社区基层治理的东城模式

北京市东城区作为首都功能核心区,早在2010年就作为全国及北京市社会管理创新综合试点区,此后通过推动建立各利益相关方相互合作的公众参与社区治理机制,启动社区社会组织孵化培育工程,有效整合了社区建设的多方力量,初步构建起"以街道工委为领导核心、街道办事处为责任主体、社区居委会为共治载体、社区各利益方为参与主体"的社区协商共治体系,目前已形成了具有东城特色的社区治理实践经验与发展模式。     

如何造就一支专业化、职业化、规范化的社区工作者队伍

要加强社区工作者队伍建设,必须建立完善社会工作职业制度体系,造就一支专业化、职业化、规范化的社区工作者队伍。1、建立健全选拔任用机制。一是推行职业资格制度.规范社区专职工作者队伍的"入口"。二是推进社区专职工作者选拔任用制度改革,构建民主开放的社区专职工作者选拔任用机制。     

关于西部区非均衡协调发展战略的思考

本文以十六届三中全会提出的科学发展观为指导,提出新世纪的西部开发必须实施非均衡协调发展战略的思想,即有选择,有重点,有倾斜地集中力量在一些原有基础较好,资源禀赋较好,投入回报较高的地区打造有强大辐射效应的增长极,从而带动整个西部发展.另一方面必须有针对性地解决好非均衡发展中出现的不协调问题,以实现西部的非均衡协调快速发展,尽快缩小和东部的差距,并促进全国经济社会全面协调可持续发展.     

论主体和谐发展的对话性

主体的存在具有对话性，对话意味着意义的生成。主体间的对话关系是由其独特的文化个性决定的。具有主体性的人只有在深入、持续的对话过程中才能够得到和谐的发展。

社区在从美国“转口”到中国以后已经成为了当前比较热门的词汇,在社区研究的本土化过程中,不同的学者从不同的视角对社区形成了很多不同的理解。本文认为,社区已经从一个社会学概念发展到了一种基本的分析框架。     

构建与异质性特征相匹配的社区治理共同体

将具有异质性以及碎片化特征的治理主体拧成一股绳、合成一股力量、形成一个共同体,是当前新时代提升社区凝聚力和实现社区优整合绕不开的重要话题。有别于滕尼斯所谓的建立在社区同质性特征之上的"共同体"概念以及计划经济时期的单位共同体概念,新时代社区治理共同体是一种基于主体多元化、异质性之上的共同体。这种共同体的形成需要利益和情感来充当横向社会联结纽带,以及需要政党来开展纵向跨领域社会整合。打造"人人有责、人人尽责、人人享有"的社区治理共同体有赖于党、政府、市场及社会四者之间合作关系的形成。     

A dangerous game: Deng and the intellectuals

This article examines one aspect of China's “second revolution” led by Deng Xiaoping: the relationship between the post‐Mao leadership and the intellectuals, who were the most persecuted during the “Cultural Revolution.” When Deng took power in 1978, one tough challenge was to mobilize China's well‐educated men and women for the nation's modernization. New policies toward them were introduced to rekindle their enthusiasm in creative and critical academic activities. The anticipation of a new period of cooperation between the authorities and the intellectuals was, however, dashed by the bloodshed in Tiananmen Square on June 4, 1989. Why did Deng, who sought the support of Chinese intellectuals for his modernization program, side with the Party's hard‐liners to order the military crackdown on pro‐democracy demonstrations? Will China's post‐Mao leadership no longer need the intellectuals’ help? This article argues that the Communist Party of China has been playing “a dangerous game of cooperation” with the intellectuals. Despite the tragic events, the game is likely to continue as long as the CCP proceeds with its modernization program and the intellectuals maintain their sense of mission. What remains uncertain is how the next round of game will be played out and who will emerge as the winner.

社区文化不仅仅是社区建设的"环境"和"背景",更是社区建设的重要资源。在社区建设过程中,只有充分认识社区文化的功能,重视、利用社区文化资源,才能有效地促进社区的可持续发展。     

On Becoming a Community Psychologist

Abstract

Recounts the author's professional life history in the context of his personal life story. Reflects on the ways in which history and autobiography combine to create life pathways that are experienced as individually chosen, yet historically determined. Recounts the author's family life, neighborhood experiences, early education in the Philadelphia public schools, and the impact of post-World War II government programs including the GI Bill and the establishment of United States Public Health Service fellowships. Considers the influence of African American writers and the civil rights movement, as well as women returning to school, the culture of medical schools and the influence of mentors in the formation of a professional identity. Recounts the discovery of the community mental health movement and the search for a social justice agenda that led to Community Psychology. Ultimately, the author views himself as an “insider/outsider,” whose personal and professional identity crosses traditional boundaries and welcomes paradoxical, narrative and qualitative approaches to research and practice.
