SUMMARY

The province of Barcelona became one of the major industrial regions at the outset of the first industrial revolution in Spain. The province of Barcelona had a distinctive place in the Spanish monarchy and it was an area where agriculture was the most important economic activity. This situation coincided with the beginning of liberal parliamentarism in Spain and it determined the profile of the Catalan MPs. For this reason, this article explores the profiles of the 85 deputies elected by the province of Barcelona during the period of liberal parliamentarianism (1834–54). The date and place of birth, profession, parliamentary experience and political militancy are examined, as is the development of cursus honorum, the ladder of political career advancement, based on the ‘course of honours/offices’ that operated in ancient Rome for men of senatorial rank and comprised a mixture of administrative and political posts. A quantitative analysis indicates a characteristic profile that is also aligned to a general European pattern. For instance, liberal professionals and public officials were significant in the professional status of the MPs. Besides, this study also considers the issues and questions which attracted the attention of the Catalan MPs and which were also willingly used by the MPs to mobilize public opinion. Furthermore, the MPs chosen by the province of Barcelona during the rise of the parliamentary system acted in an autonomous manner. Important examples of this autonomous political behaviour include the defence of a unitary position concerning industrial issues, military intervention in the province of Barcelona, and with tax policies.  相似文献

This article focuses on the study of the Cortes that convened during the reign of King Ferdinand I (1367–83), which took place in the context of the wars experienced in Europe, in the Iberian peninsula and in Portugal. First, it is shown how the Hundred Years War impacted on the Iberian peninsula from the moment when Henry of Trastámara, with the support of France, opposed the rule of his half-brother, Peter of Castile. At the same time, the Portuguese King Ferdinand I presented himself as a candidate to the Castilian throne, with the support of England. The three Fernandine Wars that took place in 1369–71, 1372–73 and 1381–82 are then briefly described. Next, this article examines the eight Cortes that met during the reign of Ferdinand I, showing how they were all summoned because of the war. Finally, this article analyses the appeals made by the municipalities in the Cortes of Lisbon of 1371, the Cortes of Oporto of 1372 and the Cortes of Leiria of 1372, with special attention given to the many military, economic, social, administrative and fiscal appeals and requests arising from the ills of war. Hence, it is concluded that the Cortes were unable to solve many of these problems, even though they contributed to restraining certain abuses. They were mostly an opportunity for dialogue between the king and the commoners, as well as a mitigating factor of greater tension and social conflict in this internal and external state of war. Within the context of war, the strength of the Cortes as a representative institution was reinforced, as well as the power and representativeness of the procurators of the commoners within the Cortes.  相似文献

By making use of an original data-set built based on a codification of all investiture debates of the Italian governments from 1946 to 2014, the paper investigates the main factors that explain the choice of a party to devote its attention to the valence issues of corruption and competence in its legislative speeches. Two classes of hypotheses are tested; the first concentrates on spatial reasons, and the second concentrates on contextual factors. Both sets of factors appear to play a significant role, although no clear temporal trend emerges in party attention over almost seventy years of Italian parliamentary debates.  相似文献

This article discusses how Greeks perceived Salvador Allende's overthrow, Pinochet's military dictatorship, and US interventionism in Chile. By the end of Greece's dictatorship (1967–1974), left-wing militants emotionally identified with the ‘Chilean tragedy’ through their own experiences of military authoritarianism. Indeed, the Greek Colonels' Junta amplified the 1973 Chilean coup's local impact. Subsequently, during the early Metapolitefsi period (1974–1981), a wide variety of Greek political, social, and cultural actors used the Chilean 1970s as a key reference in the crucial debates that ultimately redefined Greece's collective political and cultural identities.  相似文献

Abstract

This article examines party politics and governance in post-revolutionary Grenada, using the case of the New National Party (NNP). The central question is what does the evolution of the NNP suggests about governance and democracy in post-invasion Grenada? The article traces four phases of the NNP since its formation in 1984: (1) externally imposed marriage of convenience; (2) intra-party conflict and splintering; (3) rebranding, consolidation and dominance; and (4) electoral defeat. The article contends that Grenada has transitioned to formal democracy and the NNP is a significant actor. Yet, despite this transition, Grenada has not become the showcase of democracy that the US said it would in 1984.  相似文献

The Romioi–Armenian friendship, which emerged after the signing of the Armistice of Mudros in October 1918, portrays a unique chapter in the history of Romioi–Armenian relations. During this distinct period, the two communities forged strong bonds over their mutual opposition against the Ottoman state. They drafted common political plans and strategies, established friendship organizations in Istanbul, organized gatherings, and the Armenian and the Ecumenical Patriarchates even entered into a discussion to unite the two churches. Thus, the relationship between the Armenian and the Romioi communities during the Armistice period holds significance in the broader context of the history of Greek–Armenian relations. This article explores the extent of the Romioi–Armenian friendship during the Armistice period through an extensive collection of primary sources including Armenian and Ottoman Turkish newspapers in order to demonstrate how the community leaders worked to improve relations between the Armenian and Romioi communities.  相似文献

The aim of this paper is to describe and analyse the royal harem and its functions during the reign of Naser al-Din Shah Qajar (r. 1848–96), on the basis of two independent Persian-language sources written by noble Iranian women at the turn of nineteenth and twentieth centuries: Naser al-Din's daughter, Taj al-Saltana (1884–1936), who in her famous memoirs vividly rendered her early years spent on her imperial father's court, and ‘Lady from Kerman’ (whose identity remains, for the moment, unclear), who authored a latterly published travelogue of pilgrimage to Mecca and the holy Shi'a places in contemporary Iraq held by her in the early 1890s. The second part of the latter account is entirely dedicated to the sojourn in Tehran, where, upon coming back from the sacred journey, the woman was a frequent guest at the royal harem. Both accounts are unique as they are the only known first-hand sources penned by the female insiders of the harem in nineteenth-century Iran. Furthermore, both authors, who actually met each other, describe the same figures and events – which provide an opportunity to compare their relations and augment our knowledge about Iran in the late Naseri period.  相似文献

ABSTRACT

In recent years there has been a notable increase in the practice of conceptual history in the Ibero-American world. There has been a particular focus on the use of fundamental concepts previous and subsequent to the Independences (1750–1850). This work is a proposal to broaden the temporal framework of analysis, until the Second World War at least. It also suggests the introduction of three central aspects: incorporation of images as a complement to texts in the analysis of concepts; identification of the historical moments at which there occurs a change in the dominant semantic of each concept; and consideration of the Ibero-American sphere, not in isolation but in interaction with the global world. To illustrate this new approach, we provide a case study related to a paradigmatic key concept of modernity: Democracy.  相似文献

This article analyses the conception of womanhood and nationhood in Turkey through images of the First Lady in the media. It demonstrates that while there is a struggle between the secularist and Islamist media on issues such as Turkish national identity and public visibility, the secularist and Islamist discourses overlap when it comes to gender roles. In both cases, the private sphere is designated as the primary domain of women and the agency of women in the public sphere is limited by the symbolic duties they are expected to perform in accordance with the national imaginary.  相似文献

Party identification traditionally is seen as an important linkage mechanism, connecting voters to the party system. Previous analyses have suggested that the level of party identity is in decline in Germany, and this article first expands previous observations with more recent data. These suggest that the erosion of party identity continues up to the present time. An age–period–cohort analysis of the panel data of the SOEP panel suggests that period effects are significantly negative. Furthermore, it can be observed that throughout the 1992–2009 observation period, education level and political interest have become more important determinants of party identity. Contrary to some of the literature, therefore, it can be shown that the loss of party identity is concentrated among groups with lower levels of political sophistication, indicating that the socio-economic profile of the group with a sense of party identification has become more distinct compared to the population as a whole. In the discussion, we investigate the theoretical and democratic consequences of this trend.  相似文献

This research examines the role of the Lebanese Armenian diaspora (LAD) during the unstructured conflict that was the second Lebanese civil war, which extended from 1975 until 1990. This research has two aims. The normative aim is to find patterns of diasporic activity in conflict such as to support positive activities and discourage negative activities. A second is to focus on an empirical case study of the LAD in order to demonstrate that the diaspora encouraged peace-making initiatives and discouraged peace-wrecking. Importantly, the LAD as a political actor in Lebanese society played a positive role in promoting dialogue, cooperation, conflict resolution and reconciliation and had a significant impact on politics in general and conflict behaviour in particular. This study concludes that it is worth studying diaspora behaviour in conflict because a diaspora could be a powerful actor in conflict resolution and peace-making.  相似文献

During the period of political and economic crisis in Italy, the President of the Republic became the central institutional actor of the Italian parliamentary government. This led to a debate among party politicians and scholars of Italian politics concerning the role of the Head of State in Italian democracy. Focusing on the period from 2010 until the beginning of 2014, the article explains the growing power of the President by examining the conditions that allowed presidential powers to increase. It concludes by discussing the potential effects of the increase in presidential powers on the evolution of Italian parliamentary government.  相似文献

The second half of the nineteenth century was a period when the Ottoman government's centralization efforts gained momentum. In Southern Palestine, this entailed a struggle for central government to gain the upper hand over the Bedouin tribes. In the 1860s, the Ottoman government was still using military power to end the internal strife between the Bedouin tribes. However, from the 1890s on, the government began to use sophisticated means and tactics in order to secure control and encourage the integration of the Bedouin element in the empire. The creation of a new town, namely Beersheba, the changing apparatus of administration, the construction of public buildings in desert, all meant that the government attempted to penetrate the nomad's way of life. In this study the main emphasis will be given to describing the role of the state in forming and changing the tribal institutions.  相似文献

This article presents a Scottish case study of early modern ideas on parliamentary representation and popular political participation. By scrutinizing the context and content of a treatise published in 1669 by the lawyer James Stewart of Goodtrees, the article seeks to demonstrate that views had shifted on the nature of the Scottish Parliament. In addition, it is argued that the promulgation of Scotland's covenants – that is, the National Covenant (1638) and the Solemn League and Covenant (1643) – unwittingly created space for the development of popular political engagement. However, the implications of this were not fully realized until a group of middling and lower class men rose in arms to uphold the Covenants after their rescission in law by parliamentary statute in 1661.  相似文献

The focus of this paper is the shifting perceptions of the state, leadership and politics, and the shifting perceptions of Azerbaijanis themselves and the outside world. The information presented in this article is based on personal interviews conducted with leading and influential members of the Azerbaijani political elite in Baku in August 1998 and April 2009. Attitudes and norms concerning the state, leadership and politics emanate from three sources: the legacy of the pre-Soviet (Turkish) period, the Soviet period, and the circulation of western democratic values and norms. This reflects the impact of historical and cultural forces that have shaped the lives of the political elites and are manifested in their understanding of contemporary governance. A powerful state and a strong leader mutually reinforce each other where the leader is perceived as responsible for the well-being of its citizens. In this context, the article examines the conflicting narratives of the government and the opposition in Azerbaijan while reconstructing their national past and building their future, where their past becomes an important source for the mentality of governance in the country.  相似文献

This article investigates the political discourse on the resolution of the Eurozone of the second Merkel government and its political contestation in plenary debates of the Bundestag. The empirical part demonstrates the high relevance of normative arguments in the debate, both for the case made by the government parties for a Stability Union and related concepts of austerity and economic reform, and for the competing discourse by the opposition parties for investment and debt mutualisation in the Eurozone. Moreover, the analysis reveals that a strong value- and identity-based commitment to European integration continues to be supported by all political parties in the Bundestag. To conclude, the final section discusses party political and institutional factors to explain why the political contestation of the European leadership by the Merkel government in the Bundestag played only a very limited role at the federal election in September 2013.  相似文献

Abstract

There is a considerable lack of awareness of the interrelated nature of human activities due to insufficient information. A community without relevant information or public sensitivity to participation, in fostering a sense of personal environmental responsibility and greater motivation towards achieving personal goals, becomes problematic. Using the poststructuralist theory, this article takes a qualitative approach to analyse discourses and people's reaction to an ‘insecure’ environment within South African communities. It examines organisations which provide support to empower communities through education in Cape Town. One assumption here is that people gain knowledge about themselves, their environment and others around them, if they are empowered. The focus thus is on educational schemes and activities that communities and organisations undertake to challenge, accept and negotiate their ideological positions. The inventiveness and responses of the organisations considered, through the local communities and pupils, are therefore significant as they enable an understanding of the challenges encountered in democratic South Africa, including the causes of xenophobia. Ultimately, the consequences of ignorance about one's environment are detrimental to both neighbouring communities and people at large. The local communities considered expressed this sentiment while implicating the government's role in depriving its people of vital socio-cultural and politico-economic information.  相似文献

This article engages with the recent scholarship of Mark Mazower and Jeanne Morefield regarding the South African and Commonwealth statesman Jan Christian Smuts (1870–1950), and in particular with their contention that Smuts was preoccupied with issues of racial superiority, and that this was his main motivator in matters of politics, both internationally and domestically. However, during his lifetime Smuts did not see the ‘Native question’ in the form in which it manifested from the 1950s onwards. It is therefore unfair and inaccurate to over-emphasise the racial question when writing about Smuts. Any historical account of Smuts must keep at least one eye on what Smuts could not have foreseen and must place Smuts in the context of his own time. Progression from smaller to greater wholes – one white nation instead of two language sections; a united South Africa instead of divided colonies and republics; membership of self-governing Dominions in a single British Commonwealth, and membership of international organisations, in particular the League of Nations, and later the United Nations – these were the ends to which Smuts’ energies were unreservedly devoted throughout his career. This is the correct lens through which to view Smuts’ liberal credentials.  相似文献

This article explains the employment practices at Turkish state factories during the 1930s and 1940s when the state expanded industrial activity. Complaints about the availability of industrial workers had been commonplace since the population exchange, but emerged as a key constraint on industrial activity in the 1930s and 1940s, as industrial production expanded considerably. The article argues that the Turkish state introduced social services in Turkish state factories in response to workers' resistance to the low wages and long hours of work. Rather than a deliberate attempt at populism or building political support, the expansion of social amenities through state economic enterprises reflected the weakness of the state in enforcing industrial discipline and the limitations of creating industrial labour forces through compulsion.  相似文献
