Decentralization has been a common aim in administrative reform and this article points to common themes in the decentralization programmes of Tanzania, Zambia and Papua New Guinea. The programmes involve both developing field administrative structures on an area basis in which horizontal links between the field staff of different ministries are at least as important as the vertical lines of authority linking field staff with headquarters' departments, and also decentralizing authority over planning and implementing development programmes to local decision making bodies. The impact of these decentralization programmes has not hitherto been adequately monitored or evaluated, and experience of attempts at doing this in Tanzania emphasizes the importance of building into a decentralization programme a method of monitoring it which produces usable information. The article points to the plans for monitoring to be pursued in Zambia.  相似文献

Abstract

There has long been an emphasis on the importance of decentralization in providing better quality public services in the developing world. In order to assess the effectiveness of decentralization I examine here the case study of Uganda, which has seen major decentralization of power over the last quarter-century. In particular the current government has introduced a five-tiered local government structure, decentralized both fiscal and political power to local governments and introduced regular local government elections. However, initial excitement about Uganda's decentralization programme has tapered off in recent years due to a number of problems outlined here. In particular, I show that decentralization in Uganda has suffered from a lack of independence from central government control, which has led to a lack of effectiveness in the provision of high quality public goods.  相似文献

Though the literature on decentralization has clarified some issues, it has left unsettled the question of the administrative structure for its implementation: who should take what decisions, and at what level? There are limits to the conventional methods of classification. where answers have been sought in terms of Western experience, participation and management. and a legal perspective has been adopted with decentralization seen in terms of fully elected local governments. semi-autonomous local governments. or coordinating committees. Rather than stress procedures of participation. the substantive content of decision-making needs to he analysed. A classification of rural development programmes provides an alternative model for the reallocation of functions within the system of government to meet development needs. The case of district planning in Agra District. India. illustrates the process of decentralization. underlines its composite character. and shows the importance of the budget in initiating reform in the political-administrative system. Since decentralization is now motivated by different factors than in the past. the requirements of the anti-poverty programmes will move the decision-making process closer to the cutting edge of the village level, with even greater responsiveness to demands from below.  相似文献

This article describes how BMS (brain skill and management styles) assessments have and can be used to increase productivity in development administration. The article starts with a brief outline of the management climate which executives face in developing countries (crisis and rapidly changing environments). The article points out that although developing countries have significantly increased their productivity by using traditional quantitative management tools and techniques, they increasingly find that these approaches need to be supplemented with other techniques more appropriate to the environment they must contend with. BMS programmes have been found to be one tool which, combined with established training programmes can serve to increase productivity in developing nations with existing personnel. The article describes what a BMS programme is (identifying human brain skills and management styles that exist in organizations, and matching these skills/styles to the management problem at hand where they can be best employed to enhance productivity), and illustrates how this technique has been used successfully in one developing country. The BMS programme applications in the article are based on the results of testing over 2000 managers and also the experience from implementing in-depth BMS programmes in several countries in a wide variety of organizational settings (business, government, education, military and health).  相似文献

In Kenya a new generation of area-based, multisectoral rural development programmes has been started, targetted on the country's extensive arid and semi-arid lands (ASAL). By mid 1983, six such programmes were operational, each supported by a foreign donor and implemented by the Government of Kenya. Six years after the detailed planning of the first programme began, the record looks patchy. District level planning and co-ordination hold promise, and some programme activities are going well. However, problems of slow and cumbersome planning and mobilization, a lack of community involvement in planning, too few technical successes, and remote prospects for institutionalizing the programmes if and when expatriate support is withdrawn are apparent. Behind these problems lie a number of basic obstacles, including the structure and orientation of the government's lack of support for the drylands among politicians, and the technical difficulties of raising dryland production. Faced with these obstacles, the ASAL programmes look set to run into continuing problems. Overcoming them will depend on both the success of recent government moves to deconcentrate, and patient support from both the government and the donors. Formal Ethio-Swedish development co-operation began in 1945 with the signing of a technical assistance treaty in vocational and technical education. Since then Swedish aid has been extended to health, nutrition and agriculture, with agricultural aid constituting the largest share since 1967. Swedish agricultural aid could be classified broadly into the comprehensive and the minimum package programmes. This paper discusses the changes in Swedish rural development assistance from the project to the country programming approach as reflected in the comprehensive and minimum package programme. This paper shows that the country programming approach to international development assistance is an important contribution to the strategies of delivering foreign assistance. Since the approach utilizes existing government programmes as the starting point for development assistance, and attempts to integrate aid into the national resource base, it can build confidence and mutual working relationships among donors and aid recipients. Moreover, the approach as utilized by Sweden has a three-year time-frame, allowing the transfer of funds within Swedish sponsored programmes. The overall strategy objective supports and broadens existing programmes directed to improving the welfare of the rural poor.  相似文献

Rural development management in Nepal has been criticized for more than a decade now on the grounds of the country's weak aid-absorbing capacity, administrative slowness and poor project management. Though several reforms of the rural development planning and management systems have been staged, at present coordination in integrated rural development projects remains weak. The paper reports on the empirical findings of research on mechanisms, procedures, organizational arrangements and problems of coordination. Although the country's environment, and its socioeconomic and cultural constraints, may negatively influence smooth operations in implementing integrated programmes, several policy considerations for improvement may be formulated. Among these, organizational reform with decentralization and reduction of the number of offices involved, strengthening the resource management system, especially budget release and personnel motivation, and a more integrated method of policy, programme and project formulation are the issues considered most important by the government officers themselves. Part II will appear in vol. 7, no. 3 of this journal, and examines the implementation and management of rural development in the Karnali and Bheri districts of the Mid-Western Development Region of Nepal.  相似文献

Decentralization in development planning and administration is being attempted in novel ways as governments seek to generate economic growth and at the same time achieve greater social equity. Little has been done to assess comparatively the nature and effectiveness of these experiments. This article is based on a selection of eight case studies, each set in a different Asian country, where an innovative approach to decentralization has been adopted by the central government in order to achieve development aims. The stimulus to innovate is considered, the different forms of decentralization compared and a tentative comparative evaluation is made of the effectiveness of decentralizing development planning and implementation. What the analysis shows is that despite diversity in the objectives and differences in the forms decentralized programmes took there were common problems centring on administrative capability. This, the author argues, has important implications for governments and international agencies.  相似文献

A large component of development aid in the past has been in the form of scholarships for officials and managers to attend short and long training programmes in the west. However, it has increasingly been felt that the impact of such programmes is limited, and hence the donor community is placing increased emphasis on ‘projectized’ training programmes, i.e. training that is geared to specific development projects in a particular country. This shift has implications for the nature of the training, the learning processes involved and the roles of trainers. This article explores these issues, firstly reviewing the debate between ‘open’ and ‘projectized’ training, and then going on to report on a case study involving a ‘projectized’ learning event run for the Nigerian Civil Service as part of its Civil Service reform programme. The case study explores the main differences between ‘open’ and ‘projectized’ training, demonstrates some of the potential problems with ‘projectized’ learning and, where appropriate, suggests solutions and offers a number of practical suggestions for trainers to consider for operating in an increasingly ‘projectized’ training scene.  相似文献

Tanzania for a long time refused to reform its economic policies along the lines recommended by the World Bank and IMF. Eventually the foreign exchange crisis forced the government to make the changes advocated by its own pragmatic economists and the Western donor community. The reforms were necessary, but not a panacea for all the problems which had plagued rural development programmes over the past decade. Three big problems still face basic-needs programmes: the government administration has very little capacity to manage or back up programmes; neither the national nor district governments can afford them; and rural residents have not compensated for either of these deficiencies through their own participation and contributions. This article looks at two basic-needs programmes in the rural water supply sector to illustrate how these long-standing problems continue to affect implementation. Both programmes are funded and implemented by donors. The conclusion is that donors have not been sufficiently self-conscious and innovative in grappling with the more intractable problems facing rural programme assistance in Tanzania.  相似文献

Since Zimbabwe won its independence in 1980, the country's leaders have embarked on an ambitious programme of decentralization and local government reform. At the same time, urban conditions in the country have become increasingly difficult. This paper examines major aspects of urban local government finances in this environment of reform and growing fiscal pressures, with special reference to the experience of Harare City Council. It is argued that some relative successes have been recorded, although a number of undesirable elements of colonial practices and various fiscal problem persist.  相似文献

Russian local governments now have primary responsibility for the administration of social assistance programmes thanks to a combination of decentralization of some responsibilities from higher levels of government and the transfer of certain administrative functions from state enterprises to municipalities. Over the past few years, there has also been a distinct shift to means‐testing of social assistance. This article reports on the results of a pilot project undertaken to improve the efficiency of programme administration conducted in the city of Arzamas (pop. 110,000). The municipal administration promotes it as a programme to ease client burden and improve access to benefits. Specifically, the pilot introduced a unified application form for all the major social assistance programmes in the city and required, regardless of how many programmes are applied for, that applicants visit only one office and supply one set of documents verifying their eligibility for assistance. Benefit processing is also consolidated. Staff efficiency improvements are substantial: under the one‐window system, 127 benefits are processed per month per staff member, while 85 benefits were processed per month per staff member under the old administrative system. Impressive time savings for clients were also observed: the statistically average client saves between 1.3 and 2.4 hours, depending on the degree to which a client was able to coordinate documentation collection and trips to the benefit agencies under the old system. The total potential time saved by clients as a result of the one‐window reforms is between 4100 and 7600 person hours per month. Copyright © 2002 John Wiley & Sons, Ltd.  相似文献

In this paper, we use city‐level datasets of social assistance programmes over 280 cities between year 2003 and 2011 to verify the existence of the crowding out between social assistance programmes and unemployment insurance in China. In other words, the expansion of social assistance programmes is associated with a reduction in the enrolment of unemployment insurance. With verifying the existence of the crowding out, this article argues that the crowding out is a result of an ineffective coordination across government departments. In the process of ‘dual decentralization,’ in which the central government has delegated welfare provision responsibility to local governments, the misalignment of incentive and institutions between central and local governments explains the ineffective coordination. Different from many studies in the literature, this paper presents an adverse consequence of China's bureaucratic incentive system in social policy implementation. Also, while the conceptual framework ‘fragmented authoritarianism’ has highlighted the policy ineffectiveness in the economic policy area, this paper contributes to this literature by illustrating the policy ineffectiveness in the social policy areas. We hypothesize that the structural characteristics (i.e., centralization versus decentralization) of government affect the availability of training in values and skills that are fundamental to democratization. We test our hypothesis in statistical models predicting anticorruption training and policy skills training, using a model of technical skills training for comparison. We find that centralized government structure significantly increases the odds of receiving both anticorruption training and policy skills training. In contrast, we find no statistical correlation between government structure and receipt of technical skills training. In light of these empirical results, we describe a theoretical paradox in civil service reform associated with democratization: While the end goal of such reform is decentralized government with local services and a professionalized civil service, reform itself may best supported by a centralized environment to achieve the democratic value and skills training needed to support transition to democracy.  相似文献

A major issue in Latin. America is the decentralization of public finances and the autonomy of local government. This article begins with a brief review of the ongoing decentralization debate. We then discuss key features of local government finance and autonomy among unitary and federal governments in Latin America. Against that backdrop, we focus on the Chilean case, which has been a widely celebrated success story in the economic development literature. We argue that despite major gains by municipal governments over the past two decades, financial decision making powers still rest with the national government. This creates financial complacency among local governments. To remedy this, we conclude with six proposals for promoting effective decentralization.  相似文献

Chinese reformers wish through their economic programme to create a new form of developmental state in China and a new relationship between state and economy. This paper examines these issues through a study of the impact of Chinese economic reforms on the structure and behaviour of local government, focusing on urban government at the district level. It looks at three aspects of the issue—the trend towards financial decentralization, institutional changes in district administration and changes in the relationship between local government and the urban economy. It concludes (contrary to arguments which regard bureaucratic response to the reforms as one of pure inertia and obstruction) that urban local government has changed in several major ways, the most obvious being a trend towards institutional expansion and proliferation. From the point of view of the reform process, some institutional changes have been positive, others negative, resulting in a ‘dualistic’ state which contains elements of both old and new forms of developmental state. There is a need for systematic analysis of the specific future needs and evolution of China's urban government which would guide a process of politico-administrative reform comparable to the current economic reform.  相似文献

The article argues that during the 1980s the process of decentralization in Chile under the military government of General Pinochet shifted the delivery of primary health care to the municipal level. Despite the return to more democratic forms of government in 1990 the overall structure of local‐level service delivery has remained largely unchanged. The municipalities have retained responsibility for service delivery but resources remain centrally determined. In an attempt to enhance accessibility, choice and the responsiveness of the system to individual and local need, reform has been made to the financial transfer mechanisms and a new model of primary health care delivery has recently been introduced. However, problems of resourcing and implementation limit the effectiveness of some of the changes that have accompanied decentralization. Problems have resulted in primary health care delivery because administrative decentralization has not been accompanied by fiscal decentralization, nor effective political decentralization. This article is partly a response to McCourt and Sola ( 1999 ), who raised a number of important observations about the role and limitations of training in promoting public sector reform in Tanzania. In particular, their discussion of the relationship between individual and organizational change is referred to. The article outlines a possible alternative to the straight training approach to capacity building, and suggests it as a possible model for the kind of OD intervention mentioned in McCourt and Sola, The author describes a programme of capacity building for rural district councils in Zimbabwe, which tried to avoid the mistakes of earlier public sector training programmes. In discussing ways of integrating human resource development into programmes of capacity building and public sector reform, the article adds to the debate about process and blueprint approaches as discussed in this journal by Cook, ( 1997 ), Blunt ( 1997 ) and others. The article concludes with an attempt to assess some of the achievements and failures of the training programme after the initial three years. It draws attention to some of the external factors in the programme operating environment which combine with the internal coordination and management aspects, in determining the overall achievement of such a complex programme. Decentralization of the development budget process in Indonesia has been a high priority of official reform efforts for over fifteen years, but in many respects the process remains highly centralized. This article describes the forces that helped shape this centralized process, in which central planners traditionally have had a degree of influence over budgeting that is unusual in the developing world. Efforts to help local officials play a more meaningful role in this process are reviewed, including innovative training programs introduced recently in response to enduring problems affecting local level participation. Although these recent efforts appear to be productive, government reformers recognize that meaningful decentralization over the longer term will be difficult to achieve without more fundamental changes in policies, procedures, and attitudes at the central level of government.  相似文献
