Brazil is the largest developing country in the Western Hemisphere, and China is the largest developing country in the world. The bilateral ties between them could have an impact upon the South- South relations and the emerging new world order. The two countries announced the formation of a Strategic Partnership as early as 1993. As a matter of fact, Brazil was the first country to have a strategic partnership with China. In the recent two years, leaders of China and Japan have successively exchanged visits dubbed respectively as "ice-breaking", "ice-melting" and "spring herald" tours, and have decided to develop strategic relations of mutual benefit. To develop this relationship requires a thorough understanding of bilateral strategic and mutual interests in the international context as well as the inertia factors in China-Japan relations. Such efforts require a long-term plan as well as actions in solving specific problems in the bilateral relations. Minerals and resources trade and investment play a pivotal role in economic and trade relations between China and Australia.In recent years,although China-Australia political relations have been at a low point,China?Australia minerals and energy cooperation has exhibited a different trend to that of political relations,and also from the engagement during previous periods.Minerals and energy trade has increased steadily,while investment is becoming more difficult,particularly for large projects.There has been a clear green transition in trade and investment in this functional area,and uncertainty has increased due to the influence of factors such as the Belt and Road Initiative(BRI),the shale gas revolution and China-US trade disputes.Because this is one of the pillars for economic growth for both countries,and for their trade and investment ties,and because of the importance of low-carbon transition,the free trade system,and global and regional governance,minerals and energy cooperation can serve as a platform for improving and promoting bilateral relations.It has been suggested that China should seize the opportunity to improve bilateral relations by deepening two-way investment,joining hands with Australia on developing more products in more areas,and with new cooperation models.This research will be significant for understanding the status quo of China-Australia cooperation in minerals and energy,and for improving bilateral relations,and even international energy governance.  相似文献

After experiencing many ups and downs in their relationship, China and Russia have forged a strategic partnership since the advent of the 21stcentury.While Russia's relations with the United States and the European Union have hit a rough patch, its ties with China are on an upward trend.Meanwhile, the United States and Europe are closely watching the two big neighbors in case of the event of a creation of an anti-Western "axis."Grounded in an analysis of the unique advantages of China-Russia relations, this paper argues that the two countries have established a high level of political trust and will continue to work in concert on all fronts.It also looks back at how China entered into alliances throughout its history and the lessons it has learned from those experiences.It emphasizes that China does not deem the establishment of exclusive alliances or political blocs as a foreign policy option.  相似文献

Securitization theory stipulates that an issue can be securitized if it is presented as an "existential threat" with speech acts and relevant norms established accordingly. Emerging and remerging infectious diseases have been increasingly framed in terms of security. The anthrax attacks and the outbreak of SAR accentuated the security implications of infectious diseases. Based on securitization theory, this article explores the process of securitizing infectious diseases. Using the World Health Organization (WHO) as a case study, the article argues that the securitization of infectious diseases has been reflected in the norms of WHO now that WHO maintains the authority in public health issues at the global level. However, the neutral position and technology-based approach on the part of WHO render the securitization problematic and controversial. The problems and controversies do not result from the securitization itself but from the imbalance of interests between developed and developing countries. While promoting securitization in WHO out of concern for their own security, developed countries should also take into consideration the public health concerns of developing countries.  相似文献

Over the past five decades relations between Africa and China have stood the test of time and are currently thriving. Launched in 2000, the Forum on China-Africa Cooperation marked the beginning of a new stage in Sino-African ties. Sino-African relations are deepening and being defined in broader terms. Enhanced Sino-Africa relations will further solidify solidarity between developing countries and promote South-South cooperation.  相似文献
