The paper analyses the multifaceted discourse of development and nation-building in post-Soviet Kazakhstan. It addresses the regional clan–central elite relations and Nursultan Nazarbayev regime's legitimating agenda through the Kazakhstan 2030 Strategy for development. The economic developmental component in Nazarbayev's ideological discourses is primarily an exercise of control over regional economic and political elites and that helped building further legitimacy for the regime in various socio-ethnic constituencies on both the regional and central levels. Kazakhstan 2030 was deployed by the regime to substitute the Soviet version of ideology, legitimize the regime among various ethno-lingual audiences, and discipline the behaviour of regional elites. The paper shows how the study of elites’ interests can best explain the nature of national ideology and development projects.  相似文献

This article looks at the role of the Baha'is in the Constitutional Revolution of Iran, 1906–1911. It propounds three major theses. First, that when the royalists and anti-constitutionalist clerics accused the Constitutionalists of being “Babis”, it was the Baha'i community that they were referring to rather than the Azali Babis. Second, that the Baha'is had a complex relationship with the Constitutionalist Movement, sometimes supporting it and sometimes abstaining from involvement in politics, but that in any case, the impact of the Baha'is on the reformers and on the Revolution has been underestimated by most writers. Third, that, despite their closeness in terms of ideas about social reform, the enmity of the Azalis and clerics caused the Baha'is to be excluded from the reform legislation resulting from the Constitutional Revolution and effectively to be excluded from Iranian society. It resulted in the creation of an “enemy within”. Some of the consequences of this both for the Baha'is and for Iran are discussed.  相似文献

While the Israeli-constructed wall in the occupied West Bank seemingly signifies a shift to a policy of separation, every year thousands of West Bank Palestinians legally and illegally cross its bounds into Israel for work. In this article, I explore the varying regimes of (il)legality and (im)mobility that have accompanied the construction of the Israel–West Bank separation wall, which decisively impact the lives of Palestinians who work in Israel. The peculiar separation legislated by the wall, which is often treated as a de facto ‘border’, obscures the ways in which it facilitates continued Israeli territorial expansion and deepens the subjugation of the Palestinian population. As a border, the separation wall functions more as a colonial frontier, the asymmetry of which has powerful implications for the border crossings of documented and undocumented workers, as well as their respective experiences of illegality inside the West Bank and in Israel. It is in the context of West Banker Palestinians who work in Israel, I argue, that the doctrine of separation embodied in the wall is exposed as not only deceptive, but also obfuscating of the relation of asymmetrical dependence between the two entities.  相似文献

Selim III ruled the Ottoman Empire in the Age of Revolutions, but his rule did not reflect the vigorous, expansionist and aggressive spirit of this age. He more resembled a ruler forced to defend his empire from the turbulence of the age, an effort which also shaped his character and perception of rulership. During his years in royal confinement, he clung passionately to the revival of the warrior-sultan through charismatic leadership. While on the throne, there was a gradual transformation of his perception of rulership and he became satisfied with being the bureaucratic ruler of the empire.  相似文献

The Bedoun (stateless/without nationality) in Kuwait constitute a controversial concurrent social, political and legal issue, which was and still is the subject of heated political debate, a vivid example of social conflict, and a platform of extensive legal deliberation concerning its thorny dimensions. The problem of Bedoun is not only politically and socially complex, but it has its problematic legal dimensions, which have made it, since the 1950s, a complex and chronic problem. The recent growing interest in addressing the issue and the extensive strife to determine its degree of complexity and entanglement could be ascribed to the margin of freedom enjoyed in Kuwait more than the rest of the Arabian Gulf states, since active social and political participation constitute the pillars of the democratic system in Kuwait, in light of the growing political and media freedoms and the focus on the Bedoun as a marginalized community legally, politically and socially. Therefore, the current problem of Bedoun constitutes the strongest internal concern for the Kuwaiti authorities and people after the external threats, especially because it has always been ignored or treated as a security issue at times. This study seeks to shed light on the issue of Bedoun to decipher its causes and its historical development until it became a pressing issue at government and community levels in the State of Kuwait. Political indoctrination of the Ba’th party cadre in Iraq was critical for the durability of the regime for 35 years. The party preparatory school was the vehicle for the ideological training of the party elite, while special courses, provided by the party branches, focused on the ‘cultural’ education of the party's lower echelons to prepare them for becoming active members. Using the Ba’th's own archives, the article examines how the party's school, the branches’ cultural courses, and the Ba’th cultural activities, combined to create an ideologically educated cadre which paved the way for the party's domination of Iraq's culture and ideology.  相似文献

This paper focuses on the politics of life and death in Bolsonaro's Brazil during the COVID-19 pandemic. It is argued that while this administration, and the president himself, have long supported violence against individuals and social groups they did not see as fully human, their response to the pandemic marked a public transition from valuing certain kinds of lives as opposed to others, to a general contempt for human lives. The paper explores this transition by discussing the reification of the economy to the detriment of the people who produce and consume.  相似文献

ABSTRACT

This article discusses the implication of soft diplomacy in education, in the form of educational cooperation, for the governance of regimes. In drawing upon regime theory, it suggests that the Commonwealth should be viewed as a regime, and its survival is partly dependent upon how it uses educational cooperation to coordinate its functional areas, such as education. Moreover, educational cooperation at the transnational level is different from traditional South-South cooperation in that it is based on the coordination of hierarchic mechanisms. In drawing lessons from the experiences of the Caribbean Community (CARICOM) project and extending them to the Commonwealth project, it argues that soft diplomacy, around perceived global norms, propels national educational agenda-setting attitudes. From this it follows that educational cooperation is the new order of things in an era defined by educational multistakeholderism where new regimes and institutions arise and coexist alongside other regimes. In other words, the Commonwealth must now retool itself in an era driven by regime complex(es) where it must coexist and compete with issue-specific regimes as well as complex entities which are comprised of more than one regime.  相似文献

The continuing ‘global’ crisis has accelerated divergences between regions, especially between the ‘rising’ global South, the European Union (EU) of the PIIGS (Portugal, Ireland, Italy, Greece and Spain) and Cyprus, which belongs to both the Commonwealth and the EU. This article studies the emerging ‘vertical’ divergences between the EU and the global South, especially around the so-called Economic Partnership Agreements, and the parallel ‘horizontal’ divergences among Anglophone, Francophone (the Organisation Internationale de la Francophonie) and Lusophone (the Comunidade dos Países de Língua Portuguesa) Commonwealths, with their inheritance of emulation and competition. It focuses on the possibilities of enhanced human/citizen security to propose an analysis that challenges established perspectives and points towards prospects for Commonwealth ‘schools’ of international relations/development.  相似文献

Since the rise of the Adalet ve Kalk?nma Partisi (AKP), Islam has come to play a more prominent role in public and political spheres in Turkey. This paper draws on ethnographic data gathered in Istanbul and Diyarbakir between 2013 and 2015 to highlight Kurdish attitudes to Islam. Following the electoral success of the AKP amongst Kurds in the general election of 2007, Kurdish actors have sought to incorporate Islamic sensibilities into their political offering in order to appeal to Kurdish constituents. Amid the AKP’s recent authoritarian turn and instrumentalization of religion, and the rise of Islamic State of Iraq and Syria (ISIS), many Kurds have sought to redefine their relationship with Islam to clearly demarcate distinctly Kurdish religious and political spaces.  相似文献

This article surveys political activities of selected Islamists in three Arab countries in the Mediterranean region: Tunisia, Egypt and Morocco. Each is notable for recent growth in Islamist political activity in the context of democratization (Tunisia, Egypt) and political liberalization (Morocco). Tunisia, Egypt and Morocco are undergoing political changes consequent to the recent ‘Arab uprising’. The ‘Arab uprising’ involved country-specific yet variable outbursts of popular political anger, although not necessarily with a clear and consistent democratizing focus. Generally, protests focused on interrelated political and socio-economic demands, including: greater ‘freedoms’, improved human rights, better social justice and economic progress, especially more jobs for millions of unemployed youths. The aim of the article is to explain recent developments in relation to the ‘Arab uprising’ in three Mediterranean Arab countries – Tunisia, Egypt and Morocco. The purpose is to complement the individual foci on these countries in subsequent papers in this special issue by providing a thematic overview and to locate the activities of Islamist entities in Tunisia, Egypt and Morocco in comparative context.  相似文献

The ‘Arab Spring’ added new fuel to the ongoing controversy over the validity of regional or area studies. None of the Middle East ‘area experts’ predicted the revolutionary events that led to the fall of a number of authoritarian rulers in the Arab world. As a result, scholars, the media and policy-makers have again questioned the public relevance and scientific nature of Middle East studies. Do they actually provide the basis for an understanding of the real world? To address this issue, this article considers a historical case study with a view to throwing light on this debate and putting it in perspective. It looks more closely at a debate between two founding fathers of Islamic studies. After the Ottoman Sultan Mehmet V declared jihad against the Entente powers in 1914, Christiaan Snouck Hurgronje and Carl-Heinrich Becker disputed the role allegedly played by German Orientalists in this affair. The article would argue that this historical dispute already reflected some of the core issues of the contemporary controversy of ‘area studies’ and contained some lessons for us to learn regarding the analysis of Middle Eastern economy, society and politics.  相似文献

This article examines the evolving British perceptions of the Ottoman Empire from the onset of the Tanzimat to Abdülhamid II. The article aims to attest the emergence of a positive image of the ‘reforming Turk’ and the erosion of this positive assessment following the disillusionment with the achievements of Tanzimat. The article discusses the Christian dimensions of the positive and negative attitudes towards the Ottomans and ‘moral racism’ inherent in both the positive and negative assessments. The article ends with concluding that this reference framework from which the British discourses on the Ottomans derived had eclipsed with the demise of the British nineteenth-century political elite and culture in tandem with the waning of the Ottoman political culture and elite.  相似文献
