The parliamentary politics of Turkey's one-party regime (1925–1946) has been described as a ‘unanimous democracy’, particularly on account of the absence of a voting opposition. Many scholars consider the Law for Providing Land to Farmers of 1945 as the first instance of parliamentary opposition in the one-party legislature. The current article challenges this widespread view and argues that property rights on land tended to provoke backlashes even before 1945. It examines the making of the deportation, land distribution and settlement laws of the 1920s and 1930s, all of which sanctioned intervention into property relations on land in the form of the expropriation of landowners. Going beyond an exclusive focus on voting patterns, this article traces parliamentary resistance by examining how government bills changed as they proceeded through both the reviewing committees and the general assembly. It links the birth of a full-fledged parliamentary opposition in 1945 to the previous waves of discontent and shows that property rights on land was a constant fissure in the early Republic's unanimous democracy.  相似文献

Abstract

This article takes issue with the question of whether Turkey has been turning away from Europe in recent years, by adopting a critical constructivist lens to understand how, rather than why, Turkey’s presumed distance from the European Union (EU) is taking place. In doing that, it seeks to analyse the ways in which the political–societal transformation of the country as distanced from the EU is enabled by certain discursive practices which in turn contribute to the growing rift between Turkey and the EU. This is mainly conducted through a critical discourse analysis (CDA) of texts produced by former Prime Minister and now President Recep Tayyip Erdo?an on Europe and the EU during key election periods starting with the 12 June 2011 general election.  相似文献

This study aims to provide insights into how and why a dominant party system emerges after an era of multipartyism. Conceptualising the emergence phase of a dominant party system within the framework of Sartori's ‘predominant party system’, it elaborates the causal weight of different theories within the Turkish context through a comparative-historical analysis. Comparing the case of the Justice and Development Party (AKP) with the Justice Party (AP), it argues that perceptions of an incumbent's good economic performance and lack of centrifugal intra-party conflicts are two crucial factors that lead to the emergence of a dominant party system after multipartyism. Restrictive electoral rules and existing social cleavages, however, create a favourable setting for this outcome.  相似文献

On 25 July 1950, a month after the beginning of the Korean War, the newly elected Democratic Party (DP) in Turkey announced that a brigade would be sent to assist South Korea as part of the UN mission led by the United States. The main argument of this article is that although the DP regime is considered a secular and Kemalist one, the state continued the Ottoman tradition and practice of using Islam to gain support for the war and to mobilize the Turkish nation. To do so, the article will show the similarity of both the means and the content of religious propaganda used in the Korean War to those used in the Ottoman jihad in the First World War. This article suggests that parts of the public understood the war as a religious conflict and not just as an ideological one thus indicating the success of the religious messages and their efficiency.  相似文献

Abstract

Traditional Alevism, which was based on rural/isolated life started to dissolve as a result of urbanization in the 1960s and the 1970s. The social dynamics of Turkey associated the dissolution of archaic Alevism with political mobilization that Turkey experienced in the same period; therefore, the Alevis affiliated themselves with socialist movements in order to participate into political process more efficiently. This article analyses the affiliation between Alevis and socialist movements within the framework of the overlap between the socio-political culture of the Alevis and the political needs of the socialist movements in the 1960s and the 1970s. This affiliation might be followed in Alevi folk songs, squatter settlements, villages and the massacres that Alevis suffered in the late 1970s. Because the relation between the Alevis and socialist movements meant not the politicization of the Alevism as an independent politics of identity, but rather the politicization of Alevis through their affiliation with leftist politics, this article conceptualizes the politicization dynamism of the Alevism between 1960 and 1980 as latent politicization.  相似文献

ABSTRACT

The present article aims to expand scholarship on the political role of social media by focusing on the case of Facebook and the self-determination claims of Turkish Cypriots vis-à-vis Turkey. Drawing upon a virtual ethnography of relevant Facebook sites and groups, this article scrutinises whether social media offer an innovative public platform for the politics of self-determination or on-line claims are in reality formed and negotiated in the same manner as the offline ones. The article concludes that Turkish Cypriots’ Facebook activism may very well be for strengthening their community, shielding their distinct characteristics from mainland Turkey and raising their self-esteem, rather than indicating demands for complete autonomy in the traditional political sense of the word and/or statehood.  相似文献

This paper provides an understanding of changing diversity in Burgazadas? within the post-Ottoman, homogenising context of Turkey. It critiques conceptualisations of ‘culture as difference’ within the multiculturalism discourse in Europe and of coexistence as the reduction of differences and identities to pre-existing categories of the Ottoman millet system. Instead, it presents post-Ottoman conviviality as a lived practice and grassroots representation of recognised and unrecognised diversities by contextualising the production of differences and changing discourses of pluralism. The article demonstrates that individuals belonging to different groups can come to share similar values based on longstanding attachment to place and everyday practices, thereby representing themselves, in this case, as ‘Burgazl?’.  相似文献

This article examines production organisation and employment patterns in the export-orientated centres of Denizli (Turkey) and Tiruppur (India). It argues that Denizli and Tiruppur's involvement in global value chains has resulted in segmented production patterns and insecure employment arrangements. Larger producers use sub-contractors as a strategy to mediate the instability of international contracts and pass the uncertainty in their global linkages on to smaller firms and their workforces. Such flux, then, has become a regularised feature of manufacturing work within the ranks of sub-contractors. Employers have solidified these production arrangements by recruiting rural and female workers. The article sheds light on the relationship between new production forms and rising employment insecurity.  相似文献

North Korea's engagement in the Middle East is a six-decade long narrative. Neither the DPRK nor its Middle Eastern partners have remained still over this time; each region has undergone significant changes. In particular, the leadership of the North Korea is now in the hands of the third generation. No matter how stagnant and monolithic the country may seem at first sight, each generation has had to deal with differing commitments and adapt to changing realities. As such, each generational change of leadership in Pyongyang has arguably had repercussions on the DPRK's relationship Middle Eastern partners, which may at times have been misattributed to a fundamental change of approach. This study attempts, therefore, to probe the twists and turns in the DPRK's interactions with the Middle East since the death of Kim Il-sung, beginning with an appraisal of each leaderships’ priorities in North Korea, and how they could potentially influence Pyongyang's overall orientation toward its different partners in the region.  相似文献

Abstract

This article investigates the political dynamics shaping the post-2010 ‘de-Europeanisation’ of Turkey’s judicial system, particularly regarding judicial independence and rule of law. The analysis suggests the limits of conventional Europeanisation accounts emphasising causal factors such as European Union (EU) conditionality and the ‘lock-in effects’ of liberal reforms due to the benefits of EU accession. The article argues that the Justice and Development Party’s (AKP’s) bid for political hegemony resulted in the reversal of rule of law reforms. De-Europeanisation is discussed in terms of both legislative changes and the government’s observed discourse shift.  相似文献

The state-monopolised system of vegetable retail in socialist urban China has been transformed into a market-based system run by profit-driven actors. Publicly-owned wet markets not only declined in number after the state relegated its construction to market forces, but were also thoroughly privatised, becoming venues of capital accumulation for the market operators now controlling these properties. Self-employed migrant families replaced salaried state employees in the labour force. Governments' increased control over urban public space reduced the room for informal markets, exacerbating the scarcity of vegetable retail space. Fragmentation in the production and wholesale systems restricted modern supermarkets' ability to establish streamlined supply chains and made them less competitive than wet markets. The transformation of urban vegetable retail documented here shows both the advance that capital has made in re-shaping China's agrifood system and the constraints that China's socialist institutions impose on it. Shanghai's experience also shows that the relative competitiveness of various retail formats is shaped by the state's intervention in building market infrastructure and institutions.  相似文献

The current international monetary system, characterized by floating rates among major currencies and by the US dollar's de facto role as the most important asset and transaction currency, exhibits several problems, says Nobuyuki Ichikawa of the Bank of Japan and a senior research fellow at IIPS. Under this system, resolving current account imbalances is difficult and exchange rates tend to fluctuate widely, harming economies, says Ichikawa. The dollar's de facto role, he argues, spares the US the incentive to coordinate its policies. He proposes that the yen and the mark supplement the dollar's role and analyzes the policies that Japan must adopt to achieve an ideal monetary system.  相似文献

Two experts on Dagestani politics examine the evolution of Dagestan's political system from the era of its first post-Soviet constitution in 1994 to the present. The complicated role played by ethnicity in a political system designed to maintain balance in an ethnically heterogeneous society is considered in light of the changes in the relationship between the federal center and Dagestan over the past 10 years. ABSTRACT

This paper asserts that Turkish secularism and Islamism represent two faces of one coin – contemporary Turkish politics – when one considers their goals and strategies. The two ideological movements have shaped one another and each now seeks to impose itself as superior. This article unpacks these differences and similarities in the following steps: (a) it defines the socio-historic modes of Turkish secularism and (b) examines its social and political origins; (c) it then explores Islam’s return to the public domain as an oppositional Turkish identity; (d) and thereafter considers the diverse understandings of secularism resulting from neoliberal policies that relaxed state control over Islam, which then prompted socially-acceptable reinterpretations of Islam; and finally (e) describes how the AKP’s has re-imagined secularism while (mis)using Islam as a political instrument. The comparison highlights such commonalties as a collectivist character, a desire for state control as a vehicle to realize an ideology, intolerance of diversity and criminalization of other perspectives, and the differentiation of religion as morality in the private sphere versus its cultural role in the public sphere. It concludes that, under the AKP government, Islam is used as a tool to consolidate the power of Erdo?an’s kleptocratic regime.  相似文献

This paper analyses the impact of intersectionality and multiple identities on women's political citizenship in Mauritius. Mauritius is commonly known as a ‘rainbow nation’ with its multiethnic population marked by ethnic or communal divisions. Communalism dominates the Mauritian political system and institutions, intensifying during elections when the different communal groups compete for representation in parliament. The paper argues that the strong emphasis attributed to ethnic and communal representation by the Mauritian political system and structures marginalises women's political citizenship. Political candidates are often sponsored by religious and sociocultural organisations that are male dominated whereas the women's lobby is weak in comparison to the communal lobby. The paper thus contends that the communal dimension in Mauritian politics carries a significant gendered dimension. Communalism has made the political system very resistant to change, despite the fact that it marginalises women.  相似文献

The attraction of China's enormous market is lending strength to its position in international negotiations, and China's high rate of economic development is serving to reinforce the legitimacy of its political system. But China's increasing defense expenditures, made possible by such economic growth, are heightening tension among neighboring countries who perceive China as a threat. Kiichi Saeki examines these positive and negative implications of China's rapid economic growth. Saeki is concurrently executive advisor to IIPS and vice president of the International Institute for Strategic Studies in Britain. Electoral systems can be powerful instruments for shaping the content and practice of politics in divided societies, such as Afghanistan; and their design needs to be closely linked to context. This paper explores the suitability of Afghanistan's electoral mechanisms in light of the nation's political system, social divisions, and the process, which led to their adoption. There is no perfect electoral system; and the winners of the country's first-ever presidential election and the subsequent assembly elections face the formidable challenge of transforming Afghanistan from a war torn fiefdom into a nation. Hamid Karzai's victory and Afghanistan's improved, although fragile, security environment appear to represent an important step toward democracy. Yet, elections and electoral mechanisms are a necessary but insufficient means to the introduction and endurance of constitutional democratic government. The legitimacy of Afghanistan's new democratic institutions will rest on the government's progress in producing results, such as disarming the private militias of powerful commanders, some of whom represent sizeable ethnic minorities, and curbing the burgeoning poppy cultivation. An electoral system is but one piece, significant but not the linchpin, of the schema of Afghan political dynamics.  相似文献

This article challenges the allegations in the existing literature concerning the effectiveness of the labor control system in Taiwan. The theoretical debates on the linkage between Taiwan's labor regime and the political/economic systems are critically reviewed. Mechanisms and practices of state and enterprise control of labor are analyzed. Utilizing data from an empirical survey, the effectiveness of the labor control system is evaluated by examining workers' perspectives on trade unions, labor dispute settlements, welfare practices, and employee participation. The results indicate that the alleged effectiveness of Taiwan's labor regime is in doubt, both at the state and enterprise level, and is subject to further empirical investigation.  相似文献

ABSTRACT

The pro-Kurdish nationalist mobilization in Turkey was mostly built on the right to self-determination aligned with the Marxist-Leninist ideology for the insurgent Kurdistan Workers’ Party (PKK) in the early 1980s and ethnic minority rights for the secular-leftist pro-Kurdish legal parties in the 1990s. The Turkish state mostly framed the legal and illegal pro-Kurdish mobilization as ‘the enemy of the state’ and ‘the enemy of Islam’ in its counter-insurgency efforts. However, in the 2000s, the PKK and the pro-Kurdish legal parties became more tolerant and inclusive toward Islamic Kurdish identity by mobilizing their sympathizers in events such as ‘Civic Friday Prayers’ and a ‘Democratic Islamic Congress’. This move aimed to function as an antidote to the rising popularity of the ruling conservative Justice and Development Party (AKP) and the Kurdish Hizbullah in the early 2000s. In other words, Islam and pious Muslim identity has increasingly become contested among Turkish Islamists, Kurdish Islamists, and the secular Kurdish nationalists. This article seeks to unpack why, how, and under what conditions such competing actors and mechanisms shape the discursive and power relationships in the Kurdish-Turkish public sphere.  相似文献

The research note comments on W. Veenendaal's article “A Big Prince in a Tiny Realm: Smallness, Monarchy, and Political Legitimacy in the Principality of Liechtenstein”. It is argued, inter alia, that the phenomenon of “princely self‐restraint” should not be underestimated in Liechtenstein's constitutional reality. The character of the microstate's actual political system strongly depends on the individual personality of the Reigning Prince . A strong monarch who acts as a political actor with his own agenda should not be conceptualized as a neutral traditional leader. From the perspective of many citizens of Liechtenstein, the principality's political system is legitimate since it combines traditional authority and legal‐rational authority in a unique way. Largely due to the powerful role of the government, the microstate is characterized by consensus‐oriented hierarchical governance. Elite surveys can be seen as a useful instrument to overcome some of the methodological pitfalls of the elite interview approach.  相似文献
