ABSTRACT

This article addresses the question of why does an African country that had more women queens and empresses throughout its history practically than any other African country have the oldest known women queens in Africa, and purports to be committed to gender equality end up undermining its own objectives. The article shows that the focus on integrationist paradigm, an approach which focuses on the participation of women in the existing development paradigm, undermined the transformative nature of gender policy because it does not conceptualize gender parity as an end by itself, but as an instrument for economic progress. Consequently, progress towards gender parity remains to be little-by-little despite the strong political commitment to gender equality. The article concludes that the transformative nature of gender policy has been endangered by emphasis on macroeconomic outcomes, macro-level conceptualization of gender issues, and the limited role of civil society in influencing policy decisions.  相似文献

Abstract

This special collection examines the claim that microfinance promotes gender equality. The focus is on three areas of the debate: first, the question of how successful microfinance has been in empowering women; second, whether and how negative gender discrimination operates within the sector; third, how power relations within and beyond the household shape the context and outcomes of microfinance initiatives. The papers in this collection demonstrate the divergence of circumstances and emphasise the need to go beyond the past searches for a simple narrative regarding the impact of microfinance. Rather, as the sector evolves and is incorporated into the mainstream financial system, the challenge ahead for researchers is to marshal the evidence on gendered dynamics to ensure that the gains made are built on through deeper understanding of why impact outcomes and processes differ and use this to inform new initiatives to further gender equality.  相似文献

The language of ‘gender equality’ and ‘women’s empowerment’ was mobilised by feminists in the 1980s and 1990s as a way of getting women’s rights onto the international development agenda. Their efforts can be declared a resounding success. The international development industry has fully embraced these terms. From international NGOs to donor governments to multilateral agencies the language of gender equality and women’s empowerment is a pervasive presence and takes pride of place among their major development priorities. And yet, this article argues, the fact that these terms have been eviscerated of conceptual and political bite compromises their use as the primary frame through which to demand rights and justice. Critically examining the trajectories of these terms in development, the article suggests that if the promise of the post-2015 agenda is to deliver on gender justice, new frames are needed, which can connect with and contribute to a broader movement for global justice.  相似文献

Abstract

The present paper describes how democratic values—reflected by work equality values—paired with the organizational performance characteristics—defined by the height of organizational inputs and outputs—affect gender differences in wages. It is suggested here that despite the democratic conception of the public sector's equal employment opportunities, variations in the organizational performance of 83 local authorities account for gender differences in wages. The study assumes that organizational inputs (type and level of resources) and outputs (type and level of provided services) generate gender differences in individual earnings, when controlling for human capital factors. The results show that variations in organizational performance affect women's but not men's wages. However, the effect of individual level (demographic, human capital and employment) characteristics, reflecting the meritocracy‐based and democratic nature of public sector employment rather than the level of organizational performance explains most of the variance in gender differences in wages. These results point to the slow shift from the principle of administrative values of democracy and equality to the adoption of performance‐related mechanisms in the determination of public sector wages.  相似文献

The promotion of gender equality has been adopted onto many national policy agendas with the introduction of legislation, public policies and regulatory duties. Yet, gender occupational segregation and discrimination persists. This paper examines the gendered nature of the UK public sector and questions the extent to which public administration scholarship addresses gender bias. The evidence, based on secondary and primary data, reveals that public administration scholarship tends to value masculinity. The intention of the paper is to stimulate a debate by providing a critical reflection of public administration scholarship, and concludes with some tentative suggestions on ways forward for the field of study.  相似文献

While the growth of visibility of lesbian, gay, bisexual, transgender and queer (LGBTQ) political struggles in Poland, and illiberal neo-populist reactions to the queer presence in public space and the public sphere since 2004 has spawned much academic debate, there has been less critical discussion of LGBTQ politics in relation to class and neoliberalism. This article seeks to make two key contributions to understandings of the relationships between gender, sexuality and political economy. The first is recognition of the tensions and contradictions inherent within practices of neoliberalisation. It is suggested that neoliberalism can be both generative and hostile towards LGBTQ politics. Processes of neoliberalisation produce queer winners and losers, and it is suggested that if sexually progressive alternatives to neoliberalism are to be developed, they need to recognise the tensions and contradictions inherent within processes of neoliberalism. In so doing, the class dimensions of neoliberal sexualities need to be made visible and examined critically. Secondly, it is argued that discussions of classed sexualities are often framed within specific national contexts, and thereby fail to recognise the transnational dimensions of classed sexualities. Discussions of the sexual politics of neoliberalism are often grounded in Anglo-American contexts and sometimes fail to recognise how neoliberal sexualities are framed outside of the West. These two key objectives are addressed by an examination of the economic and class dimensions of contemporary LGBTQ political struggles in Poland—specifically the organisation of marches for equality and tolerance within Polish cities since 2001.  相似文献

Multiple and dual citizenship in the past decades have become widely accepted worldwide. Leading scholars in citizenship studies claim that the growing tolerance of dual citizenship signals the weakening of state sovereignty and the emergence of transnational, post-national or cosmopolitan norms. This paper argues that multiple citizenship standards are neither universally accepted, nor normatively compelling. The cases referred to are intended to demonstrate that contrary to the above assessments, dual citizenship is also used by states to increase their sovereignty, for example promoting national interest abroad through expatriates and trans-border minorities. It is also argued that, in addition to the classical territorial sovereignty- and security-related dilemmas, dual-citizenship policies may violate the norms of democratic equality and popular sovereignty. The paper concludes that the inevitably growing toleration of non-monogamous state-citizen relationships should not be interpreted as a normative justification of promiscuous citizenship policies.  相似文献

Abstract

This paper seeks to understand the seemingly paradoxical behaviour of states of the Global South, which on one the hand conform to transnational norms in order to integrate into the international society and on the other hand (sometimes simultaneously) differentiate themselves from them. To that end, this article develops the dilemma of the marginalised in order to show that conformity and differentiation become two paradoxical strategies for marginalised actors to pursue the same goal: equality with powerful states. The transformation of the Organisation of African Unity to the African Union, where significant changes in Africa’s policy vis-à-vis global powers took place, serves as a case study to illustrate how marginalised actors struggle between conformity and differentiation in order to claim their place in the international arena. It also shows how the dilemma of the marginalised can be compelling to help us understand the predicaments of marginalised actors across vastly different situations of structural inequality. Acknowledging the dilemma helps us understand their behaviour rather than to dismiss it as irrational, thereby recognising Third World agency in shaping the international system.  相似文献

With the wave of violent jihadist activities in recent years, the world's attention has shifted away from a traditional prioritizing of state forms of formal violence toward one focusing on an apparently “new” phenomenon of transnational violence. Yet transnational violence itself is not a new phenomenon; it in fact precedes international, state-centric violence. For reasons related to gaps or defects within the state system or to surges in the capacities of individuals and societies, transnational violence has periodically made attempts to regain its primary position. Prior to the violent jihadists, the last of these efforts was that of the late-nineteenth-century Anarchists. This article looks at the dynamics of the Anarchists's failure as part of a transnational violence continuum, using a framework based on their autonomy, representation, and influence. The results provide an historical example against which future studies about the current episode of transnational violence may be compared.  相似文献

Since the mid-1980s, gender equality has constituted a major priority in the provision of Danish foreign aid. Seeking to understand policy-making processes in the field of foreign aid, this article analyses three gender policies in relation to Denmark’s official foreign aid published respectively in 1987, 1993 and 2004, examining the degree to which they reflect domestic politics, organisational concerns within Danida and global gender norms. Challenging earlier research, the conclusion is that, while global norms, organisational concerns and the normative environment in Denmark all play important roles, Danish stakeholders have had a limited and decreasing influence over these policies.  相似文献

This paper will examine processes of democratization and “nationalization” with specific reference to the Second Polish Republic (II Rzeczpospolita) and the interwar period. Starting from a consideration of broader theoretical concepts concerning transformation processes and their relation to the analytical categories of gender and ethnicity, it will discuss the introduction of political rights for women in 1918 as a case study for the role women’s suffrage played in the process of democratization. A closer examination of the activity of three selected female members of parliament – a Polish, Jewish, and Ukrainian MP – in the Polish parliament will help to clarify if and how gender and ethnicity mattered in political institutions. It is argued that especially their speeches, by addressing specifically political demands in a certain way, that is, how they spoke in the name of their sex, nation, and ethnicity, show a close interlinkage between democratization and nationalization during the Second Polish Republic. From this will emerge a more general outlook on the extent to which the recognition of women’s suffrage molded the basis for equality between women and men, and if the legally guaranteed equality really included all citizens of the Polish state.  相似文献

‘Gender mainstreaming’ has been regarded as one of the strongest approaches to deal with the issue of equality policy for women. In order to mainstream women in the political process, a number of NGOs have been carrying out different programs in Bangladesh for building awareness among women so that they could opt for participation in the political process. The paper analyzes the role of NGOs in the process of mainstreaming gender in politics in Bangladesh in general and in the enactment of the Local Government (Union Parishad) (Second Amendment) Act of 1997 in particular. Based on empirical data collected through an open-ended structured questionnaire and available secondary data, the study findings reveal that despite having no formal access to the policy process, NGOs augment participation of women in the political process through informal means as is exemplified by their training programs that enhance women's social and economic status.  相似文献

This article argues that class analysis in the post-cold war era is still valid and that transnational class relations is an important topic for investigation when studying globalization. However, such a study is replete with many theoretical and methodological problems which have yet to be resolved. Using the pioneering works of Cox and Sklair as its starting point, this article addresses the problematics of conceptualizing transnational class relations in the context of capturing a globalization process by focusing on three interrelated issues: (1) globalization and the reconfiguration of class relations; (2) emerging global class structure and the dominant class; and (3) subordinate groups vis-à-vis the dominant class. Cautioning that one should not overwork the concept in our theoretical endeavour, and not to assume the formation of transnational classes just because there are domestic classes that serve in global forces of production, this article raises several questions in the conceptualization of transnational class relations and offers some new propositions.  相似文献

The conventional wisdom is that weak and failed states are at great risk of becoming havens for transnational terrorist and guerilla groups. The assumption is that lack of enforcement capabilities enables militant organizations to infiltrate and fill the “vacuum of power” that is created in the absence of a strong state. This article argues, though, that this is only one of the ways in which weak states are attractive to militant groups. It explores the various mechanisms through which the vacuum of power translates into opportunities for such groups. These mechanisms include the easiness of acquiring support and recruitment within refugees or marginalized populations; the ability of the violent non-state transnational organization to establish a “surrogate state” in supplying institutions and services that enhance its public appeal; the relations between civil or communal conflict and the success of such groups; and the use of transnational violent groups as proxies for other states. Using the Palestinian Liberation Organization (PLO) and Hezbollah in Lebanon as the primary cases, as well as two mini-cases from Central America and Africa, the paper illustrates the working of these mechanisms and contributes to our understanding of the relations between state weakness and transnational violent non-state organizations.  相似文献

Conclusion The analysis of Chinese characters, idioms, and semantic placements provides the context for understanding the historical construction of gender roles, images, and ideas that inform the oppression of women in Chinese society. We have seen that language was crucial in the creation and perpetuation of the Chinese patriarchal system. The physical structure of the Chinese language testified to the continuing inequalities of gender within Chinese society, the roots of which revert to antiquity. The Chinese writing system that is by and for men serves to maintain patterns of behavior that reflect as well as reinforce gender inequality. We should recognize that social change creates linguistic and behavioral changes. Linguistic disparties reflect real and sustained social inequalities that can and should be changed. There is no other alternative for Chinese women seeking equality but to change the language and its usages. Once Chinese women expose the falseness of existing male meanings and encode their own language, a more objective social reality can be envisaged and perhaps ultimately achieved.  相似文献

A decade after the United Nations conferences on gender equality and social development, this paper explores their policy origins and discusses their differential impact on international aid since 1995. The author draws on her direct experience to consider why Copenhagen led to Poverty Reduction Strategies and the first Millennium Development Goal, whereas Beijing has become largely invisible in the mainstream world of aid. She argues that the powerful influence of economic rational choice theory associated with bureaucratic modes of thought has meant that the central debate in development policy has remained that of growth versus equity. Beijing's agenda of societal transformation offered another paradigm of development that has remained marginal. The paper concludes with a proposal. If international aid policy could handle more than one paradigm and thus be more open to different ways of thinking about economy, society and politics, aid agencies would be better able to support transformative processes for social justice.  相似文献

Abstract

Are organizational characteristics, such as agency type, size, and growth, linked to female representation in the Korean civil service? This study analyzes the aggregate data regarding the female workforce in the Korean civil service in 2001 through multiple regression analysis. Findings indicate that the Korean women are likely to be underrepresented in most national agencies and severely underrepresented at higher‐level grades. While the Korean women doubled in the civil service for the last two decades, employment of women at the highest grade levels did not improve significantly. Redistributive agencies are directly linked to female representation in the Korean civil service regardless of grade levels, whereas agency size and growth are not related to female employment representation. To achieve gender equality and to expand female senior executive feed levels, the Korean government has provided the quotas for successful female applicants in the civil service entrance examinations at the lowest through middle level grades since 1996. The use of quotas and policies for gender equality could lead to changes in the entire public workforce, particularly fair representation at higher‐level positions as well as the elimination of agency and occupational segregation.  相似文献

Abstract

This article investigates the legislative process that produced the 1930 Nationalist Family Law Book of the Republican Civil Code, focusing in particular on the debate over married women's surnames. In the accompanying discussion, Guomindang (GMD) lawmakers, legal experts, educators, women's rights advocates, and others grappled in a remarkably open manner over how best to address the surname question in light of their concerns with Party consolidation, legal modernisation, gender equality, social stability, and individual identity. Although the outcome of the legislative process affirmed customary surname practices (albeit with progressive overtones), the process itself was uniquely radical, with participants thoroughly reevaluating one of the oldest and most fundamental patriarchal institutions in Chinese society. The legislative and post-legislative debate over surnames illuminates the Nanjing Decade as a singular transitional period in the history of Chinese law and gender during which law was subject to revision and amendment rather than orthodoxy, and GMD policy toward women was subject to deliberation rather than dictated by ideology.  相似文献

This article investigates the role of women's organizations and activists in the electoral breakthroughs in Serbia and Croatia in 2000. When, how, and to what effect, it asks, did women organize during transformational moments to promote their goals of political liberalization and gender equality? I argue that political opportunities—shaped by the domestic constellation of forces and international assistance programs—are essential to explaining political success. I identify what I call the insider/inclusionary strategy that characterizes women's organizing in Croatia and the outsider/oppositional strategy that characterizes women's organizing in Serbia. These strategies resulted in different immediate outcomes for women's political equality in the electoral breakthroughs in Croatia and Serbia.  相似文献

Business now plays an increasingly prominent role in development. While the implicit links between private actors and international development institutions have been widely debated, the explicit role of financial corporations in shaping official development policy has been less well documented. We employ a feminist Marxian analysis to examine the material and discursive landscape of the 2012 World Development Report: Gender Equality and Development. Its exclusive focus on gender equality as ‘smart economics’, and the central role accorded to leading financial corporations like Goldman Sachs in the formulation of the key World Bank recommendations enable us to explore the changing landscape of the neoliberal corporatisation of development. We argue, first, that the apolitical and ahistorical representation of gender and gender equality in the wdr serves to normalise spaces of informality and insecurity, thereby expunging neoliberal-led capitalist relations of exploitation and domination, which characterise the social context in which many women in the global South live. Second, the wdr represents the interest of corporations in transforming the formerly excluded segments of the South (women) into consumers and entrepreneurs. The wdr thus represents an attempt by the World Bank and its ‘partners’ to deepen and consolidate the fundamental values and tenets of capitalist interests.  相似文献
