This article examines elite European discourses during the Greek financial crisis from its pre-history in September 2008 up to the arrival of the SYRIZA government in January 2015. The article employs the conceptual literature on Discursive Institutionalism (DI) and Historical Institutionalism (HI). Having coded 1,153 unique quotes drawn from a dataset of 15,354 news wires from Reuters, the authors argue that the communicative discourse of 63 senior European (and IMF) officials on the Greek crisis during that period demonstrates significant volatility. Four distinct narrative frames are identified: ‘neglect’, ‘suspicious cooperation’, ‘blame’ and ‘reluctant redemption’, punctuated by three discursive junctures in 2010, 2011 and 2012, which reflect the content of the changing communicative discourse of the Greek crisis. The article's contribution is twofold: empirically, it is the first to provide a systematic analysis of the protagonists’ communication of the Greek crisis; and theoretically, it combines DI and HI in an effort to conceptualise an important part of our understanding of ‘bail-out politics’ throughout the Eurozone crisis.  相似文献

The article is in three parts. The first explores the connections and commonalities between different empirical investigations relating to popular discourses of citizenship and argues that these are constituted through the complex combination of overlapping discursive moral repertoires. The second part considers the discursive moral repertoires that constitute discourses of citizenship within the politics of the ‘Third Way’ project—as it is espoused in the British context—and argues that while such discourses accommodate notions of civic duty, moral obligation and enforced obedience, they seldom embrace a solidaristic ethic of responsibility. The third part discusses key findings from a more recent study of popular discourses of dependency, responsibility and rights. The findings suggest that what inhibits the translation of popular understandings of human interdependency into wider support for a form of citizenship based on collective responsibility and universal social rights is the hegemonic prevalence of a peculiarly individualistic conception of responsibility that seems to be consistent with Third Way thinking.  相似文献

Rodríguez Maeso and Araújo analyse the reproduction of a dominant understanding of racism in policy discourses of integration and discrimination used by monitoring agencies in Portuguese and European Union (EU) institutional contexts. More specifically, they question the political concern over racism and discrimination vis-à-vis the idea of Europe ‘becoming increasingly diverse’ and the need to gather ‘evidence’ of discrimination. To that end, they examine periodic reports issued by EU monitoring agencies since the 1990s—paying specific attention to reporting on school segregation of Roma pupils in Portugal—and national integration policies and initiatives that, since the 2000s, have targeted mainly Roma and black families and youth. They argue that the dominant discourse of integration and cultural diversity conceives of racism as external to European political culture, and as a ‘factor’ of the ‘conflictive nature’ of social interactions in ethnoracially heterogeneous settings. This paves the way for calls for the ‘strengthening of social cohesion’—on the assumption that policy initiatives need to act on the ‘characteristics’ of so-called ‘vulnerable’ populations—whereas institutional arrangements and everyday practices remain unchallenged.  相似文献

While Baudrillard denies that his work is in any way 'postmodern', and while his writings offer a critique of both the rationality of the modernist project and the eclecticism of the postmodern temper, it seems evident that his work makes a major contribution to the analysis of postmodern culture. At its most effective, Baudrillard's theory-fiction accelerates analysis of postmodern culture by looking beyond the shifts in prior discourse examined by most cultural historians, and by attempting to generate analysis on the scale of the most substantial changes within the postmodern condition. Nevertheless, Baudrillard's theory-fiction often seems limited by its reliance upon rhetoric and references drawn from early and late cultural modernism, rather than from the present (which Baudrillard tends to caricature in apocalyptic terms). Despite these limitations Baudrillard commands respect for his independent and insistent attention to many of the most fundamental discursive transitions within postmodern culture. a predominantly modernistpostmodern thinker,his work combines innovative insights with slightly antiquated frames of reference.  相似文献

Looking at the formation of transnational advocacy networks, this article argues that central aspects evade attention unless approached from a discursive orientation. Utilizing interviews and first-person observation from a particular example of transnational mobilization—critical of negotiations to expand the World Trade Organization's General Agreement on Trade-in-Services—the article demonstrates how an expanded focus on discourse can help research better understand: (1) the self-driving momentum within networks through which those actors involved experience a reconstituted identity and affinity to one another; (2) the role played by earlier moments of collective action in providing both an infrastructure of pre-existing relations and politicization from which the network may draw upon; (3) the often porous character of campaign activity where there is rarely one but, in fact, many overlapping networks at play as part of a much wider discursive process; and (4) the role abstract signifiers such as ‘global’—as in ‘Global Campaign for?…’—play in framing the network despite an often uneven geographic distribution to campaign activity and power within the network.  相似文献

ABSTRACT

Through a discourse analysis of French and Swedish legislative debates from 1968 to 2017, this article examines how actors challenge and reinforce dominant ideas about the link between nationality and political rights. We argue that the broader political culture influences which discursive strategies – or ‘frames’ – are more likely to structure parliamentary debates in different national contexts. However, our analysis also shows that legislators sometimes develop new discursive frames in which they reinterpret dominant norms to make them consistent with their views. Through this incremental process of reinterpretation and reformulation of dominant ideas, debates over non-citizen voting rights have chipped away at the link between nationality and political rights. Our findings suggest that initiatives to enfranchise non-citizens trigger lower levels of conflict when they can be framed as a policy tool for immigrant integration rather than as a matter of popular sovereignty.  相似文献

It is argued that the concept of discursive formation presented by Foucault provides the means whereby conventional treatments of ‘discourse’ can be criticized. These would include historical, linguistic and epistemological forms of investigation. But it is also argued that Foucault does not sufficiently displace linguistic categories. Populism has often been described as a great challenge and threat to Western democracies. Not surprisingly, at a time in which we are witnessing a significant rise in populist actors in Europe and the US, scientific analyses and commentary regarding populism have become particularly popular and, indeed, necessary. My aim in this article is to offer a brief yet comprehensive overview of the ongoing debates in a bid to problematise the supposed ‘imminent threat’ of populism in light of recent developments within the political systems and societies of established democracies, especially under conditions of crisis. I understand populism as a specific type of discourse, and thus as a way—among others—of doing politics and appealing to groups of people. Thus, I highlight the varying orientations that populist movements might take, depending on the ideological traditions with which they are closely articulated and the sociopolitical environment in which they manifest. Last, I relate the ‘populist surge’ to discussions regarding post‐democracy.  相似文献

Political discourses may be identified through core concepts. However, these concepts change their meanings in the processes of struggle and transformation of political discourses in time. In order to exemplify this malleability of political concepts, the essay analyses the career of the term ?Commonwealth‘ from the late 15th into the 18th centuries. Only during the reigns of Henry VIII and Edward VI seems to have existed a genuine ?Commonwealth‘-discourse of humanists and radical protestants, whereas in other periods the concept served different discursive functions, f.e. in strategically bracketing diverse anti-royalist currents of the mid-17th-century, or in denouncing the heirs of the ?Great Rebellion‘ as ?Commonwealth-men‘. These, in conclusion, seem to be the main functions of political concepts: representing a discourse, neutralizing political differences, censuring political positions.  相似文献

Postmodern cinema has emerged in the 1980s and 1990s as a powerfully creative force in Hollywood filmmaking, reflecting and helping to shape the historic convergence of media culture, technology, and consumerism. It corresponds to the post-Fordist, globalized phase of capitalist development typified by increasing class polarization, social atomization, urban chaos and violence, ecological crisis, and mass depoliticization. Departing from the modernist cultural tradition grounded in the Enlightenment, norms of industrial society, and faith in historical progress, postmodern cinema is characterized by disjointed narratives, a dark view of the human condition, images of chaos and random violence, death of the hero, emphasis on technique over content, and dystopic views of the future. While postmodern directors such as Woody Allen, Oliver Stone, Robert Altman, Quentin Tarantino, the Coen Brothers, Mike Figgis, and John Waters produce films that are often highly original and even subversive, their departure from conventional Hollywood formulas and motifs that define the studio system - their pronounced cultural radicalism - is rarely associated with any sort of political radicalism even where a harsh social critique might be visible. Postmodern cinema helps reproduce the very popular mood of anxiety, uncertainty, fear, and cynicism that it mirrors in the general society.  相似文献

This article approaches the 2010–2014 economic crisis in Greece from the perspective of loss and mourning, critically exploring what questions and insights this provokes. We argue first that the rhetoric of mainstream political and media elites has been instrumental in framing responses to the Greek economic crisis in patriotic terms, a frame subsequently adopted by groups from across the entire political spectrum, whether part of the establishment or not. We then draw on discourse theory and psychoanalysis to argue that attachments to the dominant austerity and anti-austerity responses to the crisis can be understood—at least in part—in terms of a failure (or not) to properly articulate and thus mourn the nationalist-inflected loss associated with economic dislocation. We sketch out two ideological pathways in the discourses of austerity and anti-austerity, which we designate as symptomatic of ‘blocked mourning’: a melancholic pathway that seeks to contain loss through self-blame; and a pathway of ressentiment that seeks to contain loss by attributing its cause to a series of ‘others’. We argue that blocked mourning bears a direct relation to the ideological grip of the austerity and anti-austerity discourses, and that we can better appreciate the character and strength of their affective pull by drawing out the fantasmatic aspects of the narratives expressing Greek national and economic identity. Conversely, we argue that a critique of ideology can be understood in terms of the preconditions for mourning, whose satisfaction would make possible a less invested relation to the fantasmatic guarantees underpinning the austerity/anti-austerity narratives. In this view, a critique of ideology proceeds by bringing to light those factors that could facilitate a more open and deliberative articulation of loss, so as to transform and pluralize collective responses to the economic crisis.  相似文献

This article focuses on the relationship between discourses of economic development and prospects for democracy in Turkey. It does so by tracing the political discourse of high‐ranking government officials and journalists close to them to show how they use arguments for economic development as a tool to politically legitimise interventions into liberal democracy. I first illustrate the dangers caused by the discourse surrounding economic development to democracy by looking at the Gezi protests. I show how demands for pluralism and respect for different lifestyles—which are crucial aspects of liberal democracy—were instead framed by the government as chaos created by agents of the so‐called ‘interest rate lobby’ and provocations caused by those who want to stop Turkey's economic development. I analyse Gezi in comparative perspective with presidentialism debates and the corruption scandal of December 2013. In these cases too, demands for democracy, transparency, checks and balances are pitted against economic development. Citizens are made to choose between a vaguely defined notion of economic development and democratisation.  相似文献

This article outlines the terms and rationale for a ‘postmodern’ science of language, and illustrates it with reference to a single text: President George Bush's speech to Congress in the wake of September 11. It first addresses the issue of whether and how students of language can or should draw on scientific concepts and theories, and where the acute anxieties on this topic come from. It then proposes that a new stage in science needs to be recognised that changes the terms of the relations between science and the humanities. ‘Postmodern’ forms of science accept and work with the uncertainty, unpredictability, ambiguity and contradiction that characterise the phenomena of language and society in every era, and is especially marked in the present ‘postmodern condition’. The article then briefly explains key concepts from this body of scientific work: Poincare´'s Three Body Analysis, Prigogine's far-from-equilibrium analysis, Zadeh's fuzzy logic, Mandelbrot's fractals, Heisenberg's Uncertainty Principle, and Lorenz's Butterfly Effect.  相似文献

In the past decade, Latin America has witnessed the emergence of a political discourse that links popular participation to citizenship accompanied by an explosion of participatory mechanisms. Yet there is little qualitative research that looks at how participatory experiences affect people's perceptions of their role as citizens or to what extent the discourse transmitted through these institutions encourages participation or compliance. This article examines conceptions of citizenship among individuals who engage in participatory mechanisms in Venezuela, Ecuador and Chile. Using discourse analysis, it finds that participants in Venezuela and Ecuador have developed a ‘radical’ conception of active citizenship that differs from the liberal interpretation in Chile. Regardless of the preferred model, however, state discourse establishes parameters around citizenship. Furthermore, the discursive repertoires of citizen participants align with those produced by state institutions, suggesting that participatory mechanisms act to socialize people into participating in ‘legitimate’ and acceptable ways.  相似文献

ABSTRACT

The discourse of liberal peacebuilding has often been characterized by critics as a hegemonic discourse, in which power and knowledge are co-constitutive. Influenced by the work of Michel Foucault, an important strand of the literature has demonstrated how epistemic communities have produced knowledge that supports this discourse, while marginalizing other, contrary voices. A ‘local turn’ has sought to uncover what Foucault termed ‘subjugated knowledges’, peripheral voices that were seen as potentially contributing to a more emancipatory peace. This article, in contrast, argues that the explicit and implicit Foucauldian framing of discourse and knowledge is no longer adequate to conceptualize the contested nature of peace and conflict in a rapidly changing international system. In a period of significant geopolitical shifts away from a Western-centric international order, post-Foucauldian discourse theories offer a more productive analytical perspective that makes visible the multiple, competing discourses that attempt to achieve closure in defining meanings of peace and conflict. A theoretical framework that emphasizes discursive contestation rather than unitary domination allows serious consideration of alternative conceptualizations of peacemaking. In particular, theoretical frameworks that highlight contestation make visible an authoritarian, illiberal approach to managing conflict that challenges both liberal and emancipatory conceptualizations of peace and conflict, but is occluded in the current debate over post-liberal peace.  相似文献

Wilson's article examines how apocalyptic thinking converges with the use of conspiracy theory in white nationalist world-views at a time of crisis. Apocalyptic thinking is, typically, a religious response to secular threats to the faith community that prophesize, or are attendant on, the End. These millenarian outlooks provide communities in crisis a promise of confirmation of the object of their faith, the vanquishing of enemies and, crucially, continuity for the community in a better world to come. In the latter half of the twentieth century and the early years of the twenty-first, apocalypticism and conspiracy theory have tended to coincide. The tendency towards a binary distinction between terms of absolute good and absolute evil, and the revelation of secrets relating to human destiny through prophesy or ‘truth-seeking’ provide a broad transposability between the two interpretative strategies. An increasing amalgamation of political paranoia and eschatology have given rise to what has been termed ‘conspirituality’. Much recent white nationalist rhetoric can be understood as emerging from this discursive position, and Wilson's analysis will demonstrate how one white nationalist community drew on conspiratorial apocalypticism in its response to the multiple attacks by Islamic State in Paris on 13–14 November 2015.  相似文献

In November 2002 a Romanian journalist published an editorial attacking the Romanian authorities for 'playing the democratic card' and failing to prevent 'thieves, hooligans and criminals' from going to the West and disgracing all Romanians. The journalist, Lia Epure, entitled her article 'Rromania', a play on the Romanian government's spelling of Roma (i.e. 'Rroma'), and concluded that, if Romanians 'continue to accept identification with abnormals, then we will be become Rromania'. In response to vocal Romani and human rights group protests, Epure published a second article defending her right to say what 'even the president of the European Commission knows', that Romanians are not accepted as EUropean 'because of ?igani'. Woodcock explores how both elite and popular levels of Romanian discourse blame Romania's continued marginalization in EUrope on the actions of the ?igan, a fantastic Other, historically constructed out of ethno-nationalist Romanian discourses at moments of crisis for national identity. The discursive struggles for meaning with regard to the constructed ethnic Other highlight the paradox of post-socialist Romanian ethno-nationalism in an era of European Union accession: in order to be recognized as EUropean, Romanian discourse must relinquish the ?igan Other, even when it is this precise construction that has historically enabled Romania to claim a European identity.  相似文献

The article reviews ‘ideational’ analysis and theory in political science. It argues that this is an important area of research limited by lack of a clear sense of what ideas in politics are and of how to analyse them as directly as possible. It is argued that political science should learn from the ‘rhetorical turn’ in various areas of the social sciences, developing ways, appropriate to political science, of analysing the language, rhetoric and argumentation of political and policy discourse in its governmental contexts. Such an approach rests on a strong sense of the dynamic, contested and creative nature of political activity.  相似文献

Both US intelligence officials and intelligence studies scholars claim that ‘organizational culture’ is a cause of ‘intelligence failure’ and the proper locus of post-9/11 intelligence reform efforts. This essay uses a postmodern perspective to demonstrate how the dominant discourse of ‘organizational culture’ shapes stakeholders' understandings of accountability and what constitutes necessary, correct, or effective intelligence reform. By exploring institutional struggles over the meanings of ‘culture’ and ‘accountability’, this essay calls for reconsideration of the ways US intelligence officials and intelligence studies scholars talk about ‘organizational culture’ vis-à-vis post-9/11 intelligence reform.  相似文献

The global threat of the coronavirus pandemic has forced policy makers to react quickly with totally new policy-making approaches under conditions of uncertainty. This article focuses on such crisis-driven policy learning, examining how the experiences of China and South Korea as early responder states influenced the subsequent coronavirus crisis management in Germany. The first reaction of the German core executive was the quick concentration of decision-making power at the top of the political hierarchy. Asserting the prerogatives of the executive included the radical simplification of the relationship between politics, law and science. State actors took emergency measures by recourse to a single piece of legislation—the ‘infection protection law’ (Infektionsschutzgesetz)—overriding other elements of the legal order. They also limited the government’s use of scientific expertise to a small number of advisors, thereby cutting short debates about the appropriateness or otherwise of the government’s crisis measures. Finally, German actors failed to understand that some of the earlier Chinese and Korean responses required a precondition—namely public willingness to sacrifice privacy for public health—that is absent in the German case.  相似文献
