This article suggests that voters rely more strongly on “substantial” criteria, such as issues and ideology, when elections are competitive. In such contexts, voters should attach more importance to their own choice and rely less on “heuristics.” Three aspects of election competitiveness are considered: the fragmentation and polarization of the party system and the proportionality of the electoral system. Elections are more competitive when there are many parties in competition, when they differ strongly from one another in ideological terms, and when the threshold of representation is lower. These hypotheses are tested with data from the 2007 Swiss federal elections. The electoral districts differ markedly from one another as far as electoral competitiveness is concerned while being similar in many other respects. The results show that competitiveness strengthens issue voting and reduces the impact of party identification.  相似文献

Critics of giving citizens under 18 the right to vote argue that such teenagers lack the ability and motivation to participate effectively in elections. If this argument is true, lowering the voting age would have negative consequences for the quality of democracy. We test the argument using survey data from Austria, the only European country with a voting age of 16 in nation-wide elections. While the turnout levels of young people under 18 are relatively low, their failure to vote cannot be explained by a lower ability or motivation to participate. In addition, the quality of these citizens' choices is similar to that of older voters, so they do cast votes in ways that enable their interests to be represented equally well. These results are encouraging for supporters of a lower voting age.  相似文献

Several democracies are currently debating whether to lower their legal voting age to 16, but relatively little is known about the long-term consequences of such reforms. We contribute to this debate by studying electoral habit formation among 16-year-old voters in Austria, where the national-level voting age was decreased in 2007. We employ eligibility-based regression discontinuities to evaluate two consequences of the reform. First, we show that eligible 16-year-olds are more likely to vote in future elections. Second, we demonstrate that the political consequences of this reform were not neutral. Newly eligible young voters are more likely to place themselves towards the extremes of the ideological spectrum. We also simulate the cumulative long-term impact on electoral outcomes and argue that the reform was costly for the centrist government parties that initially adopted it.  相似文献

While theoretical work on strategic voting emphasizes the importance of elite messages in persuading minor party supporters to abandon their first preference, few empirical studies have examined this relationship. I argue that while poll results certainly increase the likelihood of changing one’s vote, explicit information signals can increase this probability even more. Furthermore, these effects will be moderated by the presence of a counter message and the sponsor of the explicit information signal. These hypotheses are tested with data generated from two experiments. This paper addresses the issue of whether voters indicate a preference for a government rather than, or in addition to a preference for a party, when they cast a ballot under the system of the single transferable vote (STV). It thus contributes to the existing literature on strategic coalition voting by examining whether coalition preferences matter where electors are given the option to rank the parties in order of preference. The question then becomes: does this ranking reflect or signal a coalition preference? Using survey data from two Irish elections, this paper finds that whereas first preferences are closely aligned with coalition choices, Irish voters do not systematically use second preferences to express a view on their preferred coalition formation.  相似文献

This article develops the reward‐punishment issue model of voting using a newly collated aggregate measure of issue competence in Britain between 1971 and 1997, revealing systematic differences between governing and opposition parties in the way citizens' evaluations of party competence are related to vote intention. Using monthly Gallup ‘best party to handle the most important problem’ and vote intention data, time series Granger‐causation tests give support to a classic issue reward‐punishment model for incumbents. However, for opposition parties this reward‐punishment model does not hold: macro‐issue competence evaluations are Granger‐caused by changes in vote choice or governing party competence. An explanation is offered based upon the differentiating role of policy performance and informational asymmetries, and the implications are considered for comparative studies of voting, public opinion and for political party competition.  相似文献

Provisions for a parliamentary investiture vote have become increasingly common in parliamentary democracies. This article shows that investiture provisions were largely introduced when new constitutions were written or old ones fundamentally redesigned. It also shows that the constitutions that endowed executives with strong legislative agenda powers also endowed parliaments with strong mechanisms to select the executive. It is argued that constitution makers’ decisions can be seen in principal–agent terms: strong investiture rules constitute an ex ante mechanism of parliamentary control – that is, a mechanism to minimise adverse selection and reduce the risk of agency loss by parliament. The findings have two broad implications: from a constitutional point of view, parliamentary systems do not rely exclusively on ex post control mechanisms such as the no confidence vote to minimise agency loss; parliamentarism, at least today and as much as presidentialism, is the product of conscious constitutional design and not evolutionary adaptation.  相似文献

Abstract

The special issue introduced in this article presents the results of the Issue Competition Comparative Project (ICCP). The project uses issue yield theory to provide a general, comprehensive perspective on issue competition (party competition through issue strategy) that goes beyond the extant focus on specific parties or specific issues. Relying on voter surveys and Twitter data collected in the context of recent elections in six West European countries, we address several key research questions concerning issue competition: (a) whether the strategies of different parties are loyal to classic 20th-century ideological alignments or rather actively challenging them; (b) whether different parties opt for conflict-mobilization or problem-solving issue strategic approaches; (c) whether party adherence to the issue opportunities identified by issue yield theory are rewarded by better electoral performance.  相似文献

Abstract

What constitutes “good” performance in a law enforcement agency, who decides, and how does public recognition of that performance change how an agency performs? This study uses a quasi-experimental design and propensity-score matching model to assess the impact of a law enforcement agency’s status as a finalist for the annual Cisco/International Chiefs of Police Association (IACP) Community Policing Award on performance in future years, as measured by crime clearance rates. It is found that after comparing the treated group (finalist agencies) with the untreated group (non-finalist nearest-neighbor agencies), there is no meaningful difference in crime clearance rates. This unexpected finding establishes that the public recognition of finalist status by the Department of Justice, which promotes finalist agencies as exemplars of best practices in community policing, does not impact the subsequent performance of those agencies. Additionally, the results of the model suggest that the impact of symbolic politics and social construction on the award finalist selection process and the choice by DOJ to promote the practices of those agencies should be explored. Questions are also raised as to the utility of crime clearance rates as a performance measure, and future avenues for research in each area are proposed.  相似文献

Do prime ministers pay an electoral penalty for using procedural force to pass laws? Influential theories of parliamentary governance and legislative bargaining assume that the use of the confidence vote procedure – parliamentary governments’ most powerful legislative weapon – entails an electoral cost, but evidence on this important claim has been scarce. This article provides the first estimates of how prime ministers’ public approval responds to their use of the confidence vote. Analysing time series data from France 1979–2008, it is found that prime ministers experience a considerable drop in approval after their use of the confidence vote that is not accounted for by standard economic and political covariates. The effect size is similar to a 1 per cent decline in economic growth. The findings help explain French prime ministers’ selective use of the confidence vote procedure. They also suggest that political costs constrain the bargaining power conferred by the confidence vote.  相似文献

I examine the relationship between demographics and vote choice using pre-election tracking polls, exit polls, and data on the American states. A number of important findings emerge: (1) there was a fair amount of preference stability in 2016; (2) Clinton underperformed Obama in 83% of demographic groups examined; (3) at the state level, the percent of whites with low levels of education and the size of the rural population had important effects on vote choice, and both of those variables were more strongly correlated with Democratic vote share in 2016 than in 2012; and (4) while state turnout rates were moderately correlated with Clinton’s vote share, changes in state turnout rates from 2012 to 2016 did not have a substantial impact on Clinton’s performance.  相似文献

This study suggests that performance voting is characterised by extensive individual heterogeneity. Most economic voting studies to date treat voters as rather homogeneous in their reactions to economic performance of incumbents. Yet, a large and well‐established line of research from the American context demonstrates the conditional impact of political sophistication and salience on voters' political attitudes and behaviour. Building on this work, this article explores individual‐level variation in performance voting due to political sophistication and salience. Utilising cross‐national data from the Comparative Study of Electoral Systems (CSES) including 25 democracies, performance voting is examined across an array of policy areas including the economy, social welfare, immigration and national security, and it is shown that political sophistication and salience are key moderators of performance voting. The findings suggest that holding governments to account for past performance is mainly the prerogative of the highly sophisticated and thus may be more laborious than previously assumed. At the same time, the results indicate that the sophistication gap in performance voting narrows when voters attach a higher degree of salience to a policy area. As long as voters care enough about government activities in a particular policy area, incumbents can expect credit or blame for policy outcomes. This should provide at least some impetus for responsive policy making.  相似文献

It is well known that individuals who voted for the winning party in an election tend to be more satisfied with democracy than those who did not. However, many winners deviate from their first choice when voting. It is argued in this article that the mechanisms that engender satisfaction operate less forcefully among such winners, thereby lessening the impact of victory on satisfaction. Results show that the gap in satisfaction over electoral losers among these ‘non‐optimal winners’ is, in fact, much smaller than that of ‘optimal winners’, who voted in line with their expressed preferences. A win matters more for those who have a bigger stake in victory. The article further explores how the effect of optimal victory on satisfaction varies across electoral systems.  相似文献

Local governments have been involved in a continuous reform process during recent decades. In many cases, this process has focused on the introduction of performance measurement and management. Reforms have evolved from the mere use of indicators to integrated management systems. In this article, the Balanced Scorecard, a system designed to answer the need for integrated management systems, is used as the framework to analyse how local governments have managed the use of performance management systems. The demands for better public performance, for greater customer focus, for enhanced decision-making and for increased responsiveness have an important role in the design of performance management systems. Models of coalition governance suggest that political parties pursue the interests of their electorate through the ministerial control of policy in their portfolios. Yet, little is known whether voters reward or punish coalition parties for policy performance in their portfolios. This study investigates voters’ evaluations of the policy priorities of coalition parties and their responsibility attribution in twenty policy areas using survey data from Germany. Specifically, we investigate whether voters attribute policy responsibility equally across coalition parties, along the jurisdictional lines of ministerial portfolios, or to the dominant party in the coalition. Our findings suggest that party size, prime minister status, and ministerial portfolios are decisive for responsibility attribution.  相似文献
