This paper analyzes the rhetoric and policy goals of the living wage movement. While the rhetoric focuses on workers in the context of their families, the wage levels demanded by activists and mandated by laws are almost never adequate to support families with children, especially single‐parent families. We contend the problem is a fundamental, conceptual one: focusing only on setting a single hourly wage obscures the diverse needs of poor families. In this context, the needs of the most marginalized families (single‐parent families) become invisible. However, a “living wage” is recently being conceived more broadly by activists, in terms of wage and non‐wage work supports, and is seen as applying to the working poor more generally. We argue that the current transformation of the idea of a living wage must continue if the movement is to represent all poor workers. We explore implications for the policy agenda of the movement. 相似文献

Abstract This article evaluates the relative performance of housing programs in terms of neighborhood quality. We profile neighborhood characteristics surrounding assisted housing units and assess the direction of assisted housing policy in light of this information. The analysis relies on a housing census database we developed that identifies the type and census tract location of assisted housing units—that is, public housing, developments assisted under the Department of Housing and Urban Development, the Section 515 Rural Rental Housing Direct Loan Program, the low‐income housing tax credit, certificates and vouchers, and state rental assistance programs. We conclude that project‐based assistance programs do little to improve the quality of recipients’ neighborhoods relative to those of welfare households and, in the case of public housing, appear to make things significantly worse. The certificate and voucher programs, however, appear to reduce the probability that families will live in the most economically and socially distressed areas. 相似文献

Abstract It is clear that attempts to discern consumer attitudes toward neighborhood form yield only ambiguity. Denser, more walkable residential environments are impossible to define in a universally applicable manner because of the unique characteristics of an individual neighborhood and its relationship to a region's climate, tradition, and heritage. Consumer preferences are likewise ambiguous and contradictory; this is simply due to many Americans’ lack of personal familiarity with compact, walkable neighborhoods. 相似文献

Campaigning on behalf of the party? Party constraints on candidate campaign personalisation

This article analyses what makes political candidates run a party‐focused or personalised election campaign. Prior work shows that candidates face incentives from voters and the media to personalise their campaign rhetoric and promises at the expense of party policy. This has raised concerns about the capacity of parties to govern effectively and voters’ ability to hold individual politicians accountable. This article builds on the literature on party organisation and considers the possible constraints candidates face from their party in personalising their election campaigns. Specifically, it is argued that party control over the candidate nomination process and campaign financing constrains most political candidates in following electoral incentives for campaign personalisation. Using candidate survey data from the 2009 EP election campaign in 27 countries, the article shows how candidates from parties in which party officials exerted greater control over the nomination process and campaign finances were less likely to engage in personalised campaigning at the expense of the party programme. The findings imply that most parties, as central gatekeepers and resource suppliers, hold important control mechanisms for countering the electoral pressure for personalisation and advance our understanding of the incentives and constraints candidates face when communicating with voters. The article discusses how recent democratic reforms, paradoxically, might induce candidate personalisation with potential negative democratic consequences. 相似文献

Using two different data sources—municipal level data and individual data—we consider several hitherto unexplored aspects of the relationship between voting technology and election outcomes. We distinguish between introductory and permanent effects of electronic voting, and between national and municipal elections. We test for a possible asymmetry between the effect of moving from paper ballots to electronic voting, and vice versa, and we control for polling station density. We find a positive but temporary effect of electronic voting on voter turnout, a negative effect on the fraction of residual votes, and no effect on the share of left wing parties. 相似文献

Compulsory voting (CV) undoubtedly raises electoral turnout. Yet does it also affect individual party choices and aggregate election outcomes? Previous studies have focused on partisan or ‘directional’ effects of CV in favour of, for example, social‐democratic or anti‐establishment parties. These effects are usually small, however. Using survey data from the Belgian General Elections Study, this article finds that CV primarily affects the consistency, rather than the direction, of party choices. In particular, the analyses suggest that CV compels a substantial share of uninterested and less knowledgeable voters to the polls. These voters, in turn, cast votes that are clearly less consistent with their own political preferences than those of the more informed and motivated voluntary voters. Claims that CV promotes equal representation of political interests are therefore questionable. 相似文献

Abstract Newman and Schnare provide a useful portrait of where housing assistance ends up geographically. The evidence that certificate and voucher holders are less likely than public housing residents to live in the poorest neighborhoods is encouraging, as well as important for policy decisions. Unresolved in the article, and unresolvable with the data, as the authors themselves note, is the matter of how neighborhood quality is affected by housing assistance. The least popular housing developments have long been relegated to neighborhoods of least political resistance, a fact that constrains most local efforts to deconcentrate poverty. Futhermore, through the tax code, America spends about three times as much on housing assistance for middle‐ and upper‐income households as it does on assistance to low‐ and moderate‐income households. Thus far, we have not applied “fair share” principles either to the location of housing assistance or to its allocation across the income spectrum. 相似文献

This editorial introduces the theme of the symposium which addresses the most recent advances in the field of the nationalization of electoral politics. After a decade of an increasing number of contribution in this field, the symposium takes stock of the diversity of applications of nationalization studies, the progress in data collection, and its innovative methods in designs including it as both a dependent and independent variable and analyzing it both for legislative and presidential elections. The editorial reviews the growth and diversification of the literature over time and illustrates in what directions it has evolved mapping out an increasingly rich and complex theory. It links the articles of the symposium to this evolution of the literature and discusses their innovative character. 相似文献

The belief that human rights are culturally relative has been reinforced by recent attempts to develop more plausible conceptions of human rights whose philosophical foundations are closely aligned with culture-specific ideas about human nature and/or dignity. This paper contests specifically the position that a conception of human rights is culturally relative by way of contesting the claim that there is an African case in point. That is, it contests the claim that there is a unique theory of rights. It analyses three examples of what often passes as African conception of human rights arguing that they have little or nothing to do with human rights, are simply inadequate or are not African in the sense at issue in a cultural relativism. Along the way, it distinguishes between two meanings of the term African contending that to the extent that the practice of prizing the ‘community’ higher than any other value is definitive of African, the idea of African human rights remains suspect. 相似文献

Voter turnout has puzzled political scientists ever since Anthony Downs postulated the paradox of voting. Despite decades of research aiming to understand what drives citizens to the polls, the jury is still out on what the foundations of micro-level turnout are. This paper aims to provide a modest yet important contribution by taking a step back and summarizing where we stand and what we know. To this end, we review 90 empirical studies of individual level voter turnout in national elections published in ten top-journals during the past decade (2000–2010). Through a meta-analysis of the results reported in these studies, this paper identifies those factors that are consistently linked to individual level turnout. 相似文献

Does voters’ ability to discern who is responsible for policy outcomes affect voter turnout? Although particular institutional arrangements which influence this ability – known as clarity of responsibility – appear to affect how voters form retrospective judgements, existing literature is less informed about its role on voter turnout. This article argues that voters tend to turn out less if they cannot discern who is responsible for policy outcomes. This lack of clarity hinders the process of retrospective evaluations, makes the electoral stakes less profound, and dampens the voters’ political efficacy. Using 396 elections in 34 established democracies between 1960 and 2015, it is found that lower clarity of responsibility is associated with lower voter turnout. This study highlights the importance of clarity of responsibility, as it enhances democratic accountability, not only by encouraging retrospective voting, but also by increasing political participation. 相似文献

The New Zealand government set up a Royal Commission to consider the country's electoral system. It produced an unexpectedly radical Report, challenging some of the basic assumptions of the Westminster system under which New Zealand has been governed for 100 years. This article considers the wider implications of the Report, criticizing some of its assumptions, but accepting its basic analysis—a general philosophical dislike of the principle of concentrating power in the hands of the majority. We present theoretical and empirical analyses of candidates' platforms in the 2003 and 2009 Japanese House of Representatives elections, in an effort to understand candidates' strategic decisions to emphasize policy debates and to highlight their character-based qualities. Our study highlights the significance of comparative electoral advantages that motivate differing strategies between candidates from different parties, between candidates competing in rural versus urban districts, and between candidates contesting the 2003 versus the 2009 elections. Our study contributes to the growing literature that jointly analyzes politicians' policy-based vote-seeking strategies versus electoral appeals based on valence-related attributes such as competence, integrity, and leadership ability, that may appeal to voters because they enhance winning candidates’ performance in office. 相似文献

This paper uses U.S. city-level data on five public expenditure categories to test empirically whether the form of local government affects the amount of public good provision. This also serves as an empirical test of a theory of national politics that predicts higher provision of public good in parliamentary than in presidential regimes. The robust results indicate that: at the city level, the mayor-council form of government provides significantly more public good than the council-manager form of government for two of the public expenditure categories; and, at the national level, presidential regimes provide more public good than do parliamentary regimes. 相似文献

This paper considers the discursive conditions within on‐line communication spaces. The increasing use of electronic mail and internet relay chat as a form of communication, and the growing facination with multi‐user domains as a powerful dialogic space, has contributed to an emergent culture of virtual communities, in which participants engaged in dialogue no longer need to be present to ‘talk’ to one another. Indeed, the concept of telepresence is predicated on the idea that remote speakers can engage in a shared experience that is every bit as compelling as actually being in the same location. In order for this virtual communication space to be vivid, and to create the illusion o; f procimity, it has to efface itself as a signifying system. In other words, it has to behave according to the logic of oral rather than written communication. The introduction of reform of pension system of China is related to the additional expenses of the state.
