This paper uses a natural experiment to identify the effect of a procedural information cost on the electoral registration of young first-time voters. We exploit the fact that information about when the minimum age eligibility requirement is due, either at registration or election-day, is only meaningful for those turning 18 after registration closing day. Using a national dataset on Chilean registration over four elections, we provide evidence of a sharp discontinuity in the registration rate of those youngsters turning 18 at closing date. The effect is both sizable and robust, persists over time, and is similar across income groups.  相似文献

Divided partisan control of the American national government is not a new phenomenon. Of the 41 presidents from Washington to Bush, 20 saw the House of Representatives under the control of the opposing party. While divided control of government is nothing new, however, its recent causes are. Before 1955, divided control was due to election reversals in the off year - easily interpretable in terms of negative retrospective judgements or switched policy choices on the part of the electorate. After 1955, on the other hand, four of the seven presidents were elected with a House of Representatives controlled by the opposing party. By analysing data collected during the 1988 national elections, we distinguish between congressional and presidential ticket-splitting and find their causes to be complex. It is caused, in part, by congressional incumbency and ballot formats, but wider social forces are also responsible for ticket-splitting.  相似文献

The Economic Stimulus Act of 2008 dramatically but temporarily increased the mortgage loan amount eligible for insurance through the Federal Housing Administration (FHA). We use the implementation and expiration of these loan limits as a source of exogenous variation in the availability of FHA insurance to measure the impact on the overall mortgage market and conventional lending. We find that the introduction of higher loan limits increased the number of loan originations, but that the expiration of those loan limits roughly 6 years later did not significantly decrease affected loan originations. The substitution between loan products and small net impact on the overall mortgage market when the ESA loan limits expired may be explained by the return of a stronger conventional lending industry than existed during the housing crisis.  相似文献

Retrospective voting studies typically examine policies where the public has common interests. By contrast, climate policy has broad public support but concentrated opposition in communities where costs are imposed. This spatial distribution of weak supporters and strong local opponents mirrors opposition to other policies with diffuse public benefits and concentrated local costs. I use a natural experiment to investigate whether citizens living in proximity to wind energy projects retrospectively punished an incumbent government because of its climate policy. Using both fixed effects and instrumental variable estimators, I identify electoral losses for the incumbent party ranging from 4 to 10%, with the effect persisting 3 km from wind turbines. There is also evidence that voters are informed, only punishing the government responsible for the policy. I conclude that the spatial distribution of citizens' policy preferences can affect democratic accountability through ‘spatially distorted signalling’, which can exacerbate political barriers to addressing climate change.  相似文献

Recent studies find that defection from one's most preferred party to some other party is as common under proportional representation (PR) as it is in plurality systems. It is less elaborated how election‐specific contextual factors affect strategic vote choice under PR. This study looks at the impact of two potentially important contextual factors: parties’ coalition signals about cooperation with other parties (referred to as ‘pre‐electoral coalitions’) and polling information, which vary from one election to the next. The focus is strategic voting for smaller parties at risk of falling below an electoral threshold. The hypothesis is that parties that are included in well‐defined coalitions will benefit from strategic ‘insurance’ votes if the polls show that they have support slightly below the threshold. However, smaller parties that do not belong to a coalition would be less likely to benefit from insurance votes. Extensive survey experiments with randomized coalition signals and polls give support to the idea that a voter's tendency to cast an insurance vote depends on whether the polls show support below or above the threshold and whether the party is included in a coalition or not.  相似文献

This paper analyzes the influence of the two most commonly examined causes of presidential vote choice, policy preferences and party identification. The focus is on change across elections in order to assess how the effects of issues and partisanship respond to the larger political context in which voters make their decisions. In contrast to party centric views of politics, I find little direct responsiveness to party issue contrast and substantial influence of candidate issue contrast. Further, I find that leading hypotheses for the “resurgence in partisanship” are not consistent with some important facts suggesting that the explanation remains elusive.  相似文献

Does lawmaker behavior influence electoral outcomes? Observational studies cannot elucidate the effect of legislative proposals on electoral outcomes, since effects are confounded by unobserved differences in legislative and political skill. We take advantage of a unique natural experiment in the Canadian House of Commons that allows us to estimate how proposing legislation affects election outcomes. The right of noncabinet members to propose legislation is assigned by lottery. Comparing outcomes between those who were granted the right to propose and those who were not, we show that incumbents of the governing party enjoy a 2.7 percentage point bonus in vote total in the election following their winning the right to introduce a single piece of legislation, which translates to a 7% increase in the probability of winning. The causal effect results from higher likeability among constituents. These results demonstrate experimentally that what politicians do as lawmakers has a causal effect on electoral outcomes.  相似文献

Current debates on politics and ecology in South America offer a number of lessons on the controversy concerning ecosocialism and degrowth. Some recent experiments on the South American left show a strong emphasis on socialism while deploying conventional developmentalism including decisive social and environmental impacts. In this dispute the different conceptions of value are very clear. This article builds and estimates several econometric models that explain and forecast the outcomes of the French elections for the European Parliament. These models show the influence of the change in the local unemployment rate to explain the vote for the moderate Left and the moderate Right in the French elections for the European Parliament. The standard assumption that economic voting (EV) is “jurisdiction-specific” inevitably leads to a breakdown between “national EV” and “regional EV”. This paper challenges this overly simplistic distinction by proposing a more complex typology, whereby national and regional incumbents may be assessed in both national and regional elections, according to either national or regional economic conditions. Accordingly, new and more sophisticated types of EV emerge, such as “second-order EV” or “coattail EV”. In this paper, some of these new types of EV are verified with a suitable case study. The 2012 Catalan election was carried out in the context of severe recession, but also under the impression – among many Catalans – that the economic policies of the Spanish government were harshly punishing Catalan economic interests. Binomial logistic regression models confirm that, under political circumstances such as these, voters may use regional elections to assess the national incumbents' economic performance, whereas regional incumbents may end up exonerated from poor economic performance. This case study may be illustrative for other regional elections around the world.  相似文献

In spite of a rapidly expanding literature on democratization, elections, and conflict, we lack systematic understanding of what determines electoral results in post-conflict societies. This article offers a novel initiative in revealing electoral patterns in states recuperating from painful experiences of war by analyzing data from more than 500 Croatian municipalities during five post-war electoral cycles. While the findings suggest voters do respond to parties' economic policies, the underlying pattern of electoral support demonstrates that competition is heavily constrained by the legacy of conflict, with the communities more exposed to the violence being more likely to vote for the principal party of the center-right which led the country into independence and throughout the war. This tendency exhibits a remarkable level of stability over time, which suggests conflict dynamics can become firmly embedded in post-conflict democratic electoral competition – even in societies that are not ethnically diverse.  相似文献

This study is a comparative survey analysis of similarities and differences in the Scandinavian party systems. These are all dominated by three big class parties, Social Democrat, Agrarian, Conservative, each representing mainly one occupational group. The study investigates the electoral basis of each type of class party in order to explain class voting, and it finds a similar pattern of social factors which influence class voting. The article also considers the differences between the Scandinavian party systems, the psychological variables influencing class voting, a possible decline in class voting, and the distinctiveness of the Scandinavian party systems compared to other types of party systems.  相似文献

During the Jim Crow era, the American South developed a distinctive one-party political structure. One important feature of that structure was the primary runoff, which was adopted to require candidates to generate majority support in the nomination process and to stimulate competition within the Democratic Party (thus keeping the Republican Party irrelevant). In this piece, I argue that although the South has become a two-party region and the runoff has lived beyond its original purposes, it continues to do many of the things it was put into place to do. As in decades past, the runoff still has an impact on such things as candidate emergence, the competitiveness of primaries, and the ability for voters to reevaluate their choices.  相似文献

In this article, I defend compulsory voting on the grounds that it reinforces the distinctive and valuable role that elections play in contemporary democracy. Some scholars have suggested that mandatory voting laws can improve government responsiveness to members of poor and marginalized groups who are less likely to vote. Critics of compulsory voting object that citizens can participate in a wide variety of ways; voting is not important enough to justify forcing people to do it. These critics neglect the importance of voting's particular role in contemporary democratic practice, though. The case for compulsory voting rests on an implicit, but widely shared, understanding of elections as special moments of mass participation that manifest the equal political authority of all citizens. The most prominent objections to mandatory voting fail to appreciate this distinctive role for voting and the way it is embedded within a broader democratic framework.  相似文献

The difficulty with resolving the classic problem of whether newspapers influence voting patterns is self-selection: readers select a paper to fit their politics, and newspapers select particular types of readers. One way round this chicken-and-egg problem is to compare the voting behaviour of individuals whose politics are reinforced by their paper, with those who are cross-pressured by their paper, and to compare both with those who do not regularly read a paper. Using the British Household Panel study to analyse voting patterns in 1992 and 1997, this study suggest that newspapers have a statistically significant effect on voting, larger for Labour than Conservative sympathizers, and larger for the 1992 than the 1997 election. The broader implications of these findings for British politics and democracy are discussed.  相似文献
