Colombia's chronic war is one of the world's worst humanitarian crises. Amid armed actors, pervasive violence, and increasing militarisation, many citizens experience hostility from all sides. This violence continues the historical marginalisation of Afro-descendant, indigenous, and campesino communities and is intensified by the ‘global war on terror’. Some ‘peace communities’ are rejecting violence and seeking ways to survive within war—becoming protagonists in their own protection. This is risky: it draws accusations, threats, and attacks by all armed actors, including the state. Over time, the lack of sustainable livelihoods, weak internal cohesion, and antagonistic external dynamics test the determination of such communities. This article examines four peace communities and explores factors that generate and sustain grassroots protagonism. It ends by suggesting ways in which development organisations can enhance community-level protection and reinforce local peace processes, in order to contribute to broader peace building.  相似文献

This article examines the ways in which the negotiation framework—i.e., the legal guarantees, information management mechanism, and degree of inclusivity in peace negotiations—shapes the likelihood of concluding a peace agreement. Codifying the peace negotiations in law, publicizing information about the content of negotiations, and including mediators and civil society actors in peace talks is likely to increase a government's short‐term costs. However, doing so alleviates the adversaries' information asymmetry and commitment problems, sets guidelines to insure the process against exogenous shocks, and increases the number of actors taking part in conflict management. Comparing the recent peace negotiations to end intrastate wars in Colombia and Turkey, this article argues that a legalized, public, and inclusive framework made a peace agreement possible in Colombia, while the lack of such a framework caused Turkey's peace talks to fail.  相似文献

The key to Iraq's future stability and prosperity ultimately depends not on the daily struggle to improve security, but on devising a new and workable constitution. Approval of a draft Constitution in a referendum in October 2005 has not ended the debate: the Sunni Arabs in particular remain bitterly opposed to some of its provisions, especially those on federalism. Negotiations are to resume shortly on possible amendments to the Constitution, and the newly elected Council of Representatives has the daunting task of drafting the large number of laws needed to implement it. This analysis looks at the key clusters of issues which continue to divide Iraq's communities and at the prospects for enduring compromises, as well as the impact of this bold constitutional experiment on other states in the region. It concludes that overcoming the main threat to success—the stoking of sectarian tendencies by continuing violence—ultimately requires Iraq's leaders to adopt a mindset which puts the common good ahead of short-term sectarian advantage. These leaders have shown in the past their ability to make the necessary compromises to keep the political process on track and, with strong support from the international community, are likely to do so again. The new constitution can therefore provide the basis for a stable and prosperous Iraq, as well as a powerful example for others in the region.  相似文献

Most international organizations (IOs) expand their membership over the course of their lifespan. Although these enlargements tend to be heralded as normatively positive — for the IOs themselves, for the new members, and for cooperative outcomes more generally — expansions can also lead to conflicts in the organization. What conditions lead to enlargement rounds that reshape an organization in unexpected ways? We argue that, depending upon the diversity of the initial group of countries, members may vote to admit new entrants that can tilt organizational decision-making in unexpected directions. We anticipate fewer enlargements with lesser impact on the character of the organization among organizations that have either a smaller range of founding members or a relatively even initial dispersion. We develop an agent-based model that accounts for the complex decision-making environment and social dynamics that typify IO accession processes. The model helps us explain how the nature of decision-making in organizations can shift following enlargement, likely changing the organization’s output and goals.  相似文献

The mediation of public conflicts is a complex interactive, social‐psychological, and often politicized process. Because of their complexity, the literature on how to effectively mediate these conflicts remains imprecise. In this study, I have focused on the sequencing of the overall mediation process and the interplay between initial conditions, mediation styles, and process dynamics to explore predictable patterns from early stage to deadline negotiations. By undertaking a two‐step qualitative comparison of twenty‐three public mediation cases, I have attempted to identify “equifinal” pathways — that is, a variety of different ways in which the same outcome can be achieved — that can lead to mediation success (or failure). My analysis reveals that both inclusivity (i.e., including all relevant participants in the process) and mediation institutionalization (i.e., the mediation process is sufficiently embedded in the political and administrative system) correlate to greater mediation effectiveness. Furthermore, this study also suggests that such key elements of deliberative negotiations as recognition and argumentation are essential for reaching a consensual agreement.  相似文献

In southern Chile, Mapuche Indigenous communities are using video and digital filmmaking to collectively reflect on and communicate knowledge. This article shares their experience, arguing that with the increasing accessibility of information and communication technologies, we should be rethinking and broadening the acceptable ways to generate and convey knowledge about development. Acknowledging the diverse ways of knowing and communicating knowledge, this article suggests that video can be a powerful tool for self-representative knowledge-sharing by Indigenous communities. Only by expanding our debates beyond written media can we engage equitably with a plurality of knowledge-holders to resolve development challenges.  相似文献

Throughout Europe, authorities have set up new policy measures and programs to curb homegrown violent extremists. This article describes local policy responses to violent Islamic extremism—and/or the mere threat of it—in the neighborhoods Oost in Amsterdam, Moabit and Soldiner Kiez in Berlin, and Tower Hamlets in London. Based on locally conducted fieldwork, the study compares and contrasts these neighborhoods’ approaches and aims to make a first assessment of their effects. A major finding for all three cities is that authorities target the entire local Muslim community rather than a few select individuals. This can lead to the construction of suspect communities, an approach with possible paradoxical effects on targeting actual violent extremists. Suspect communities subsequently create stigmatization, exclusion, and possibly marginalization, which not only has negative consequences for involved groups, but may well produce a breeding ground for future violence. However, the author did not find that engagement with Islamic organizations or individuals was used to directly change the nature of local Muslim communities. Orthodox and non-violent extremist organizations and individuals in all three cities were potential partners for engagement, which probably lowers the chance of stigmatizing the suspect communities.  相似文献

In a few short years, the World Wide Web has become a standard part of candidates' campaign tool kits. Virtually all candidates have their own sites, and voters, journalists, and activists visit the sites with increasing frequency. In this article, we study what candidates do on these sites—in terms of the information they present—by exploring one of the most enduring and widely debated campaign strategies: “going negative.” Comparing data from over 700 congressional candidate Web sites, over three election cycles (2002, 2004, and 2006), with television advertising data, we show that candidates go negative with similar likelihoods across these media. We also find that while similar dynamics drive negativity on the Web and in television advertising, there are some notable differences. These differences likely stem, in part, from the truncated sample available with television data (i.e., many candidates do not produce ads). Our results have implications for understanding negative campaigning and for the ways in which scholars can study campaign dynamics.  相似文献

Countries need active, equitable and profitable private sectors if they are to graduate from conflict and from post-conflict aid-dependency. However, in the immediate aftermath of war, both domestic and international investment tends to be slower than might be hoped. Moreover, there are complex inter-linkages between economic development and conflict: in the worst case private sector activity may exacerbate the risks of conflict rather than alleviating them. This paper calls for a nuanced view of the many different kinds of private sector actor, including their approaches to risk, the ways that they interact and their various contributions to economic recovery. Policy-makers need to understand how different kinds of companies assess risk and opportunity. At the same time, business leaders should take a broader view of risk. Rather than focusing solely on commercial risks and external threats such as terrorism, they also need to take greater account of their own impacts on host societies. Meanwhile, all parties require a hard sense of realism. Skilful economic initiatives can support—but not replace—the political process.  相似文献

This article aims to demonstrate how eco-artists in Latin America are paving a new way for us to engage with water, the environment, and extractive industries. It contends that professors and teachers can enrich their curriculum by encouraging students to engage the work of eco-artists. Moreover, educators should design assignments across disciplines that require students to get out and engage with the resources they are trying to study. This effort requires new ways of thinking about teaching, learning, and water. What is at stake? In a very real sense, the future of human life on earth—perhaps pressingly security. This paper explores the importance of integrating a coexistence lens into transitional justice theory and practice. Transitional justice seeks to address a legacy of large-scale past abuses. In societies that have suffered from violent intergroup conflict, this legacy includes divided communities and widespread distrust and fear of the ‘other’. Transitional justice processes and mechanisms, however, are unlikely to repair intergroup relationships, transform communities or eliminate tensions in the absence of specific attention to promote coexistence. The field of coexistence provides a framework for thinking about intergroup relations and interdependence. Coexistence initiatives—such as dialogue facilitation, intergroup projects and associations aimed at achieving shared goals, and media campaigns designed to reframe the ‘other’—are essential to restoring trust, transforming perceptions and rebuilding relationships. Looking at countries that have experienced violent intergroup conflict, in particular Bosnia and Herzegovina, the paper provides examples of coexistence initiatives that have achieved successes in changing attitudes, repairing relationships and strengthening communities—and discusses their potential to contribute to transitional justice processes and mechanisms.  相似文献

The notion of an adaptable negotiator, who can respond to any situation he or she encounters, resonates with every negotiation expert. Unexpected things happen in negotiation, and negotiators must be able to adapt in fleet and effective ways. Dealing with the unexpected, responding “in the moment,” and adapting effectively to sudden changes — these are the skills of an improvisational artist, and they are effective skills for negotiators to learn. How can improvisational skills be taught to negotiation students so that they will be able to draw upon these skills in the heat of a negotiation or mediation? By bringing together teachers of improvisation in various disciplines, we explored how improvisation is currently applied and taught in theater, business, and psychotherapy. We then developed some ideas about ways in which teachers of negotiation might begin to incorporate improvisation as part of the negotiation lesson plan.  相似文献

International media has established an image of Haiti as a disorganised and violent society. However, this article argues that—and reveals why—this characterisation is incorrect. The article explores how the structures and traditions of Haitian local communities react and respond to the needs of the communities and to the disputes that arise within them. It explores the causes of local conflicts and their relationship with the larger conflict picture in Haiti, and furthermore investigates the challenges faced by local models of conflict prevention and how these are affected by national policies as well as by the presence of foreign actors in the country. The analysis is based on a survey and on fieldwork carried out in different regions of Haiti during the period 2007–2013. The article concludes with recommendations to pay more attention to the challenges that local conflict prevention efforts face—as a result of the larger liberal peace-building framework.  相似文献

This article seeks to explain the decisions by Nicolas Sarkozy's France and David Cameron's Britain to intervene in the 2011 Libyan crisis. None of the three major theories of international relations—constructivism, defensive realism and liberalism—can explain on its own such intervention decisions as the Libya case. The article's novel analytical model proposes that each theory emphasizes factors and mechanisms that explain part of the decision-making process and that these factors interact with state behaviour in complex ways. Britain and France initially began to consider intervention because they felt that the emergent norm of the ‘responsibility to protect’ applied to the Libyan case and because they believed the massive flows of refugees fleeing the violence were a threat to their border security. Both countries believed military intervention could be successful at relatively low cost and that if they did not intervene the problem would not be solved. At that point, the Sarkozy and Cameron governments engaged in initial action that made them more likely to intervene by jeopardizing their future economic relations with the Gaddafi regime and making him more likely to threaten them with future terrorist attacks. Taking initial action also meant that French and British prestige would ultimately have suffered had they not intervened to achieve a satisfactory solution to the crisis. Paris and London viewed international and regional support as a critical prerequisite for intervention and they sought and attained it. Finally, the Sarkozy and Cameron governments were able to minimize any domestic political risk of intervening because they had public and/or opposition party support.  相似文献

From mid-2004 to mid-2007, the Iraq war was distinguished from other comparable insurgencies by its high rates of civilian victimization. This has been attributed to a number of different factors, including the role of Islamic fundamentalist groups such as al-Qaeda in Iraq as well as the regional ambitions of Iran and Syria. Using an unpublished dataset of violence in Iraq from 2003–2008 from the Iraq Body Count (IBC), this paper argues that the violence against civilians is best understood as a combination of three interacting logics—bargaining, fear, and denial—that are predominantly local in character. First, armed Iraqi actors bargained through violence both across and within sectarian communities, and were driven by mechanisms of outbidding and outflanking to escalate their attacks on civilians. Second, the pervasive fear about the future of the Iraqi state encouraged the “localization” of violence in Iraq, particularly in the emergence of a security dilemma and the proliferation of criminal and tribal actors. Finally, Islamist groups such as al-Qaeda in Iraq played the spoiler in Iraq, using mass-casualty attacks to generate fear among the population and deny U.S. efforts to build a functioning state. Only by addressing each of these three logics as part of its counter-insurgency strategy can the U.S. put an end to violence against civilians and develop the Iraqi state into a credible competitor for the loyalties of the population.  相似文献

As a result of globalisation and changing technologies, young people are increasingly required to engage with the broader world beyond their local and national communities. This raises significant questions about the ways and spaces in which young people will need to engage as active citizens, and the new tools and resources that young people will need to equip them for their futures. The Global Connections Program has been developed to address these identified needs. It is a youth-led global learning initiative which aims to provide an opportunity for connection and learning among young people in Australia and Indonesia. This article explores Plan's youth-led approach to global learning, with a focus on the implementation and evaluation findings of the Global Connections Program, as well as the challenges faced thus far.  相似文献

Assessing the economic reality and prospects of the Soviet Union was of major importance for U.S. policy-making throughout the Cold War. In the future, the U.S. is likely to be faced with adversaries with similarly opaque command (or mixed command and free market) economies; accurately assessing their size and health will remain an important U.S. intelligence task. This task is generally seen as requiring the development of complex quantitative methodologies which, despite their necessary reliance on poor quality and perhaps manipulated data, produce an output that can appear “objective” and precise. This can be counteracted in part by focusing on the likely biases in the input date, as caused, for example, by the ulterior motives of those providing it. Furthermore, intelligence must constantly be searching for, and making use of, new sources of insights even if they are more subjective and less precise in nature.  相似文献

Simulations are a valuable tool for teaching negotiation, and the different ways in which they are used have been extensively discussed in the pedagogy literature. Scholars have critically reflected on the role of simulations and the conditions under which they are used, and some have stressed their drawbacks. These include their often artificial context, which can, some argue, limit the participants' real commitment. We have undertaken an innovative pedagogical experiment in an effort to address these concerns. As a part of this experiment, the students designed the simulations themselves, deriving inspiration from real situations they had experienced at companies in which they had completed internships. Our students' experiences suggest ways in which this novel pedagogical approach can ameliorate some of the usual pitfalls that instructors encounter when they use role plays. Further, we believe this process allows the students to understand the importance of achieving the right balance between the distributive and integrative dimensions of the negotiation.  相似文献

Abstract

The existing scholarship typically measures “Americanization” along structural lines—such as knowledge of public policies, percentage of life spent in the U.S., or proficiency in the English language. While these variables are certainly important, they overlook another important dimension of newcomers’ post-migration experiences—namely, immigrants’ psychological attachment and sense of belonging to the American social, political, and economic fabric. This article therefore reevaluates what it means to Americanize by exploring the psychological (or symbolic) dimensions of multigenerational immigrants’ evolving political beliefs toward the polity. In rethinking the process of Americanization, we rely on a largely understudied immigrant population—that is, the Los Angeles Armenians (or Armenian Angelenos)—and an original public opinion survey—the Armenian Angeleno Survey (AAS). This study demonstrates that symbolic (rather than merely structural) Americanization is a useful framework in studying how contemporary immigrant groups position themselves in relation to the polity and understand important political outcomes. This article thus introduces an expanded model based on how multigenerational immigrants cultivate their ethnic communities while becoming ideological members of American society.  相似文献
