This paper compares the system of social maintenance and insurance in the Soviet Union, which was in force in the three Baltic countries before their independence, with the currently existing social security systems. The aim of the paper is to highlight the forces that have influenced social policy transformation from its former highly universal, however authoritarian form, to the less universal, social insurance-based systems of present day Lithuania, Latvia and Estonia.It will be demonstrated that the welfare–economy nexus is not the only important factor in the development of social programs. Rather, social policy should be studied as if embedded in the political, historical and cultural aspects of a given society. The people’s attitude towards distributive justice will be highlighted as being one of the most important factors for either social policy shortcomings or expansion.This paper takes steps to combine quantitative and qualitative data.  相似文献

While post-war economic development In market economies was characterised by geographical concentration of economic activity, this was not the case in the Soviet Union. Soviet economic development resulted in a highly dispersed economic landscape with mono-industrial towns scattered around the country. One plausible reason for this was low perceived transport costs as seen by Soviet planners. Another reason was that political and not only economic motives governed industrial location (Maurseth, 2001a). In addition to the sheer size of the country, these factors made the Soviet Union one of the most transport-intensive economies in the world. The post-Soviet Russian economic geography faces Russia with important challenges. Production, population and employment patterns are likely to change dramatically. There are at least four reasons for this hypothesis. The first is structural change in the Russian economy. Production patterns in Russia were highly distorted. In the future industrial production, and in particular heavy industry, will represent a smaller share of total production while consumer industry and services will probably experience relatively higher growth rates. The second reason to expect a changing economic geography is that transport costs are likely to increase. While the Soviet Union implicitly subsidised transport heavily, Russia now faces important challenges due to increasing transport prices. The third reason for expecting change is population changes. Recently, migration from the climatically least hospitable areas has been growing. In the future, these trends are likely to continue. Fourth, and partly as a consequence of the above-mentioned factors, market access will probably become more important for location of Russian industry. The Russian economic landscape is therefore likely to become more concentrated in the years to come.  相似文献

Following the assumption that the middle class is important in the transition from communism to a democratic market society as its leading actor and guarantor of social integration, this paper presents evidence of the benefits it has gained from economic and social reforms. As these have turned out to be rather modest, it is likely that the middle class will be more reserved in its political support for a rigorous transformation. Special attention is given to the distribution and redistribution of income in which the middle seems to have been neglected, in comparison to the lowest and upper strata which have become better off. Evidence based on official statistics is complemented by a survey of attitudes which document both the still strong endorsement of the middle class with regard to the implemented changes and a certain split between the ‘old’ and ‘new’ component of this important social category.  相似文献

The paper compares political ideas and acts in the Soviet Union under Gorbachev and in Communist Vietnam. It argues that the Gorbachev group, committed to progressive change, concluded that power granted to them by their position in the Soviet system needed to be eliminated, creating a ‘boot strap’ problem. To secure progressive change they had first to destroy their own power base. By contrast, the ruling Vietnamese Communist Party (VCP) attempted, in the two decades after the emergence of a market economy in 1989–1991, to rule an increasingly open society through Soviet political institutions. By the late ‘noughties’ Vietnam faced a crisis of domestic sovereignty, with politics largely a matter of spoils, with policy largely irrelevant and unimplementable, and usually blocked by powerful interests. The paper argues that Hinsley's notion of the sovereignty issue makes this situation far easier to analyse. It argues that the Gorbachev group's analysis would have led to them predicting that the VCP's attempt to use Soviet institutions to rule over a globalising and increasingly open society with a market economy would lead to a crisis of political authority, and that they would have been correct. This leads to the counter-intuitive position that the Communist Party of the Soviet Union was a success ? in that it managed to solve a serious political problem, i.e. how to create the preconditions for a political system suited to a market economy in a relatively open society – and the VCP a failure.  相似文献

Two aspects of Western public finance, the economic theory of federalism and public choice theory, have insights that, if adopted in the Soviet Union, could help improve its resource allocation to permit economic growth, mitigate the problems it has with its minorities, and aid the transition away from a centralized, Communist-Party-dominated State and society. The economic reforms proposed by Chairman Mikhail Gorbachev are briefly summarized and criticized in the context of a summary discussion of governmental decisionmaking in the Soviet Union. Lessons are identified from the U.S. historical experience that suggest certain steps to improve local government as necessary preconditions for improving Soviet economic efficiency. These are free local elections, a free local press, an independent judiciary with real authority to protect the integrity of the press and local elections, real decentralization of political power to the regions, steps toward equalization of fiscal capacity among the regions, increased citizen mobility, and adoption of actions to provide incentives for Western investment in local government capital formation. This last precondition requires a convertible currency. (To achieve a convertable currency may require other economic and political changes that are beyond the scope of this paper.) In the network of political and public administrative actors the public administration plays a key role. Countries previously influenced by socialism or communism, that joined the European Union in the two most recent accession waves, and are now undergoing strong change, are investigated to determine whether—and to what extent—public administrations influence transition processes to more democracy and market economies. With a regression analysis it is demonstrated that a qualitatively better functioning public administration makes a positive impact on transition, its effectiveness, and sustainability. The regression analysis also offers arguments for the view that public administrations are important actors when it comes to the implementation of EU standards.  相似文献

Abstract

After the deluge of archival declassification that took place following the collapse of the Soviet Union, historians of Soviet society, and of the political police in particular, are still denied access to the FSB archives in Russia. However, a combination of political turmoil and military conflict has led to the opening of the entire archives of other Soviet-era political police services. This article will discuss why research into the Soviet political police remains critically important, examine the opening of the archives in Georgia and Ukraine, and explain what these archives contain and how to use them. Finally, possibilities for new areas of research are explored.  相似文献

The early Soviet Union, the People’s Republic of China (PRC), and independent India inherited vast territories and multi-ethnic populations from the preceding empires. Their maintenance was a political and administrative challenge. The Soviet Union devised an archetype of ethnoterritorial federalism, in which nationality groups were granted their own administrative territories and subnational governments. The PRC and India imitated this system selectively, aware of its dangerous centrifugal tendency. The collapse of the Soviet Union discredited ethnoterritorial federalism, but none of the three countries has since devised a new system of multinational integration to replace it.  相似文献

Taking into account recently published evidence on Taiwan's relations with the Soviet Union during the Cold War, this article examines the official and secret contacts between Moscow and Taipei from 1949 to 1988. It argues that despite some consideration given to a possible cooperation, Cold War hostility suited Taiwan and the Soviet Union more than collaboration. Taipei resorted to the ‘Soviet card’ in the 1970s to hinder Sino–American rapprochement, but never abandoned anti-Sovietism as the foundation of its diplomacy. The Soviet Union, for its part, prioritized normalization of relations with China and avoided rapprochement with the ROC, which could have only further strained ties with the PRC and accelerated the formation of the Sino–US united front against Moscow.  相似文献

The disintegration of the Soviet Union had profound economic and social effects on many of the newly independent transition economies. Nowhere was this more so than in the fisheries sector – with one of the biggest production shortfalls occurring in Kyrgyzstan, following the collapse of lake capture and pond-culture production. In 2005, aggregate landings were just 48 tonnes – barely 3 per cent of the catch level recorded in 1989. This article has two objectives. First it analyses the extent to which the dissolution of the Soviet Union can explain the collapse of the fisheries sector in Kyrgyzstan. Second, in the light of these findings, it considers what practical steps, if any, might be taken to revitalize the sector.  相似文献

Research on informal aspects of the post-communist economy and political institutions has developed rapidly since the collapse of the Soviet Union. While there is no lack in research on informal practices in Russia and other Eastern European countries, comprehensive empirical investigations of informality in peripheral regions of the former Soviet Union—such as the Caucasus and Central Asia—are still rare. This article aims to fill this gap by providing an evidence-based empirical account of informal practices in post-Soviet Azerbaijan. Drawing its empirical data from a two-decade-long ethnographic participant observation carried out in various locales of Azerbaijan’s capital, Baku, this study offers nuanced insights into the hitherto unexplored informal practice of tapsh.  相似文献

The collapsing political and economic structures, the rise of Islamic nationalism, and the defeat in Afghanistan are viewed as contributing factors to potential terrorism within the Soviet Union. These factors are discussed within the framework of nationalist terrorism. Existing studies emphasise the important roles played by negative health lifestyle practices in the health situations of the countries constituting the former Soviet Union, and the role of smoking has attracted a considerable body of research. This article analyses female smoking behaviour in eight former Soviet states and seeks to more closely identify the roles of psychological distress and political ideology in relation to tobacco use in these countries. Results suggest that, in these populations, distress and ideology are associated with smoking practices in specific, observable, and sometimes unexpected ways. Findings are discussed within the context of changing gender constructions and dynamics following the post-communist transition.  相似文献

The collapse of the Soviet Union has spurred much scholarly debate about the reasons for the rapid disintegration of this apparently entrenched system. In this article, it is argued that the basic source of ultimate weakness was the obverse of the system's strengths, especially its form of organization and its relation to Marxist–Leninist ideology. Democratic centralism provided cohesion for the Communist Party of the Soviet Union (CPSU) but also gave inordinate control over ideology to the party leader. Mikhail Gorbachev carried out an ideological revision that undercut the legitimacy of party elites and his restructuring of the system left the party with no clear functional role in the society. The successor party, the Communist Party of the Russian Federation (CPRF), has made a surprising comeback for communism, utilizing the Leninist model of party organization, which has proved to be highly effective in the Russian political culture. Furthermore, the CPRF, under party leaders like Gennadi Zyuganov, has avoided Gorbachev's ideological deviations while attempting to broaden the party's base through the cultivation of Russian nationalism.  相似文献

While theories of global capitalism have added a new dimension to our understanding of the dynamics of the modern world, a ‘globalisation’ approach to the transformation of the state socialist societies is relatively underdeveloped. This paper studies the role of international and global factors under state socialism and the world system in the pre-1989 period. The paper considers traditional Marxist approaches to the transition to capitalism and criticises the model of state capitalism as well as the world system approach. In contrast, social actors (the ‘acquisition’ and ‘administrative’ social strata and the global political elite)are identified as playing a major role in the fall of state socialism, and were a nascent capitalist class. The transformation of state socialism, it is contended, had the character of a revolution rather than a shift between different types of capitalism.  相似文献

The Polish post-communist party Social Democracy of the Republic of Poland (Socjaldemokracja Rzeczypospolitej Polskiej, SDRP) which survived almost unchanged in the dynamic Polish political scene of the 1990s was one of the leading political parties after 1989. This paper will attempt to explain the ideological journey, which has been taken by the former high-ranking Polish United Workers' Party members after 1989. Their journey seems to start at the point of internationalism and socialism and ends in the victorious battle to join the European Union. Was this a simple modernized adjustment of the internationalist ideology or an opportunistic choice made in order to survive in the new political and social circumstances? Was choosing a pro-EU policy a choice or a necessity? This analysis will attempt to answer the above questions and describe this phenomenon of change or may be just an ideological continuity.  相似文献

The governments of Eastern Europe and the former Soviet Union are at a crucial juncture in their movement from highly centralized command economies to more decentralized market economies. While there is a belief in these countries that decentralization brings greater economic efficiency, the reality is that such a transition is a difficult process. This paper examines what types of administrative reforms are needed for the decentralization process, how far along the countries are with respect to these reforms, and what reforms are missing. As we discuss, many of the necessary administration reforms are missing and we argue that more attention must be paid to these elements for successful decentralization of these governments.

This paper examines the recent experience and reform needs of the key administrative aspects of the design of intergovernmental relations in countries in transition in Eastern Europe and in the former Soviet Union. There is a widespread realization in all of these countries that decentralizing government will help increase efficiency in the public sector just as privatization will improve efficiency in their economies. Decentralization of government operations is also attractive as a way to cement a democratic form of government. Despite the appearances of the existence of an already decentralized system, such as in the case of the Soviet Union, this experiment started in practically all cases with a lack of institutions and experience on how decentralized government operations should be organized.

As different as these countries are, there are many similarities in the reform process they are following in order to decentralize government structure. While the basic components of a decentralized system of government are emerging in many of these countries the structure of government has not fully evolved in a manner that can support such a decentralized system. Often, governments remain structured along a vertical hierarchy: information, budgetary authority, and revenue pass from the central government down to subnational levels of government while little communication or interaction exists at a horizontal level. In general, the assignment of revenue and expenditure has not been clearly defined among the two or three levels of government, central government transfers continue to occur in a relatively ad hoc manner, and the entire budgeting system still rests in many cases on more or less formal system of negotiations and bargaining among the different levels of government. There has been some change in this structure in certain countries. Over the last three years, both Poland and Hungary have legally increased the automony of subnational governments. In 1994 in Russia a new and more transparent system of intergovernmental grants has been established between the federal government and the regions. In 1994 also, Latvia introduced a more transparent formula-driven, transfer formula for the regional and municipal governments.

The focus of this paper is to develop a “blue print” for necessary changes in organization and administration of intergovernmental relations in countries in transition. While many experts have recently been discussing the public finance policy components of this new, evolving relationship among levels of government, less attention has been paid to the structural and administrative challenges and the information design issues that must be met in order to develop and support a system of intergovernmental relations.

The paper is organized as follows: First we review the major responsibilities and their allocation among levels of government, the assignment of revenue sources, and the system of transfers. We then turn to a discussion of the current experience of Eastern European and NIS countries in the context of the structural components of an intergovernmental fiscal system. Next, we analyze the organizational reforms that are necessary for the efficient functioning of a decentralized system of government in the economies in transition. Finally we “rate” the transition economies in relation to their current design of the system of intergovernmental relations and support mechanisms.  相似文献
