旧城改造中城市政府的角色定位分析

旧城改造是一项牵涉面广、耗时耗资大、社会影响强的综合性工程。本文在全面分析了旧城改造牵涉的主要利益相关者的成本收益之后发现,只有城市政府是真正愿意推动旧城改造的,因此城市政府在旧城改造过程中的角色举足轻重。但是在我国旧城改造中城市政府却存在显著的角色错位、缺位和越位等偏差,因此本文就维护公平和监管效率两大角度着眼,从维护弱势群体利益、促进公众参与、引导私有部门投资、监管开发商行为、保护历史文化遗存等几个方面提出了城市政府要推进旧城改造持续健康发展所应有的合理角色定位。
