This article investigates the effectiveness of anticorruption practices against bribery incidence, highlighting top‐down and bottom‐up approaches. A random survey of local residents is used in conjunction with institutional anticorruption indicators. Findings suggest that the top‐down approach works, but with substantial variation across practices. More intense top‐down anticorruption deters bribery incidence within citizens' dense networks, and more judicial convictions directly suppress citizens' bribery experience and willingness. The bottom‐up and combined approaches yield both deterrence and signaling effects, contingent on institutional parameters. More public whistle‐blowing deters citizens' bribery experience and willingness, yet, when coupled with more intense top‐down anticorruption, it signals severe government corruption and predicts more bribery incidence. On the contrary, more grievance filings predict more bribery incidence via signaling effects, but, when bundled with more intense top‐down anticorruption, they deter citizens' subsequent bribery experience and willingness. The article concludes with a discussion of the research findings and theoretical and practical implications.  相似文献

Since participatory budgeting (PB) has been advocated by both theorists and practitioners of public administration, its adoption has become a global phenomenon. As of 2017, all local governments in South Korea are legally mandated to operate a PB system as a policy for inviting citizen participation in local budget decision-making. Using an impact assessment tool completed by PB managers in local governments, this research tested two sets of independent variables—citizens' participatory capacity and the diversification of communication in the PB process—that could be associated with the dependent variables “citizens' trust in government (CTG)” and “government officials' trust in citizens (GTC).” The paper presents the three major findings on the common drivers behind CTG and GTC: (1) citizen participants' knowledge on budget and budgeting process; (2) local government's efforts in gathering citizens' inputs for PB; and (3) the mutual efforts to understand the needs and limitations of both citizens and the local government. The paper concludes by exploring the implications for the design and delivery of effective PB implementation.  相似文献

How can the enforcement of policies in the past influence a society's future adoption of information communication technologies (ICTs)? In this paper, we tackle this question by exploring how past e-governance policies influence citizens' willingness to use the health QR code, which is a COVID-19 tracing app widely used in China's pandemic control. Past policies regarding smart-city development in China involve two aspects: the construction of electronic infrastructure and the applications of specific technologies. Empirical analysis based on a nationwide dataset in China suggests that past policies exhibit persuasive effects and influence citizens' acceptance of the health QR code. Specifically, e-governance applications in cities significantly enhance citizens' acceptance through the demonstration of their usefulness. However, the construction of e-governance infrastructure per se does not have the same impact on citizens' acceptance. By connecting citizens' acceptance of new technology with past e-governance policies, the study illustrates a nuanced policy feedback mechanism through which past policies can substantially reshape public opinion by policy outcomes.  相似文献

In this article, we study which institutional factors shape citizens' views of the local accountability of their public officials. Our departing assumption is that evaluations of local accountability reflect not only citizens' poltical attitudes and beliefs but also whether local institutions contribute to an environment of mutual trust, accountability and ultimately democratic legitimacy. Combining public opinion data from a large‐N citizen survey (N = 10 651) with contextual information for 63 local governments in Ethiopia, we look at access to information, participatory planning and the publicness of basic services as potential predictors of citizens' evaluations of local public officials. Our findings suggest that local context matters. Jurisdictions that provide access to information on political decision making are perceived to have more accountable officials. Moreover, when local governments provide public fora that facilitate citizens' stakes in local planning processes, it positively affects citizens' evaluations of the accountability of their officials. Our study adds to the empirical literatrure by showing that establishing local institutions that can foster citizen–government relations at the local level through inclusive processes is crucial for improving public perceptions of accountability. In 1991 and 1992, the City of Eugene, Oregon engaged in a citizen participation process to determine public support for a variety of spending and budget balancing alternatives. This process, called Eugene Decisions, employed an innovative combination of public forums, budget balancing exercises and representative surveys. Two of the surveys, which included questions about individual service use, are analyzed here in order to test whether the use of city services is related to willingness to pay taxes and fees. The concept of benefit equity is supported if service use is positively associated with willingness to pay.  相似文献

Though the government pledged to cut the public deficit from 7.7% of the gross domestic product in 2010 to 3% by 2013, thereby responding to EU Normative power, health expenditures continue to rise, because public demands are higher and more social problems are handled in the health care setting. With French budget deficit threatening France's credit rating, novel instruments were needed. These included corporate management recipes (e.g., pay for performance contracts, patient volume targets, and management by objectives), new compensation mechanisms (e.g., activity‐based accounting and a nationwide scale of health care costs) and far‐reaching laws (e.g., the 2009 HPST bill). Our approach investigates some critical elements of the French health care system. We focus on primary (e.g., family physicians and General Practitioners) and secondary (e.g., hospital and specialty) care. We explore how policies such as the standardization of health services, the regrouping of health policy decisions within the larger Regional Health Agencies, affected citizens' engagement and physicians' autonomy. A French welfare elite pursued a hybrid strategy, regulating quasi‐markets of care providers in a postcompetitive government, while creating supportive conditions for a vibrant private hospital sector. Reforms also emphasized evidenced‐based policy, outputs‐rather than outcome‐measurement, and performance evaluation in a bid to streamline the delivery of health services.  相似文献

This is an applied study about the stability of collective decision-making in fiscal matters and the features of individual preferences which are sufficient to reach a social ordering. It is based on data about citizens' preferences collected through a budget game played by a sample of voters in Turin, a large Italian city. By simulating a series of individual choices, a social ordering of the municipal budget items is arrived at. The role played by restricted (i.e., single-peaked, single-caved etc.) preferences to avoid cycles in choice simulations is then assessed.  相似文献

Multiple citizenship has in recent decades moved from an unwanted phenomenon in international relations to a fairly common transnational status. Multiple citizenship has nevertheless so far been studied mainly as a political and juridical status by comparing national legislations. Much less notice has been given to actual dual citizens' citizen participation and construction of citizens' identities. Only when citizenship is studied as these kinds of practices do the hypothetic possibilities and problems associated with the status get their meanings and contents. This paper concentrates on examining dual citizens' identifications to their respective citizenships and how these affiliations transfer into possible citizen participation. Results are based on extensive analysis of survey (n = 335) and interviews (n = 48) carried out among dual citizens living in Finland. Contents and forms of dual citizens' national identification and citizen participation were reviewed through ideal types: resident-mononationals, expatriate-mononationals, hyphenationals, and shadow-nationals.  相似文献

Government agencies face difficult resource-allocation decisions when confronted with projects that will reduce risks of fatality. Evidence from individual behavior helps determine society's values for reducing risks. The most credible evidence is based on individuals' willingness to pay (or willingness to accept compensation) for small changes in risks. Studies of consumer behavior are limited, but more evidence is available relating wages to job risks. Contingent valuation studies reinforce the wage-risk implications, leading to a range of values that can be compared with the costs of proposals to reduce fatal risks.  相似文献

This study intends to investigate public debt sustainability across 29 Sub-Sahara African (SSA) economies, employing various econometric specifications, for the sampled years 1996–2020. The study employs Bohn's (Are stationarity and cointegration restrictions really necessary for the intertemporal budget constraint? Journal of monetary Economics, 54(7), pp.1837–1847.) framework of sustainability as the baseline model to assess public debt sustainability across the sampled Sub-Sahara African economies. As additional tests of public debt sustainability in order to support the baseline findings, the study also employs panel unit root and timeseries unit tests. The baseline findings from the OLS, panel quantile and instrumental panel quantile regressions show that public debt is sustainable across the panel of SSA economies. The positive and statistically significant response of primary balance under the Bohn's framework of sustainability manifest that the intertemporal budget constraint is not violated in the sampled economies. The consistency in the estimates under the OLS, panel quantile and instrumental panel quantile regressions also show that the estimates are robust throughout the estimation process. Also, utilizing the panel unit root test for public debt sustainability, the findings show that public debt is stationary over the sampled years which implies that intertemporal budget constraint holds and that public debt is sustainable across the sampled SSA economies. However, the timeseries analysis indicate that although majority of the SSA economies have sustainable public debt ratios, four countries namely Uganda, Sudan, Togo and Cote d'Ivoire have unsustainable public debt ratios. The study has important policy implications in terms of prudent public debt management and fiscal management for the sampled SSA economies.  相似文献

We propose a theory of democratic backsliding where citizens' retrospective assessment of an incumbent politician depends on expectations that are endogenous to the incumbent's behaviour. We show that democratic backsliding can occur even when most citizens and most politicians intrinsically value democracy. By challenging norms of democracy, an incumbent can lower citizens' expectations; by not doubling down on this challenge, he can then beat this lowered standard. As a result, gradual backsliding can actually enhance an incumbent's popular support not despite but because of citizens' opposition to backsliding. This mechanism can only arise when citizens are uncertain enough about incumbents' preferences (e.g. owing to programmatically weak parties). Mass polarization, instead, can reduce the occurrence of backsliding while simultaneously increasing its severity.  相似文献

Few areas of public administration have been more discouraging, over a longer period of time, than the struggle to build public trust in government's work. However, new research suggests that public administrators can build trust by improving the results they produce for citizens. Practical, practicable steps can produce big improvements: improving government's focus on citizens' needs; engaging employees; focusing on fairness; and, especially, concentrating on the delivery of public services at the “retail” level. Citizens, research shows, can discriminate among levels of government, the administration of different programs in different functional areas, and the work of individual administrators. That provides strong hope for improving trust, in an era when too often government appears too untrustworthy.  相似文献

Nikolas Rose and Carlos Novas use the term biological citizenship broadly to describe the increasing connectivity of biological categories of citizens' identities. In line with Rose and Novas, social scientists use biological citizenship today to describe the emergence of citizens' rights to protection and their increased mobilization around biology as a claim to active citizenship. In this article, I critically engage with the conception of biological citizenship forwarded by Rose and Novas, and detail the ways in which this concept is more complex and less emancipatory than is often assumed – especially in today's neoliberal age. Drawing on the example of human papillomavirus (HPV) vaccination promotion in Canada, I elucidate the intricacies and complex techniques that are often involved in citizenship projects. Specifically, I position HPV vaccination biocitizenship as a biopolitical tool, and pay close attention to the forms of knowledge, practical mechanisms, and types of authoritative bodies that frame biological risks for HPV and bioidentities in gendered ways. It is hoped that, through this example, the scope of biocitizenship can be expanded to encompass more than the rights and entitlements of citizens in relation to their biologies. I conclude by offering insights into theorizing emerging neoliberal biocitizenship projects today.  相似文献

Unbiased conduct is an essential part of the social contract between the state and its citizens. Yet, when tasked with settling disputes between citizens and other state officials, are public administrators truly impartial in their resolutions? Such a question is vital for street-level bureaucrats whom the public perceives as the face of governance. This study investigates the relations between the pro-citizen tendencies in street-level bureaucrats' resolutions, their internal appealability, and the discretionary space under which they are made. Using quantitative analysis of real-world lower-court rulings in Israeli tax disputes between 1980 and 2021, the research findings indicate that unregulated expansion of street-level bureaucrats' discretionary space relates to favoring the state's arguments in their resolutions and may impair procedural fairness. The findings also imply that regulation promoting citizens' right to appeal such resolutions within their agency, can increase street-level bureaucrats' pro-citizen tendencies and potentially counteract such outcomes.  相似文献

Growing alienation between citizens and government represents an important challenge to democracy. Resistance to taxation is one of the manifestations of this alienation. The issue is further complicated by citizen demands that exceed their willingness to pay taxes, referred to here as tax-demand discontinuity. This article uses a survey of over 700 citizens designed to provide an information foundation for comprehensive park and recreation planning to test for and profile tax-demand discontinuity. Using combined scores on summated measures of willingness to pay taxes and demand for public investment, citizens are typologically classified into nine groups that are then consolidated under three classifications of tax-demand discontinuity. Citizen-assignments include traditionalists, or those with continuity or balance between willingness to pay taxes and demand; philanthropists, those who are willing to pay taxes in excess of demand; and free-riders, citizens with demands that exceed willingness to pay taxes. Differences in assessments of local government performance are examined in relationship to tax-demand discontinuity classifications indicating that productivity alone will not resolve issues of tax-demand discontinuity. The results indicate differences in citizen subpopulations in tax-demand discontinuity.  相似文献

Although national elections in Latin America are now described as reasonably free and fair by international observations teams, electoral processes are still affected by a series of malpractices (unequal access to the media and public resources, registration problems, vote buying). These irregularities negatively affect citizens' trust in elections. In this paper, we analyze the consequences of low trust in elections and exposure to vote buying practices on electoral participation in Latin America. Using data from the 2010 wave of LAPOP surveys, we find that perceiving that the election is unfair reduces the willingness to participate in national elections, but receiving material incentives during the campaign has the opposite effect of increasing electoral participation. We also show that the effect of trust in elections on turnout is larger in countries where voting is not mandatory.  相似文献

How does public opinion affect presidential policymaking? We address this issue by testing a diverse set of hypotheses with data concerning a set of individual policies across time. In particular, the data revolve around presidential budgetary proposals on a set of major policy issues for which there are recurring surveys on citizens' preferences over spending. The analysis suggests that presidents are more responsive to mass opinion on issues that are familiar to citizens in their everyday lives. Also, for reelection‐seeking presidents, responsiveness is shown to depend upon two key political factors. First, presidents are more responsive to public opinion when the next election is imminent. Second, the effect of presidential popularity is nonmonotonic; presidents with average approval ratings are most likely to adopt policy positions congruent with public opinion, whereas presidents with approval ratings that are significantly above or below average have the greatest propensity to take unpopular positions.  相似文献

Economic theories offer many explanations for why exposure to environmental risks may vary by race: pure discrimination by polluters or politicians in siting decisions; differences in willingness to pay for environmental amenities linked to income or education levels; and variations in the propensity of communities to engage in collective action to oppose the location of potential polluters. This article tests these hypotheses by focusing on the capacity decisions of commercial hazardous waste facilities. Zip code neighborhoods targeted for capacity expansion in plans for 1987–1992 by commercial hazardous waste facilities had an average non white population of 25 percent, versus 18 percent for those areas without net expansion. Differences in the probability that residents will raise a firm's expected location costs by engaging in collective action to oppose capacity siting offer the best explanation for which neighborhoods are selected for capacity expansions.  相似文献

The question of what constitutes torture has perhaps never held as prominent a place in US political discourse as it has since the attacks on 9/11. This has fueled a national conversation that causes us to consider to what extent do our actions as a nation reflect our values as a nation? In a post 9/11 world in which the country will confront terrorism at home and abroad and our values will be tested we should strive for a better understanding of citizens' attitudes towards the practices that are (and have been) used to counter terrorism. To the extent that democratic theory is correct in necessitating public policy and public opinions to be reasonably congruent, understanding the distribution and formation of citizen attitudes towards torture is an important endeavor.  相似文献

The relationship between what citizens want in terms of policies and what they get from political elites is considered one of the key aspects of representative democracies. Scholars have thus investigated thoroughly the state of citizen-elite congruence in advanced democracies and whether this relationship influences citizens' democratic satisfaction. These studies do show that citizens' assessment of their political system and especially their satisfaction with democracy are importantly influenced by the quality of representation and how close they are to their preferred parties or the government position. In the paper, we build on this literature and consider whether congruence between citizen preferences and policies influences citizens' satisfaction with democracy. This last stage of representation has mostly been overlooked in past research. To address this question, we make use of data from the Comparative Study of Electoral Systems (module 4). Policy congruence is measured based on respondent answers to a series of questions with respect to their preferences on public expenditure in eight policy domains. We also compare the effect of policy congruence to other conventional measures of congruence (e.g. party and government congruence). Our results indicate that this new measure of policy congruence has substantial effect on citizens’ satisfaction with democracy and more so than previous measures of ideological congruence.  相似文献
