Voting research is rich in empirical regularities yet a parsimonious theory of voter turnout that can match the facts has proven to be elusive. This paper argues that voter turnout patterns can be explained by extending the traditional rational voter model to include limited information. A model is presented in which utility-maximizing consumers receive higher payoffs from voting the more confident they are of their vote choice. The model provides an explanation for the most important cross-sectional voter turnout patterns. In addition, it suggests a novel explanation for the post-1960 decline in U.S. participation.  相似文献

Theories of redistribution inspired by the Downsian model receive little support from empirical investigation. In this article I argue that one of the possible explanations is that the standard Downsian theory, and the empirical specifications derived from it, ignore electoral turnout. Empirical evidence consistently shows that higher-income citizens are more likely to vote; office-seeking candidates should therefore include this probability in their objective function. As a consequence, the pivotal voter is not the median in the income distribution, but is generally richer. Moreover, an increase in income inequality does not unambiguously increase the political demand for redistribution, as most literature takes for granted. Including turnout in the model restores the compatibility of the Downsian theory with current empirical evidence. A regression analysis on panel data for 41 countries in the period 1972–98 confirms the importance of turnout as an explanatory variable for social spending.  相似文献

Consumers of the National Election Study (NES) should be concernedif the survey has a bias that is increasing with time. A recentarticle by Barry Burden claims that for presidential elections,there is an increasing overreport bias, or turnout gap, betweenthe NES turnout rate and the observed turnout rate caused bydeclining NES response rates. I show that the increasing turnoutgap is an artifact of the universes these two turnout ratesare based on. Reconciling the two universes shows no systematicincrease of the reconciled turnout gap in presidential electionsfrom 1948 to 2000, and furthermore demonstrates that the post-1976rise in NES response rates (until 2000) is rewarded in a lowerturnout gap. In addition, I offer another theory to explainthe turnout gap. If respondents have an equal propensity tomisreport that they voted when they did not, as turnout declines,the number of nonvoter respondents increases and so does theturnout gap. I show that in multivariate analysis this theoryoutperforms Burden's response rate driven theory, though neithertheory reaches statistical significance.  相似文献

State governments have experimented with a variety of election laws to make voting more convenient and increase turnout. The impacts of these reforms vary in surprising ways, providing insight into the mechanisms by which states can encourage or reduce turnout. Our theory focuses on mobilization and distinguishes between the direct and indirect effects of election laws. We conduct both aggregate and individual‐level statistical analyses of voter turnout in the 2004 and 2008 presidential elections. The results show that Election Day registration has a consistently positive effect on turnout, whereas the most popular reform—early voting—is actually associated with lower turnout when it is implemented by itself. We propose that early voting has created negative unanticipated consequences by reducing the civic significance of elections for individuals and altering the incentives for political campaigns to invest in mobilization.  相似文献

Many political observers view get-out-the-vote (GOTV) mobilization drives as a way to increase turnout among chronic nonvoters. However, such a strategy assumes that GOTV efforts are effective at increasing turnout in this population, and the extant research offers contradictory evidence regarding the empirical validity of this assumption. We propose a model where only those citizens whose propensity to vote is near the indifference threshold are mobilized to vote and the threshold is determined by the general interest in the election. Our three-parameter model reconciles prior inconsistent empirical results and argues that low-propensity voters can be effectively mobilized only in high-turnout elections. The model is tested on 11 randomized face-to-face voter mobilization field experiments in which we specifically analyze whether subjects' baseline propensity to vote conditions the effectiveness of door-to-door GOTV canvassing. The evidence is consistent with the model and suggests that face-to-face mobilization is better at stimulating turnout among low-propensity voters in prominent elections than it is in quiescent ones .  相似文献

Engaging a persistent puzzle on the decline in U.S turnout after 1896 from which the nation never recovered, this paper tests the impact of strict registration laws and declining electoral competition on turnout. This study uses an original dataset on nineteenth century voter registration laws for 1880–1916. I estimate a panel model with state and year fixed effects to test the hypothesis that the shift in electoral behavior was a function of registration reforms and competition. Findings show that turnout dropped by as much as 6 points because of personal registration laws, whereas competition increased turnout by up to 10 points. I also analyzed two case studies at the county level. The results indicate that when registration laws became increasingly stringent with stricter identification requirements, turnout dropped by as much as 19 points. Findings suggest that electoral competition could mitigate the suppressive effects of strict voting laws on turnout.  相似文献

Second-order elections are characterized by low turnout. According to the second-order theory this is because people feel there is less at stake. This study tests whether the less at stake argument holds at the macro and micro level using panel survey data obtained in three different Dutch elections. Furthermore, it examines whether campaigns' mobilizing potential differs between first- and second-order elections. We find that at the macro level perceived stakes and low turnout go hand in hand and differ strongly between national, local and European elections. At the micro level the impact of perceived stakes on turnout is limited and contingent on the type of election. Also, campaign exposure affects turnout, but the effect is substantially larger in second-order contests.  相似文献

Declining levels of turnout are a problem in European elections. Are Get Out The Vote campaigns the solution to the problem? While many studies have investigated such campaigns in the US, little is known about their effect in Europe. The article presents a field experiment in which encouragement to vote in an upcoming Danish election is delivered to more than 60,000 first-time voters using direct personal letters. Eight different letters are designed, based on the calculus of voting and prospect theory. The sample is randomly divided into treatment groups or the control group. Using validated turnout, small positive effects of receiving a letter on turnout are found, with little difference across letters. The letters mostly mobilised voters with a low propensity to vote and thus increased equality in participation. In sum, while letters have some effect, they are not likely to be a panacea for solving Europe’s turnout challenges.  相似文献

The powerful relationship between education and voter turnout is arguably the most well-documented and robust finding in American survey research. Yet the causal interpretation of this relationship remains controversial, with many authors suggesting that the apparent link between education and turnout is spurious. In contrast to previous work, which has relied on observational data to assess the effect of education on voter turnout, this article analyzes two randomized experiments and one quasi-experiment in which educational attainment was altered exogenously. We track the children in these experiments over the long term, examining their voting rates as adults. In all three studies, we find that exogenously induced changes in high school graduation rates have powerful effects on voter turnout rates. These results imply that the correlation between education and turnout is indeed causal. We discuss some of the pathways by which education may transmit its influence.  相似文献

What explains election turnout in authoritarian regimes? Despite the significant energy, resources, and time ruling parties devote to improving the participation rates of citizens, there exists extraordinary variation both within and across authoritarian regimes. This paper hypothesizes that election turnout is explained by contestation, coercion and clientelism. To test this theory, the paper uses an original dataset capturing turnout rates for 548 legislative elections in 108 countries between 1960 and 2011. The resulting empirical analysis confirms these Hypothesis – with one notable exception. Instead of encouraging turnout amongst citizens, clientelism discourages it. This counterintuitive finding occurs because citizens lack the optimum incentives for participation and ruling parties lack effective monitoring strategies of that behavior. The conclusion of the paper addresses its implications for existing theories of authoritarian politics and proposes several avenues for further research on election turnout under authoritarianism.  相似文献

This paper analyzes the impact of economic performance on voter turnout. We estimate an economic turnout model in which local economic variables are included in quadratic form, so that non-linear effects can be taken into account. We use panel datasets covering municipalities, from 1979 to 2005, and cross-sections of parishes (freguesias) to analyze the determinants of turnout at Portuguese municipal and legislative elections. The empirical results indicate that the performance of the national economy is important only in legislative elections and that the regional and local unemployment rates tend to have non-linear relationships to turnout. The results obtained for Flemish municipalities also provide evidence in favor of a non-linear effect of unemployment on turnout.  相似文献

While it is well established that education is positively correlated with voter turnout at the individual level, the increased educational levels in most western countries have not caused increased voter turnout at the aggregate level. The relative education model suggests one explanation: education is only a proxy for social status and has no direct causal effect. The individual-level effect of education is conditional on the level of education in the environment. Whereas previous research on the relationship between relative education and voter turnout has largely focused on the U.S. case, this article uses comparative survey data on voter turnout to test the relative education model. It combines data from the CSES and ESS covering about 275,000 individuals in 173 country-years in 37 countries. The analysis applies a definition of relative education operationalized as each individual's education rank position in relation to the level of education of those born in the same five-year cohort in the same country. The results show that relative education has a much larger effect on voter turnout than absolute education. Moreover, relative education has a stronger effect when aggregate turnout is low.  相似文献

Voter participation is immense but theoretically doubtful because there exists cost of voting and the probability of casting the deciding ballot is low. Game theoretic models (Palfrey and Rosenthal, 1985) confirm this paradox of voting. Individual optimization in the voting game is problematic with respect to the rationality and information requirements of traditional game theory. Therefore in this paper a non-optimizing but learning individual is considered. By individual learning the adjustment processes and equilibria of voter turnout are determined. Voters are able to learn to participate and substantial voter turnout is possible.  相似文献

We test the rational choice model of turnout in the lab. We performed laboratory experiments in which participants had to decide whether to vote or not in a number of first past the post and proportional representation elections. We test the predictions of rational choice theory from three different angles:(i) First, we compare aggregate turnout with the Nash equilibrium predictions.(ii) Second, we compare individual decisions with those derived from a rational calculus and count the number of decisions which are consistent with the rational recommendation, and.(iii) Third, we determine, still at the individual level, whether, at the margin, people are more likely to vote as the expected payoff increases.The overwhelming thrust of the evidence is inconsistent with the rational calculus paradigm.  相似文献

In this paper we develop and test a model of voter turnoutthat permits us to differentiate turnout rates for governmentemployees and other citizens, controlling for the effects of awide range of other variables relating to turnout. This study examines the problem of voter turnout from a rational choice perspective. It reviews the “paradox of voting” and finds one model, which incorporates the role of intermediary social groups and leaders, to be a promising solution. It tests the hypothesis that leader mobilization increases voter turnout, using an ecological analysis of turnout in five Montreal ethnic communities during three recent elections: the 1993 Canadian federal, the 1994 Quebec provincial, and the 1994 Montreal municipal elections. Data on mobilization are taken from semi-directed interviews with association leaders in each community. The results compare predicted and actual rankings of turnout for each community and election. The overall results are weak, indicating that the model does a poor job of predicting voter turnout.  相似文献

Controversy persists over the link between turnout and the likelihood of success of Democratic candidates (e.g., DeNardo, 1980, 1986; Zimmer, 1985; Tucker and Vedlitz, 1986; Piven and Cloward, 1988; Texeira, 1992; Radcliff, 1994, 1995; Erikson, 1995a, b). We argue that the authors in this debate have largely been talking past one another because of a failure to distinguish three quite different questions. The first question is: “Are low turnout voters more likely to vote Democratic than high turnout voters?” The second question is: “Should we expect that elections in which turnout is higher are ones in which we can expect Democrats to have done better?” The third question is the counterfactual: “If turnout were to have increased in some given election, would Democrats have done better?” We show the logical independence of the first two questions from one another and from the third, and argue that previous researchers have failed to recognize this logical independence – sometimes thinking they were answering question three when in fact they were answering either question one or question two. Reviewing previous research, we find that the answer to the first question once was YES but, for more recent elections at the presidential level, now appears to be NO, while, for congressional and legislative elections, the answer to the second question appears generally to be NO. However, the third question is essentially unanswerable absent an explicit model of why and how turnout can be expected to increase, and/or analyses of individual level panel data. Thus, the cross-sectional and pooled data analyses of previous research are of almost no value in addressing this third question.

Aggregate studies find no effect of campaign advertising on voter turnout in the United States, thereby calling into question experimental and survey-based studies that produce strong turnout effects. In revisiting the debate over the impact of campaign ads, this paper examines the effects of both TV campaign advertising and campaign field offices on aggregate voter turnout during the 2008 US presidential election campaign. In contrast to previous studies, our analysis finds that both campaign field offices and campaign advertising help to stimulate turnout, although the effect of campaign field offices is more robust to alternative model specifications. We also find that only Obama's field offices had any discernible impact on aggregate voter turnout, thereby reinforcing the narrative that the Obama campaign had a superior ground game in 2008.  相似文献

The association between education and voter turnout is well-established in almost a century of research. The causal status of this correlation, however, is still subject to debate. Results in the previous literature differ substantially, and this may reflect both methodological differences and heterogeneous effects across populations or types of elections. This study addresses the question using a discordant twin design and variance decomposition methods with validated turnout data for both first- and second-order elections in a large sample of Swedish twins, paired with population-wide sibling data. Results show that education does not have an effect on national electoral turnout, but does have an effect on turnout in the European elections. Furthermore, the association between education and turnout is shown to be affected by substantial genetic confounding, which leaves a non-trivial amount of bias even in sibling based designs. This underscores the importance of taking genetic confounding seriously in observational research.  相似文献

This article sets out a social psychological theory of voting behaviour that integrates stimuli from institutions; perceptions of stimuli from such institutions as the media and government; and individual predispositions to respond. It thus clarifies the confusion caused in the classic Michigan model, which treats perceptions as individual attributes without regard to institutional stimuli. Multi-level statistical analysis of turnout at the 2009 European Parliament election shows that, after controlling for individual predispositions, institutional stimuli have a substantial effect on behaviour both contextually and by shaping individual perceptions.  相似文献
