This concluding article in the symposium develops generalizing arguments about the politics of public management reform in France, Italy, and Spain, by drawing out implications of the case studies presented in the three preceding articles. Some of these implications hold that established research arguments about politics of public management reform in the same cultural and geographical area require considerable qualification and reexamination. Some other implications of these case studies take the form of generalizing arguments about the process dynamics of public management policymaking. More specifically, an existing body of generalizing arguments is assessed and modified in the light of the research arguments crafted through the three case studies' dialogues between conceptual approaches and historical evidence. Together, these two discussions offer a contribution to the political science research literature on the politics of public management reform.  相似文献

This article examines the sequencing of financial reform in LDCs in Bolivia. Bolivia undertook a dramatic stabilization program in 1985 and, over the next decade, steadily improved the oversight and regulation of domestic banks. I explain how these reforms proceed under three democratically elected administrations who each used political pacts to ensure legislative support for their agenda. At the international level, external shocks twice precipitated deeper banking reforms, but Bolivia's underdeveloped capital markets prevented the speculative attacks observed in other cases. The Bolivian experience demonstrates the potential for financial reform in the poorest of LDCs and the need for further research in similar cases.  相似文献

Comparative scholarship tacitly assumes immigration politics to be relatively rigid. A state's immigration policy legacy is said to institutionalise policy preferences, thereby making it difficult to implement lasting reforms that are inconsistent with that legacy. This presents difficulties for states with restrictionist legacies wanting to implement liberal reforms in response to the emergence of labour shortages or demographic problems. The supposed rigidity of immigration politics is scrutinised in this article through a systematic process analysis of developments in the United Kingdom over the past decade, where the Blair government confounded the UK's characterisation as a ‘reluctant immigration state’ to implement various liberal work visa reforms. The uncoordinated nature of policymaking and implementation, and the limited involvement of state and societal institutions in the reform process, reflect the UK's historical experience with restrictionist policies, and help to explain the subsequent reintroduction of strict visa controls. The case demonstrates that policy legacies indeed play a significant role in defining the character of the policymaking institutions that shape a state's immigration politics.  相似文献

This article uses an institutional approach to explain the different economic reform outcomes in the Soviet Union and China. It studies how the different institutional positions of the Soviet and Chinese central economic bureaucracies give them different power resources to resist economic reform policies. This article shows that crucial differences between the two regimes in historical experiences, economic development strategies, and ideologies on bureaucratic rationality created different levels of institutional participation by the two central economic bureaucracies in state economic policymaking, and different economic management structures. Specifically, in the Soviet Union there was a strong participatory bureaucracy and a ministerial, vertically based economic management structure. In China however, there was a state leader dominated, politically weak bureaucracy and a provincial, horizontally based economic management structure. These crucial institutional differences, I argue, later gave the two central economic bureaucracies not only different incentives but also different resources to resist and sabotage economic reforms.  相似文献

ABSTRACT

The article addresses two principal questions: how public management reforms develop in a context of high government turnover, and how, under these circumstances, features of the specific area of public management policy affect the dynamics of the reform and in particular its “technical feasibility.” The research questions are addressed through the case study of the Italian administrative context between 1992 and 2007, a period marked by tumultuous government turnovers. The article presents reforms in two policy areas of public management: civil service reform and innovation, over a three-period time span covering 15 years. The brief duration of political leadership represents a threat to the approval and implementation of policy interventions irrespective of the political salience of the issue and the need for legal enactment. Therefore, the success of a public management reform process in an unstable political context characterized by frequent government turnovers depends on meeting certain conditions for successful policy entrepreneurship: the a priori expertise of policy entrepreneurs, their ability to repackage the issue, keep a community of practice alive, and maneuver the dynamics of the legal process. However, implementation, being a less visible phase, suffers from greater discontinuity as “maintenance activities” necessary for the success of reform are disregarded. Thus, the consideration of the temporal dimension of the policy cycle and the area-specific effects on public management reform dynamics exerted by diverse levels of political salience and legal enactment represent the main contributions of this work to the theories on public management policy change.  相似文献

A watershed in the politics of public management in France was crossed in 2001, when the French president and prime minister signed off a law initiated by the French Parliament to reform the planning and control of public expenditure. This legislation, the Organic Law on Laws of Finance of August 1, 2001 (generally known as the LOLF), requires public authorities to adopt performance‐oriented ideas and public management approaches, and seeks to rebalance executive and parliamentary powers over the public purse. This article uses the LOLF as a case study to gain insight into the politics of public management policymaking in France as developed in recent decades. The article starts with an original historiographic account of the policymaking around the law, follows with a research argument explaining the policy choice, and concludes with some field‐level research questions on the politics of public management reform in France.  相似文献

ABSTRACT

Many externally motivated public sector reforms produce less change than expected. This article argues that we should expect limited reform results in respect of certain organizational attributes. Applying institutional theory on isomorphism, the argument is simply that reforms are harder where they influence organizational characteristics that (i) are difficult to observe externally, (ii) are core to the organization, and (iii) involve actors with whom the externally defined change agenda is unlikely to resonate normatively. These arguments are tested in an analysis of Public Financial Management (PFM) reform in Africa, where evidence is supportive. The article contributes to public management literature, and comparative studies in particular, by applying a well-suited theory to the study of public sector change. The approach and findings should be of particular interest to the development community, shedding light on why reforms routinely underperform—in PFM and beyond, extending to topics like externally driven nation building.  相似文献

The notice and comment process, in which government organizations make public draft laws and regulations and solicit feedback on these proposals, is a prominent governance reform in contemporary China. This article examines the durability of notice and comment policymaking by conducting a pair of audits of the practices of dozens of central government ministries and provincial governments. There are a number of reasons to expect that it is difficult to sustain governance reforms in China. Nevertheless, the audits—which the authors carried out in 2014 and 2021—demonstrate that, subject to a number of constraints, notice and comment policymaking was routinely implemented by government organizations throughout the period under analysis. Although the notice and comment process is a durable governance reform, additional research is needed before it can be concluded that the procedure brings more than a veneer of transparency to Chinese policymaking.  相似文献

The idea that modern welfare states can be grouped into distinct regimes dominates contemporary studies of welfare state restructuring, and several studies have concluded welfare state reforms to be correlated with regime structures. These studies build, however, on analyses of only cash-benefit programmes whereas social services are almost neglected in current welfare state research. Thus, the aim of this article is to test the explanatory capacity of the welfare state regime perspective in relation to reforms in the service dimension of advanced welfare states – normally termed 'public sector reforms'. For this purpose, the author has conducted a focused comparison of the degree to which archetypical examples of the liberal regime (United States), the social democratic regime (Sweden) and the conservative regime (Germany) have introduced vouchers and parental choice into their public primary schools. Schools and education have ranked high on the public sector reform agenda since the 1980s, while the school choice issue signifies core aspects of the rationale of the reform movement: re-arranging public provision of services into quasi-markets. The article identifies, however, a clear lack of correlation between adoption of the school-choice policy and welfare state regimes. Instead, the reforms undertaken in all three countries seem closely related to the institutional rules of political decision making.  相似文献

The literature on the politics of public management reform in Italy broadly contends that the country's legalistic administrative tradition suppresses reform. This article questions and qualifies this line of argument on the basis of a newly reported case of public management reform that endured for more than 10 years. The study tracks and explains the emergence of the policy issue of “government innovation” and its persistence on the specialized policy agenda of the Ministry for Public Administration. The initial emergence of the government innovation policy in Italy and its directional stability is explained by applying event‐centric approaches to historical analysis, together with the institutional concept of policy subsystems. The article shows the need for modifying central arguments—both substantive and theoretical—about the politics of public management reform in Italy.  相似文献

This paper compares radical agricultural policy reforms in Sweden and New Zealand in the 1980s and 1990s to establish which factors bring about such types of policy reforms. Ruling out a number of alternative explanations for reform found in the public policy and political economy literature, we focus on the role of reform strategies. We show that the redefinition of agricultural policy – from a matter of finding the balance between budgetary costs and farmers' income to considering agricultural policy as part of macroeconomic policies – was important, particularly in Sweden. Change of policy venue is the other reform strategy identified, which was crucial to the successful introduction of the reform. In both countries, ministers of finance deliberately shifted agricultural policymaking to arenas in which they were able to control the reform process.  相似文献

This article discusses the role of the craft of policy analysis in public policymaking and, relating to cultural theory, provides a causal explanation for differences and nuances in the craft of policy analysis. Two perspectives underlie this article: The first is the role of policy analysis in policymaking; the second concerns cultural theory and its contribution to policy analysis. While highlighting the role of culture in policy analysis, the article suggests that in order to improve policy analysis processes, policy analysis studies and policy analysis training should take into account cultural factors. Finally, in view of the scarcity of studies in this domain, this article suggests a rationale for studies that enhance the understanding of how political cultures interfere with normative policy analysis and proposes an agenda for research on policy analysis craft by cultural bias.  相似文献

This article responds to Lowe and Pemberton's second volume on the history of the civil service and analyses fundamental shifts in British governance at the centre that occurred during the 1980s and 1990s. The traditional ‘public service bargain’ (PSB) that underpinned the relationship between ministers and officials has been repeatedly undermined. The article examines how far prior civil service reforms relate to the changes of the contemporary era instigated by Conservative‐led governments since 2010. As Lowe and Pemberton's work illustrates, the impulse to reform the state and the managerial reforms it unleashed were long in the making. Their legacy can be traced to the emergence of Thatcherism after 1979. The core argument of the article is that the more recent efforts of the Johnson administration to transform the state and undermine the PBS were scarcely original. Rather, they consolidated and drew upon earlier initiatives.  相似文献

Research on public management reform has taken a decidedly disciplinary turn. Since the late 1990s, analytical issues are less often framed in terms of the New Public Management. As part of the disciplinary turn, much recent research on public management reform is highly influenced by the three new institutionalisms. However, these studies have implicitly been challenged by a competing research program on public management reform that is emphatically processual in its theoretical foundations. This article develops the challenge in a more explicit fashion. It provides a theoretical restatement of the competing “institutional processualist” research program and compares its substantive findings with those drawn from the neoinstitutionalisms. The implications of this debate about public management reform for comparative historical analysis and neoinstitutional theories are discussed.  相似文献

This symposium examines issues related to the links between administrative reform policy and economic development policy. The symposium introduction paper consists of two parts. First, it offers an overview of the background of theoretical and conceptual issues that are important to the connection between administrative reform and economic development. The issues reviewed include the role of government in economic development, the importance of public policy and management to economic development, the contribution of development administration, and the need of administrative reform to remove bureaucratic problems and promote efficiency. Next, the introduction paper provides a brief summary of the research arguments and findings addressed in the following six articles. They include an evaluation of administrative reform in Arab world economic growth, an examination of administrative reform and economic development in Latin America and the Caribbean, a political economy analysis of policy reform in Korea, a study of the implementation of privatization strategies in India's public sector reform, a discussion of the concerns between efficiency and ethics in China's economic development, and the study of administrative and economic development in Mongolia. The implications of the research findings and the need for further study of the linkage between administrative reform and economic development are emphasized in the conclusion.  相似文献

This case study focuses on extending research knowledge about the politics of public management policymaking in Spain. The case involves legislating to change politically sensitive features of the central government and administration. The study explains such analytically significant event conditions as: an agenda‐setting process that made a policy issue of the formal, structural attributes of state administration, an alternative‐specification process that proceeded without complication, and a decisional process that lasted five years and in which political leaders' positions on the issue flip‐flopped. Broadly speaking, the case analysis demonstrates that when policy proposals take the form of legislation, the politics of public management policymaking in Spain are highly influenced by political stream factors, themselves reflecting Spain's parliamentary form of government and relations between statewide and regional political parties.  相似文献

The events of 9/11 have influenced policy making in public administration. The Homeland Security Act of 2002, which created the Department of Homeland Security, contained language that empowered the secretary of homeland security and the director of the Office of Personnel Management to establish a personnel management system outside the normal provisions of the federal civil service. Why did civil service reform succeed as part of this legislation when previous attempts at large‐scale reform had failed? A case analysis of the enactment of civil service reform in the Homeland Security Act points to theories of policy emergence and certain models of presidential and congressional policy making. In this case, civil service reform became associated with national security instead of management reform. An assessment of the rhetorical arguments used to frame this policy image offers a powerful explanation for the adoption of the personnel management reforms in the Homeland Security Act. This case has implications for understanding how policy makers might approach future management reform agendas.  相似文献

Why do well‐intentioned public policies sometimes fail? This research examines the failure of two Florida workers’ compensation reforms intended to help previously injured employees return to work: the obligation to rehire program and the preferred worker program. Interviews conducted with Floridians involved in workers‘compensation reform are examined to find out why these two programs failed. The disappointing outcome of the obligation to rehire and preferred worker programs can be tied to the dominance of business groups in state policymaking, the failure to provide a proper incentive and enforcement system, and the inability to foresee the consequences of reform because of policy and environmental complexity.  相似文献

Since 2012, a new movement of government departments, think tanks and high-profile individuals within the UK has sought to promote the increased usage of randomised controlled trials (RCTs) in public policy. They promote RCTs as an evidence-based corrective for the inappropriate certainties of experts. Recent government reports and public debate around this initiative are reviewed and analysed within a framework for epistemic governance: normative insights into how knowledge for policymaking should be understood and governed drawn from science and technology studies and the policy sciences. The legitimacy of RCT evidence within policymaking is found to rest on the recognition of three key features: (1) how multiple meanings of evidence limit generalisability, (2) ensuring a plurality of evidence inputs, including those from other forms of research and expertise, and (3) building institutions for governing the use of RCTs in the public interest. Producing evidence for policymaking is a hybrid activity that necessarily spans both science and politics. Presenting RCTs as naively neutral evidence of what policy interventions work is misleading. The paper concludes by calling for more work on how the new RCT movement might engage with its own history in social and policy research on the value of experiments for policymaking.  相似文献

As a measure to rectify the European Commission's "management deficit," the institution's authorities decided to introduce new forms of commission-wide strategic planning and programming in 2000. Drawing on semistructured interviews with Commission officials, this article tracks the key turning points, trajectories, and outcomes of events within the implementation stage of this part of the Commission managerial reform. As an instrumental case study, the article begins to theorize the process of implementing public management policy change. Major conceptual issues addressed include how reform decisions serve to activate the social mechanism of actor certification and how actor conduct amplifies such certification. Actor certification provides a link from reform choices to organizational change. In this respect and others, the research argument contrasts and integrates social theory mind-sets deriving from institutionalism and social interactionism (processualism) in line with research trends in historical sociology, organization science, and public management.  相似文献
