The literature on church-state relations in post-Soviet Russia has been slowly but steadily expanding over the past two decades. The period since 2008, however, remains underdeveloped, as existing analysis has focused on specific issues rather than attempting an overview of the larger trends since the above-mentioned changes in the leadership of both institutions. Seeking to address this gap, this article explores the implications of the nearly coincidental changeovers in leadership in the Moscow Patriarchate and the secular state for church-state relations in Russia, both near and long-term. The first part of the article sets up the context for understanding the new church-state dynamic, by discussing in some detail the state of the relationship under Patriarch Aleksii II. The conclusions are that, under Aleksii tenure, the church could be considered a relatively weak institution, as it was unable for the most part to strengthen its position in Russia through legislative means. The second part focuses on the process whereby the new patriarch came to be elected in 2009, intending thereby to shed some light on Kirill I's leadership style and political agenda. The third part discusses concrete changes in the church-state relationship that have occurred on the federal level since 2008. The final section proposes some conclusions regarding the importance of the Russian Orthodox Church as a political actor in the contemporary Russian Federation, suggesting that despite the recent gains in the church's political fortunes, the ROC's position in society and particularly vis-à-vis the government remains vulnerable in key respects.  相似文献

Since the Rose Revolution (2003), Georgia has encountered an unprecedented scale of institutional reforms concomitant with the rise of American and European involvement in the “democratization” process. Various scholars have suggested that Georgian nationalism developed from an ethno-cultural basis to a more civic/liberal orientation after the Rose Revolution. This paper analyzes Georgian nationalism under President Mikheil Saakashvili to demonstrate the significant divergence between political rhetoric on national identity, the selection of symbols, and state policy toward the Georgian Orthodox Church versus state policy toward ethnic minorities. The aim of this article is to examine the at times conflicting conceptions of national identity as reflected in the public policies of Saakashvili’s government since the Rose Revolution. It attempts to problematize the typologies of nationalism when applied to the Georgian context and suggests conceptualizing the state-driven nationalism of the post-Rose Revolution government as “hybrid nationalism” as opposed to civic or ethno-cultural.  相似文献

Against the background of church – state relations in contemporary Romania, this article explores the question of the construction of places of worship by the Romanian Orthodox Church after 1989. Besides providing and analysing general figures, it focuses on the proliferation of Orthodox churches in state-owned and state-operated institutions, and on the issue of funding. This article analyses the ambiguous and contradictory relationship between the Orthodox Church and the communist regime during the first two years of the Romanian People's Republic. The installation of communism and the process of Stalinisation led to an unprecedented control of the church. The church was actively employed in propaganda and the regime imposed its own people in the hierarchy. On the one hand, Romanian communists followed the Soviet model regarding the place of the church in the communist state while, on the other hand, the church hierarchy adapted to the new political system by creating a theory of ‘social apostolate’. Lacking popular support, the communists used the church as an instrument through which they could acquire the political support of the masses. The church thus enjoyed a favoured position in society mainly because the communists employed it in their ideological expansionism and confrontation with the West.  相似文献

The Ethiopian Orthodox Tawahedo Church community has had a presence in the Holy Land for at least several hundred years. Throughout most of this period it was composed of a small ecclesiastical corps of monastic clergy who sought to protect the national church’s rights at various holy places in the region of Christianity’s birth. Only in the twentieth century, were these clergy joined by lay people. In this paper, I discuss the way the type of food served at church celebrations and the rhythm of fasts and feasts emphasize the shared national origins of the small diaspora. At the same time, where people sit when eating, and in what order they are served, expresses distinctions within the ranks of the clergy, between clergy and lay people, between men and women, and between Ethiopians and their former compatriots from Eritrea.  相似文献

This paper analyzes the attitudes of the Roman Catholic Church in Poland towards the Jews and anti-Semitism during the first decade since the political transformation of 1989–1990. After discussing briefly the main patterns of the development of the Roman Catholic Church in Poland in the modern era I examine two opposing positions within the institutionalized Roman Catholic Church — the ‘Open Church’ and the ‘Closed Church’ — that emerged in the aftermath of Poland's regaining full sovereignty in 1989. The ‘Open Church’ and the ‘Closed Church’ represent opposite views on the role of the church in society and on the dialogue with Jews and Judaism and on anti-Semitism.The ‘Open Church’ is a relatively recent phenomenon that originated in the circles of the layman progressive Catholic intelligentsia in the post-1945 period. It is the first visible formation within Roman Catholic Church in Poland, which advocates dialogue with Jews and Judaism and is engaged in the eradication of anti-Semitic attitudes. The ‘Closed Church,’ which represents the formation of the ‘besieged fortress’ was historically strongly intertwined with the exclusivist ethno-nationalistic political movement of the National Democracy. The remnants of this fusion were still visible in the statements of high rank clergy in the 1990s and early 2000. This formation ignores the concept of the dialogue with Jews and Judaism advocated by Pope John Paul II and among its supporters there are still many holders of anti-Semitic views. The paper provides various examples of anti-Semitic occurrences and pronouncements of the 1990s and it discusses various initiatives aimed at the facilitating dialogue between Christians and Jews introduced by the members of the ‘Open Church’ in the 1990s. It assess the importance of the ‘Open Church’ in the eradication of anti-Semitic views and the extent of the influence of the ‘Closed Church’ on both the clergy and Catholic community at large.  相似文献

Among religious denominations in Romania, the dominant Orthodox Church has been the closest to the state, often positioning itself in opposition to the budding civil society. The prolonged negotiations for a location in downtown Bucharest suitable for the new Orthodox Cathedral for National Salvation best illustrate the interactions between different segments of the political class, the Orthodox Church, and a variety of civil society groups seeking to define the public space and the country's new democracy. History is one of the many instruments available for the persuasive construction of a nation. In Moldova, the Party of the Communists of the Republic of Moldova (PCRM), in office from 2001 to 2009, advocated for a Soviet-based version of the Moldovan nation. This “Moldovanism” boasted of the existence of a “Moldovan People” and was relied upon to justify the independence of the former Romanian province. Vladimir Voronin, the party's leader and president of the Republic during this period, promoted this “civic” Moldovan nation and created what seemed to be a coherent and ad hoc construction of an independent Moldovan nation.

This paper focuses on communist political discourse during this eight year period. Through the use of Critical Discourse Analysis, this paper focuses on the discursive construction of the Moldovan nation. It is based on Voronin's official speeches and messages from key occasions such as Independence Day and Victory Day.

This paper demonstrates the varied use of history in these speeches which improves understanding of the process of the construction of a nation. Moreover, it demonstrates that this construction, far from being coherent, was also sometimes contradictory. Indeed, discourse was adapted to the immediate context and audience. Finally, the paper explains how an explicitly “civic” discourse can be implicitly and, sometimes even explicitly, “ethnic” and “exclusive”.  相似文献

Moldova has been widely argued to be a failed nation-building project, with two national identity discourses coexisting within Moldovan society and amongst Moldovan elites: Romanianism and Moldovanism. Challenging the dominance of these discourses in the literature, this article argues that in spite of its absence from the nationalism debate in Moldova, the ballad Miori?a is a key element for the Moldovan articulation of national identity. The analysis employs a discursive approach focused on language as a constituting phenomenon and draws from Miori?a's appeal to the grass roots level, its banality in day-to-day life, and, more importantly, its promotion by Moldovan cultural elites. This latter part focuses specifically on the writings of novelist Ion Dru??. Dru?? places Miori?a at the very center of his construction of Moldovan national identity. He highlights its links with Moldovan history, culture, religious thinking, and geographical space, both reproducing a structure similar to the two national identity discourses, Romanianism and Moldovanism, and building on their similarities. But more importantly, Dru??'s representation of national identity sheds light on the possibility of an all-encompassing Moldovan identity, overcoming the existing cleavage, and a series of mechanisms that can be employed to achieve this.  相似文献

This article explores everyday religiosity in post-Soviet Georgia based on multi-sited fieldwork and applying a genealogical approach. It looks at the use of tactics in negotiations between priests and believers. The article sees negotiations, prevalent in domestic religiosity and embodied practices, as a continuation of everyday Soviet tactics, particularly informal networks (Blat) and moonlighting (Khaltura). To understand how negotiations lead to greater control and an increase in religiosity, the article explores important features of the Georgian Orthodox Church and its specific development. The article concludes that tactics in this specific context strengthen the more powerful and reproduce dependency.  相似文献

The Eurovision Song Contest (ESC) was created for strengthening the development of a European soul. But generally speaking, one can say it has been used as a tool for nation-branding, and as a means for Central and Eastern countries to “return” to Europe, in particular after the fall of their Communist regimes. In the difficult social, economic, political, and historical context of the Republic of Moldova nowadays, the ESC furthermore allows the discursive construction of the nation and the building of a particular self. Accordingly, based on a method inspired by the Critical Discourse Analysis methodology applied to three local newspapers, the research demonstrates how the ESC acts as a sound box when building the Moldovan self. The Moldovan identity that emerges from the articles seems to be an identity in crisis which proves much different from the usual political constructions of the nation. This bottom-up identity put forward by journalists has indeed to be related to the twofold crisis in which Moldova is at the moment: social and economic, on the one hand, and linked to a permanent struggle between a separate Moldovan or an integrated Romanian identity, on the other.  相似文献

This article examines Moldova's constitutional change in 2000 from a semi-presidential to a parliamentary regime and analyses what the Moldovan case tells us about the nature of executive power. One of the interesting issues that this case raises is whether our definition of regime really captures the locus of political power. While Moldova has evolved from a semi-presidential to a parliamentary regime, the president is more powerful under the current regime than previous presidents were in a semi-presidential regime. The consolidation of the president's party in the parliament explains the concentration of executive power more than constitutional prerogatives.  相似文献

Hitler's coming to power in Germany had its key consequences upon the fate of the German minorities in Central and Eastern Europe. The German community in Romania constituted no exception. After 1933, a process of radicalization can be noticed in the case of the Transylvanian Saxons, one of the several German-speaking groups in Romania. The phenomenon has already been analyzed in its political and economic dimensions, yet not so much in its social ones. This article looks at the latter aspect, its argument being that the Nazification of the Transylvanian Saxon community can be best comprehended by using a conceptual framework developed by political scientist Donald Horowitz in the early 1970s. The analysis uses a series of contemporary sources (diaries, issues of the official periodical of the Lutheran Church in Transylvania, Kirchliche Blätter), but also a wide range of secondary sources, academic and literary. Consequently, the article shows that especially after 1933, the Lutheran affiliation, highly relevant for the production and reproduction of the traditional model of Transylvanian Saxon identity, shifted from the status of a criterion of identity to a mere identification indicium. At the same time, the attraction of a (Pan-) German identity, with its Nazi anchors, became stronger and the center of gravity for Transylvanian Saxon identity radically moved towards German ethnicity, in its National-Socialist understanding.  相似文献

The article examines EU–Moldovan relations from the perspective of the external governance framework. It reveals some considerable progress in the procedural engagement of both parties. However, the internal instability experienced by Moldova in 2009 is seen to have disrupted these relations, stalling further negotiations and even questioning Moldova's true commitment to Europe. To understand this ostensibly sudden change in Moldova's allegiance to Europe, it is argued that analysis needs to go beyond conventional governance framework(s). Premised on the notion of ‘constitutive boundaries’ a ‘partnership’ perspective offers a more nuanced understanding of the boundaries of ‘the other’, thus revealing the salience of geopolitics and culture in Moldova's relations with the outside world.  相似文献

This article provides an in-depth exploration of the nature of the cultural shift in business norms in two former Soviet Union republics: Estonia and Belarus. While questioning the linearity of existing models describing social–cultural change and, drawing on Lotman's model (1990), the paper points to a complex interplay of past and present, Western and local traditions in the transformational context of the post-Soviet countries. The analysis is based on a set of semi-structured in-depth interviews with Belarusian and Estonian entrepreneurs, who conveyed their attitudes towards transition and current management practices in the region. Exploring the issue on both a temporal (pre-Soviet and post-Soviet) and a spatial (Western/non-Western) axis the paper discusses the relationship between the ‘importing’ and ‘exporting’ of values, which take place across each of them, and concludes with what the analysis can tell us about cultural transformation more generally.  相似文献

The fight against political, especially government, corruption has dominated Romanian political discourse for many years. However, the vast majority of the political elite have continuously opposed the prosecution and conviction of defendants of corruption crimes. After a long constitutional conflict that seriously inhibited the fight against government corruption between 2006 and 2009, law enforcement agencies finally began to experience some success. Nevertheless, the extent of government corruption has remained consistently high. This article analyses the struggles that have occurred between 2004 and 2013 in the fight against government corruption in Romania and particularly examines the interplay between formal and informal factors in this field.  相似文献

The Baku European Games, the first multi-sport mega-event held at a European level, was a major public relations undertaking by Azerbaijan. The games were framed by a trend involving large-scale sports events promoted by the Ilham Aliyev government, based on the profits of the second oil boom in the twenty-first century. The sports event served to internationally portray Azerbaijan as a rapidly developing country and in this way to increase national consciousness within the society, which was lacking a collective narrative in the post-Soviet era. Nonetheless, the downturn due to the fall of international oil prices negatively affected the impact of the sports mega-event. Moreover, the sports competition symbolized the government’s commitment to impose reasons of state and nation-building over social needs and political freedoms in Azerbaijan. This article is based on empirical fieldwork carried out in Baku in the months following the multi-sports event.  相似文献

Empirical investigation of justice administration udertaken in post-Soviet Russia has been insignificant. Consequently, there is a dearth of knowledge about realities of justice administration ‘on the ground’, at the level of districts or towns. The author's research project, an in depth empirical investigation of the activity of a single criminal court located in the Siberian city of Krasnoyarsk, represents a step toward filling this gap. This paper concludes that the rule of law has made rather limited inroads in the day-to-day operations of criminal courts in the Russian deep provinces. The correspondence between earnestly declared legal principles and the mundane reality of judicial practice is loose and at some junctions non-existent.  相似文献

The article is an expression of search for the motivational role of religiosity in individuals' civic activity. Mature civic attitude is shaped by the person's values, individual and communal needs, and experience. The main thesis of the presented study is that the relation between religiosity and human will in many points overlap with the factors which determine the citizen's activity for the benefit of the community. Stefan Huber's Centrality of Religiosity Scale emphasizing the primary importance of the motivational value of religiosity and an original scale measuring civic involvement were used in the study (N?=?732). The study proved that religiosity mostly serves as a civic involvement predictor among women from the middle age group. Although a higher level of civic involvement was found in men, religiosity did not prove to be a significant factor explaining its higher level, which means that the determinants for it need to be sought in other spheres.  相似文献
