Making Ends Meet After Prison

Former prisoners are at high risk of economic insecurity due to the challenges they face in finding employment and to the difficulties of securing and maintaining public assistance while incarcerated. This study examines the processes through which former prisoners attain economic security, examining how they meet basic material needs and achieve upward mobility over time. It draws on unique qualitative data from in‐depth, unstructured interviews with a sample of former prisoners followed over a two‐ to three‐year period to assess how subjects draw upon a combination of employment, social supports, and public benefits to make ends meet. Findings reveal considerable struggle among our subjects to meet even minimal needs for shelter and food, although economic security and stability could be attained when employment or public benefits were coupled with familial social support. Sustained economic security was rarely achieved absent either strong social support or access to long‐term public benefits. However, a select few were able to leverage material support and social networks into trajectories of upward mobility and economic independence. Policy implications are discussed.

Meet the critics: Analyzing the EU Commission's Regulatory Scrutiny Board through quantitative text analysis

As part of the “better regulation” agenda, the European Commission created a semi-independent institution, the Regulatory Scrutiny Board, to monitor the preparation of policy proposals. The position of this Board is potentially wide-ranging. A proposal that is not given the green light by it cannot proceed in the Commission's internal decisionmaking process. But so far, the Board has only received scant scholarly attention. We provide a comprehensive analysis of the impact of the Regulatory Scrutiny Board on the Commission's policy preparation. Using machine learning techniques and quantitative text analysis, we study 673 Board opinions and compare almost 100 draft and final policy proposals. Our findings show that the Board is an active watchdog that is taken seriously by the Commission's departments. A full understanding of policy preparation in the EU therefore requires more scholarly attention to the Regulatory Scrutiny Board.

建立健全中介组织应对“入世”挑战

在建立和完善社会主义市场经济体制过程中,尤其是在经济全球化过程中和中国“入世”之后,作为市场机制运行一个重要主体的社会中介组织,所发挥的作用越来越大。但是,目前我国中介组织的发展还存在不少问题,中介服务远远不能适应“入世”的需要。对此,必须要通过整顿、改革,加强对中介组织的监管,建立一种适应社会主义市场经济发展要求,符合国际惯例,独立客观、公正执业和管理规范的社会中介组织运行机制。

Current Policy Context for Education Efforts to Help Young Parents Meet Their Multiple Challenges

Recent increases in the adolsecent birth rate can be in part attributable to a variety of factors including limited sex education in schools, the decline in family planning services, and rising dropout rates. This paper explores the importance of education for adolescent parents, particularly the inclusion of pregnancy prevention programs and services for young parents as part of the educational mainstream.     

Ukrainian Local Governments’ Finance on the Threshold of a New Millenium: Will Interbudgetary Reform Meet Public Needs?

Since independence, market–oriented reforms have been undertaken in Ukraine. Yet, intergovernmental relations are obsolete, remaining as they were in the Soviet time. In fact, Ukrainian subcentral governments have no significant discretion in revenues and expenditures. First, the article delivers an overview of the current system of intergovernmental finance in Ukraine. Second, the article reveals some negative trends in Ukrainian local governments' fiscal performance through the late 1990s that made a reform of intergovernmental fiscal arrangements timely. Third, the article analyzes recent reform steps as presented by the recent Budget Code, proposing policy options that could strengthen Ukrainian intergovernmental policy.
