In Polish history, Prince Adam Czartoryski is almost universally regarded as one of the most important Polish statesmen and patriots of the first half of the nineteenth century. In Russian history, on the other hand, he is remembered chiefly as the Foreign Minister of the Russian Empire, and a close personal friend of Tsar Alexander I. How did Czartoryski reconcile his commitment to the Polish nation with his service to the Russian Empire (a state which occupied most of Poland)? This paper will attempt to place Prince Adam's friendship with Alexander, and his service to Imperial Russia, in the broader context of national identity formation in early nineteenth-century eastern Europe. It will be argued that the idea of finding a workable relationship between Poland and Russia, even within the framework of a single state for a “Slavic nation,” was an important and forgotten feature of Polish political thought at the turn of the eighteenth and nineteenth centuries. By answering the question of precisely how Czartoryski was able to negotiate between the identities of a “Polish patriot” and “Russian statesman,” the paper will shed light on the broader development of national identity in early nineteenth-century Poland and Russia.  相似文献

This article looks at the press coverage of Ukrainianization, the Soviet terror, and the famine (Holodomor), particularly in the years 1932–33, focusing on the largest Ukrainian daily outside Soviet Ukraine, the Lviv Dilo. It compares this coverage to the reporting in the press of the Organization of Ukrainian Nationalists (OUN). It argues that these two years were a turning point in political attitudes. Galician Ukrainians turned away from the Communist Party of Ukraine and support for the OUN began to grow. Ironically, the OUN had not led protests against the famine, but benefited from the lack of a strong response from European governments and international bodies. The article draws on a reading of the Ukrainian press of the 1930s, and on recent research by Polish and Ukrainian scholars.  相似文献

A probe into the changing perceptions and classifications of Silesian (i.e. the Slavic dialect and the Slavic-Germanic creole of Upper Silesia, or both construed as the ethnolect of the Silesians) during the nineteenth and twentieth centuries, as most saliently influenced by the mutually nullifying competition of German and Polish ethnolinguistic nationalisms. This competition opened the space for the rise of the Silesian national-cum-regional movement, which sometimes undertook the task of codifying a Silesian language. Such codifications were frustrated during the periods of dictatorship and totalitarianism, which lasted in Upper Silesia from 1926/1933 to 1989. Berlin and Warsaw suppressed the possibility of the rise of a Silesian language, perceived as an ideological threat to the ethnolinguistic legitimization of German and Polish national statehood. Today, Warsaw dislikes the recent popular grassroots project to codify Silesian as a language, but, under the democratic conditions enjoyed in postcommunist Poland, the state administration has no legal means to suppress this project. The codification of Silesian gathered pace at the turning of the twenty-first century, due, among other reasons, to the rapid spread of access to the Internet. However, without the state's blessing and support, the outcome of the codification project, remains, at best, uncertain.  相似文献

The article discusses government and opposition in Kenya over the last 100 years. Major democratic changes have occurred, but legacies from the colonial period and Kenya's one-party state endure. Pushback efforts to perpetuate the status quo continue. Subverting formal legal changes, using violence, and polarizing ethnicity are among the means used to consolidate the past. The focus is on the interplay between stasis and change, using comparative political economy theories and similar examples from other times and places. The analysis highlights the resilience of the past and historic barriers to change, thereby raising broader questions and issues that are not well understood.  相似文献

This essay suggests that Machiavelli's claim that the moral vice of hypocrisy is inescapable in politics constitutes a real issue for democratic politics today. Indeed, it concludes that democratic societies are implicated in creating the impetus to hypocritical behaviour. The essay questions the prevalent conviction that a liberal democratic polity should be premised on transparency and candour, not on hypocritical manipulation – a conviction which is paradoxically shared by the dirty hands thesis which is mostly owed to Michael Walzer and which purportedly takes Machiavelli's insights on the moral messiness of politics seriously. Attempts to deny the necessity of political hypocrisy misconstrue the realities of democratic politics – the messy context in which politicians operate and what is distinctive of political friendships. Democratic politicians operate in a context ridden with conflict and dependence which renders hypocrisy a necessary political virtue and one of the strings that hold together a virtuous political life.  相似文献

This article explores banal nationalist themes and symbols in the Turkish media on the basis of the study by Michael Billig titled “Banal Nationalism”. In this study, we used content analysis method to reveal how the key concepts that encompass the idea of the nationhood have been propagated within presentations of the daily news. The research sampling consisted of 36 daily newspapers of the mainstream Turkish media dated 3th February 2010. Our analysis revealed that even in an ordinary day when nationalist themes or developments were not intensely situated in the newspapers, nationhood was reproduced via both nationalist language forms and classifications of “us” and “them”, praise of the nation/country, and the emphasis on common interest or common history. This further highlights the constant transformation of nationalism, underlining its allusions and evocations not as a forgotten ideology but as something that is being reproduced in an unnoticed way every day and survives as a principal determinant of daily life activities. In addition, although it is not possible to see overt dichotomies or expressions of feeling within each part of the news or in every column, we found that the nation was implied or the national sentiments were presented.  相似文献

This paper provides a case study regarding an innovative model of grass-roots democracy, called democratic confederalism, which is currently being implemented in Northern Syria. The difference between democratic confederalism and previous experiments with grass-roots democracy is that its evolutionary pattern aims to include heterogeneous local communities living in the same territories, with the objective of becoming an administrative model for the whole Syrian country, without shattering its national constitution. In fact, the evolution of the political and administrative system and the introduction of the Democratic Federation of Northern Syria were specifically aimed at including all ethnicities and not focusing on the Kurdish population only. Following a literature review aimed at defining the theoretical background of democratic confederalism, the case study is presented. Data collection occurred through semi-structured interviews and informal talks with key stakeholders in the Kurdish movement; the findings and main implications of the model are described and analysed.  相似文献

The legacy of the Solidarity movement of the 1980s, which was a leading force in the region’s 1989 revolutions, culminating most symbolically with the fall of the Berlin Wall, has yet to be institutionalized in Polish social memory. A spate of official commemorations marking the movement’s 25th anniversary in 2005 provided a palette on which Poles projected—or refused to project—their memories. The movement’s legacy continues to play out in current and contentious electoral politics, since the leaders of the top contending parties are former Solidarity activists. Despite and partly because of this active presence of Solidarity movement players, Polish civil society appears to be in a liminal state of active hesitation over the task of concretizing this movement’s past in commemorative forms. This article proposes six cultural and political explanations for this hesitation. It also recommends that social scientists disaggregate the concept of memory work into various manifestations on a continuum from hesitation to deliberation and agitation to institutionalization. As the article illustrates, hesitation can constitute action. At stake in this exercise is a larger discourse—over the direction of the post-1989 socio-political changes vis-à-vis the aims of the 1989 revolutions and the meaning of democracy and transitional justice in a posttotalitarian context.  相似文献

This paper examines the debates that surrounded the renovation of the royal castle in Krakow during the last decade before World War I. When the Galician crownland took over the castle in 1905, it bore little resemblance to a royal seat, having been used as military barracks since 1846. The debate that followed focused on what should be preserved, what demolished, and what recreated. In this discourse the “meaning” of a historical monument was examined and different interpretations within the circles of architects, preservationists, and artists were propagated. The debate conducted during the meeting of the Central Commission for Research and Conservation of Historic Buildings revealed that the division was not along national lines, but rather among different philosophies of preservation of built heritage. The point made by the paper is that the discourse conducted 100 years ago allows us today to draw conclusions about the role of historical buildings in a national(istic) worldview and examine its inherent contradictions. That is because, I argue, the past as such matters little in the national(istic) understanding, despite its ostentatious interest in history. The article discusses the reasons for the ten-year delay in the democratic transition in Serbia, focusing in particular on opposition parties and civil society. It argues that the policy of opposition parties was partly responsible for the failure of an earlier fall of the Miloevic regime. While civil society has been similarly weak and divided, the article details how a number of NGOs proved to be crucial in the coordinated campaign which lead to the overthrow of the Miloevic regime in October 2000.  相似文献

As majority Muslim societies with significant minorities and dominant militaries, Indonesia and Egypt experienced strikingly similar political trajectories between the early 1950s and the late 1990s. Yet, their respective democratic transitions have seen vastly different outcomes: while Indonesia solidified its democracy by extracting the military from politics, Egypt's democratic experiment ended after only two years with the return of the armed forces to the apex of government. This article highlights the reasons for this divergence. Contrary to existing scholarship that exclusively focuses on different geographical or economic circumstances, this contribution emphasises dissimilarities in the patterns of authoritarian rule, military organisation, intra-civilian conflict and international support. Conceptually, the discussion locates the Indonesian and Egyptian cases within the broader debate on civilian control in post-authoritarian states, arguing that this discourse needs to pay more attention to the creation of intra-civilian agreements on fundamental issues of governance as the best strategy to establish strong democratic oversight over the armed forces.  相似文献

Female employment grew very rapidly in Brazilian manufacturing industry in the 1970s. Contrary to the predictions of some writers, women have not been marginalised from the industrial labour force as a result of dependent development. Among various hypotheses advanced in the literature to explain the sharp rise in female employment, the scarcity of male labour resulting from rapid economic growth is found to be the most convincing. This hypothesis is supplemented by a discussion of both the factors which made large numbers of women available for industrial work and the types of women that found employment in industry in the decade.  相似文献

This article explores the interplay of religion, anti-Semitism, and personal rivalries in building the ultra-nationalist movement in 1930s Romania, using the career of Nichifor Crainic as a case study. As a theologian, Crainic created and taught a synthesis of nationalism and Romanian Orthodoxy which was broadly accepted by most ultra-nationalists in interwar Romania. As a journalist, Crainic directed several newspapers which spearheaded acrimonious attacks on democratic and ultra-nationalist politicians alike. As a politician, he joined and left both Corneliu Zelea Codreanu's Legion of the Archangel Michael and A.C. Cuza's National Christian Defense League before attempting to form his own Christian Workers' Party. Crainic's writings ultimately earned him a place as a minister in two governments and membership of the Romanian Academy. His career reveals an ultra-nationalist movement rife with division and bickering but united around a vaguely defined ideology of religious nationalism, xenophobia, and anti-Semitism.  相似文献

As a recent member of the European Union (EU), Romania aligned its public policies to Westernized models of civil service reform. This article critically analyzes the impact of Human Resource Management (HRM) models as compared to a Weberian Easternized public administration culture, which continues to display strong hierarchical relationships, rather than the “networked” governance favored by some Western European countries.

The focus will be on the development of HRM policies and practices, taking as a set of case studies Romanian central government organizations. The key problem to be addressed is to understand why such organizations remain locked in ineffective systems of personnel administration. Yet, Romania, along with other Eastern European states, has been exposed to international reform movements in public management through policy transfer. The article will look for evidence of New Public Management (NPM)-type practices, in addition to HRM.

Moreover, the countries of Eastern Europe are far from homogeneous, and so an understanding of both the institutional and cultural context is crucial to ascertain the acceptability of NPM. In the case of Romania, this article considers HRM developments in a multi-culturally influenced state, which has also experienced Socialist regimes. However, policy innovations have started to appear, not only as a consequence of the international diffusion of “good practice” and “policy learning, ” but also stemming from the demands of European directives. Thus, the aim of this article will be to assess the role of policy learning in relation to HR reform in the public service.  相似文献

In the aftermath of the June 2010 violence in southern Kyrgyzstan, much scholarly attention has focused on its causes. However, observers have taken little notice of the fact that while such urban areas as Osh, Jalal-Abad, and Bazar-Korgon were caught up in violence, some towns in southern Kyrgyzstan that were close to the conflict sites and had considerable conflict potential had managed to avoid the violence. Thus, while the question, “What were the causes of the June 2010 violence?” is important, we have few answers to the question, “Why did the conflict break out in some places but not others with similar conflict potential?” Located in the theoretical literature on “the local turn” within peacekeeping studies, this article is based on extensive empirical fieldwork to explore the local and micro-level dimensions of peacekeeping. It seeks to understand why and how local leaders and residents in some places in southern Kyrgyzstan managed to prevent the deadly clashes associated with Osh, Jalal-Abad, and Bazar-Korgon. The main focus of the project is on Aravan, a town with a mixed ethnic population where residents managed to avert interethnic clashes during the June 2010 unrest. The answers to the question of why violence did not occur can yield important lessons for conflict management not only for southern Kyrgyzstan, but also for the entire Central Asian region.  相似文献

This study aims at analyzing the impact of the European integration process on Kurdish nationalism in Turkey by focusing on the Democratic Society Party (Demokratik Toplum Partisi, DTP) as the major pro-Kurdish political party in Turkey between 2005 and 2009. It argues that the Europeanization process in Turkey, which accelerated in the post-Helsinki period, has brought about some important consequences concerning the recognition and expression of Kurdish identity. The study examines Europe's impact on the DTP through analysis of party documents and interviews with party representatives, in order to investigate the meaning and use of the European integration process in the DTP's sub-state nationalist ideology. This analysis shows that, although the Europeanization process in Turkey has somewhat broadened opportunity structures for Kurdish sub-state nationalist politics, overall the EU's impact on the DTP's nationalist politics has remained indirect and limited.  相似文献

In this paper we examine how the Abolition Movement’s approach to non-violent resistance has been silenced in four American history textbooks. Despite extensive research that reveals an extensive network of groups dedicated to the peaceful abolishment of slavery little of this historical record is included in the textbooks. Instead, a skewed representation of the movement is conveyed to the reader, one that conveys an image of a movement that contributes to a climate of social violence. Through a critical discourse analytical approach to the data we carefully deconstruct how this process of misrepresentation occurs. By employing the discursive tools of narrative framing, positioning, and stance we lift up what is often hidden from the reader and demonstrate how language use communicates powerful social messaging to the reader. We argue that student readers are left with an impoverished sense of how non-violent democratic change has occurred when presented with a limited portrayal of the Abolition Movement. We therefore emphasize the importance of equipping students with the skills needed to critically interrogate both historical and contemporary sources that purports to convey the inevitability of war to resolve complex social problems; we maintain this is both an educational imperative and a civic obligation.  相似文献
