The recent scandal of the National Security Agency (NSA) “Hoovering” up the metadata on US and foreign citizens from Google, Facebook and Yahoo exposes in the full light of day the central paradox of the new digital age: The Internet enables us to know and learn more than ever before, but enables more to be known and learned about us by both snooping governments and monetizing information corporations alike. In this section, Google's Eric Schmidt and Jared Cohen discuss this paradox. We also reprint an interview from 2009 with Mike McConnell, a former chief of the National Security Agency and the driving force behind Booz, Allen, Hamilton's digital security operation. Edward Snowden, the systems administrator who blew the whistle, was employed by the NSA as a subcontractor from Booz, Allen, Hamilton.  相似文献

Kosovo, a largely ethnically Albanian province of the Serbian republic, played an important role in Yugoslavia's troubles in the last two decades of the twentieth century. Shortly after Tito's death in 1980, disturbances in Kosovo set the Albanians and the Serbs on a collision course and also polarized the country politically. Ironically, when Yugoslavia began to disintegrate in 1991, and as it fell into four years of warfare, Kosovo remained relatively calm. Only after the Dayton peace, in late 1995, did Kosovo's Albanians opt for a militant policy toward the Serbs. Meanwhile Serbs escalated their oppression of the local population. International diplomatic intervention failed to defuse tensions, and ultimately, NATO initiated military action to stop Serbia. NATO prevailed in the seventy-eight day engagement in 1999, while Kosovo acquired greater autonomy and was put under UN protection.  相似文献

Abstract

As the aticles of the symposium present a wide variety of conclusions on whether public administration has “grown up,” this overview article does not attempt a unified synthesis of the authors’ views but rather makes a composite analysis of contrasts and patterns among them.
