The past year saw growing uncertainty about the future of the European Union. Whether it becomes weaker or stronger, and whether it acts as a global partner or competitor, the United States cannot afford to ignore the eu. By understanding the different eu decision-making processes for defense, foreign policy, counterterrorism, and economic issues, the United States can do a better job of advancing its interests in Europe.  相似文献

Recent developments in the European Union have created new opportunities and challenges for small member states, increasing the demand from policy-makers and diplomats for coherent and accessible analyses of the conditions and potential strategies of small states in the EU. Unfortunately, the academic literature on small states in the EU appears both diverse and fragmented: there is no agreement on how we should define a small state, what similarities we would expect to find in their foreign policies, or how they influence international relations. However, if we are to understand the challenges and possibilities currently faced by small EU member states, we need to systematise what we already know and to identify what we need to know. This article makes a modest contribution towards this goal by answering three simple questions: What is a small state in the European Union? How can we explain the behaviour of small EU member states? How do small states influence the European Union?  相似文献

This paper examines the academic visibility of the European Union in Indonesia. Good visibility is important in strengthening the growing significance of the EU-Indonesia relations. It uses a quantitative analysis on Indonesias position in this realm in Asia and among the Association of Southeast Asian Nations (ASEAN) using a comparative perspective. It finds that the Union was least visible in Indonesia compared to other Asian and ASEAN nations. It is further proposed to set up centres of excellence as vehicles to improve the Unions visibility in the country. Such centres of excellence would be vital and a most effective means to improve the EU visibility amongst academic and policy making circles.  相似文献

This paper demonstrates the use of an in-class simulation to model negotiations in the European Council. Simulations are an increasingly popular way to teach the complex processes of policymaking and negotiations in the European Union (EU) where institutional procedures are difficult to understand and where intergovernmental and supranational issues often conflict. Advocates of active learning promote simulations to get students more involved and to reach an increasingly diverse student body. The simulation presented here has three separate sessions, each covering a different issue and lasting for a week (two class days) each. Modeling the European Council allows students to experience the intergovernmental side of policy decisions in the European Union while at the same time learning about the issues facing EU policymakers. It is a useful tool for teaching about the EU presidency and a worthwhile exercise for studying the national aspects of European integration. Student surveys indicate that students process the information they gain by role-playing better than information they receive in the traditional classroom. A simulation of the European Council gives students a base for understanding issues of European integration and can serve as a springboard for further study of EU institutions.  相似文献

The paper focuses on the unique, role model characteristics of the Hungarian hybrid regime, the Hungarian political system’s new incarnation forged in the past years’ democratic backsliding process. Following the short review of the main hybrid regime literature and the key analyses putting the democratic quality of the Hungarian political system under the microscope, the paper argues that Hungary’s European Union (EU) membership, the competencies of EU institutions, and the scope of EU law have played a crucial role in the development of the system’s unique characteristics. Based on this argument, the paper qualifies Hungary as an “externally constrained hybrid regime”. However, the EU does not only fulfil system constraining functions regarding the Hungarian regime, but performs system support and system legitimation functions as well. Ultimately, the changing scope of these functions, determined by the European integration’s internal dynamics, influences first and foremost the Hungarian power elite’s strategic considerations about the country’s future EU membership.  相似文献

In justifying recent European Union Treaty changes, member-state governments have claimed that publics are doubly represented in the EU: through their elected governments and through the European Parliament. This review evaluates ‘dual representation’ as a means of delivering democratic standards. It concludes that present institutional arrangements contain some means of aligning policy outcomes with citizen preferences but they do not match up so well to ‘input’ or procedural conditions for public control with political equality. One troubling aspect of this is that there are good normative grounds for holding ‘input’ standards to be prior to ‘output’ ones. Another is that difficulties of public control are, on Union matters, more acute in relationships between representatives and voters than in those between representatives and other power holders.  相似文献

Background  Japan and the European Union (Reiterer (2004b) 2:33–42) are both interested in enhancing their international standing in order to overcome their perceived status as economic giants but political dwarfs. While the reasons for this endeavour as well as the inherent characteristics of the actors involved—a traditional nation state as compared to the most advanced integration structure world-wide—are quite different, both entities see themselves primarily as civilian powers (Whitman (2006) 11(1):1–15) without neglecting the need to endow themselves with a military capacity in order to be more effective and credible on a world-wide scale. The ‘EU is emerging as a key regional actor in certain global affairs, particularly in such areas as finance, trade, environment and development, and current policy is directed towards enhancing the role of the European Union in the global governance system.
