This paper adapts a simple model from the optimal contracting literature to explain the relationship between political parties and non-incumbent candidates. The model predicts that legislators with a higher opportunity cost of government service will receive better committee assignments. Using data that spans 12 Congresses (97th to 108th), I find that when the opportunity cost of Senate service is measured by previous occupation, freshmen senators with a high opportunity cost for serving (those who were lawyers) were given good committee assignments, while freshmen senators with a low opportunity cost for serving (professors, and those with relatives already in politics) were given worse committee assignments. 相似文献

Abstract. Despite major differences, prevailing approaches in democratization research have one thing in common: they downplay the role of mass attitudes. This article criticizes the neglect of mass attitudes, arguing that it ignores the very essence of democratization. In light of human development theory, democratization is essentially an emancipative process, for it manifests human freedom by empowering people with civil and political rights. From this premise, the author concludes that democratization should be driven by emancipative forces in the population and that these forces are reflected in particular mass attitudes: liberty aspirations. Based on evidence from the Values Surveys, the analyses show that more widespread liberty aspirations facilitate progress and impede regress in the process of democratization. No other indicator – including GDP/capita and social capital – outperforms the effect of liberty aspirations on democratization. The article concludes that human development theory is useful because its emphasis on people empowerment highlights something that has been ignored in the democratization literature: emancipative motivational forces in the population. 相似文献

Abstract This article analyzes a strategy-drafting process, using it to illustrate what can happen in a strategy process that affects a city organization but is invisible in the final strategy document. In the ethnographically inspired method, a city organization and its strategy-formulating work were followed for two years. Observations and interviews were the main data-collection methods. The article builds on a framework from the strategy and public management literature. The article concludes that strategy formulation in public organizations is a means of learning new practices, questioning ongoing development, and enhancing performance. 相似文献

AbstractDoes European soft law matter? In order to answer this question, the article investigates the processes through which the European Union (EU) affects domestic politics and policies in the eHealth sector in France, Austria and Ireland. More precisely, it shows how the hardening of EU soft law creates a new rationale for the use of European instruments by domestic actors, thus expanding their strategic opportunities for policy making at the national level. Despite the empirical diversity of the cases, similar patterns of variation in Europeanisation mechanisms emerge over time, and the data show how the varying structure of European soft instruments (i.e. their degrees of ‘hardness’) accounts for these changes. This comparative analysis includes multiple process-tracing cases of eHealth public policy making in France, Austria and Ireland in which Europeanisation processes are at work. 相似文献

The present study examines the impactof televised U.S. Senate sessions (byC-SPAN2) on turnover rates in the U.S.Senate over the period 1946–1998. Using atheoretical model wherein politicalservices are viewed as search/experiencegoods, it is argued that there are manyparliamentary procedures available to U.S.Senators (e.g., filibustering, SpecialOrder Speeches, etc.) that serve them aslow-cost forms of persuasive advertising. These outlets provide opportunities forpolitical ``grandstanding'' on popular issueswhich challengers would have to spend largesums of money to combat and/or replicate.
