薪火相传 科学发展——枫桥派出所传承弘扬创新“枫桥经验”的探索与实践

2003年以来．诸暨市公安局枫桥派出所积极传承、弘扬、创新“枫桥经验”，努力构筑社会化治安防控网络，全力化解社会矛盾．有效预防和打击违法犯罪，辖区始终保持相对平稳的治安状况，年平均刑事发案179起，成为全市刑事发案较低、治安秩序良好、群众安全感较高的地区。

高刑事发案率自然影响社会安全感,但在一定条件下,高刑事发案率与高社会安全感可以并存.其前提条件是党委、政府在重视经济建设的同时重视治安建设,以经济建设的实力支持治安建设,以治安建设的成效保障经济建设,并且公安机关打防控高效,刑事发案正常增长,处于可控状态.中国国际小商品城所在地义乌市的实际就有力地说明了这一治安稳定观.     

长兴县公安局城东派出所农村警务建设的“五破五立”

一、关注三个群体,构建和谐家园(一)保护重点户。仔细梳理辖区内近几年的发案情况,确定各自辖区内的重点保护单位、企业。根据近段时间的治安形势,启动东部、南部两个卡点,由当地派出所组织警力进行区域联防,确保重点保护单位能够安心过好年。     

基于公安刑事数据的指标分析及发案预测

本文选定温州20年来全市刑事发案数据[1]作为分析样本,对公安刑事发案数据的指标进行科学分析。首先运用相关性分析法对各项刑事发案指标的关联程度进行定量分析,得出刑事发案指标间的具体相关系数;其次运用因子分析法将刑事发案指标进一步进行分析概括,构建了两个相关指标群并提出＂刑事发案指标群理论＂;最后通过回归分析法提取到了核心刑事发案指标与刑事发案总量之间的关系系数,成功构建了刑事发案线性回归方程,并用2010年温州全市打防控系统中的相关数据进行检验,取得了较好的实验结果。
