This article examines the role of the World Bank and the oecd in the emergence and circulation of the ‘fragile state’ concept. These organisations were critical to the early development of the concept and in the consolidation of a knowledge-based agenda set out by Western aid donors to justify international assistance to poor and conflict-ridden countries. Attention is focused on three normative processes affecting the production of transnational knowledge: normalisation, fragmentation and assimilation. ‘Normalisation’ is the process by which influential knowledge producers help to transform a rough concept into a widely accepted transnational norm based on expert knowledge, detailed definitions and statistical exercises. Once the concept has been appropriated by several international actors, it undergoes normative ‘fragmentation’ as it is subjected to various interpretations across time and space. ‘Assimilation’ is the process by which the overarching concept is renewed, enriched and gradually adapted through the incorporation of additional insights. The article argues that the World Bank and oecd have functioned as central knowledge hubs, facilitating the circulation of new and controversial ideas on fragile states and their integration into the prevailing policies of the most powerful aid donors. The two organisations have thus taken an active role in the consolidation and perpetuation of the aid donors’ policy doctrine, ultimately protecting it from major normative dissent.  相似文献

This paper argues that there is an emerging trans-regional security complex reaching from Russia through Central Asia to China. Shared security norms have resulted in statist multilateralism, that is, state-directed cooperation on shared interests while closely guarding distinct identities and specific political features. The paper outlines member states' key political values and shows how they ‘framed’ shared understandings about security. It then explains how security norms inform the institutional designs of the two main multilateral security organisations thereby directing the nature of cooperation, testing the argument in two key conflicts: in Kyrgyzstan and Afghanistan.  相似文献

We propose the construction of a Digital Knowledge Economy Index, quantified by way of measuring content creation and participation through digital platforms, namely the code sharing platform GitHub, the crowdsourced encyclopaedia Wikipedia, and Internet domain registrations and estimating a fifth sub-index for the World Bank Knowledge Economy Index for year 2012. This approach complements conventional data sources such as national statistics and expert surveys and helps reflect the underlying digital content creation, capacities, and skills of the population. An index that combines traditional and novel data sources can provide a more revealing view of the status of the world’s digital knowledge economy and highlight where the (un)availability of digital resources may actually reinforce inequalities in the age of data.  相似文献

Abstract

Resource management is essential for any organisation’s success. For non-profit organisations (NPOs) volunteers are a key resource. In this article, we examine how NPOs recruit, mobilise and manage volunteers in a challenging institutional and operational context. By drawing on a qualitative study of Russian health NPOs, our study highlights that the operational and institutional environment encountered by Russian NPOs leads to ‘management by network’ to acquire necessary volunteer resources. This pragmatic approach, whilst ensuring an organisation’s short-term survival, ultimately limits the type of volunteer recruited by Russian NPOs. The implications of these findings are also explored.  相似文献

Beneficiary participation in development projects has been an important topic of debate during the last decades. In the empirical research on the matter beneficiaries themselves are seldom, if ever, asked about their perceptions of participatory mechanisms in place. We present such a (case) study on the Vietnamese local office of a European non-governmental development organisation, also probing into other stakeholders’ perceptions (46 interviews in total). Our observations allow us to refine some aspects of the extant theoretical insights on beneficiary participation and representation, as well as to formulate some recommendations for organisations aiming at increasing beneficiary participation in their decision-making.  相似文献

Abstract

The essay examines the social policy principles underlying state funding schemes that shape the functioning of non-profit organisations in service delivery in Russia. Scrutinising federal and regional financial tools, the analysis reveals that some non-profit organisations are engaged with a neoliberal logic promoting state funding based on competitive grant processes and a means-tested approach to clients, while others seek privileged access to state resources to secure a statist and stratified service provision for their members. The essay argues that neoliberal principles are extended through contracting-out and are undermining statist practices; however, a situation is emerging within competitive outsourcing procedures in which selected organisations are still receiving privileged treatment from the state.  相似文献

In 1929, when rationing was introduced widely across the Soviet Union, urban residents and housing organisations started to organise their own canteens at the residence level by collecting their ration books. These were called ‘self-managed canteens’ (samodeyatel'nye stolovye). Although this canteen project did not expand as expected during the food crisis of the early 1930s, the project was more successful in Moscow's Frunze raion. This was especially true of canteen No. 171, reportedly established at the initiative of housewives, which continued to operate until 1940 with a steady growth in gross sales, and which started to allocate part of its profits to local community activities. This unique case exemplifies a communitarian project by residents which might lead to a reconsideration of the ‘public’ under the Stalinist regime.  相似文献

Abstract

This paper examines the importance of grass-root emergency response groups in emergency preparedness. Consistent with the Institutional Collective Action framework, we highlight key constraints associated with local government strategies of mutual resource exchange and barriers to intergovernmental collaboration. We examine local governments’ emergency preparedness using survey data collected in the North Central Texas region. We employed a simple OLS analysis to determine mutual exchange and Poisson estimations on the likelihood of local governments receiving and providing external assistance. Findings showed that the presence of grass-root organisations in a jurisdiction is associated with emergency preparedness, highlighting the importance of norms of volunteerism. Local political institutions and participation in federally funded programmes also have an effect on local government decisions.  相似文献

This article makes the case for a post-exotic anthropology as an alternative disciplinary practice adapted to the emerging historical conjuncture that is reconfiguring the political and epistemic relations between different parts of the world. This is raising anew a legitimation challenge to mainstream social sciences but especially academic anthropology, as its a practice is still characterised by a chronic exoticist inflection thanks to its allegiance to the epistemology of Occidentalism. The article calls for a revision of anthropology's geo-theoretical premises in light of an emergent post-exotic historical conjuncture, which entails the abandonment of the duopoly exercised by the epistemic regimes of postmodernism and postcolonialism, in favour of a post-exotic standpoint. It suggests the adoption of mesography as the optimum means of operationalising a post-exotic anthropology as well as an alternative mode of social science knowledge production. Finally, it proposes an ethic of reciprocity to rectify the extractive fieldwork practices that sustain the illiberal politics of interpretation of academic anthropology.  相似文献

This four-country comparison has four sections. First, some remarks on appropriate definitions and concepts are made (inter alia by introducing and emphasising the distinction between 'traditional' and New Public Management-inspired administrative reforms). Then, country by country accounts of the pertinent reforms are submitted 'in a nutshell'. Third, with the 'convergence or divergence?' question in mind, the conclusion is put forward that significant differences persist (and even increase), particularly between Sweden and Germany, on the one hand, and England and France on the other. In the final section, an attempt is made to assess the 'performance' of the different local government systems in looking at their capacity to 'co-ordinate' policies and activities. It is argued that Sweden's and Germany's traditional type of democratically accountable, multi-functional and territorially viable local government does relatively well in achieving policy co-ordination, democratic participation and political accountability. This article explores how ideas and practices may find their way into and entail significant changes in organisations as these enter into new fields and are increasingly confronted with dominant normative frameworks. Drawing on sociological institutional perspectives, I conceptualise three analytical processes occurring as ideas find their way into development organisations: i) emergence; ii) international negotiation and consensus production; and iii) external negotiation and appropriation. I then empirically explore these processes through a case study of how ideas and practices on gender equality and women’s empowerment have entered into and been made workable in the Bill and Melinda Gates Foundation.  相似文献

A striking feature of Gambian society is its tripartite social structure composed of nobles, artisans and descendants of former slaves. Among the artisans, the role of the finoo, or Islamic bard, is by far the least understood. While there is hardly any documentation on finoos, indications are that they have specialized in the Islamic traditions. This article records the life story of Mariama Fatty, a successful Gambian female finoo. In addition to sketching a portrait of her profession, it provides an account of a Muslim woman’s involvement in Islamic practices, her engagement in the propagation of Islam, and her understanding of proper Muslim womanhood. By focusing on the female finoo’s manoeuvring between her cultural obligations and her religious tenets, it emerges that she exercises her profession in what is not so much a contradiction as a dialectic between submission and religious empowerment.  相似文献

The article examines the performance of UK local authorities in relation to knowledge management and open innovation. Data were acquired using a mail survey of non-metropolitan local authorities in England and Wales. The results indicate that certain factors influence the effectiveness of the knowledge management process. Authorities engaged in open innovation have developed more effective knowledge management processes. Hence, of instead of implementing a strategy solely based upon cutting services and reducing staffing levels, local authorities seeking to survive in the face of government spending cuts might also consider the benefit from optimizing the effectiveness of their knowledge management processes and participation in open innovation.  相似文献

This study explores the development of a KM-OI model and empirically tests, using structure equation modeling (SEM), nine hypotheses related to the following research questions: RQ1: To what extent does organizational culture impact strategy structure learning with environment and information technology?; RQ2: To what extent does information technology impact learning with environment?; RQ3: To what extent does strategy structure, learning with environment impact policies and practices of KM?; RQ4: To what extent do policies and practices of KM impact organizational intelligence? Based on the results of a web survey applied in two of the six largest economies, Germany and Brazil, the article shows the importance of KM and OI for public administration and concludes that the KM-OI model is useful to identify influential factors that must be taken into consideration to improve the processes of creation (KM) and application of knowledge (OI).  相似文献
