interference and a guarantee of development.  相似文献

Introduction     
The idea of the Third World, which is usually traced to the late 1940s or early 1950s, was increasingly used to try and generate unity and support among an emergent group of nation-states whose governments were reluctant to take sides in the Cold War. These leaders and governments sought to displace the ‘East–West’ conflict with the ‘North–South’ conflict. The rise of Third Worldism in the 1950s and 1960s was closely connected to a range of national liberation projects and specific forms of regionalism in the erstwhile colonies of Asia and Africa, as well as the former mandates and new nation-states of the Middle East, and the ‘older’ nation-states of Latin America. Exponents of Third Worldism in this period linked it to national liberation and various forms of Pan-Asianism, Pan-Arabism, Pan-Africanism and Pan-Americanism. The weakening or demise of the first generation of Third Worldist regimes in the 1960s and 1970s coincided with or was followed by the emergence of a second generation of Third Worldist regimes that articulated a more radical, explicitly socialist, vision. A moderate form of Third Worldism also became significant at the United Nations in the 1970s: it was centred on the call for a New International Economic Order (nieo). By the 1980s, however, Third Worldism had entered into a period of dramatic decline. With the end of the Cold War, some movements, governments and commentators have sought to reorient and revitalise the idea of a Third World, while others have argued that it has lost its relevance. This introductory article provides a critical overview of the history of Third Worldism, while clarifying both its constraints and its appeal. As a world-historical movement, Third Worldism (in both its first and second generation modalities) emerged out of the activities and ideas of anti-colonial nationalists and their efforts to mesh highly romanticised interpretations of pre-colonial traditions and cultures with the utopianism embodied by Marxism and socialism specifically, and ‘Western’ visions of modernisation and development more generally. Apart from the problems associated with combining these different strands, Third Worldism also went into decline because of the contradictions inherent in the process of decolonisation and in the new international politico-economic order, in the context of the changing character, and eventual end, of the global political economy of the Cold War.  相似文献

Abstract

Recognising the impact of religion on state action, this article identifies two variables that interact to affect the type and level of violence employed by Western states against Third World targets. First, variation in the degree to which the prominent Christian denominations and organisations within these states view evangelisation as either an individual-level or national-level process – Christian individualism vs Christian nationalism – has determined church support for using violence as a tactic. Second, the level of influence that churches and missionary organisations have over their home states affects the ability of Christian actors to directly impact state actions. Western violence against Third World peoples is expected to be lowest when churches and Christian organisations view evangelisation in primarily individualistic terms and have significant influence over the state. The article examines the relationships between concepts of evangelisation, Christian influence over state policies, and levels of violence against the Third World by examining British, French and German colonialism during the late colonial period of the nineteenth and twentieth centuries.  相似文献

Since the Cold War the USA has articulated and implemented explicit strategies of democracy promotion. One interesting target of such efforts is Latin America, in part because of the region’s geographic proximity to the USA and of the mixed record of US support for democracy there. This paper examines the impact of the end of the Cold War and the 9/11 episode on the nature, purposes, targets and consequences of US democracy assistance to Latin America. Examining democracy aid allocations, social and political factors and other variables, it traces changes in aid strategies, purposes and recipients generated by these paradigm shifts, and assesses the impact of such assistance on the politics of the region. It concludes with implications of these findings for US democracy promotion policies.  相似文献

The utility of framing questions of global inequality in relation to a ‘First World’ and a ‘Third World’, a North and a South, or developed countries and developing (or underdeveloped) countries, has been much debated since the end of the Cold War. This article addresses the issue of the perceived weaknesses and possible continued strengths of the notion of the ‘Third World’ in general terms, and then grounds such a discussion through an analysis of the way that the African National Congress (anc) government in post-apartheid South Africa has approached the question of global inequality. Since its election in 1994, and more particularly since Thabo Mbeki succeeded Nelson Mandela as president, the anc has presented itself as having an especially important leadership role on behalf of the Third World. The profound contradictions inherent in the anc's effort both to retain its Third Worldist credentials and to present itself as a reliable client to the Bretton Woods institutions and foreign investors provides insights into how to design alternative strategies for overcoming world-wide poverty, strategies which might be more effective than those chosen by the anc. Since the anc was elected to government in 1994 it has pursued a brand of deeply compromised quasi-reformism, analysed here, that serves primarily to deflect consideration away from the options presented by other, much more meaningfully radical international and South African labour organisations, environmental groups and social movements. At the present juncture a range of increasingly well-organised grassroots movements in South Africa find that they have no choice but to mobilise in active resistance to the bankrupt policies of the anc. The increasing significance of these efforts points to the possibility that they might eventually be able to push South Africa—either through a transformation of the anc itself or through the creation of some new, potentially hegemonic, political project in that country—back into the ranks of those governments and groups that seek to use innovative and appropriately revolutionary approaches to challenge the geographical, racial and class-based hierarchies of global inequality.  相似文献

This paper examines the conjuncture of economic and political developments in the world economy and demographic and environmental factors that, in the aftermath of the Cold War, have caused millions of immigrants and refugees to migrate worldwide, increasingly to the EU and North America where they are marginalised and have become, with greater frequency, victimised by right-wing political groups. Factors under study include the proliferation of civil wars and ethnic conflicts; the increase of inequalities and poverty on a world scale; the effects of neoliberal economic policies on Third World development; overpopulation, urbanisation and environmental degradation in peripheral sites of the world economy; and the impact of economic conditions in the EU on immigrant and native workers.  相似文献

This article surveys political development frameworks for analyzing the post-Communist transition to political democracy. Parallels with postcolonial events in Third World countries should caution against overoptimism about the prospects for mutually reinforcing economic and political development. In general, the study of Third World political development suggest that rapid regime transition with low mass participation is unlikely to result in sustainable democratic politics, especially where severe economic dislocations are present. High rates of participation during regime change may lead to rapid disillusionment with the performance of postrevolutionary government. It is thus argued that states wishing, for various reasons, to assist in smoothing the transition from communism should pay heed to the cautionary experience of Third World development assistance and monitor the political dimensions of the transformation, such as the stability of coalition governments, electoral turnout, ethnonationalism, as well as the orthodox economic indicators like inflation and rates of domestic investment. With respect to international assistance to the former Communist countries of Eastern and Central Europe, the article shows that the capacity of the Group of Twenty Four (G-24) donors to aid economic recovery is well below what is requested, or needed. Despite hosting a donor summit, the United States is taking a far less prominent role in the post-Cold War donor community than was the case in the analogous program for post-World War II recovery. This is having an impact on both volume and coordination of assistance. Finally, a strong, possibly ideological, preference among donors for finding private sector recipients for the bulk of assistance may erode the capacity of the post-Communist states to provide both infrastructure and political stability needed for investor confidence. Those making decisions about levels and modes of Western assistance should look beyond economic indicators of privatization as criteria for continued support and retain, where possible, political development objectives in both financial and project assistance. While we must not assume that the record of supporting democracy in Central and Eastern Europe will prove to be any better than in many Third World regimes, the greater security salience of Eastern Europe’s stability adds urgency to the task of applying political development lessons to the post-Communist experience.
