An interpretation of the Marxian theory of crisis that rejects the ‘Keynesianism’ of most post-war contributions on the topic. Various criticisms of Marx's position are examined and two popular but incorrect versions of the theory are discussed; the underconsumptionist and disproportionality theory of crisis. The proposed Sardar Sarovar Project (SSP) is the keystone of India's Narmada Valley Project, consisting of 30 large, 130 medium, and 3000 small dams. Backed by the Indian government and the World Bank (the tatter to the tune of $450 million in loans), the SSP has generated unprecedented opposition from farmers and others whose lands would be submerged by the project, as well as from many Indian environmentalists and environmental and human rights groups around the world. In 1990, under tremendous pressure, former World Bank President Barber Co noble called for the Bank to make an independent review of the project. The Team's Report of the Independent Review, which evaluated the resettlement and environmental impacts of the SSPt backed up the criticisms of the projecfs opponents. One of India's best known engineers, CNS Editorial Consultant KM. Datye, his associates, and other scientists working on sustainable development alternatives have produced a wealth of critical studies of large dam projects including the SSP project in India. Their conclusion is that there are technical alternatives to the project which better serve the interests of democratic control of water and energy resources, economic and social equity, and economic efficiency.  相似文献

The present crisis of capitalism differs from that of the 1930s in major ways. Investment has not collapsed, macroeconomic policy has moved away from instead of towards Keynesian ideas, and economic class conflict has played an important role. The rise of class conflict is attributed to structural, political and ideological changes in the advanced capitalist countries, and macroeconomic policy developments are interpreted as a response to the resulting difficulties. Reasons are advanced for the bouyancy of investment spending since 1973.  相似文献

Is it possible to conduct impartial clinical trials in a world full of digital networking tools that patients can use to coordinate themselves and act against research protocols? This paper builds on an ethnography of PatientsLikeMe, a company running an internet social media network where patients with different conditions share their clinical data with standardized questionnaires. The company faced a serious dilemma in 2011 when some ALS patients, members of the site, started sharing data about a phase II clinical trial of an experimental drug (NP001) in which some of them were participating, to anticipate the experiment’s outcomes and understand each one’s allocation over trial arms. In parallel, some other patients were using the site and other web tools to coordinate and run their own replication of the trial with homebrew mixes of industrial grade chemicals. PatientsLikeMe researchers reflected on their position as networks managers and eventually decided to use the collected data to develop their own analysis of the efficacy of the original compound, and of the homebrewers’ compound. They presented the NP001 events as a case in point for articulating a new social contract for clinical research. This paper analyses these events, first, by understanding the clinical trial as an experiment organization form that can succeed only as long as its protocol can be enforced; second, we observe how web networks make it dramatically easier for the trial protocol to be violated; finally, we point out how a potentially dangerous confluence of interests over web networks could incubate developments that disrupt the status quo without creating a robust and safe alternative for experimentation. We conclude by warning about the interests of the pharmaceutical industry in exploiting patients’ methodological requests to its own advantage.  相似文献

It has proven difficult to reconcile epistemic justifications of political authority, especially epistemic theories of democracy, with a basic liberal commitment to respecting reasonable value pluralism. The latter seems to imply that there can be no universally acceptable substantive outcome standard to evaluate the epistemic reliability of different political procedures. This paper shows that this objection rests on an implausible interpretation of political competence. In particular, the paper defends two claims: first, that epistemic theories of political authority are in fact compatible with a liberal commitment to respecting reasonable pluralism; but second, that if we take reasonable pluralism seriously, the standard of competence we should use is a pragmatic one. Good political decision procedures reliably fix practical problems of social coordination and adapt to new demands and developments; we need not demand that their decisions are all-things-considered just or optimal. This pragmatic account of political competence is compatible with reasonable pluralism, since on this basis we can comparatively evaluate political procedures without controversially asserting a single standard of ‘truth’ in politics. Hence, it is possible to give an epistemic account of political authority that works within a liberal theory of political justification.  相似文献

The current period of early consolidation has been a turning point in East‐Central European democratisation. It has provoked, however, a majoritarian‐consensual debate, first of all in Hungary, as is discussed in this article in a shorter theoretical and in a longer ‘empirical’ part. The introduction deals with the conceptual framework, followed by its application as a Hungarian case study in an East‐Central European context. It is argued that Hungary may be the model for the competing conceptions of democracy in political practice, since (i) an extended version of consensual democracy was established in the early 1990s but opposed by the first government; (ii) there was an attempt by the second government to complete consensual democracy but it failed; (Hi) an abrupt turn was made towards majoritarian democracy in the late 1990s by the third government. In Hungary there has been a long debate on majoritarian versus consensual democracy, involving politicians, experts and the general public. Finally, some broad conclusions can be drawn about the troubles of the young democracies.  相似文献

This article analyses if, how and why Scandinavian integration policies converged as a result of the refugee crisis in 2015, studying policies of permanent residence, citizenship, family reunification and access to social benefits. The analysis of policy processes finds that a logic of regulatory competition led to goal convergence, as all three countries explicitly adapted their policies relative to other countries’ policies. Nonetheless, when comparing the configuration of policy instruments and their settings, the cross-national gap persists as all three countries took restrictive steps, thus showing traits of path dependency. The conclusion discusses a severe challenge in the current policy convergence debate in the integration literature: how an insufficient level of precision (1) concerning different dimensions of the policies and (2) concerning how to assess convergence could lead to inaccurate and even opposite conclusions when interpreting empirical analyses.  相似文献
