This study, based on work in six villages, seeks insights into the likely effect of the introduction of prospective land‐, water‐, and crop‐management technologies, being researched at the International Crops Research Institute for the Semi‐Arid Tropics, on the existing village labour‐use patterns in one major relevant region: peninsular India. Explicit attention is given to the similarities and differences between small and large farms and their relevance to the adoption of the prospective new technologies.

Regional variation in labour utilisation reveals a tremendous employment‐creating potential in the existing tank and well irrigation systems in the Alfisols of peninsular India. The prospective technologies should increase employment, compared with existing technologies, by at least 100 per cent in the Alfisols and by over 300per cent in the deep Vertisols— but with some increase in the seasonal variability of labour demand. Given the existing availability of labour, there will be, with the improved watershed technologies, major farm labour bottlenecks. These should eventually generate increased wage rates and employment potentials. However, even temporary adverse effects on the timelessness of operations could be critical to the success of a double‐cropping and/or intercropping technology aiming at greatly increased yields. Hitler's coming to power in Germany had its key consequences upon the fate of the German minorities in Central and Eastern Europe. The German community in Romania constituted no exception. After 1933, a process of radicalization can be noticed in the case of the Transylvanian Saxons, one of the several German-speaking groups in Romania. The phenomenon has already been analyzed in its political and economic dimensions, yet not so much in its social ones. This article looks at the latter aspect, its argument being that the Nazification of the Transylvanian Saxon community can be best comprehended by using a conceptual framework developed by political scientist Donald Horowitz in the early 1970s. The analysis uses a series of contemporary sources (diaries, issues of the official periodical of the Lutheran Church in Transylvania, Kirchliche Blätter), but also a wide range of secondary sources, academic and literary. Consequently, the article shows that especially after 1933, the Lutheran affiliation, highly relevant for the production and reproduction of the traditional model of Transylvanian Saxon identity, shifted from the status of a criterion of identity to a mere identification indicium. At the same time, the attraction of a (Pan-) German identity, with its Nazi anchors, became stronger and the center of gravity for Transylvanian Saxon identity radically moved towards German ethnicity, in its National-Socialist understanding.  相似文献

Politics and culture, once considered separate, are now fusing in new and interesting ways. Political activism is becoming popular, particularly through the expansion of a new kind of development advocacy made highly visible through celebrity involvement. Theorists of globalisation celebrate the democratisation of civil society made possible by new information and communications technology; critical theorists will note the various ways in which ict ambivalently makes the contradictions in global capitalism more obvious and has become the means by which globalisation is contested. Some metropolitan governments have sought to capitalise on this new knowledge economy by making knowledge for development part of their strategies to produce ‘global citizens’ necessary for the global economy. This paper examines the linkages between celebrity and government-funded development advocacy in Australia, which comprise the introduction of free market principles to form a marketing campaign for neoliberal globalisation.  相似文献

Drawing on Laclau’s concept of populist discourse and Gramsci’s ‘national–popular collective will’, and using the case of Iran, this article puts forward the idea of the legacy of subalternity in the context of post-revolution governments. The concept of ‘national–popular collective will’ facilitates an understanding of how the popular subject is constructed and the meanings embedded in that process. It is argued that Islamic Republic elites articulate a populist discourse that constructs the ‘self’ (the Islamic Republic) as synonymous with ‘the people’. Embedded in this discursive construction is a legacy of subalternity that goes back to the 1979 Revolution’s populist discourse.  相似文献

Over the past three decades, the semi-presidentialism has been adopted in most new democracies. It is also the constitutional order in most democracies, which can be divided into three categories: established, post-Leninist, and postcolonial democracies. Semi-presidentialism is a political system with dual executive branches. Moreover, because of these dual executive branches, the constitutional order of semi-presidentialism might be similar to a presidential system if the president is the de facto head of government. It might also be similar to a parliamentary system if the prime minister is the de facto head of government with the support of the parliamentary majority. Taiwan has been considered as a semi-presidential country since 1997. According to Taiwan’s constitutional amendments, its president is directly elected, and the premier (prime minister) and cabinet are responsible to the legislature. Dual executive system in Taiwan has been effective and flexible. I attempt to examine the institutional resilience of Taiwan’s constitutional function, which means that, in properly responding to social movements, its government has continued to function well. In addition, the president has been able to continue serving in office in spite of political crises. A vague constitutional design and a presidentialized party system are two reasons for this.  相似文献

Abstract

This essay examines the representation of African refugees and asylum seekers in European literature in general, as well recent life writings and literature for young adults in particular. Examples will be drawn from writers as diverse as Benjamin Zephaniah and Senait G. Mehari. It is argued that the selected refugee stories invest in narrating an imagined community of ‘the new Europeans’ and thus invite readers to a plural reading of history. Following this train of thought, I am particularly interested in the interplay between images and motifs that evoke and shape various nation-states while illuminating an imagined European community. I therefore seek to excavate a transcultural imagery that characterizes refugee and asylum seekers as the ‘new Europeans’ by utilizing narrative strategies which reflect Paul Ricoeur's ideas about a new ethos for Europe.  相似文献

Revisiting the events leading to the collapse of Third World summitry in 1965, this article proposes that the rise and fall of Third World unity efforts in the years 1955–65 originated from the unsuccessful attempt by industrialised Afro-Asian (aa) countries to turn unindustrialised aa states into their export markets. As a case study, this article explores Egypt’s economic foreign policy towards other aa countries and its activity within the aa and the Non-aligned movements, and compares Egyptian strategy in this field with that of China and Ghana.  相似文献

Around 2007 Turkey became a regional power in the Middle East, a status it has maintained at least until the outset of the Arab Revolt in 2011. To understand why Turkey only became a regional power under the Muslim akp government and why this happened at the specific point in time that it did, this article highlights the self-reinforcing dynamics between Turkey’s domestic political-economic transformation in the first decade of this century and the advantageous regional developments in the Middle East at the same time. It holds that this specific linkage—the ‘Ankara Moment’—and its regional resonance in the neighbouring Middle East carries more transformative potential than the ‘Washington Consensus’ or the ‘Beijing Consensus’ so prominently discussed in current global South politics.  相似文献

Following an introduction to the changes in how ethno-racial identity is conceptualized in the social sciences and humanities by the destabilization of categorical frameworks, the author looks at how law reacts to these discussions and paradigm shifts, and argues that legal and administrative approaches face severe linguistic and conceptual limitations by operating within a “choice” and “fraud” binary. The article then questions if the free choice of identity exists as a principle of international minority protection law, a legal field that arguably represents a global political and ethical consensus. The author makes two claims. First, according to the basic tenet of legal logic, a proper right to free choice of identity allowing people to opt out of racial, ethnic, or national (minority) communities would necessitate the freedom to opt in to the majority or to any chosen group. The second claim, however, is that international law would not actually construct an approach to opting in. Thus, the right to free choice of identity is not an autonomous, sui generis right under international law.  相似文献

Recently, Italy has employed the military instrument abroad to deal with new, multidimensional and transnational challenges, ranging from irregular migration and piracy to the violation of basic human rights. What has pushed the country to intervene specifically through armed forces? Through three main arguments (strategic culture, domestic interests and international norms) emerging from the interplay between internal and external dynamics, the paper analyses the national debate in the run-up to the decision to intervene militarily in Darfur (2007–2010), Somalia (2009) and Haiti (2010). In so doing the work hopes to contribute to understanding the role of the military tool in Italy, a country particularly exposed to new challenges ahead.  相似文献

Standard wisdom explains Cuba’s current transformation as one of economic change but political immobility. However, Cuban politics have also undergone a major change since the handing over of power from Fidel to Raúl Castro – even if the rhetoric used has been one of continuity. This article traces this process by looking at four areas: the depersonalisation and re-institutionalisation of the political structures; the diversification of the public sphere, particularly through the use of digital media; the liberalisation of travel and migration, with its transformative impact on state–citizen relations; and the turn to a moderate foreign policy, as highlighted by the rapprochement with the USA, with its implications for legitimising the underpinnings of Cuban socialism. Although the shift has been well below the threshold of a transition to multiparty democracy, Cuba has evolved from the charismatic model of the past to what can be understood as bureaucratic socialism in reform mode.  相似文献

This article examines the modern day role and purpose of the UN Special Committee on Decolonization. Since its establishment in the 1960s the Committee has helped numerable former colonies achieve independence. Today, with very few ‘colonised’ Non-Self-Governing Territories remaining its work appears almost complete. However, serious flaws have always pervaded its decolonisation strategy; which are now more apparent than ever. The Committee retains narrow and outdated understandings of colonialism and, as a result, fails to recognise how widespread and pervasive global colonial forces remain. This makes its goal of universal decolonisation both unsatisfactory and misguided. The Committee’s problematic approach towards decolonisation stems from its participation within the ‘North–South Theatre’, in which antagonism is perpetuated between the world’s developed and less developed states. The paper argues that the Committee has not prioritised colonised peoples in the way it has always claimed, but instead worked principally in the interests of itself and its members.  相似文献

The labelling career of the Lebanese armed group and political party Hizbullah is an interesting case with which to investigate the epistemological consequences of the politics of naming. Having found itself since its inception in the mid-1980s on the receiving end of mainly US and Israeli policy makers' and analysts' scorn for being an archetypical terrorist organisation, Hizbullah has been surprisingly successful in achieving its stated aims and in enduring the verbal and military onslaught against it. Although it is not the intention here to reduce explanations for Hizbullah's durability to discursive politics, this article suggests that both the labelling of Hizbullah as terrorist and, conversely, its identification as a ‘lebanonised’ political force that is about to make its conversion into an unarmed political party are misleading and incapable of grasping this organisation's complexities. In fact, both ‘terrorist’ and ‘lebanonised’ labels produce a quality of knowledge inferior to that produced by Hizbullah's own conceptualisation of its enemies. But most importantly, the debate on Hizbullah's alleged terrorist nature has obscured several of its traits that many should register before passing judgement on it. Our analysis shows that the variety of institutions Hizbullah has been carefully elaborating and readapting over the past two decades in Lebanon operate today as a holistic and integrated network which produce sets of values and meanings embedded in an interrelated religious and political framework—that of the wilayat al-faqih. These meanings are disseminated on a daily basis among Shi'a constituencies through the party's institutionalised networks and serve to mobilise them into ‘the society of the Resistance’ (mujtamaa’ al-muqawama), which is the foundation of the hala al-islamiyya (Islamic sphere) in Lebanon. Accordingly, any prospect of Hizbullah's transformation away from armed ‘resistance’ should be firmly placed in an analysis of its hegemony among the Shi'a of Lebanon and of the tools it uses to acquire and sustain this status.  相似文献

This article traces the gradual accommodation of early socialists in Romania with the predicament of nationalism in the period between 1880 and 1914. The attitudes of Romanian socialists evolved from initial ambivalence toward nationalism to staunch commitment to internationalism in the 1890s, and an inadvertent but unmistakable growing engagement with nationalism after the turn of the century. Locating socialism in the broader political and cultural debates of the time, this article argues that belonging to the Romanian public arena forced socialists to become increasingly more sensitive to the challenges of nationalism. Especially after 1900, the rise of very influential competing nationalist ideologies, as well as the necessity to address the Jewish question and the problem of ethnic Romanians living abroad, turned Romanian socialists into opponents but also implicit partners of dialogue in debates on nationalism. In the long run, however, socialists failed to find a persuasive alternative to nationalism and eventually resorted to the same language, concepts, and imagery they were so vocally dismissing. Engaging the popular nationalist trends of the time required socialists to reevaluate their own theoretical tenets and to put forward different, but essentially no less nationalistic, projects for the future.  相似文献

The People’s Front of Tajikistan (PFT), one of the parties to the country’s civil war, was instrumental in bringing the government of President Emomali Rahmon to power. The article examines the official strategies of memorialization of the PFT from the early 1990s to the present. It discusses the emergence of a canon of the PFT heroes and martyrs and locates it within the nascent national mythology after independence. It argues that the maintenance of this canon was rendered impossible by the imperatives of consolidating presidential authority and securing national reconciliation following the 1997 peace deal. It concludes with an examination of the growing tension between the official line of historical amnesia on the one hand and resurgent social memory on the other. People in Tajikistan are increasingly interested in revisiting the events and protagonists of the war to develop a sense of the past, and remembering the PFT forms an essential part of their search for shared history and a sense of identity.  相似文献
