The threat of American and British nationals returning home after fighting with ISIS sparked calls in 2014 for legislation to allow the revocation of terror suspects’ citizenship. Using content analysis, this paper compares how citizenship was renegotiated during the debates that followed in both countries. For proponents of the new powers, acts considered prejudicial to national security did not simply constitute a ‘bad’ or dissenting citizen, but were incompatible with the status of citizenship itself. I find that republican discourses of citizenship conceived as loyalty to the state were used not as an alternative to liberal discourses that espouse individual rights and a more limited political arena, but precisely as means of discursively limiting of that arena, by selectively excluding particular undesirable or less desirable groups – terror suspects, naturalised citizens – from political life as we know it.  相似文献

After a brief introduction giving a short history of legislative oversight, a number of criteria by which committees can be evaluated are enumerated, including their mandate, membership, resources and access to information. The development of parliamentary oversight in the UK culminating in the creation of the Intelligence and Security Committee in 1994 is outlined. Its performance between 2001 and 2006 is described and assessed. It is concluded that, while it has made some appropriate criticisms of the agencies, it can be faulted in that both the style and substance of its reports are essentially managerialist and have paid inadequate attention to questions of human rights and the need for public education.  相似文献

This paper offers a theoretical framework for understanding both the invasion of Iraq and the “war on terror” in the context of neoliberal globalization. I argue that both the foreign and domestic policy pursued by the Bush administration under the rubric of the war on terror are in fact best understood as strategies for advancing the neoliberal agenda, in large part by seeking to undo gains made by the labor movement during the 1990s. I argue that for this ambitious and aggressive administration, the post‐9/11 atmosphere offers the prospect of permanently restructuring both popular expectations of government and the ability of working people to challenge corporate prerogatives.  相似文献

Rowley’s (Public Choice 140:275–285, 2009) claim that I have “expropriated” (p. 276) intellectual property rights from Professor Landa by insufficiently citing her works is vacuous. It failed, among other faults, to recognize the substantive distinction between the lines of research pursued by Professor Landa and myself. The notion of soft power suggests that actions that contradict international standards will harm a country’s international image. The current study focuses on the impact of anti-democratic action taken by Israel during 2015 on its international image, as projected in the foreign press (N = 4,425 articles) and on social media (N = 23,797 tweets). The findings indicate that anti-democratic actions did not have an immediate or long-term effect on the tone of coverage toward Israel, while other factors, such as the circumstances and the topics discussed, did influence the tone of coverage.  相似文献

In this paper, I examine a simple procedure in the United States House of Representatives, approving the Journal, and its implications for legislative business. In this paper, I examine the hypothesis that such votes are more than simply pro forma motions or dilatory tactics by the minority party. Considering the 102nd–107th Congresses, I show that votes on the Journal’s approval are just as frequently requested by the majority party as by members of the minority party. Furthermore, I find that votes recorded on days on which a vote was also recorded on the House Journal were more likely to be close and more likely to be party-line votes than those recorded on other days.  相似文献

The purpose of this paper is to investigate whether efficiency in public service provision is affected by political and budgetary institutions, fiscal capacity, and democratic participation. In order to address this issue we take advantage of a new global efficiency measure for Norwegian local governments. We find that high fiscal capacity and a high degree of party fragmentation contribute to low efficiency. In addition there is some evidence that democratic participation increases efficiency, while a centralized top-down budgetary procedure is associated with low efficiency.  相似文献

This paper takes an initial step in integrating insights from two sets of literature which have focused on central aspects of development with unfortunate independence. It highlights politically valuable resources, which are identified in the political economy literature, and shows that the informal sector literature provides ample evidence that these resources in general are (i) scarcely available to informal entities, (ii) poorly valued in their possession, and (iii) more often collectively unexploited by them. Overall, there seems to be an important though neglected bias in how the political system in less developed countries formulates, crafts, and implements policy.  相似文献

Citizenship education has been an ongoing matter of academic and political debate in the UK since the 1970s. This debate culminated in the setting up of the Advisory Group in citizenship education under the chairmanship of Bernard Crick. The publication of the Crick Report, Education for Citizenship and the Teaching of Democracy in Schools (London, QCA, 1998 Qualifications and Curriculum Authority (QCA) (1998) Education for Citizenship and the Teaching of Democracy in Schools Report of the Advisory Group on Citizenship (London, QCA)  [Google Scholar]), has influenced the development of citizenship education across the UK from primary level to post‐16. Citizenship education has now been established as a statutory component of the compulsory school national curriculum in England and a set of proposals for Scotland were launched in 2002. In this paper, with particular reference to the Crick Report, I explore the theories and conceptions of citizenship that are evident in this policy area and consider the opportunities it offers for embedding democratic practices within late modern societies.  相似文献

In this essay, I argue that the gap between 'citizen' and 'alien' has been shrinking in both American and German law. Despite the recent hostility toward immigrants and aliens in both countries, the longer-term tendency has been to grant aliens greater rights. In part this is because the courts have moved to a more functionalist and prosaic perspective and away from grand theories of citizenship and rights. In part, however, this development also points to the reduction of solidarity within these societies and the decline in the power and viability of citizenship as a political and socioeconomic category. The result has been a gain in 'recognition' but at the expense of 'redistributive' politics.  相似文献

Although there is an expanding body of excellent work on 9/11 and the War on Terror, and the changing forms of war‐making, militarism and imperialism, this literature lacks a sufficient critical synthesis of the historical and conjunctural events of 9/11 and its aftermath with the structural and systemic forms of US militarism and the military‐industrial complex. This article attempts a broad, critical‐theoretical analysis of the increased domestic hegemony of militarism in the US since 9/11. The article examines the complex social‐systemic interlocking of militarism with other historical, political, institutional, economic, cultural and psychological forces which tend to reinforce the hegemony of militarism and aggressive, preemptive foreign policy in the current period.  相似文献

The adoption of lotteries by state governments has received significant attention in the economics literature, but the issue of casino adoption has been neglected by researchers. Casino gambling is a relatively new industry in the United States, outside Nevada and New Jersey. As of 2007, 11 states had established commercial casinos; several more states are considering legalization. We analyze the factors that determine a state’s decision to legalize commercial casinos, using data from 1985 to 2000, a period which covers the majority of states that have adopted commercial casinos. We use a tobit model to examine states’ fiscal conditions, political alignments, intrastate and interstate competitive environments, and demographic characteristics, which yields information on the probability and timing of adoptions. The results suggest a public choice explanation that casino legalization is due to state fiscal stress, to efforts to keep gambling revenues (and the concomitant gambling taxes) within the state, and to attract tourism or “export taxes.”  相似文献
