This article studies the origins and functions of a belief in Jewish race in the Arab fin de siècle through a case study of the writings of Shahin Makaryus and al-Muqta?af, the influential journal he co-edited. The article begins by examining the racial definition of the Jews proffered by Makaryus and al-Muqta?af. It situates this view, first, within the then-recent controversy surrounding Darwinism and the problem of secularism within the Arab renaissance of the fin de siècle and, second, within the contemporary Egyptian discourse about race concerning Egypt's rule over the Sudan. It then studies the presumed implications of this categorization of the Jews for their supposed racial relatives, the Arabs. It argues that it was precisely the imagined racial link between Jews and Arabs that made race an attractive category for understanding the Jews in the minds of certain Nahda thinkers. Next, it examines Makaryus's approach to Jewish nationalism and Zionism and contends that his apparent sympathy toward the movement may be understood, at least in part, in relation to his racial definition of the Jews. Finally, it concludes with some reflections on the implications of this study for our understanding of secularism in the world of the Nahda.  相似文献

This article illuminates one of the many facet of Ben-Gurion's leadership that had an impact on his public image – his stance on fertility and childbirth, during the years 1936–63. The article outlining Ben-Gurion's thoughts on the birthrate in Mandatory Palestine and the State of Israel, analyse the developments in his views over the years and the reasons for it. His perception of the Jewish national importance of boosting the birthrate grew over time in keeping with historical developments and the soaring natural increase of the Arabs. In the first stage, births were important to him due to the need to create a Jewish majority that would pave the way for a Jewish state. In the second stage, once this goal had been achieved, it was out of concern for the security and stability of the state – in this stage, however, he built his leadership as a prime minister of all Israel citizens, including the Arabs. The analysis demonstrates, therefore, that Ben-Gurion's approach was characterized by dualism. The reasons for this dualism as well as Ben-Gurion's image as a ‘godfather of fertility’ are the focal point of this article.  相似文献

The article examines the World Organization of Jews from Arab Countries (WOJAC) as a community of memory, operating within the realms of Israeli national memory, endeavouring to refurbish them but dismantling them instead. A central thrust of the analysis (which refers to the period 1975-1999) concerns the anomalous relationship between nationalism and ethnicity. WOJAC's aspiration was to operate in the national arena, to counterbalance the claims of the Palestinian leadership on the right to the Land and on the refugee question. But to its chagrin the State institutions construe its activity as ethnic subversion. The fluid transition from national to ethnic interpretation reflects the contradiction that underlies Jewish nationalism and its ambivalence towards practising 'Mizrahi ethnicity'. Deriving from this contradiction, and from the praxis of construction and dismantlement that characterizes the activity of WOJAC, a contingent examination is undertaken of analytical categories such as 'national identity', 'Zionism', 'history', 'place', and 'territory' in the Middle East.  相似文献

This article examines Egypt's stance on cannabis prohibition, from the 1870s ban on cultivation and consumption, to the role Egypt played in the international ban on traffic in cannabis, in the 1924–25 International Opium Conference. Relying on Egyptian polemic writing, British correspondences and League of Nations documentation, this article argues that elite concerns with national modernity, rather than merely British colonial interests, motivated Egyptian drug policy and diplomacy. This article further demonstrates the effects of the Egyptian ban on consumption, as well as on production – across and beyond national borders.  相似文献

The aim of this article is to outline the development of Israel's citizenship and immigration policy from its inception to the present, emphasizing the invaluable role of Israel's first Prime Minister, David Ben Gurion. We argue that through a series of decisions pertaining to civic registration, immigration and naturalization of non-Jews, Ben Gurion set the fundamental principles of modern Jewish nationhood: on the one hand, he rejected the option of establishing a civic-Israeli nation, advocating Jewish-ethnic nationhood instead; on the other hand, this was an inclusive Jewish nationhood which incorporated cultural–territorial elements that were based on a secular interpretation of biblical sources. Despite inserting religious elements into Israel's immigration laws over the years, we claim that Ben Gurion's fundamental principles have for the most part remained in effect until today, constituting the key to understanding the nature of Jewish-Israeli nationhood in our times.  相似文献

Abstract

These four essays on Confucius, Mo Zi, Shang Yang and Zhuang Zi were published as a book in the Soviet Union in 1970 by Vitaly A. Rubin, a dissident Russian Jewish intellectual who has only recently found sanctuary in Israel. As Steven I. Levine makes clear in his preface, Rubin's book is best understood not simply as an objective analysis of ancient Chinese philosophy, but rather as a personal commentary on the Soviet regime today. In fairness to Rubin as a Sinologist, however, I will first summarize his scholarly views before commenting on the broader implications of his work.  相似文献

The article examines the American political efforts to bring about an agreement between Israel and Egypt between 1967 and 1969 and analyses the reasons for their failure. But it does not focus exclusively on the Americans; it also outlines the alternatives for Egyptian action during the period in question and looks at the political and military steps taken by Egypt's president, Gamal Abdel Nasser, vis-à-vis Israel and the United States. The main conclusion is that despite Egypt's dependence on the Soviet Union for economic aid and the rebuilding of the decimated Egyptian army, Nasser knew that the only route to a political process to regain Sinai ran through the United States. His diplomatic efforts were all derived from this insight. At the same time, the Egyptian president's attempts to exploit American pressure to his benefit, as he had done in 1957, was undercut by his overestimation of his bargaining chips, a mistake that was one factor in the collapse of the efforts to reach a diplomatic agreement in the region.  相似文献

This historical analysis of Mahatma Gandhi's views on the Jewish–Arab conflict in Palestine at the time of the British Mandate distinguishes four phases. The initial involvement is Gandhi's intervention in support of the Caliph's temporal rule in Palestine. The second deals with a secret offer of mediation addressed to the Jewish Agency in Jerusalem. The third is his highly controversial letter to ‘The Jews‘. In the last phase, Gandhi chose to remain silent, but is alleged to have stated that the Jews had a good case and a prior claim, a statement that seems at variance with previous attitudes. The question is raised as to how far Gandhi's views were consistent. They are explained by the evolving political context in India, as well as in Palestine, the two being intertwined in an ever tightening knot. Gandhi's commitments are revisited and clarified in the light of new research.  相似文献

John Treloar's involvement in the Australian War Memorial began in 1917, and he was Director from 1920 until his death in 1952. The idea of a national war memorial serving also as a museum, gallery and library was not his: the credit for that goes to Charles Bean. But there would have been no museum, gallery or library without Treloar's organisational ability and collecting genius. Treloar was responsible at first for collecting a documentary record, but later as the vision expanded, he began to acquire many other kinds of material, including art. It was an unusual challenge for a soldier, public servant, and man who scrupulously distanced his emotions from his work. This article examines aspects of Australia's official and commissioned war art and teases out the relationship between the bureaucrat and the artist. I suggest that the administrative effort involved in the war art schemes has to be recognised as part of the process of cultural production, and that in these circumstances the life of the bureaucrat is as worthy of exploration as that of the artist.  相似文献

The American University of Beirut's emergence as a hub of Arab national and cultural identity in the first half of the twentieth century has been well documented by historians. The simultaneous Zionist presence on campus has been largely overlooked. Zionist ideas were predominantly promoted by Palestinian Jewish students who formed a small but vocal minority at AUB prior to 1948. Faculty and non-Jewish students also regularly collaborated with and traveled to Zionist institutions in Palestine for academic, athletic, and leisure purposes. For Arab students on campus, therefore, Zionism was not an abstract concept, but rather a national identity embodied by fellow classmates and friends on campus. As the conflict in Palestine increased in the 1930s and 1940s, so too did political activism and tensions on campus between Zionist and Arab nationalist students. This article analyzes this unique period of exchange, collaboration, and friction at AUB, which came to a swift end with the outbreak of the 1948 War. By focusing on the interactions between Arab and Zionist Jewish students at AUB, I seek to extend the ‘relational’ approach towards Jewish-Arab contact beyond Palestine's borders.  相似文献

The literature on Political Islam has not devoted ample space to the intellectual contributions of contemporary moderate Islamists. This article attempts to rectify this by examining the international relations discourse of a twentieth-century Egyptian religious scholar: Sheikh Muhammad Abu Zahra. Despite Abu Zahra's prominence in the Islamic world, his writings have received scant attention from academics. The article provides a close reading of his three principal works on international relations: al-?Alaqat al-Duwaliyya fi al-Islam, Nazhariyat al-Harb fi al-Islam and al-Wihda al-Islamiyya; as well as a fourth work with a significant bearing on the subject: al-Mujtama? al-Insani fi Dhil al-Islam. It contends that Abu Zahra's international relations discourse is part of a more than a century-old tradition of theorizing on international relations that dates back to the religious reformers Jamal al-Din al-Afghani and Muhammad Abdu. Accordingly, Abu Zahra is treated here as an exemplar of what I refer to as the moderate and reformist school in contemporary Islam, in contradistinction to the radical school that is associated with salafi-jihadist figures and movements. A close analysis of Abu Zahra's international relations discourse thus provides penetrating insights on one pivotal, albeit understudied, dimension of this reformist/moderate current in contemporary Islam: its perspectives on international relations.  相似文献

This article examines the process leading to the draft of the Sunni Muslim Circassian community into the Israel Defence Forces beginning in 1958. While the Circassians were the second and final minority group to be drafted into the IDF (following the Druze in 1956), the background to and implementation of the draft of this community in Israel has been virtually ignored by previous researchers. This article is the first to examine the process leading to the Circassian draft based on original documentation, and argues that the small number of Circassians enabled the army to incorporate them without threatening the army's fundamentally Jewish character; it also enabled the state to demonstrate its commitment to democracy and equality by incorporating a (second) non-Jewish minority group into a central state institution. Additionally, Circassian service would theoretically engender divisions between Circassian and Arab Muslims, and finally – perhaps – would garner the sympathy of highly placed Circassians in the governments and armies of neighbouring Arab states.  相似文献

The history of Israel's turbulent relations with the Eastern bloc nations during the Cold War has one exception, Romania. Unlike other Warsaw Pact members, Romania did not sever relations with Israel following the 1967 war. Central to these relations was Romanian Communist leader Nicolai Ceausescu, who managed to establish himself as an important figure among both Arabs and Israelis. This article will examine Romanian–Israeli relations during the 1970s and especially Ceausescu's role in the Egyptian–Israeli peace negotiations. Recent Israeli and some Romanian documents released from the Israeli State Archive and the Begin Centre reveal much about Israel's attitude towards Romania and Ceausescu's involvement in the Middle East, and serve to shed light on a heretofore neglected aspect of Israeli foreign policy. Some of the main issues to be addressed are Ceausescu's influence on Egyptian and Israeli decision makers, Israel's prime motives in maintaining a close relationship with Romania, the importance of Romanian Jewry's position to Israel's policy vis-à-vis Romania and the extent to which these relations represented a back channel that facilitated some contact with the Kremlin. All these will be examined against the larger backdrop of the Cold War and the Arab–Israeli conflict.  相似文献

This article focuses on the policy of population dispersion and the plan that transferred new Jewish immigrants from North Africa to settlements in Israel's periphery during the mid-1950s. Populating the frontier was a national task. The lack of candidates among old-timers contributed to the idea of sending new immigrants to those areas. The first wave of immigrants, immediately after Israel's independence, came at such a speed that a direct connection to population dispersion was almost impossible. The transit camps, created as temporary accommodation for the immigrants in populated area of the country, became permanent. With the second wave of immigration, a policy of directing the immigrants to the frontier was adopted. This policy required tight control on the immigrants and very efficient processing. This second wave of immigrants included mostly North African Jews. However, this policy was abandoned when East European Jews immigrated to Israel. The population dispersion of the 1950s shaped Israel's spatial gaps, and had long-lasting influence on the creation of an ethnic gap in Israel.  相似文献

The paper argues that during the Mandate period the Labor Zionist movement was able to successfully create a Sabra identity based on its ideology that was constructed in opposition to the presumed characteristics of the “exile Jew” and how such an identity played a central role in the formation of a security oriented foreign policy. Labor's creation of the Sabra through the "Hebrew Revolution" can be considered as one of the most successful episodes of the twentieth century in which a new identity was created in order to serve ideological goals. Labor's Zionist ideology, which sought to create a “new Jew” that would form the basis of the Jewish national movement, was translated into an identity that in contrast to the diaspora Jew relied on collectivism, agriculture, secularism, and most important of all physical strength and sacrifice in defence of the Jewish nation. This translated into a security-oriented foreign policy that heavily relied on military force and emphasized internal power and strength, which Labor elites argued could only be achieved through self-reliance and independence particularly in regards to defence issues. Such an orientation would form the basis of Israeli foreign policy for years to come.  相似文献

The article tackles one principal question: Can the current dicing with democracy in Tunisia serve as a harbinger for good governance when it is founded on exclusionary political practices. It argues that Bin Ali's reforms represent yet another phase in the reproduction of hegemonic political practice which is about control not democratic power sharing. The article's analytical agenda is two-fold. Firstly, it will critically assess the nature of Bin Ali's 'electoral democracy'. In so doing, it looks at the tension between political rhetoric and practice. What becomes clear is that 11 years of 'electoralization' and 'parliamentarization' have not put an end to unlawful exclusion, muzzling of free expression, repression and disenfranchizement. Secondly, it will show that Bin Ali's obsession with hegemonic control may already be corroding his regime's legitimacy at home and denting its credibility abroad, especially in France. In this respect, the analysis will attempt to draw general conclusions from three recent crises. Specifically, can they be read as the first cracks in the monolith of singular rule in Tunisia? The article concludes on a negative and a positive note. On the negative side, Bin Ali, as this author believes, is not likely to give up power constitutionally. On the positive side, the April-May 2000 crises have placed his regime in the spotlight at home and abroad and may possibly galvanize civil society into pressuring the regime to reverse its return to a closed society.  相似文献

The air raids against civilian and military targets during the Second World War have been a relatively unexplored chapter in Palestine's tumultuous history. This article examines the circumstances that led the air forces of Italy, Germany and Vichy France to launch attacks against Palestine. It surveys the damage these raids caused and assesses their effect on the country's population. The article raises three central arguments: although the attacks caused considerable damage in Haifa and in Tel Aviv, they failed to alter the course of the war in the Middle East; despite the hostility between Arabs and Jews before and after the war, the period of the air raids saw displays of solidarity between the two communities; and the experiences of the Second World War, including the air raids, played a part in the state-building process of the Yishuv (Jewish community).  相似文献

This article examines Zionist debates regarding the status of the Arab minority in the Jewish State following the Royal Commission's recommendation to partition Palestine. Three conclusions arise from the debates: first, that the Zionist leadership regarded the civil and political rights of the Arab minority to be dependent on the power equilibrium between Jews and Arabs in all of Palestine. Second, the Zionist leaders imagined the Jewish State as a parliamentary democracy, but argued that a democratic regime should be created only after a Jewish majority had been achieved. Finally, because democracy in the Jewish State – including minority rights – was dependent on the creation of a Jewish majority, Zionist plans to transfer Arabs out of the Jewish State were not considered by them to be undemocratic, but rather a precondition to the creation of a Jewish and democratic state.  相似文献

Through the application of an analytical model categorized as “missionary,” this article examines the cultural and political‐religious frames that sustain the leadership of Hugo Chávez. It demonstrates that missionary politics is a forceful presence in today's Venezuela, and should be understood as a form of political religion characterized by a dynamic relationship between a charismatic leader and a moral community that is invested with a mission of salvation against conspiratorial enemies. The leader's verbal and nonverbal discourses play an essential role in the development of such a missionary mode of politics, which seeks to provide the alienated mass of underprivileged citizens with an identity and a sense of active participation in national affairs. This study argues that purely utilitarian and materialistic explanations of Chávez's leadership fail to capture these soteriological dynamics in his movement.  相似文献
