Research on the European Parliament finds legislative voting patterns remained constant following the Eastern enlargement of the European Union. This article shows that Members of the European Parliament (MEPs) from these new member states are actually more likely to vote along European party lines. Given that these MEPs often come from less institutionalized domestic party systems that lack norms of legislative discipline, we should expect them to exhibit more erratic voting behavior than MEPs from mature systems. Why would stronger party discipline at the European level be associated with more volatile and fragmented domestic party systems? This article argues MEPs from less institutionalized systems rely more on the brand of their European party, which provides better information and career opportunities than their parties at home, and thus are more likely to vote along European party lines. I find support for this theory using data from the sixth European Parliament (2004–2009).  相似文献

Voters behave differently in European Parliament (EP) elections compared to national elections because less is at stake in these ‘second‐order’ elections. While this explains the primary characteristic of EP elections, it has often led to a conflation of distinct motivations for changing behaviour – namely sincere and protest voting. By distinguishing these motivations, this article addresses the question of when and why voters alter their behaviour in EP elections. In addition, it argues that the degree of politicisation of the EU in the domestic debate shapes the extent to which voters rely on EU, rather than national, considerations. These propositions are tested in a multilevel analysis in 27 countries in the 2009 EP elections. The findings have important implications for understanding why voters change their behaviour between different types of elections.  相似文献

In many political systems, legislators serve multiple principals who compete for their loyalty in legislative votes. This article explores the political conditions under which legislators choose between their competing principals in multilevel systems, with a focus on how election proximity shapes legislative behaviour across democratic arenas. Empirically, the effect of electoral cycles on national party delegations’ ‘collective disloyalty’ with their political groups in the European Parliament (EP) is analysed. It is argued that election proximity changes the time horizons, political incentives and risk perceptions of both delegations and their principals, ‘punctuating’ cost‐benefit calculations around defection as well as around controlling, sanctioning and accommodating. Under the shadow of elections, national delegations’ collective disloyalty with their transnational groups should, therefore, increase. Using a new dataset with roll‐call votes cast under legislative codecision by delegations between July 1999 and July 2014, the article shows that the proximity of planned national and European elections drives up disloyalty in the EP, particularly by delegations from member states with party‐centred electoral rules. The results also support a ‘politicisation’ effect: overall, delegations become more loyal over time, but the impact of election proximity as a driver of disloyalty is strongest in the latest parliament analysed (i.e., 2009–2014). Furthermore, disloyalty is more likely in votes on contested and salient legislation, and under conditions of Euroscepticism; by contrast, disloyalty is less likely in votes on codification files, when a delegation holds the rapporteurship and when the national party participates in government. The analysis sheds new light on electoral politics as a determinant of legislative choice under competing principals, and on the conditions under which politics ‘travels’ across democratic arenas in the European Union's multilevel polity.  相似文献

We investigate the dimensionality of politics in the European Parliament by applying a scaling method to all roll-call votes between 1979 and 2001 in the European Parliament. Contrary to most existing studies using these methods, we are able to interpret the substantive content of the observed dimensions using exogenous measures of national party policy positions. We find that the main dimension of politics in the European Union's only elected institution is the classic left-right dimension found in domestic politics. A second dimension is also present, although to a lesser extent, which captures government-opposition conflicts as well as national and European party positions on European integration.  相似文献

This article examines different strategies of national governmental parties to influence ‘their’ Members of the European Parliament (MEPs), posing the following questions: Do national parties try to control voting behaviour of their MEPs? And do control mechanisms enhance the probability that an MEP toes a national party line rather than following his or her European party group? The analysis reveals differences between individual parties, indicating that at least some national parties actively attempt to control their MEPs. Furthermore, the article evaluates the success of the various approaches, taking compliance with the position of the minister in the Council as a benchmark. The results show that the overall effect of control mechanisms remains small. Instead of toeing the line of their national party's minister, MEPs tend to vote with their European group.  相似文献

What explains Members of European Parliament's (MEPs’) decisions to recognize some interest groups as relevant policy actors? Addressing this question is fundamental for understanding the role of political elites in shaping patterns of interest representation and interest groups’ role in legislative decision making. Building on theories of legislative behaviour and informational theories of legislative lobbying, we argue that MEPs give recognition to those organizations that are instrumental for achieving key political goals: re-election, career-progression and policy influence. The pursuit of these goals generates different patterns of MEP recognition of interest groups. We contribute to the literature in three ways. Conceptually, we propose interest group recognition as a key concept for understanding interactions and links between legislative and non-legislative actors. We illustrate the high conceptual relevance of recognition for interest groups research while noting its conspicuous neglect in the literature. We address this gap and place the concept central stage in understanding legislators’ attention to and behaviour towards interest organizations. Theoretically, we build on a classic framework explaining legislators’ behaviour and refine it through the lenses of informational theories of legislative lobbying. We argue and show that legislators recognize organizations that enhance electoral prospects in their home Member States, and that legislator–group ideological proximity and an interest group's prominence in a specific policy field affect MEPs’ decisions to recognize some organizations as relevant actors. Our argument acknowledges the importance of the broader context in which MEPs operate and pays attention to how they react to and interact with it. Empirically, we propose an original and innovative research design to identify and measure recognition with the help of social media data. Our measurement strategy constitutes a significant improvement insofar that it reduces the challenges of measurement bias usually associated with self-reported data generated through interviews, surveys, or the textual analysis of newspaper articles and official documents. Our research design allows using fine-grained measures of key dependent and explanatory variables and offers the very first analysis of MEP interest group recognition that holds across decision-making events and policy areas. We test our argument on a new dataset with 4 million observations recording the recognition of more than 7,000 organizations by 80 per cent of MEPs serving in EP8. We find that MEPs are more likely to recognize organizations from their Member State, particularly under flexible- and open-list electoral institutions. MEPs are also more likely to recognize organizations that share their ideological affinities and are prominent actors in policy areas legislators specialize in.  相似文献

European legislators must increasingly deal with issues related to fundamental rights. Religion is a frequent topic obliging them to do so. It is not directly part of the EU’s competences but is a source of values underlying policy choices and a tricky political object. Relying on the findings of a survey about what Members of the European Parliament (MEPs) believe and what they do with these beliefs, the article analyzes potential tensions created by religion in the implementation of human rights by the EU. A first part shows how and to what extent European law meets religion, and how it leaves ample room for flexibility but also for divergent interpretations. A second part states that MEPs agree largely on the principle of separation between politics and religion, but may be divided when it comes to drawing boundaries between the two domains. The conclusion points out the limits of the rule of law to prevent conflicts and suggests that human rights may inspire support as well as cause resistance to Europeanization.  相似文献

As in large elections, substantialabstention is frequently observed inlegislative assemblies. This paper analyzesroll call votes from the third and fourthlegislatures (1989–1999) of the EuropeanParliament to test predictions from threetypes of theories of abstention: (1)decision-theoretic approach of RationalChoice theory, (2) game-theoretic approachof Rational Choice theory, and (3) theSwing Voter’s Curse theory. The resultsindicate that closeness significantlydecreases the rate of abstention. Thefindings also show that an increase in theprobability of being in the majorityincreases turnout. In this paper we analyze whether countries of the EC community should plead for a decentralized system to finance the European funds rather than using a uniform tax imposed by the European parliament. The analysis is within a multistage game-theoretic framework in which the implication of the financing system of a confederation on the investment behavior in the respective states is considered. The paper is in the tradition of the literature which claims that from a view of global efficiency property-rights structures inducing ex-post efficient allocations may be worse than a system leading to an ex-post inefficient allocation. For this specific economic issue we elucidate the tradeoff between incentive effect and distributional policy. Especially we demonstrate that rather homogeneous countries benefit by installing a central tax institution. If the countries are rather heterogeneous, the countries may have opposing interests with respect to the answer of the question which is presented in the title. It is possible that the “high-developed” country prefers to install a central tax authority while the “low-developed” country does not. However, in general the reverse ordering which is more in line with our intuition results.  相似文献

The 2014 European Parliament (EP) elections produced a record proportion of women MEPs overall (37 per cent). Yet, these results vary widely across countries and parties. This article aims to explain these variations, evaluating not only who the elected representatives of the 8th EP are, but also how they got there. Are the paths to the EP the same for women and men? Are there gender differences in terms of MEPs’ political experience? A unique dataset listing more than 700 elected MEPs and their background, party and country characteristics is used to empirically examine who makes it to the EP and through which route. The results of the analysis suggest no significant gender differences in the pathways to the EP. Yet, parties matter: more women were elected to the 8th EP from left‐wing than from right‐wing or ‘new’ parties, and both men and (especially) women representing right‐wing parties tend to be politically more experienced than their fellow MEPs from other types of parties. Furthermore, it is found that men are more likely than women to be promoted straight from party office to the EP, suggesting that some pathways to the EP are less open to women than others.  相似文献

What is the impact of corruption on citizens' voting behavior? There is a growing literature on an increasingly ubiquitous puzzle in many democratic countries: that corrupt officials continue to be re-elected by voters. In this study we address this issue with a novel theory and newly collected original survey data for 24 European countries. The crux of the argument is that voters' ideology is a salient factor in explaining why citizens would continue voting for their preferred party despite the fact that it has been involved in a corruption scandal. Developing a theory of supply (number of effective parties) and demand (voters must have acceptable ideological alternatives to their preferred party), we posit that there is a U-shaped relationship between the likelihood of corruption voting and where voters place themselves on the left/right spectrum. The further to the fringes, the more likely the voters are to neglect corruption charges and continue to support their party. However, as the number of viable party alternatives increases, the effect of ideology is expected to play a smaller role. In systems with a large number of effective parties, the curve is expected to be flat, as the likelihood that the fringe voters also have a clean and reasonably ideologically close alternative to switch to. The hypothesis implies a cross level interaction for which we find strong and robust empirical evidence using hierarchical modeling. In addition, we provide empirical insights about how individual level ideology and country level party systems – among other factors – impact a voter's decision to switch parties or stay home in the face of their party being involved in a corruption scandal.  相似文献

Trilogues have been studied as sites of secluded inter-institutional decision making that gather the Council of the European Union, the European Parliament (EP) and the European Commission. Trilogues, however, are not exempt from formal and informal party-political dynamics that affect intra- and inter-institutional contestation. The increase in Eurosceptics in the 2014 EP elections offers an opportunity to investigate their efforts to shape the position and behaviour of the EP negotiating team in trilogues. Therefore, this article investigates to what extent Eurosceptic party groups participate in trilogue negotiations and how mainstream groups deal with their presence. The analysis shows that the opportunities to participate in trilogues and shape the EP’s position are higher for those perceived as soft Eurosceptic MEPs, while mainstream groups apply a ‘cordon sanitaire’ to those perceived as being part of hard Eurosceptic groups – which reduces the chances of MEPs from those groups being willing to participate in parliamentary work.  相似文献

Very few theories of democratic elections can claim to overarch the field. One of them that has not been given due regard, I suggest, is Albert Hirschman's Exit, Voice, and Loyalty. I aim to exploit the integrative capacity of this general framework in a model of typical “midterm” effects occurring through the electoral cycle. The model unites such diverse phenomena as antigovernment swings, declining turnout, protest voting, conversion, and alienation. An empirical test with comparative survey data from elections to the European Parliament reveals that the role of strategic voting in the form of voice is limited. Instead, processes of de‐ and realignment in the form of exit dominate a picture of European Parliament elections beyond the widespread conception of “second‐order” irrelevance. More generally, the “cyclical” view on voting behavior suggests systematic links between short‐run midterm effects and long‐run electoral change.  相似文献
