The purpose of this article is to examine the evolution of Israel's relations with Saudi Arabia since the establishment of the Jewish state in 1948. The author explains how the major events in the Middle East affected Saudi Arabia's foreign policy orientation. It shows how Saudi Arabia's policy toward Israel was affected by the deterioration in Saudi-Egyptian relations, by its quest for security in the Arabian Gulf region and by its aspiration to hegemony in the Middle East. The author argues that Saudi Arabia's policy toward Israel remained far less hostile than that of the Arab states surrounding Israel. In addition, it argues that it was not until 1973 that Saudi Arabia became seriously involved in the attempt to pressure Israel to withdraw from the territories it occupied in the Six-Day War. The author concludes by showing that neither Saudi Arabia's acquisition of the intelligence-gathering AWACS aircraft, nor Israel's invasion of Lebanon or the massacre of Palestinians in the refugee camps of Sabra and Shatila had a serious impact on the bilateral relations, and that it was not until the emergence of the Iranian nuclear threat that Saudi Arabia's relations with Israel began to improve.  相似文献

This article analyzes the political transitions in Tunisia, Egypt, and Libya after the Arab Spring. While they share similarities regarding the overthrow of their long-lasting regimes, each country followed different trajectories. Early in the process, Tunisia underwent a smooth transformation, while Egypt witnessed intense polarization following the electoral success of the Muslim Brotherhood—and authoritarianism with the military coup two years later. Different from those two, Libya came to the brink of failure with a civil war, and the country still suffers from rampant violence. The article contends that Tunisia's success in the transition toward democracy lies in its relative homogeneity, consensus-building, and civil-military relations. The focus of the article is on the initial transitions. Tunisia's process appears to have stalled, and future study will be required to understand how such states can consolidate their democratic transitions.  相似文献

Turkey and Israel had been strategic partners since the 1990s. Yet, there has been an unprecedented crisis between the two countries particularly since the winter of 2009. This article analyses the stalemate in bilateral relations, and argues that the Justice and Development Party's (Adalet ve Kalkinma Partisi, AKP) Islamist foreign policy toward the Middle East and the 2003 Iraqi war ended the sources of strategic partnership between Turkey and Israel.  相似文献

By the end of the 1960s Tunisia had developed a very aggressive tourism policy designed to encourage foreign private investment in the sector. In fact tourism became one of the flagships of Tunisian development, strongly contributing to re-invent the international reputation of Tunisia as an open, ‘democratic and liberal’ country. Even if the political scenario has changed after the ‘Jasmine revolution’, continuity seems to prevail in the tourism sector. This paper focuses on this continuity, examining two specific dimensions: the persistence of Tunisia's tourist model and the continuity in the representation of Tunisian tourism as the pillar of an everlasting process of change.  相似文献

The aim of this article is to address the impact of the Baghdad Pact and the Anglo-American defense system and its collapse on the Turkish–Israeli relationship from 1954 to 1958, a discussion that is absent from scholarly studies. The article will highlight the different approaches and views of the two parties and their impact on the cold war alliances and the Arab–Israeli conflict. Examining this from the perspectives of both Ankara and Jerusalem will contribute to a comprehensive study of the bilateral relations during the 1950s. Some of the main questions to be addressed are: to what extent, if at all, did the Baghdad Pact change bilateral relations between Turkey and Israel? What were Israel's main concerns? Were its suspicions of Turkey's changing policy founded? How much was Turkey influenced by Iraq's membership of the Pact and its hostile attitude toward Israel? Was Turkey's attempt to maintain reasonable relations with both Israel and Iraq a realistic aim? All these will be assessed against regional upheavals and the cold war politics with current implications.  相似文献

The 1979 Islamic Revolution in Iran led to a set of major shifts in the Middle East and an anti-Israeli stance became a central approach of the revolutionaries. Up to 1979, however, Tel Aviv had a close relationship with Tehran whose enmity with its Arab neighbours was anchored in a historical struggle for regional supremacy. Israel has remained an enemy of Islam and the Muslims for the revolutionary leaders and as Iran's power grew Israel's anxiety increased accordingly. A new division of power in the region and Iran's pursuit of nuclear weapons led to a direct rivalry between Iran and Israel and consequently many Israelis have come to regard Iran and its nuclear program as an existential threat to Israel that has to be halted. This article explores the roots of enmity between these two countries, scrutinizes the threats of a nuclear armed Iran for Israel and attempts to determine what kind of measures might work to convince Iran to renounce its nuclear program. The article has four sections with the first section covering the history of the relations and the origins of hostility between Iran and Israel. The second section provides a brief overview of how the division of regional power led to direct rivalry between Tehran and Tel Aviv. The third section details Iran's nuclear program and examines its threats to Israel and the last section covers the current sanctions debate over what type of measures might work to compel Iran to renounce its nuclear weapons.  相似文献

This article focuses on a specific aspect of the international context surrounding the Tunisian transition to democracy. Through the case of the German political foundations in Tunisia, this study argues that the country’s journey to democracy has not been an exclusively domestic affair, but has also been the product of the engagement of international actors and their interplay with domestic groups. Building on evidence from semi-structured interviews and data triangulation the article shows that since the late 1980s four German political foundations operating in Tunisia created platforms for ‘political debate’ – alternative to the regime’s but not subversive – and encouraged political training. The article posits that initially the German political foundations helped Ben Ali’s regime in the making of a ‘façade liberalisation’, while in the long run their activities generated unintended consequences that in part undermined its ‘authoritarianism upgraded’. The article demonstrates that their longstanding presence on the ground allowed the German political foundations to develop patterns of trust with and between political and civil groups, ultimately improving the capacity of their action after the revolution.  相似文献

Strategic partnerships are seen as a means of elevating bilateral relations between two countries, or in the case of the European Union (EU), relations between an intergovernmental organisation and its 10 identified strategic partners. There is a growing body of analysis on the value of these strategic partnerships for the two partner states, yet just what role this partnership has within wider multilateral forums is an area for further discussion. This article explores the role that the EU–South Africa Strategic Partnership plays in shaping engagement between the bilateral partners in multilateral contexts. In reviewing the partnership over the course of its first decade, the article argues that South Africa has increasingly acknowledged its potential value. However, further interrogation on how to manage the complex intersection between bilateral and multilateral relations is called for if the strategic partnership is to be used to optimal effect as a tool of foreign policy.  相似文献

The article tackles one principal question: Can the current dicing with democracy in Tunisia serve as a harbinger for good governance when it is founded on exclusionary political practices. It argues that Bin Ali's reforms represent yet another phase in the reproduction of hegemonic political practice which is about control not democratic power sharing. The article's analytical agenda is two-fold. Firstly, it will critically assess the nature of Bin Ali's 'electoral democracy'. In so doing, it looks at the tension between political rhetoric and practice. What becomes clear is that 11 years of 'electoralization' and 'parliamentarization' have not put an end to unlawful exclusion, muzzling of free expression, repression and disenfranchizement. Secondly, it will show that Bin Ali's obsession with hegemonic control may already be corroding his regime's legitimacy at home and denting its credibility abroad, especially in France. In this respect, the analysis will attempt to draw general conclusions from three recent crises. Specifically, can they be read as the first cracks in the monolith of singular rule in Tunisia? The article concludes on a negative and a positive note. On the negative side, Bin Ali, as this author believes, is not likely to give up power constitutionally. On the positive side, the April-May 2000 crises have placed his regime in the spotlight at home and abroad and may possibly galvanize civil society into pressuring the regime to reverse its return to a closed society.  相似文献

The article examines the armistice talks between Israel and Jordan (March–April 1949) from the perspective of the UN mediator, Ralph Bunche, who coordinated them. The period described was stormy and complex: at its start, Israel took control of the southern Negev. Later, the two countries conducted formal talks in Rhodes, under Bunche's watchful eye, in parallel to informal negotiations, without UN involvement, in Jordan. The article, based to a large extent on Bunche's unpublished diary, explains why Bunche, who maintained rigorous control of all of the other armistice talks, behaved differently in this case, giving his post factum seal of approval to the Israeli takeover of the southern Negev and allowing Israel to pressure Abdullah to hand over the Triangle. The thesis is that Bunche, who could have put an end to the talks by resigning, or drawn the US into the crisis (as he did in the other rounds of negotiations), recognized the complexity of the relations between Israel and Abdullah and chose to act in a way that would prevent a new eruption of hostilities. In effect he was protecting Abdullah, who would have been likely to lose the West Bank to Israel in another round of fighting.  相似文献

The Arab states suffered humiliating defeats at the hands of Israel during the first Arab–Israeli war. Immediately following the war, Israel made brilliant and shrewd use of diplomacy to achieve its goals at the negotiating table, much as it had previously used armed force. Israel refused to negotiate with a united Arab negotiation team, preferring to isolate the states, picking them off one after the other. The Israeli–Transjordanian talks differed radically from the other armistice negotiations. Here, two parallel tracks were followed. At Rhodes, the two countries negotiated openly under UN auspices, while in Jerusalem and at King Abdullah's palace in Transjordan, representatives of the two countries held secret bilateral talks. Israel masterfully used the context of these talks to maximise its gains, using military operations to create ‘facts on the ground’, combined with direct coercion in the shape of blackmail, while taking full advantage of international power structures and abusing the trust that King Abdullah had placed in personal relations. The UN Acting Mediator, Ralph Bunche, was aware of the secret back channel, where the clearest cases of coercion took place. Physically and mentally exhausted by the protracted negotiations, he allowed the secret talks to progress despite his dislike of the outcome. The British government, at the time the protector of Transjordan, was unable to assist its client for fear of falling out with the USA, while the US government, in many ways the protector of Israel, maintained an equally ‘hands off’ stance because the talks concerned only an armistice, not a peace treaty. Already at this early stage in their relations, the power asymmetry between Israel and the Arab states was the main reason the parties could not arrive at a peaceful, sustainable solution. This article reinvestigates this diplomacy by using a combination of US, Israeli, British and UN archives, as well as the almost untouched Ralph Bunche diary.  相似文献

Based on documents recently discovered in French archives, the article sheds new light on the role of France, especially of its Foreign Minister Georges Bidault, in providing arms and ammunition to the Etzel – the pre-state underground Zionist movement in Israel. The ship Altalena, which was sunk by the newly-formed Israel Defence Forces in the midst of the 1948 War of Independence, remains a centre of historiographical and political controversy in Israel. France's role in this affair is examined in the wider context of its clandestine intelligence, military and diplomatic assistance to Israel, as well as its rivalry with Britain in the Middle East. The article argues that Bidault's decision was intended to undermine Britain's secret support during the war in Palestine for King Abdallah of Jordan's occupation of Jerusalem. Documents, including a report of a committee of inquiry of the French Ministry of Defence into the Altalena affair, are annexed.  相似文献

This article analyzes contemporary Russian conservatism through the prism of ideational and positionist ideological perspectives. The author argues that Russian conservatism proposes a distinct value package through its anthropocentric nature, its plans for modernization of Russia, and its future outlook that must rest on the best elements of tradition. The author compares these trends with the Western conservative tradition, making distinct parallels between the two strands of conservative thought. The author also explores the attitude of Russian conservatism toward the post-modern world. This is intrinsically linked to the discussion of Russia's attempts to develop a political and ideational alternative to the West, introduce a distinct model for the architecture of international relations, and find Russia's position in the global world.  相似文献

Within the context of Turkey's relationship with Israel, the 1950s are remembered largely as the decade when bilateral relations developed dramatically reflecting the US orientation of Adnan Menderes's foreign policy. On closer observation, however, one cannot fail to notice that there was more ebb than flow in Turkey's policy towards Israel which already assumed the double-faced profile (cold or reproachful in public/positive behind closed doors), which is usually associated with the next two decades. Drawing on substantial research in official US and British archives, this article explores the multiple considerations which informed the approach of the Menderes government towards Tel-Aviv. Crucially, it places the Turks’ approach within their broader Middle Eastern policy with the aim of showing that it was shaped not only by their relationship with their powerful ally, the United States, but also by the need to look after relations with neighbourly Arab regimes.  相似文献

The Euro-Arab Dialogue (EAD) was established by the European Economic Community in 1974 as a way of improving bilateral relations between Europe and the Arab world in the wake of the October 1973 Arab-Israeli War and the subsequent global energy crisis. This article examines the success of the EAD in its first three years in existence (between 1974 and 1977). It begins with an analysis of the literature on the framework in these years. Much of this material argues that the EAD was a success in achieving its goal of improving relations with the Arab world as well as evidence of the success of the recently established European Political Cooperation (EPC) framework in general. This article challenges this view and instead argues that the EAD, even in its early years, was not a success due to three factors: the first was the failure of the EEC to keep the EAD focused on economic issues and to prevent the politicization of the framework; the second was the Community's inability to come to grips with the deep internal divisions over both the mandate and goals of the EAD; and the third was American hostility towards the EAD from the time of its birth.  相似文献

National identities play a significant role in Latin American international relations. They affect the ways in which policy‐makers view themselves and others, as well as influencing the ways in which their policies are ‘received’ abroad. In this way, identities create opportunities and constraints for foreign policy‐making, framing the relations between Latin American countries. The author argues that, since 1990, three main patterns of Chilean identity recently affected the country's relations with its northern neighbours Bolivia and Peru: a ‘neoliberal identity’, a ‘legalistic identity’ and a ‘progressive identity’. These three patterns of identity have created opportunities for cooperation as well as causes for conflict.  相似文献

There are important regional dimensions to Australia's globalisation. This article focuses on Australia's developing relations with Southeast Asia and argues that the increasing interdependence between the two regions is weakening Australia's liberal democracy while at the same time highlighting the fundamental differences in legitimacy that exist between Australia and its Southeast Asian neighbours. In this context, this article considers important aspects of Australia's military and foreign relations with the region, the state's role in weakening civil society, and the emerging pattern of conflict with Southeast Asia.  相似文献

The following article examines the effect China has on Mongolia's non-traditional security. Using the Copenhagen School's approach to non-traditional security, the article argues that Mongolia's economic dependence on China coupled with weak political security have allowed China to develop structural power over Mongolia's domestic institutions. This structural power also negatively affects Mongolia's societal and environmental security. Chinese structural power, therefore, has a net negative effect on Mongolia's domestic non-traditional security, despite Chinese policies that seek to maintain good relations with Mongolia. This suggests that China is not in complete control of its relations with Mongolia and that its use of economic ties to drive relations with Mongolia contains elements that ultimately undermine its position and Mongolia's security.  相似文献

To understand the current stalemate in the drafting process of the Tunisian constitution, it is important to fathom the path Tunisia has chosen to walk since President Ben Ali fled the country. This article apprehends the post-Ben Ali era as a period of extraordinary politics, i.e. a moment of explicit self-institution of society in which popular participation, following Kalyvas' analysis, aims to transform the institutions of state as well as social imaginaries, cultural orientations and economic structures. It analyses the period following Ben Ali's departure as one in which the organization of free elections and the writing of a new constitution by an elected Constituent Assembly not as a technical process of institution-building aimed at creating a new political system, but as a re-constitutive phase of the political. This phase aims at the radical transformation of power relations within state and society and strives for the re-invention of society itself.  相似文献
