Second thoughts on civil society: The state,civic associations and the antinomies of the public sphere in Africa

ABSTRACT

This article offers a conceptual framework to identify and analyse the contemporary behaviour of the paradoxical government-organized, non-governmental organization (GONGO). We discuss how GONGOs’ activities fit within mainstream civil society theories and traditions. Furthermore, we compare and analyse GONGOs and NGOs in terms of their sources of power, main activities and functions, and dilemmas. Finally, we theorize the effects, and implications, the growth of GONGOs has on state and society relations globally.     

国际关系理论与实践:研究邓小平外交思想的新视角

本文从几种国际关系主流理论对外交决策的要求出发,分析了邓小平外交决策和外交思想是如何适应国际关系发展规律的。传统现实主义、新现实主义、自由制度主义等理论提出了国际体系中影响国家对外政策中的不同关键因素,反映着国际关系的总体要求。邓小平外交思想就是这样一种理性的、符合中国国情和国际体系要求的思想结晶。     

社会治理转型中的公共行政价值的回应与平衡

公共行政范式转换与社会治理范式变迁相生相伴,每一种社会治理范式实际上都在寻求回应与平衡效率、责任、公平等核心价值,只是在社会治理不同的发展阶段对某一种公共行政价值有所侧重而已.从公共行政价值多元交叉并存的视角来研究和把握社会治理的根本价值和目的,倡导效率、责任与公平等核心价值并重、统一、均衡的科学公共行政价值观,不仅有助于科学把握公共行政理论的发展规律和走向,破解工具性价值与目的性价值的悖论,也有助于社会治理持续均衡发展,从而更好地强化公共行政精神,实现公共利益.     

知识内化视角下大学生廉政意识的内化机理及其实现路径——以公共管理专业学生为例

公共管理专业大学生拥有相对较宽的公共视野,其掌握的公共管理专业知识和由此生发的公共管理情怀在很大程度上使得他们在毕业后有加入公共部门的从业偏好,是国家党政干部、公共事业单位领导干部和员工的重要来源,其廉政素质高低关乎公共部门的廉洁程度。在知识内化的视角下公共管理专业大学生廉政意识的内化过程呈现出消退区、强化区、稳定区三个阶段,由此可构建出廉政意识内化的\"三区\"模型。根据\"三区\"模型的原理,公共管理专业大学生廉政意识培育路径主要有:课程设置上要注重正反刺激内容的结合;教学方式上要促进廉政知识的螺旋;协同教育上要做到学校、社会、家庭\"三位一体\"。     

The Blair Governments, Public Sector Reform and State Strategic Capacity

Two books at the end of the Blair era—by Michael Barber and Julian Le Grand—offer to redeem the ‘third way’. Both authors explore the political case for public sector reform and the means by which it can be accomplished. They explore a similar range of reform models: command and control; quasi‐markets; and devolution and transparency. But the circle between efficiency, client service and continuous improvement must be squared. Neither author considers the ‘learning by doing’ alternative. No less fundamentally, neither author addresses the political and technical challenges in developing strategy. How are issues to be aired in advance so as to expose evidence and perspectives? How are interests to be engaged and supporting coalitions formed? How are these processes to occur without executive commitment? How are unconventional ideas to be aired without being over‐ruled by populist or media sensationalism? These are the practical dilemmas that confounded Blair's efforts. These books invite a strategic conversation that is badly needed. But where in the political system can it be pursued?
