Abstract Since the late 1980s, Taiwan's manufacturing and construction employers have pressured the state to increase substantially guest worker intakes in order to reduce labor shortages, to expand the supply of cheap accessible labor, and to weaken upward pressures on wage costs. This article describes the origins and development of the guest labor system and analyzes the effects it has had on Taiwan's economy and on workers both guest and local. The author analyzes the economic dimensions of migrant labor in the context of state efforts to promote employers' interests within a framework of class compromises and examines the response of Tai-wan's labor unions to the growing availability of cheaper foreign labor. Opposition to the mandatory food and accommodation fees imposed on guest workers led the state to encourage employers to recruit guest workers directly from the countries of origin in order to eliminate brokers' fees, the greatest source of migrant hardship. The author shows, however, that direct hiring has failed due to kickback arrangements involving employers, brokers, and state officials. This has brought the class basis of Taiwan's guest worker policy into sharp focus and engendered an intense struggle by guest workers. 相似文献

AbstractIt might be useful for Concerned Asian Scholars to be aware of what is probably the most active independent peace group in Japan — a country of peace groups. Like National Mobilization in this country, which it resembles in style and outlook, Beheiren (Japan “Peace for Vietnam!” Committee) emerged as a direct response to the American bombing of North Vietnam. Since its foundation on April 24, 1965, it has remained the only major group in Japan to focus its main energies on opposing the Vietnam War. This has meant publications (books, articles, newsletters — mostly in Japanese, but two fine booklets of translations of an Asahi series: Vietnam — A Voice from the Villages and The National Liberation Front by Honda Katsuichi), demonstrations, teachins, emissaries to Vietnam, international gatherings in Japan (among its guests have been David Dellinger, Ralph Featherstone, Jean-Paul Sartre, Howard Zinn, Joan Baez), anti-war ads in American newspapers, medicine to Hanoi, and, attracting the most international attention, assistance to American military men in Japan desiring to desert. 相似文献

Political dynasties seem to flourish in Asia, whatever the political system. But this is not a relapse into traditional rule. Political dynasties are modern hybrids in which elite political aims are linked to popular norms of charismatic legitimacy. They are found in non-democratic regimes, electoral democracies and democratic movements, providing key advantages in a context of weak institutions or institutional decay. The author's detailed analysis of the situation in countries as varied as North Korea and India, Singapore and Thailand, Japan and the Philippines, shows that the descendents of charismatic leaders play a major role in politics in Asia. AbstractIn October 1986 the foreign ministers of Indonesia and Papua New Guinea (PNG) signed a Treaty of Mutual Respect, Friendship and Co-operation. Under the terms of this treaty the two countries have agreed not to threaten or use force against one another and not to cooperate with others in hostile or unlawful acts against each other or allow their territory to be used by others for such purposes. Provision is made also for consultation and negotiation in the event of any dispute. The treaty was hailed by President Suharto as “another milestone in the history of both countries,” while Papua New Guinea's prime minister, Paias Wingti, and foreign affairs secretary, Bill Dihm, said it would give direction for the future and inspire confidence in Papua New Guinea and its regional neighbors. 相似文献
