Barricada, a daily newspaper in Nicaragua, closed in 1998. The editor said his newspaper was a victim of a government policy to remove state advertising from Barricada, which was the official newspaper of the opposition Sandinista political party. This study examines the role of state advertising as a means of governmental control of the news media. The study finds evidence to support the claim that Barricada was the victim of a partisan campaign to withhold advertising. But it also finds that the Sandinistas had done the same thing when they were in power in the 1980s.  相似文献

Abstract

J.B. Jeyaretnam was Singapore's most celebrated opposition leader when his career came to an abrupt end in 2001, but he is better known for the injustices he has suffered at the hands of the People's Action Party regime than for anything he has achieved or said. Bankrupted, imprisoned, deprived of his livelihood and expelled from Parliament twice, he has acquired the aura of martyrdom, yet little is known about his life, his ideas or his motivations. Drawing on interview and archival research, this article studies him with a view to better understanding both the man himself and — probably of greater significance — what his experience can tell us about the dynamics of the Singapore policy.

Why did he enter opposition politics and keep coming back for more in the face of persecution? Why did the government set out to destroy him with such vehemence? What does this tell us about the limits of political tolerance in Singapore, both today and in the past? What lessons can other opposition figures learn from his experience? And why has Jeyaretnam been treated so harshly while the government nurtures some other opposition MPs as responsible and courteous players?  相似文献

This article reevaluates the first phase of Taiwan's democratization process (1914-1986) by exploring the similarities and differences between oppositional political organizations under Japanese and Kuomintang (KMT) rule. Employing a parallel structure, the article compares two distinct periods of time, 1914-1937 and 1977-1986. Including the Japanese colonial era in the evaluation of Taiwan's democratization process makes it possible to examine long-overlooked issues in Taiwan's political development such as the question of continuity and disjuncture. The author argues that the Japanese colonial era should be recognized as the starting point of Taiwanese political activities and the era of KMT one-party rule that followed as a re-colonization of Taiwan (lasting from 1947 until the early 1980s). The author's analysis reveals that (1) Taiwanese political opposition during both eras originated within rather than outside repressive political frameworks and that moderate opposition organizations emerged as the best possible reaction given those circumstances; (2) domestic organizations had a greater impact on the Taiwanese polity and society than those in exile; and (3) peaceful approaches were an important alternative to revolutionary movements. The author recounts the story of Taiwan's democratization process (until 1986) through the careers of two long-neglected moderate political activists, Lin Xiantang (1881-1956) and Kang Ningxiang (1938-).  相似文献

Abstract

For a long time after his abdication from the throne in 1955 and his subsequent rise to power as Chief of State, Norodom Sihanouk's main problem in governing Cambodia was how to deflect political breezes from the sails of the internal leftist-Communist opposition. In the last year and a half, that problem changed to one of how to upstage his political rivals on the right. His defeat in the latter enterprise signals the demise of peace in the only Indochinese nation successful in the last fifteen years in preventing war and strife from sweeping across its borders.  相似文献

A review and analysis is presented of substantive material published in the journals Nash sovremennik and Mohdaya gvardiya from Gorbachev's advent to power through roughly October 1989. The size of the journals' circulations is noted to assess the influence of writers who are in the vanguard of opposition to perestroyka. The article includes a section devoted to the tradition of Russian “thick journals.” It concludes by examining the popularity and power of Russian nationalism in relation to peresiroyka and the nature of the opposition to it as reflected in both journals. SUMMARY

This paper explores the constitutional relationship between England and Ireland at the end of the seventeenth century with a focus on the contemporary debate around the prerogative of the Irish legislature. It examines and contrasts the arguments developed in the pamphlets of William Molyneux of Dublin (1656–98), representing the ruling Irish Protestant nation, and of English Whig Simon Clement (1654?–1730?), asserting the rights of the English empire. Molyneux's The Case of Ireland's being bound by Acts of Parliament in England, Stated (Dublin, 1698) and Clement's An answer to Mr. Molyneux his case of Ireland's being bound by Acts of Parliament in England, stated: and his dangerous notion of Ireland's being under no subordination to the parliamentary authority of England refuted by reasoning from his own arguments and authorities (London, 1698) are compared and analysed in the context of renewed tensions around the woollen trade. These pamphlets highlight the nature, and the perceived nature, of the constitutional relationship between the two polities in the aftermath of the ‘Glorious Revolution’ of 1688. The main discussion was whether Ireland was a colony of England or an independent kingdom, and how its nature affected the relationship between both legislatures. Molyneux argued that Ireland, although sharing a monarch with England, was an independent kingdom. To Molyneux, Ireland's independence, as a kingdom, signified the independence of its legislature and the unconstitutionality of the English Parliament's claim to legislate for Ireland. Clement refuted Molyneux's assertions point by point, contending that Ireland was part and parcel of an empire. In Clement's opinion, Ireland's subjection to England meant that the English Parliament had a legitimate right to legislate for Ireland.  相似文献

Abstract

Historians are continually fascinated by the way a new idea, seemingly independently and simultaneously, emerges from many minds at once. Such ideas step assuredly into the mental environment that has been prepared for them by material conditions, but they seem to belong so naturally that it is easy to forget to question how they arrived. In the case of historians this often involves a re-examination of a historical period. The most recent years to emerge, reorganized in a novel interpretation, are those of World War Two. In several recent publications the war has been described as the crucible for Japan's postwar growth. This presents the embryo of a new theory of the origins of Japanese economic growth, competing with the earlier explanations of culture, miracles, and rational and evolutionary modernization.  相似文献

This article is based on the hypothesis that the Egyptian institutional media played an active role in the Egyptian ‘Arab Spring’ revolution in 2011 and analyzes how Egypt's official newspapers constructed and presented a moderate and positive image of the Muslim Brotherhood (hereinafter the Brotherhood) despite the fact that they had labeled the Brotherhood ‘the outlawed movement’ a year earlier. In order to examine whether their attitudes changed after the downfall of the Mubarak regime, a critical discourse analysis of newspaper texts has been made of the news columns written throughout 2011 of two of the most popular Egyptian newspapers – al-Ahram (n = 115) and al-Gumhuriyya (n = 94) both of which identify with the Egyptian government's official policy. In addition, an analysis made of three of the Brotherhood's publications (n = 72) (N = 281) revealed that the Brotherhood exploited the printed media not only to replace the regime but also to gain control of its narrative. Ultimately, by controlling the shaping of public opinion, the media contributed to the drawing of a parallel between the motivation that formed the basis of the mass protest and the Brotherhood's agenda.  相似文献

This article assesses the weaknesses of opposition in Botswanathrough the case of Kenneth Koma, the influential Presidentof the Botswana National Front (BNF) from 1977 to 2001. Thisis done by examining the perception that from 1997 Koma's relationshipwith the ruling Botswana Democratic Party (BDP) destabilizedand weakened the opposition in the country. The article challengesa view, held by some of his detractors in the opposition, thathis leadership style was out of tune with global trends. Italso argues that what some people have viewed as ‘tribalism’— the domination of the BDP leadership by members of theBangwato tribe (of which Koma is also a member) — seemsto be primarily a matter of expediency. This alleged tribalismis used by Koma's critics as a smear. The article analyzes therelationship between Koma and the BDP at both political andpersonal levels. At the political level, Koma's failure to keepthe BNF united has been capitalized on by the BDP to tightenits grip on power. At the personal level, Koma has used hisconnections in the BDP to advantage in his business dealings.Koma's cult status and his personal and political choices havetherefore significantly contributed to de facto one-party rulein Botswana.  相似文献

The purpose of this article is to discuss the development of Joan Miró's aesthetics between 1915 and the early 1920s, and to offer an interpretation of a series of landscapes that he painted between 1918 and 1922, by highlighting their similarities with some of the landscapes described by Catalan writer Josep Pla in his Obra completa. Both Miró's and Pla's landscapes are situated within the context of Noucentisme and, more particularly, of Noucentisme's classicist aesthetics as defined by Eugeni d'Ors in his Glosari.  相似文献

Abstract

One notion of a bureaucratic class in a socialist society has been put forward by Milovan Djilas. According to Djilas, although under socialism there is no longer private ownership of the means of production, a small group of people in the government bureaucracy exercise effective economic control and can use this control to extract a surplus. The bureaucracy which gains control of society's economic surplus maintains the alienated condition of the working class and becomes a ruling class in Marxian terms. In Class Conflict in Chinese Socialism, Richard Kraus’ thesis is that Mao Zedong was aware of, and actively opposed, the beginnings of such a class in modem China. Kraus traces the evolution of Mao's theory of class to show the richness of Mao's theory and to document the influence which that theory had on post-1949 China. Kraus does not adhere strictly to Djilas’ definition of a bureaucratic class, however, nor does he explicitly develop one of his own. Rather, he lacks rigor in his use of such terms as “class” and “class struggle,” making his analysis unclear and the evidence for his thesis weak.  相似文献

Much commentary on Indonesian politics since the fall of President Suharto in May 1998 has suggested that Indonesia's political system has remained just as exclusionary as it was prior to his fall, despite becoming much more democratic and decentralised. In contrast to this view, we argue that Indonesia's political system has become more inclusive, if only somewhat more so. The fall of Suharto and the subsequent process of democratisation have removed key obstacles to organisation by poor and disadvantaged groups and their NGO allies, making it easier for them to engage in collective action aimed at achieving pro-poor policy change. By making attainment of political office dependent on the support of the voting public, many of whom are poor and disadvantaged, these developments have also created an incentive for politicians to pursue policy changes that favour these groups or at least that appeal to them. At the same time, however, we argue that poor and disadvantaged groups have not become major players in the policy-making process. Despite the fall of Suharto and democratisation, these groups continue to lack the resources possessed by other participants in the policy-making process. Whereas the politico-bureaucrats and well-connected business groups have been able to exercise influence over policy by buying support within representative bodies such as parliament and mobile capital controllers, the IFIs and Western governments have been able to exercise influence by virtue of their structural power, poor and disadvantaged groups have had to rely on less potent ways of exercising influence such as holding demonstrations, engaging in lobbying activity and participating in public debates. We illustrate these points with reference to two policy issues: land reform and mining in protected forests. The article concludes by considering the future prospects for inclusive policy-making in Indonesia.  相似文献

Focusing on the social movement that resisted the privatization of health care in El Salvador in 2002–3, this article asks how the movement's multisectoral composition influenced news coverage of the health care policy debate. Specifically, it examines whether the diversity of perspectives in the alliance was reflected in the media's source selection and framing of the policy issues. A content analysis of Salvadoran newspapers' coverage shows that the media relied mainly on just two movement actors to represent the antiprivatization position: the striking doctors and the leftist opposition party. It also reveals that a period of elite dissensus on the policy issues opened a temporary opportunity to insert movement messages in the coverage. The study indicates that a multisectoral alliance does not enhance movement influence through the news media, though broad alliances confer strategic advantages for the movement's broader communication work.  相似文献

Gough Whitlam's father was one of Australia's most significant public servants. Deputy Crown Solicitor and Crown Solicitor at a time of great constitutional and international change, Frederick Whitlam maintained an unusually advanced perspective on the use of international instruments to protect rights and to expand powers of nationhood. Gough Whitlam's war‐time experiences in the Air Force, in particular during the referendum campaign to expand Commonwealth Powers to aid post‐war reconstruction, cemented these aspects as central to his developing notions of democratic citizenship. In his 1973 Sir Robert Garran Memorial lecture, fourteen years after his father had delivered the inaugural oration, Gough Whitlam acknowledged the influence of his father as a “great public servant” committed to public service and the developing institutions of internationalism: “I am Australia's first Prime Minister with that particular background”. This paper explores “that particular background”. I have never wavered from my fundamental belief that until the national government became involved in great matters like schools and cities, this nation would never fulfil its real capabilities. 1 1 E.G. This paper examines the consolidation and maintenance of hegemonic authoritarianism in post-Soviet Azerbaijan. Hegemonic regimes are characterized by their nearly total lack of political competition. Despite the presence of opposition parties and regular elections, the incumbent in these cases is reelected with 70% or more of the vote. What does it take to sustain overwhelming margins of victory in regular elections in the face of institutionalized opposition? Previous studies have suggested that either violent repression or institutionalized co-optation of opposition groups is central to securing long-term hegemonic regime stability. These mechanisms explain how rulers forestall potential opposition. Upon coming to power in 1993, however, Heydar Aliyev – like many post-Soviet leaders – inherited a genuine, existing opposition in the Popular Front movement. I suggest that in the presence of an intractable opposition, Azerbaijan's rulers have taken a different approach with regard to regime maintenance. Drawing on over 50 original interviews conducted during 6 months of field research, I identify the mechanisms by which the government has “hidden the opposition in plain sight” by making it effectively difficult for existing opposition groups to function as credible political parties. Since the mid-1990s, the Aliyev regime has used informal measures to prevent these groups from aggregating and articulating the diverse interests present in society from visibly competing in elections and from serving effectively in government to craft and implement policy. These practices have rendered the opposition technically legal, but completely ineffective. Besides weakening the opposition, these measures produce a series of mutually reinforcing effects – including noncompetitive elections by default and a politically disengaged society – that sustain long-term regime stability. The paper concludes by examining this argument in comparative perspective. Hegemonic regimes have proliferated in the post-Soviet region, and I suggest that this strategy is an important factor in sustaining many of these regimes.  相似文献

The unanticipated victory of Hamas in the 2006 Palestinian legislative elections was a defining moment in the study of Islamist politics; the results were a startling surprise to all parties, not least Hamas. Much of the literature that assesses the electoral success of Islamists focuses on the distinct characteristics of Islamist groups, paying less attention to the complex interplay of factors that may account for their success. Examining Hamas's performance in the 2006 legislative elections, this article endeavours to: (1) challenge pervasive analysis which asserts the distinctiveness of Islamist political organisations; (2) situate the 2006 Palestinian legislative elections within a broader discussion of opposition politics in the Arab world; and (3) highlight the significance of long-term organisational trajectories and election campaign strategies in accounting for Islamist electoral performance. Findings in this article have important implications for how we understand Islamist and leftist opposition politics in light of the Arab Spring.  相似文献

The hidden secret at the core of Michael Haneke's remarkable film of that name is Georges Laurent's denunciation of a young Algerian boy who found refuge on his relatives’ farm after his own parents had perished in the infamous 1961 Paris massacre. In a bizarre return of the repressed, the memory of this betrayal invades and destroys his affluent bourgeois existence forty years later. In this article, I attempt to link this return to the “colonial boomerang” of the suburban revolts of 2005 (and 2007) and the “official” occlusion of past crimes against humanity most clearly shown in the case of Maurice Papon, in which the betrayal of France's Jews and the massacre of Algerian demonstrators merge on the grounds of the Veld'Hiv.  相似文献

Voltaire and the ‘Glorious Revolution’ of 1688

From the start of his career Voltaire was pro‐English. Britain was for him the country of a ‘sage liberté’ which was the beneficial result of the civil wars. His contacts with the British community in Paris and the exiled Lord Bolingbroke help explain why he sought refuge in London after his imprisonment and his subsequent passion for English institutions. Voltaire's view of institutions was not always very accurate; he only saw the positive side and, intentionally or not, concealed a great deal. The religious foundation of the English character escaped him, as did the agrarian problems. For him the regime of 1689 constituted a constitutional ideal; the balance it achieved was a perfection to whose defects he was blind.

Voltaire had always been split between his admiration for the English system and his respect for the ‘enlightened’ work of Frederick the Great and Catherine Il. He inclined, especially towards the end of his life, towards England. He was one of the originators of a current, still very much alive in France, of an anglophilia of the left’. But the undeniable weakness in Voltaire's thought was his failure ever to ask how far the representative government he so admired was capable of being practised by the French.  相似文献

In this article Maria Sofia Corciulo discusses the dissolution of the recently elected ‘Chambre introuvable’ by Louis XVIII, following his second restoration in 1815. The king had been completely surprised by the outcome of the elections, which returned an ultra-royalist majority. This put severe pressure on the king and his ministers who were committed to moderate, conciliationist policies, in which they were supported and pressured by the representatives of the Allied powers. The Ultras found themselves in confrontation with the ministers and policies of the king. This created a paradox, in that the Ultras, who wished to reinstate features of the ancien régime, could only do so by imposing parliamentarianism on the king, and use their majority to force him to change his ministers and adopt policies that they knew he opposed. On the other hand, the king felt he could only save the liberal constitutional values, which he and the ministers considered necessary if civil war was to be avoided, by a dissolution of the Chamber, for which there was no clear constitutional justification. The article discusses whether Louis XVIII, by his dissolution, which his critics claimed was a coup d'état, in fact secured the future of liberal constitutional government in France.  相似文献
