Abstract

The work of Herbert Marcuse, unlike that of certain of his col leagues at the Institut für Sozialforschung, is most often maligned as being excessively positive and identitarian. His work on Freud, for example, is criticized for being grounded in a crude biological determinism which points towards an ultimate reconciliation of both psychic and social conflict. This essay will attempt to counter such readings by critically juxtaposing Marcuse's concept of non-repressive sublimation with Cornelius Castoriadis's understanding of psychic socialization. It will be suggested that the affinities between Marcuse and Castoriadis's appropriations of Freudian metapsychology reveals the degree to which the former can be read as a radical democratic thinker affirming the values of autonomy and creativity. This reading demonstrates that Marcuse has much to contribute to contemporary debates on the role of the aesthetic and the sensuous in democratic theory.  相似文献

This paper examines business associations in a context where the state is being contested from below, focusing on Diyarbak?r, a major Kurdish city in Turkey. Against the backdrop of armed conflict, reform processes triggered by the country’s EU candidacy and socio-economic change, Diyarbak?r has become a contested zone over which the Turkish government and the Kurdish movement have been competing for control. Local business associations have also been implicated in such contestation. Considering the situation of dual power and moral economy at the local level, the paper examines how these associations deal with an adverse situation that is characterized by political instability and uncertainty. The analysis shows that business leaders have been able to make the ‘best’ of the situation.  相似文献

ABSTRACT

Saraço?lu deals with the ways in which the Kurdish migrants living in the western cities of Turkey have been identified in middle-class discourse by certain pejorative labels and stereotypes. He argues that this new Kurdish image demonstrates the ethnicization of longstanding anti-migrant sentiments in Turkey. He develops and substantiates the argument by means of qualitative data gathered in a field study in ?zmir between June 2006 and July 2007. The study involved ninety in-depth interviews with middle-class individuals living in the city and explored their anti-Kurdish attitudes. Through a close analysis of two of the common stereotypes that these interviewees deployed in the interviews—namely, that the Kurds were ‘benefit scroungers’ and that they ‘disrupt urban life’— Saraço?lu explores the formation of the urban social context in which such perceptions have emerged. Close examination of the narratives of the middle-class respondents indicates that the development of a new image of the Kurds has occurred in an urban context shaped by the neoliberal transformation of Turkish cities, on the one hand, and the internal displacement of Kurdish migrants, on the other.  相似文献

Abstract

This article challenges the notion that volunteer and government supported social services are in some sort of fundamental opposition. The problem arises when volunteerism is proposed as a substitute for state action in the arena of social welfare. Seeking to justify recent cutbacks in federal monies for social services, the Presidents’ Summit deliberately avoided this issue. Nevertheless, taken within the context of the principle of governmental responsibility for social well‐being, voluntary association—private, but collectively organized action in the public sphere of civil society—is a necessary condition of democratic life.  相似文献

Abstract

One way of providing a focus for critical theory today is to articulate those substantive and robust norms of egalitarian justice that would appear to be presupposed by the idea of a republican and democratic constitutional order. It is suggested here that democratic justice requires the equalisation of effective communicative freedom among all structurally constituted social groups (SCSGs) and that this will have far-reaching implications that entail the deconstruction of all social hierarchies in both domestic and global orders. This argument is presented in three sections. The first defends the focus on groups rather than individuals in theorising democratic justice. The second intervenes critically in contemporary debates surrounding the theoretical relation between various aspects of justice including the demands of redistribution, recognition and political empowerment. The third turns to the challenges for critical theory presented by a complex and multifaceted process of globalisation and it defends a qualified form of cosmopolitanism and high lights the need for a radical democratisation of the international order.  相似文献

Abstract

Civic participation and its role in increasing social capital is touted as a key element in the regeneration of urban communities. This approaches assumes that urban communities are homogenized collective interests and misses the diversity of interests that capitalize on the growth of institutionally supplied social capital brought about through redevelopment projects. This article examines the participatory processes in a Southern California urban community using social and cultural capital frameworks to show that resident participation is a classed and racialized project that privileges those with dominant knowledge, cultural awareness and language skills. The field of contestation, or the political space developed by institutional players for urban regeneration also plays a key role in determining who participates and how decisions are made. While civic participation is presented as a process that is democratic and open to all, this article argues that participation exists within a cultural context that much like the ‘hidden curriculum’ in education, privileges the knowledge of dominant groups.  相似文献

ABSTRACT

This article explores the recent resurgence of realism in the political sciences, questioning its relevance for democratic theory. Starting from a critical review of recent works in the field, the article calls into question the relevance of empirical investigations of political reality for normative theorizing, and contends that some of the normative conclusions advanced in this literature are not warranted. More precisely, the article questions the reliability of studies of political behavior and of political opinion as a sound basis on which to draw normative inferences about democratic legitimacy. It contends that the kind of epistemic realism their authors promote cannot deliver what it promises. The article concludes by proposing an alternative interpretation of the democratic principle as a practical postulate of political reason that reconciles empirical evidence about political behavior with the classical interpretation of democratic legitimacy.  相似文献

ABSTRACT

The article explores whether study abroad programmes sponsored by multilateral and bilateral development organizations and private philanthropic foundations promote civic engagement of their alumni upon their return to their home country. The article focuses on the case of Kyrgyzstan, which has had a number of international study abroad scholarship programmes since its independence from the Soviet Union in 1991. The research was exploratory and utilized in-depth interviews for collecting data.

In agreement with the literature, the research found that the alumni of scholarship programmes had experienced changes in their values and worldviews as a result of being exposed to a new environment but also of having a formalized study programme that enabled them to critically reflect on their own country and culture and to expand their knowledge in the new context. These changes prompted most participants in the research to be civically engaged in the social and political issues of their society in their home country through voluntarism. Importantly, the article expands the literature by arguing that this civic engagement has positive implications for the development of civil society and democratic values and practices in Kyrgyzstan.  相似文献

“Ireland is the “Emerald Isle” in popular imagination. There is certainly some truth in this, since of all European countries the Republic of Ireland is the least ecologically ravaged. Ireland has been spared many of the ecological problems that afflict other Western capitalist countries due principally to its relatively underindustrialized nature. It is therefore a rather special case in the general development of red!green political dialogue of the type that typifies the realignment of European oppositional politics along an emerging continuum stretching from red/green/new social movements to conservative/christian democratic/neo‐fascist parties. ABSTRACT

Toleration is usually regarded as a pivotal democratic virtue that should be cultivated in the educational systems of liberal democracies. The concept of toleration, however, is marked by deep ambivalence. Power-theoretical criticisms of toleration as a political and educational ideal have emphasized that discourses of toleration are entangled with societal power struggles, and tend to naturalize social hierarchies and reify individual and collective identities. Given this criticism, toleration refers not just to justificatory problems concerning the limits of political or pedagogical authority, or to the peaceful negotiation of conflicts that pervade pluralistic societies. On the contrary, toleration itself seems to create and perpetuate precisely those political conflicts that it is meant to contain. This contribution develops a defence of toleration as a coherent and sound aim of public education and as a democratic virtue against the power-theoretical critique.  相似文献

The fall of Soeharto's long-entrenched authoritarian New Order regime in 1998 raised hopes among many about a transition in Indonesia to a liberal democratic system of politics. However, Indonesia's new democratic institutions have been captured and appropriated by predatory interests, many of which were nurtured and incubated in the New Order. These have merely now reconstituted and reinvented themselves in Indonesia's new democracy. The article assesses these developments in the light of many of the assumptions of the still influential and growing 'democratic transitions' literature and on the basis of case studies in two Indonesian provinces, Yogyakarta and North Sumatra. These show that gradual reform since the fall of Soeharto has allowed the rise in political fortunes of those formerly entrenched in the lower levels of the New Order's formerly vast system of patronage, including its political entrepreneurs and henchmen. On the other hand, those social forces that were marginalized under the New Order, for example organized labour, remain politically excluded.  相似文献

Abstract

This paper suggests that pragmatism makes a distinctive contribution to the theory and practice of radical democracy. It investigates the relation ship between the renewal of interest in pragmatism and the recent attempts to develop radical democratic alternatives to political liberalism. With particular reference to the contemporary critical social theory of Habermas and Honneth, the paper outlines key dimensions of the civic republican, deliberative democratic and reflexive cooperative reconstructions of John Dewey's conception of democracy. These reconstructions are shown to have explicated important pragmatist insights concerning public participation in civic associations, the discursive practices of deliberation, and the cooperative organization of the division of labour. However, it is argued that each of these reconstructions pre suppose some facet of the additional pragmatist understanding of the creativity of action and that the most distinctive contributions of pragmatism to radical democratic theory and practice derive from a notion of democracy as instituted and emergent meaning.  相似文献

This paper identifies and responds to four critiques of democratic contractarianism, as advocated in Democratic Justice and the Social Contract, to be found in this symposium. The first is that, as a contingent practice-dependent account of justice, democratic contractarianism lacks the capacity to explain civic cooperation. The second is that, despite its intentions, Democratic Justice does not lay out an authentic contractarian theory. The third is that the theory is incompatible with our considered judgements about justice. And the fourth is that the ambition of Democratic Justice to use the empirical method to compensate for the failures of hypothetical contract theory fails because all social science needs interpretation. To each of these critiques, replies are offered, drawing attention to the way in which democratic contractarianism exemplifies a logic of social cooperation to mutual advantage that is compatible with justice provided the cooperation emerges from a bargaining situation of roughly equal power.  相似文献

In his Democratic justice and the social contract, Weale presents a distinctive contingent practice-dependent model of ‘democratic justice’ that relies heavily on a condition of just social and political relations among equals. Several issues arise from this account. Under which conditions might such just social and political relations be realised? What ideal of equality is required for ‘democratic justice’? What are its implications for the political ideal of citizenship? This paper focuses on these questions as a way to critically reconsider Weale’s model. After presenting Weale’s procedural constructivism, I distinguish his model from an institutional practice-dependent model, one salient example of which is Rawls’s political constructivism. This distinction allows for a formulation of the social and political equality required for justice in each case. The contingent model assumes that an equality of ‘status’ will generate just social practices, yet it fails to recognise that an equality of ‘role’ is also important to ensure citizens’ compliance. The paper ultimately seeks to show that the contingent model is insufficient to ensure that just social practices will become stable.  相似文献

Abstract

There is an underlying optimism in much of the literature that considers the emergence of social movements as being associated with deepening processes of democratization. The expansion of civil society is seen to expand political space. This paper takes a critical lens to this perspective, using recent political events in Thailand as a case study of the political strategies and alliances of social movements. We examine the debates that saw many social movements and their leaderships initially support elected Prime Minister Thaksin Shinawatra and his Thai Rak Thai Party only to see this support drain away as these same movements called on their followers to bring down the government. More importantly, we examine how these movements came to ally with conservative forces associated with the palace and military. Based on the Thai case study, we suggest that these seemingly unlikely outcomes result from the very nature of social movements. Leadership by middle-class activists, the need for alliances, the development of networks, and a focus on single issues and identities leads social movements to make substantial political compromises. The consequences can be negative for democratic development.  相似文献

China's mounting unemployment in recent years is an unintended but predictable consequence of the economic reform with an open labor market. It has turned into a major political crisis in a "socialist state" where not only security but also sovereign dignity of labor remain central to the constitutional mandate and, however lingering, to popular expectation as well. This article traces the origins of the crisis, explores linkage between participation and recognition, explains mutual relevance of the EuroAmerican "future of work" debate and the Chinese experience, and argues for creative adaptation toward an alternative. It concludes with an observation that participatory activities beyond salaried jobs would require guaranteed social security; and only institutional innovations in public policy that enable democratic control by citizens over resources and management can forge a new social contract for overcoming unemployment.  相似文献

ABSTRACT

It is time to reclaim the egalitarian democratic purposes of public universities. Public universities and colleges play a crucial political and public role in a democratic society. Yet much of the higher education literature looks at higher education through an economic framework. This paper argues that a healthy and broadly accessible higher education system serves the democratic public interest in a democratic polity such as the United States. It concludes by arguing that public universities could serve the public interest more effectively with an expansive view of who the “public” is and of their role as anchor institutions for democracy.  相似文献

Carbon democracy     
Abstract

States that depend upon oil revenues appear to be less democratic than other states. Yet oil presents a much larger problem for democracy: faced with the threats of oil depletion and catastrophic climate change, the democratic machineries that emerged to govern the age of carbon energy seem to be unable to address the processes that may end it. This article explores these multiple dimensions of carbon democracy, by examining the intersecting histories of coal, oil and democracy in the twentieth century. Following closely the methods by which fossil fuels were produced, distributed and converted into other forms of socio-technical organization, financial circulation and political power, the article traces ways in which the concentration and control of energy flows could open up democratic possibilities or close them down; how connections were engineered in the post-war period between the flow of oil and the flows of international finance, on which democratic stability was thought to depend; how these same circulations made possible the emergence of the economy and its unlimited growth as the main object of democratic politics; and how the relations among forms of energy, finance, economic knowledge, democracy and violence were transformed in the 1967–74 oil–dollar Middle East crises.  相似文献

This paper is concerned with the problem of academic acquiescence in the decline of public discourse in the United States. Noting current tendencies for the university to operate as another transnational corporation, the argument targets and probes post-communal professionalism which as a sub-ideology is linked to the dualistic social imaginary of the corporate state. Discussing works by Rieff and Lasch, the critique situates this ideology in the liberal-progressivist middle-class culture that is much more bound to the transnational corporate state's consumer culture than many academics wish to acknowledge. A theoretical critique of the subjectivization of postmodern "resistance" is presented as one way of facilitating democratic Left intellectual interest in pursuing a true "border politics" between academic and general cultures. Disembodied, placeless visions of professionalism must be replaced with perspectives and projects foregrounding agency rather than "identity" and political action rather than "self-fulfillment." Scholars critical of the university's role in corporate globalization should take a lesson from John Dewey's "civic professionalism" and envision a post-professional politics projecting democratic public spheres that connect with recent political forms of grassroots globalization aiming at more sustainable ways of life.  相似文献
