With the dramatic changes in the international and domestic environment, the African National Congress (ANC) has been faced with reconciling the policies of liberation with those of a political party. In response, the ANC has taken up a series of positions representing a new foreign policy outlook, one which takes cognizance of both the changing international environment and the ANC's new role as an emergent political party on the verge of taking power. This paper will investigate this transformation of ANC foreign policy by first examining the broad outlines of policy during the period of the liberation struggle; secondly, looking at the nature and effect of the crisis induced by both the end of the Cold War and the implementation of the South African government's radical reform programme; and finally, examining the preliminary contours of a new foreign policy as the organization emerges out of the transitional period and into the role of governing power.  相似文献

Guided by a federalist vision of European integration, Germany used to be a staunch supporter of a European security and defence policy. Whereas Germany's rhetorical support has remained unchanged, it has turned into a laggard in implementing the commitments arising from a European Rapid Reaction Force. Drawing on an interactionist framework, this article demonstrates that Germany's change of course is neither in line with a Europeanised identity nor a result of any deliberate grand strategy to renationalise defence policy. Rather, Germany's failure to live up to its commitments is best understood as an unintended consequence of its integrationist policies in the early 1990s.  相似文献

This article analyzes Estonian macroeconomic policy since the country regained independence in 1991. Estonia was the first post-communist country to introduce a currency board in 1992, and consecutive governments have systematically prioritized macroeconomic stability and fiscal prudence. Estonia implemented an internal devaluation in 2008–2009, which enabled it to become the first post-Soviet republic to adopt the euro in 2011. This article explores the origins of the currency board and shows how institutions, interests, and ideas have contributed to Estonian exceptionalism in macroeconomic policy and to euro adoption. It demonstrates that the Estonian experience can shed light on the political prerequisites of internal devaluations, which may be of great relevance both to current and future Central and Eastern European euro area members.  相似文献

Abstract

Few would deny that the Soviet occupation has had an effect on post-restoration policy making and implementation in Latvia. Indeed, many commentators of post-Soviet politics insist that we must come to terms with the Soviet to understand the post-Soviet. In our view, the effects of the Soviet legacy on the policy process are clearly apparent in post-restoration Latvia, specifically in the area of language education policy. This article argues that both Soviet and post-Soviet policy making and implementation can be characterized in three ways: duplicity, a Soviet ethos, and “professionalization”. In what follows, we first engage with the Soviet policy process in general and the 1958–59 education reforms specifically. Based on interviews with education professionals, teachers and parents, we then analyze Latvian education laws and their implementation in 2004, highlighting the legacy of Soviet governance.  相似文献

Analysing the careers of members of the Bundestag Standing Committee for Labour and Social Affairs, the paper demonstrates that the ties between social politicians and social policy organisations such as trade unions, faith-based social policy organisations, independent charity organisations, works councils and social insurance institutions have become blurred. Since the 1990s social politicians have become more focused on political careers in the party and in parliament than on social policy. The new social politicians are party politicians who have distanced themselves from the interest groups. The qualitative change in parliamentary personnel is explained by changes in electoral politics, parties and interest groups. The author argues that the weakening linkages confirm contemporary research results on change in German neo-corporatism.  相似文献

The adoption of Imihigo as a new tool for public policy implementation emerged from the persistent observation that the existing bureaucratic system continued to react ‘in slow motion’ while the improvements promised by the government required more responsiveness. Although originally, its initiators conceived this new system as a home-grown solution, based on empirical findings, this article shows that it evolved in the form of a hybrid model relying on two opposite mechanisms to increase public service delivery: the spirit of emulation of local leaders rooted in tradition and the external control of performance rooted in the new public management philosophy.  相似文献

This paper analyses the growth trajectory of China and related structural change to assess China's capacity to continue its rapid growth over the next decade. The evidence demonstrates that the multi-path approach undertaken has enabled China to transform its economy from low value-added towards high value-added activities through structural change from low to high value-added industries, as well as upgrading within industries. In doing so, China did not follow the neo-liberal advocacy of freeing markets. Selective state interventions facilitated China's transformation from an agricultural to an industrial economy over the last few decades. Upgrading towards higher value-added activities and the continuing strength of macroeconomic indicators, such as balance of payment and capital account surpluses, and low trade intensity of GDP and debt service along with significant deepening in human capital and R&;D activities, suggests that China will continue to grow relatively rapidly over the next decade. To do this China needs to find solutions to growing deficits in power and water supply, and potentially dangerous political upheavals if growing economic inequality problems are not solved.  相似文献

Abstract

Mainstream human rights ideas that most of us are familiar with today evolved from the European Enlightenment and the secularization of thought and society of the last 150 years. These ideas have contributed significantly to human civilization in at least four ways. One, they have endowed the individual with certain basic rights such as the right of free speech, the right of association, the right to a fair trial, and so on. Two, they have strengthened the position of the ordinary citizen against the arbitrariness of power. Three, they have expanded the space and scope for individual participation in public decision-making.
