International System in Transition： From the Perspective of Financial Crisis

The U.S. subprime mortgage crisis has rapidly developed andspread from the region to the world and from the economic and financial field to the political and social field. It has evolved into an international financial crisis with a powerful force of impact and covering a wide range of fields rarely seen in history, and has become a major historical event that has a profound impact on the United States and the world at large since the 9/11 incident. The international community generally believes that it is a crisis of the existing order and system, and calls for reform of the international financial system are unprecedentedly high. This again has led to a discussion of the reform of the international system. The impact of the crisis on the transition of the entire international system has begun to appear.     

RMB Interest Rate reform:Risk of International Monetary Environment

On July 21, 2005, the People's Bank of China announced a new reform plan, according to which, RMB would no longer be pegged to the U.S. dollar but would reform the exchange rate regime by moving into a managed floating exchange rate regime based on market supply and demand with reference to a basket of currencies. ① The reform is an important step in the process of China's reform and opening-up. Hence it has special significance for economic development of China. However,what merits attention is that the present international monetary regime is unstable, financial system is very fragile and big powers have shown an unwillingness to take financial cooperation.② This has posed great challenges to the process of RMB exchange rate reform. Now I would like to examine the possible risks of the reform and then try to make some suggestions through making some analysis of the status quo of international monetary and financial system.     

The New Orientation of the Economic Order

In general,any regional order or international order depends on the strategies of major powers.The order arises because powers have chosen it while it is passively accepted by other parties.International orders are relatively stable.The cunrent international order under the UN framework as the principal axis was formed after the Second World War.Our principles of peace and development have been set within it,and the behavior and legal norms of sovereign nations within international relations are meant to comply with it.Regional orders are changeable,for example they could be bipolar,unipolar,dominated by several big powers,or multilateral such as the EU and ASEAN.     

Globalization and the Reform of the International Financial and Monetary Systems

The outbreak of the global financial cdsis has called into question U.S.-style ＂financial capitalism.＂ Protectionism, currency multilateralism, decentralization of financial decision-making power and the nationalism of resources are gaining ground. The emerging economies are on the rise. The world power order is becoming multi-polar. Relations between countries are growing more diverse. The global governance model is undergoing fundamental changes. Global governance mechanisms, which are more representative and reflective of the diverse interests （such as the G20 and the UN climate change conference）, along with a reform of the international monetary system, will also help shape the future world order.

China＇s Role in the Post-2015 International Development Agenda

after meetings of the UN Millennium Development Goals （MDGs） in 2010, especially the Rio ＋ 20 Summit on Sustainable Development, there have been increasingly frequent debates on the post-2015 international development agenda （hereinafter referred to as ＂the post-2015 agenda ＂）. From May to July 2013, the UN released three key reports on this issue.1 In September, the 68th UN General Assembly discussed laying a foundation for the post-2015 agenda.2 The UN will then set the final post-2015 agenda and expand inter-governmental negotiations by September 2014 so that it can be passed by the General Assembly in 2015 and be launched on ! January 2016. China urgently needs to establish a comprehensive and forward-looking engagement strategy to ensure a proper focus for the post-2015 agenda and promote the establishment of a new global partnership for development.     

“Taiwan Security Enhancement Act”is a Dangerous Political Bill

On February 1st, the US House of Representatives openly passed the so-calledTaiwan Security Enhancement Act" (TSEA), in disregard of the Chinesegovernment's firm opposition and solemn representation, the overall situation ofUS-China relations and the accepted criterion of international relations. It not onlycrudely infringes China's sovereignty but also tremendously undermines the recov-ering relations between the US and China. The Chinese government has shown itsstrong indignation and objection to it.
