Mega-events and the developing world: A look at the legacy of the 2010 Soccer World Cup 总被引:1,自引:0,他引:1
Lindsay Harris 《South African Journal of International Affairs》2013,20(3):407-427
To consider the legacy of the 2010 Soccer World Cup, after a brief introduction covering the socio-economic and political background of South Africa, this paper defines mega-events, highlighting the additional challenges faced by developing countries competing for hosting privileges versus more developed countries. It focuses on a few examples of perceived tangible benefits to South Africa arising from hosting the World Cup, specifically the construction of several new stadiums, the increase in tourism, and the highspeed ‘Gautrain’, versus the opportunity costs of expenditures on large scale projects that do not directly meet the needs of the poor of South Africa. Finally, an examination of the value of the often over-looked intangible benefits of mega-events like the World Cup follows, including increased national unity in the face of several centrifugal forces and improved international perceptions, especially as the latter relate to South African and African potential. What is the true legacy of the 2010 Soccer World Cup? The discussion will attempt to answer this question. 相似文献

Existing analyses of South African foreign policy have neglected the geopolitical and legal dimensions of the Antarctic and South Atlantic. Emphasis will be placed on three aspects ‐ South Africa and the Antarctic Treaty System (ATS); the ongoing debates about a South Atlantic security pact in the 1960s and 1970s and the international condemnation of South Africa by the Developing World in the 1980s. The article concludes with a examination of future prospects for the only African country involved in the polar continent. 相似文献

This article aims to trace South–South cooperation political lineages connecting the Non-Aligned Movement and the IBSA (India, Brazil, South Africa) Forum. In order to determine whether IBSA could be considered the ‘heir’ to Bandung's principles, we analyse the concepts of ‘Third World’ and ‘Global South’ as well as their current applicability, the interpretations provided by existing literature on the IBSA grouping, and its member countries' shared views on different issues of the international agenda. The article also considers the historical evolution of ‘Southern’ diplomatic thought and actions. IBSA's actions and history, as well as its members, are studied to grasp how they are related to the Third World movement in the Cold War.

ABSTRACTThis article analyzes Chinese contributions to the Afro-Asian Writers’ Bureau’s efforts to reinvent World Literature from an anti-imperialist and anti-capitalist perspective. The Afro-Asian Writers’ Bureau was founded as a counter-narrative to Eurocentric conceptions of World Literature and universal culture. The AAWB’s vision was inspired by a Marxian understanding of worldliness. Relying on Chinese archival materials, this article shows how Chinese representatives to the AAWB, including Zhou Yang and Mao Dun, shifted from an explicitly Soviet, socialist-realist model for World Literature inspired by Maxim Gorky to a progressively independent, nationalist course in the wake of the Sino-Soviet split. The story of the AAWB is one of competing universal visions. The Chinese contributions to the AAWB are also reflected in China’s current expanding cultural influence and soft power in the Global South. 相似文献

Attitudes towards German Immigration in South Australia in the post-Second World War Period, 1947-60
Considering the reaction against Germans in Australia during and after the First World War, it is surprising that German immigration to Australia was permitted again soon after the Second World War and even subsidised by the Australian government. Just seven years after the second war fought with Germany within a generation, Australia signed a five-year agreement to permit Germans to immigrate. This article examines the extent of the Australian public's acceptance of this policy during the period from 1947 to 1960. It concentrates on the state of South Australia where some of the earliest settlers in the colony had been of German origin, where their behaviour and achievements had been praised in historical writings about the colony, and where German immigrants may, therefore, have been viewed more positively. Yet there was some suspicion towards and discrimination against Germans in South Australia after 1945. Negative stereotypes of Germans were apparent in comments made by politicians and in press reports. However, these fears were minor and faded even further when more Germans arrived in Australia. 相似文献

Abstract This article addresses the role of the university and institutions of higher learning in carrying out the mandate of the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance (WCAR), held in Durban, South Africa in 2001. The active contribution of the university is anticipated in Article 98 of the Programme of Action published in the Report of the World Conference (2001), which clearly states:
We emphasize the importance and necessity of teaching about the facts and truth of the history of humankind from antiquity to the recent past, as well as of teaching about the facts and truth of the history, causes, nature and consequences of racism, racial discrimination, xenophobia and related intolerance, with a view to achieving a comprehensive and objective cognizance of the tragedies of the past. 相似文献

Whyalla epitomised the promises of industrialism and consumerism during Australia’s Golden Age of capitalism, roughly 1945–1975. Located on South Australia’s Eyre Peninsula, Whyalla was a bustling industrial town (later a city) following the Second World War. It was home to the shipyard of Broken Hill Proprietary Company Limited (BHP) and, from 1965, a steelworks. Before the war, Whyalla had been a company town, one planned and directed by BHP. Following the Second World War, it had morphed into a hybrid public–private town, albeit one that was heavily influenced by BHP, so much so that many still considered Whyalla to be a company town. Drawing from company materials, parliamentary records, oral histories, and the Whyalla News, this article argues that, together, BHP, the South Australian government, and residents conveyed and developed Whyalla to be an “Industrial Eden”. These actors forged postwar Whyalla to be a metaphor for what BHP, South Australia, and, ultimately, Australia had to offer. Whyalla represented progress, modernity, abundance, and stability. Moreover, it was presented and even accepted as a great place to live and work. For a moment, Whyalla was a capitalist utopia. 相似文献

The United States, Japan, and South Korea should be considering ways and means to involve North Korea in regional cooperation. In the economic sector, the United States and South Korea might support the Northeast Asia Economic Forum and the Tumen River Area Development Project. The United States might also encourage Japan or South Korea to lead discussions on the possibilities of an Association of Northeast Asian Provinces, a Northeast Asian Development Bank, a regional labor market, and forums on regional transportation and communication, shipping and navigation, and air traffic management. All should support North Korea’s joining the World Bank and the Asian Development Bank. The need to monitor or retrieve the dumped Russian nuclear submarine reactors in North Korean waters is a serendipitous opportunity for broaching multilateral environmental cooperation. 相似文献

This article considers the overwhelming and lasting popularity of the country singer, Jim Reeves, in South Africa. Interpreting the press and radio coverage of his two tours to the country (1962 and 1963) and two recent biographies, it considers the ways in which this representative of the Nashville Sound was constructed to appeal to particular sectors of the South African community. Reeves’s habitus was constructed – despite all evidence and behavior to the contrary – as respectable, devout, and loyal to Afrikaner nationalist ideology. The argument considers the ways in which this conservative demeanor bridged the bucolic imaginary and aspirant modernism of apartheid South Africa. 相似文献

In over forty years of relations with the United States, South Korean decision-makers have had plenty of time to estimate
the costs and benefits of acquiring nuclear weapons. The puzzle becomes why South Korea did not develop an operational nuclear
capability, given the North Korea threat, the weakening of the U.S. guarantee, a vibrant economy, and an advanced nuclear
manufacturing base. This case provides proof that U.S. rewards and threats significantly affect Third World states' nuclear
decision-making and that the United States has greater influence with smaller and more vulnerable states than with larger
and more technologically advanced states. 相似文献

The World Bank's endorsement in the 1990s of institutional reforms as a constitutive dimension of economic development led to the adoption of a governance agenda. The paper analyses the role the Bank exercised in Argentina and explains its influence in the adoption of a new state model, of new state civil society relations and on particular key components of democracy. This paper argues that while the Bank has helped to set up an agenda of reform regarding governance problems, the push for particular policies and practices has also produced partial and contradictory results on the consolidation of democracy. 相似文献

In this article, the author, who played an instrumental role in the post-apartheid development of South Africa, argues that there is a clear need for some ‘All of Commonwealth’ initiatives for the reconstruction of South Sudan. In particular, he advocates the creation of an Eminent Persons Group along the lines of its 1985 South African predecessor, and notes that the strategy suggested may lead to Canadian re-engagement with the Commonwealth. 相似文献

This article assesses the prospects for a clearly articulated economic diplomacy approach in South Africa's foreign policy. It argues that while South Africa's foreign policy has been to a considerable extent normatively grounded, it has failed to develop a coherent economic diplomacy that is based on focused and distinctly expressed priorities. This is a crucial gap that limits the country's ability to respond to regional and global changes, in particular those posed by emerging powers. The article identifies a number of gaps in South Africa's foreign policy approach and highlights its oblivion to global developments and geopolitical dynamics in the African continent. It sets out possible policy outlines for developing a clearer and stronger economic diplomacy. The building blocks for such an approach include the identification of strategic foreign policy priorities; greater institutional co-operation among agencies dealing with economic and foreign policy development; synergies between corporate strategies and government's foreign policy objectives; and the need for South Africa to develop a stronger leadership ambition in the African continent, both to contribute to Africa's development and to pursue its own economic interests. This ambition will require awareness of South Africa's own limitations, thus focusing the better part of its foreign policy on a limited set of countries that match strategic priorities. 相似文献

This article analyzes the developmental impact of two of the earliest investments made by Chinese companies in South America, the Shougang Corporation's mining activities in Peru and Andes Petroleum's oil extraction operations in Ecuador. The article draws attention to the importance of contextualizing and disaggregating instances of Chinese resource‐based investment in order to adequately grasp the complexity of processes that are contingent to particular regimes of natural resource governance, companies' backgrounds, and the strength and nature of local reactions, among other factors. It thereby encourages a critical examination of Chinese investment in South America that explores how the characteristics of that investment are reshaped by the long and contested histories of resource extraction in the region, the promotion of and resistance to particular visions of development, the agency of multiply situated and complex actors, and the wider transnational production networks in which resource extraction processes are embedded. 相似文献

Abstract This article gives an overview of the British Empire’s participation in the First World War. The roles of Australia, Canada, India, New Zealand and South Africa are well documented but there was also a significant contribution from and impact on the smaller and more peripheral territories. These are well covered in Sir Charles Lucas’s multi-volume series The Empire at War. Although very much of its time, written for and by an imperial elite and now neglected, it remains an invaluable record. 相似文献
