公共领域的冲突或危机管理模式是价值观、信仰以及稀少的地位、权力和资源分配上的斗争,具有一定的负功能;关注公共领域中的冲突管理或危机管理并不是涉及双方行政关系的基础,不是核心价值的冲突,而是民主性质的公共规则控制下的冲突,是公共领域可以承受,并对公共管理结构的整合提供动力的冲突,使人们能够运用冲突的危机探索并接近解决的可能性的冲突,因而是具有正功能的冲突.认为,虽然冲突管理或危机管理也具有反功能,有一定风险,但影响是有限的,因此,危机管理或冲突管理的正功能成为研究的重点.  相似文献

This article discusses the use of rule-base technology in the administration of legislation. It first looks at determinative processes, the management of assessments of entitlement and obligations that form much of the operational work for many government agencies. It examines existing problems that agencies experience when attempting to secure accurate and consistent primary decision-making when administering complex legislation. It also examines the way in which traditional techniques for administering legislation constrain the service delivery methods open to an agency. It suggests that rule-base systems are a peculiarly appropriate technology for improving these determinative processes. It then argues that the use of rule-base systems offers two main benefits to agencies. They can improve the quality of primary decision-making and they can provide a means for dramatically widening the range of service delivery options open to an agency. Finally, the article argues that, until agencies have applications that are capable of automating complex transactions, such as the determination of entitlements, they will not be able to achieve large-scale benefits from electronic service delivery.  相似文献

This study explores the effects of information technology (IT) in terms of longitudinal changes in organizational structures at the central government level. Interestingly, although IT has increased the ratio of middle managers to subordinates, the number of middle managers has not changed radically and, in some cases, has steadily increased, while the proportion of lower‐level employees has decreased. Contrary to the belief in a pyramid structure, the actual form of an agency looks like a rocket. The analysis shows that IT effects on the agency’s morphology differ according to the core technology of the agency. However, these effects seem to be constrained by the rigidity of the Korean government in terms of organizational management. This article proposes that agency autonomy in fitting the organizational structure to the real work situation is a necessary condition for seeing the full effects of e‐government.  相似文献

Reputation scholars in the field of regulation tend to focus on the strategic nature—or: “agency”—of reputation management. We know fairly little about the precise nature of the dynamics and conflicts between structural and agential factors that are experienced by regulators in practice, and how these dynamics impact reputation management and its outcomes. This study addresses these questions, using conceptual language from the strategic-relational approach to study the reputation management of the Belgian financial regulator during an event of high reputational salience: the global financial crisis. The results present an image of a regulator as a strategic actor who—either consciously or more intuitively—calculated its possible moves in light of a strategically selective context (which, in turn, was constantly evolving as a result of strategic actions). This contributes to a more complex and behaviorally realistic understanding of regulatory reputation management.  相似文献

The Commonwealth Department of Finance, together with the Treasury from which it was hived off in 1976, constitutes the central budgetary agency at the Australian federal level. For the purposes of this article, I identify Finance as a convenient working model of central budgetary agencies, at least in their traditional Australian incarnation. I accept that Finance is unlikely to be fully representative of all such Australian agencies, and I acknowledge that the federal government's annual budget is officially introduced into parliament by the Treasurer, and that the Treasury is deservedly regarded as the core budgetary agency. But my focus here is on Finance's special responsibility for the public management framework, and Finance's role in providing policy advice to government organisations on how to make the best use of budget funding. This article then presents the findings of a recent evaluation of selected policy-advising activities with the department.  相似文献

In recent years, the European continent has witnessed a substantial number of “transboundary crises” – crises that cross geographical borders and affect multiple policy domains. Nation states find it hard to deal with such crises by themselves. International cooperation, thus, becomes increasingly important, but it is not clear what shape or form that cooperation should take. This article explores the growing role of the European Union (EU) in managing transboundary crises. More specifically, it reflects on the different ways in which the expanding contours of the EU's emerging crisis capacity can be organized. Using three “performative dimensions” – sense‐making, coordination, and legitimacy – the article discusses the possible advantages and disadvantages of a decentralized, network model and compares it with a more centralized, lead‐agency model. It concludes that the current network model is a logical outcome of the punctuated and fragmentary process through which EU crisis management capacities have been created. It also notes that the shortcomings of this model may necessitate elements of a lead‐agency model. Such “agencification” of networks for transboundary crisis management may well lead to a hybrid model that is uniquely suited for the peculiar organizational and political creature that the EU is.  相似文献

Can autonomous banking regulatory agencies reduce the odds that a country will suffer a crippling banking crisis? We investigate the impact that agencies charged with banking regulation and prudential supervision can have on financial stability in the banking sector. We argue that the potential benefits of autonomy are hard to realise because banking regulators face incentives to shirk in their mandate to secure banking stability. These incentives are strongest in political systems with high numbers of veto players, where the autonomy of a banking agency is difficult to undo even if the agency is derelict in promoting banking sector stability. We test an implication of this argument, namely, that the probability of bank crisis onset should diminish with the level of autonomy of the banking agency, but only in polities with low numbers of veto points. We base our analysis of this conditional hypothesis on an original dataset of 79 countries observed between 1971 and 2009 that captures the degree of autonomy of banking agencies from political principals. Our findings confirm that the impact of banking agency autonomy on the risk of bank crisis onset is conditional on the political structure in which the agency is embedded.  相似文献

In a continuing effort to reform and reinvent the way public organizations do business, the outsourcing of services has become a popular tool, particularly as resource constraints limit options available to governments. All too often, the decision is made, for reasons of ideology or resource constraints, to outsource services without giving careful consideration to the impact of privatization on the core missions of an agency, or whether privatization, in fact, offers real cost savings. Purchasing tools designed for traditional commodity purchases are often grossly unsuited for making decisions on specialized technical services.
This article suggests a process for the evaluation of an option to outsource laboratory services. It suggests that, prior to contracting or privatizing services, the concerned agency should evaluate:
the impact on the agency's core mission
the availability, stability, and reliability of private sector service providers
the relative costs of internal and external (public or private sector) service providers
the potential impact on regulatory enforcement
the ability to monitor the performance of external providers
potential conflicts of interest
Based on this model, the ongoing internal evaluation of services offers public agencies management tools to obtain the best value for the taxpayer dollar, not only in terms of the raw cost per test, but also in managing the quality of the services.  相似文献

This study investigates the effects of federal policy and budgetchanges during the Reagan years as well as the revenue strategiesof governmental and private, nonprofit agencies in Stamford,Connecticut. Systematic examination of agency budgets and interviewswith agency directors in 1982 found widespread anxiety aboutpossible revenue decline, but few departures from traditionalrevenue strategies. In Stamford, federal changes produced revenueproblems for only a few agencies, most of which went about "businessas usual" and did not experience a budget crisis. Abstract: Private prison management has been examined as a policy initiative by at least two state governments in Australia. Queensland boasts the only privately managed gaol in the country, and New South Wales has expressed interest in the possibility of contracting out the management of one of its new gaols. In the United States where it had its genesis, private management of adult correctional facilities has existed since the mid-1980s. Governments in America at federal, state and local levels have turned to private prison management because of budgetary constraints and chronic levels of overcrowding in their prisons and gaols due to an escalating rate of crime and incarceration. Private prison management in the United States has provided a last resort to a crisis situation. Among policy-makers in Australia there seems little appreciation of the factors which have motivated private prison management in the United States. In Queensland and New South Wales there is a view at government level that the private sector may well be a better manager of gaols than government, and that private management will achieve cost savings for government. Even in the United States, however, private prison management is still at an experimental stage and there is no evidence as yet to support assumptions about superior management and cost effectiveness. Governments in Australia are not experiencing the same crises which have prompted certain governments in America to adopt private prison management. Instead of introducing private corporations into the field of corrections in Australia, governments should be attempting to improve the performance of their own gaols and to make greater use of the private sector in those areas where its contribution can be of most significance — in the design and construction of prison facilities.  相似文献

This article attempts to think citizenship politics in the international security context of a post‐September 11th world. Considering specifically the introduction of biometric technologies, the article reveals the extent to which contemporary citizenship is securitized as a part of the wider post‐September 11th ‘securitization of the inside’. This securitization contributes directly to the intensification of conventional citizenship practice, as biometric technologies are employed to conceal and advance the heightened exclusionary and restrictive practices of contemporary securitized citizenship. The intensified restriction and preservation of particular rights and entitlements, vis‐à‐vis the application of biometric technologies, serves both private and public concerns over ‘securing identity’. This overall move, and the subsequent challenges to conventional notions of citizenship politics and agency, is referred to here as ‘identity management’. To then ask ‘What's left of citizenship?’ sheds light on these highly political transformations, as the restricted aspects of citizenship—that is, its continued obsession with the preservation and regulation/restriction of specific rights and entitlements—are increased, and the instrument of this escalation, biometrics, dramatically alters existing notions of political agency and ‘citizenship/asylum politics’.  相似文献

During a crisis, the public expects the government to handle the situation. In parliamentary democracies, these expectations are directed to the cabinet and its ministers. Cabinet ministers are expected to be highly involved in policy making under their jurisdiction and in general. During periods of politics as usual, ministers differ in their policy involvement. This paper asks whether that changes during a crisis. Based on an analysis of cabinet ministers in Israel during the first wave of the COVID19 crisis, this paper finds that ministers’ policy involvement during a crisis is relatively low. Most ministers are little involved in issues outside their jurisdiction. Ministers less central to the crisis management are also little involved in issues under their jurisdiction. Ministers central to the crisis management are highly involved in introducing decisions on issues under their jurisdiction, but not necessarily in other aspects of policy making. These findings have implications for issues of accountability and trust.  相似文献

This study examines the extent to which staff in local welfare systems have embraced new welfare reform goals and, if so, the extent to which local management practices contribute to the alignment of staff priorities with policy objectives. It looks at agency structure and several aspects of public management from a microperspective that prior research has linked to agency performance including training, performance monitoring, staff resources, leadership characteristics, and personnel characteristics. The research indicates that front-line workers in welfare offices continue to believe that traditional eligibility determination concerns are the most important goals at their agencies. It also finds that management practices and the structuring of agency responsibilities matter: To the extent that public managers want to redirect local staff to focus their attention on the new goals associated with welfare reform, they can create the conditions under which staff have clear signals about what is expected and could provide them with the resources and incentives to realign their priorities.  相似文献

Cyber crises, as new forms of transboundary crises, pose serious risks to societies. This article investigates how different models of public–private partnerships shape cyber crisis management in four European countries: the Netherlands, Denmark, Estonia, and the Czech Republic. Using Provan and Kenis's modes of network governance, an initial taxonomy of cyber governance structures is provided. The Netherlands have created a participant‐governed network, characterized by trust and equality. The Czech and Estonian models resemble a network administrative organization, with an enforcement role for their national cyber security centers. Denmark has adopted a lead‐agency model. The article concludes that countries face two binary choices when organizing cyber defense and crisis management. First, national computer emergency response teams/computer security incident response teams can be embedded inside or outside the intelligence community. Second, cyber capacity can be centralized in one unit or spread across different sectors. These decisions fundamentally shape information‐sharing arrangements and potential roles during cyber crises.  相似文献

What makes a well‐functioning governmental crisis management system, and how can this be studied using an organization theory–based approach? A core argument is that such a system needs both governance capacity and governance legitimacy. Organizational arrangements as well as the legitimacy of government authorities will affect crisis management performance. A central argument is that both structural features and cultural context matter, as does the nature of the crisis. Is it a transboundary crisis? How unique is it, and how much uncertainty is associated with it? The arguments are substantiated with empirical examples and supported by a literature synthesis, focusing on public administration research. A main conclusion is that there is no optimal formula for harmonizing competing interests and tensions or for overcoming uncertainty and ambiguous government structures. Flexibility and adaptation are key assets, which are constrained by the political, administrative, and situational context. Furthermore, a future research agenda is indicated.  相似文献

Recent waves of migrants are establishing an increasingly visible presence in the urban landscape of São Paulo, both in its centre and its peripheries. Though a city with a rich history of immigration and diversity, the arrival of migrants in recent decades has not been accompanied by specific municipal policies for the migrant population, an absence which affects in particular, low-income migrants. Urban social movements for migration take on the role of attempting to govern migration in the city by providing everyday support to migrants as well as mobilising them as a political group to demand changes on both national and municipal scales; yet these movements have limitations. The paper thus also highlights the agency of migrants in accessing their rights through empowering micro-level social networks and through individual negotiations with legal possibilities. Drawing on examples of institutional, activist and migrant practices in addressing questions of inclusion and exclusion in the city, the paper will trace the multiple and still fragmented ways of articulating rights and developing a sense of urban citizenship as newer waves of migrants join the urban landscape of São Paulo.  相似文献

Policy advice is a core function of government that until quite recently remained outside the formal processes of performance evaluation. Evaluation, by its very nature, is designed to question both the effectiveness and relevance of government activities; applying it to policy advice opens up a traditionally confidential and politically sensitive arena. This paper reports on an evaluation experiment in Australian government — policy management reviews (PMRs) — that sought to evaluate the quality of central agency policy advice. It traces the development of the PMR model around interdepartmental committee processes, the bureaucratic politics that diluted the focus on policy outcomes, and examines how central agencies steered evaluation away from questions of public accountability towards arrangements for achieving more effective control of the processes underpinning production of advice. By targeting the process rather than outcomes of policy advising, PMRs sought unsuccessfully to adhere to the divide between management and policy and, in doing so, marked out the limits to performance evaluation.  相似文献

This article examines the agencification of public service in Tanzania. This is discussed with reference to the New Public Management (NPM)‐inspired reforms of which the creation of executive agencies is one of its core features. The article attempts to understand the extent to which executive agencies in Tanzania display characteristic features of an ideal‐agency model as propagated by the NPM reform doctrines. Key features of the ideal‐agency model have been described as structural disaggregation, autonomy and contractualisation. It questions views held by many NPM‐minded reformers, such as the EU and World Bank that this model is universally applicable and can be emulated in different parts of the world. The article's assumption is that the NPM‐agency model is based on a weak empirical foundation and its universal applicability is questionable. To illustrate our arguments we confront the NPM‐agency model with the empirical data drawn from the agencification of public services in Tanzania. Findings indicate that agencies in Tanzania display hybrid characteristics in terms of their autonomy and control. Our conclusion is that the universality of NPM‐agency model is illusive. Edmonton, Alberta, has been experiencing rapid population growth and its associated housing pressures for the past decade. Municipalities like Edmonton are attempting to promote compact, transit-oriented, and infill housing development with policy while accommodating large increases in a population that may demand traditional suburban housing options. This article examined homebuyers’ opinions and preferences regarding their home location choice and found three distinct segments of homebuyers. These segments were established using a Q methodology to group homebuyers by their shared opinions as opposed to traditional sociodemographic or socioeconomic variables. These groups illustrate different perspectives regarding the everyday transportation choices, home attributes, and neighborhood predilections that comprise a home location choice. The identification of these groups of homebuyers provides insights for municipalities attempting to attract and retain citizens in redeveloped housing areas and assists to dissuade greenfield sprawling development.  相似文献
