Gross human rights violations have constituted a hotly contested national issue in many recent transitions from authoritarianism to democracy. This article analyses how newly elected democratic governments have dealt with violations committed by officials of previous authoritarian regimes. Empirical evidence from around 30 (mainly) Latin American and African countries undergoing democratic transition after the mid-1970s shows that the government's choice of human rights policy largely depends on the relative strength of the public's demand for truth and justice and the outgoing regime's demand for amnesty and impunity. Policy choice will tend towards trials as the outgoing regime becomes weaker and away from trials as the outgoing regime becomes stronger. Truth commissions are the most likely outcome when the relative strength of the conflicting demands is roughly equal. Where human rights policy deviates from predictions, the government always does less than expected. These arguments hold true both at the time of regime change and during the consolidation phase, as power dynamics often change over time.  相似文献

The Polish post-communist party Social Democracy of the Republic of Poland (Socjaldemokracja Rzeczypospolitej Polskiej, SDRP) which survived almost unchanged in the dynamic Polish political scene of the 1990s was one of the leading political parties after 1989. This paper will attempt to explain the ideological journey, which has been taken by the former high-ranking Polish United Workers' Party members after 1989. Their journey seems to start at the point of internationalism and socialism and ends in the victorious battle to join the European Union. Was this a simple modernized adjustment of the internationalist ideology or an opportunistic choice made in order to survive in the new political and social circumstances? Was choosing a pro-EU policy a choice or a necessity? This analysis will attempt to answer the above questions and describe this phenomenon of change or may be just an ideological continuity.  相似文献

European political integration has added a new and exciting dimension to the study of national political and administrative systems. However, comparatively little is know about the precise role of national ministries of state in either facilitating or retarding the shift towards joint rule making at the European level. Taking as an example the UK Department of the Environment's (DoE) involvement in the cumulative development of EU environmental policy since 1970, this paper examines the extent to which national environmental departments manage the process of integration or whether they are dragged along by it. It concentrates on the DoE's role in negotiating the 1987 Single European Act. It suggests that integration in the environmental sector since the Act has proceeded significantly further and faster than British negotiators originally expected, though through little conscious effort by the DoE. In fact, the DoE strongly opposed the introduction of majority voting, but was overruled by the core executive. These findings are examined against two theoretical approaches to European integration in order to reach a fuller understanding of what motivates (parts of) the British state to limit national autonomy in the process of developing European environmental rules.  相似文献

The reappearance of substantial debt in China after 2008 has refocused attention on the sustainability of the existing financial ‘model’. It’s not just that ‘traditional’ forms of bank-centred debt have re-emerged, but that the informal ‘shadow banking’ sector also seems increasingly fragile, generating debts that do not seem easy to repay. Explanations for the current situation focus on the way in which China responded to the global financial crisis, and on the incentives that exist to go outside the formal and more regulated banking system into often riskier activities. But there are more fundamental structural issues. The current financial system contains within it some of the dna of its predecessor, while the spatial distribution of power and authority is inextricably linked to the way the financial system functions. While it might be possible to tinker with some elements of current financial problems, the relationship between local government financing, land, the banking system and key economic sectors makes it difficult to resolve more structural issues without taking a holistic approach; one that would have fundamental consequences for the nature of the Chinese state, and the distribution of power within it.  相似文献

Is it possible to imagine New Public Management without marketization? In Denmark the present liberal-conservative Government has, throughout its 10 years in power, designed and implemented more than 15 major management reforms in the public sector. Although most of the reforms are rhetorically firmly rooted in neo-liberal ideologies they have, in practice, promoted tools and mechanisms of the “traditional,” or Old, Public Management. Based on an empirical study of the reforms, we suggest that the notion of “pragmatic” New Public Management is introduced to enhance the current understanding of New Public Management in the Western industrialized societies.  相似文献

This article traces the development of two post-communist parties—the Czech KSČM and the German PDS—illustrating how they may continue to shape hard left policy in an expanded European Union (EU). It analyses three policy areas in detail (security and defense policy, employment policy and policies towards the institutional reform of the EU) and argues that, providing the parties avoid internal ideological conflict, they may come to play significant roles in influencing hard left policy in future years. The PDS is likely to act as a bridge for other hard left groups with more conservative agendas while the much larger KSČM may attempt to shift the ideological balance back towards more structurally conservative anti-capitalist policies.  相似文献

This article sheds more light on the possible advantages (and the critical aspects) of introducing accruals accounting for governments in the context of European macroeconomic surveillance. This would add more balance to the discussion about accrual accounting, which tends to focus on the resource costs involved. The research it describes would, inter alia, show the impact on sensitive policy areas using a statistical analysis from EU countries’ official Government Finance Statistics. It also draws some conclusions on a suggested roadmap for public accounting in the European context.  相似文献

Over the last two decades, many developing countries have introduced competition policies. This paper introduces four new indicators on various aspects of competition laws and competition agencies to make competition policies comparable. These indicators are used to estimate the effects of competition policies and all four contribute at least marginally to explaining differences in total factor productivity. This is also true if developing countries are analysed separately. In addition to the direct effects of competition policy on total factor productivity, an indirect effect is identified: countries scoring high with regard to competition policy suffer less from corruption.  相似文献

In terms of regionalisation the Middle East appears to exemplify the region's status of being the 'exceptional' case, eternally out of step with history and immune to the trends affecting other parts of the world. This article will analyse whether recent trends of economic liberalisation might give an impulse to regionalisation. This is done by focusing on the 'double assignment' of the bourgeoisie: curbing state autonomy and acting as the 'championing social class' whose specific interests coincide with the prospect of a larger unified market. The article concludes that we can not expect Arab regional economic integration to be spurred on.  相似文献

On 1 December 2013, Croatia voted in a referendum on the constitutional definition of marriage. While recent scholarship has highlighted the symbolic nature of the referendum in domestic politics, its European dimension has not been considered. Using Leconte’s notion of value-based Euroscepticism, this article explores the role of European politics in the marriage referendum, using electoral data at the municipal level. The analysis demonstrates that the referendum, at least partly, was a proactive attempt to halt the Europeanisation of same-sex marriage. The article also sheds light on local resistance to EU homonationalist politics.  相似文献

This article explores the EU’s action in the context of revolutionary upheavals in its neighborhood, focusing on two cases where the EU’s overall influence is relatively strong: Moldova in 2009 and Tunisia in 2010–2011. It analyzes the intertwining of the normative and strategic agendas by examining the goals, instruments and impact of EU action in each case. The findings highlight a limited and reactive role of the EU, a strong emphasis on stability and a shift towards a more normative engagement in response to external changes that made it easier to merge security- and value-oriented goals.  相似文献

This article retraces the mutual rapprochement between Policy Analysis and International Relations and addresses its limits. This article traces political and institutional developments in the Republic of Georgia after the Rose Revolution. Particular focus is placed on efforts by Georgian policy-makers to align Georgian political institutions with Western models. Drawing on the concept of policy transfer, the author demonstrates various pitfalls in this process. Based on the gathered evidence, it appears that Georgian policy-makers engaged in various processes of ‘incomplete transfer’, compounded by a lack of understanding or deliberately false conceptions of Western institutions. Despite democratic rhetoric and interlinkages with the West, Georgia moved to a novel form of ‘hyper-presidentialism’ and dismantled institutional checks and balances. Hence, the Rose Revolution initially served to reinforce the already existing institutions of ‘patronal presidentialism’ through a series of misguided institutional modifications. The author also discusses the outcome of the recent parliamentary and presidential elections, which may have ironically and accidentally further democratised the country.  相似文献

This article assesses total EU financial flows towards the Western Balkans between 1991 and 2010. It shows that, in the short term, the majority of support has been allocated to humanitarian assistance and socio-economic development. Although the EU has declared its interest in democracy promotion, democracy assistance ranks only third on the list of its financial expenditures in the Western Balkans. Therefore, although EU financial aid is consistent with official EU programmes, it is inadequate in the post-conflict context of the EU candidate and potential candidate countries that require support for democratisation.  相似文献
