Shaping perceptions during the latest Balkans Imbroglio

While it might seem as though the confrontation with Slobodan Milosevic is old news, recent events in Serbia, Kosovo and Montenegro point to the probability that events this summer will likely bring US policy vis‐à‐vis the Federal Republic of Yugoslavia back to the front pages. All sides in the 1999 conflict over Kosovo attempted to manipulate the regional and international perception of the struggle. This perception conflict was in many ways more important than the casualties sustained or the land controlled. This article examines the attempt to gain the informational ‘high ground’ and addresses how perception management should affect current US policy towards Serbia and the Milosevic government.

SUMMARY

The object of this article is to illustrate the extent to which continuing education can be applied as a public relations instrument in alumni relations. Alumni as a prime target group in any university's public relations programme can exert an influence on the university. Apart from their own direct involvement in the canvassing of funds and students, alumni can also exert a meaningful influence in the interest of the university as opinion leaders and decision-makers within the community.

In carrying out a public relations programme, the public relations instruments must be made available to the university in such a way that alumni may be reached to best advantage. The connection between alumni and their university must be strengthened by involving them substantially in the prime concern of the institution – namely education.

In the article, it is suggested that continuing educational programmes aimed at alumni are ideal public relations instruments for supplementing existing programmes.     

New regionalism(s) in the global political economy. Conceptual understanding in historical perspective

Terrorism and subversion of the state: Italian legal responses

Political assassinations constitute a specific form of violence intended to take someone else's life against that person's wish. The act of killing (the ‘event') is distinguished from the cultural interpretation given to that act (the ‘rhetorical device'). The essay examines the rhetorical device as a cultural artifact to construct and interpret the deliberate serious attempt(s) to kill a specific actor for political reasons having something to do with the political position (or role) of the victim, and with the symbolic‐moral universe out of which the assassin/s act(s). This universe generates the legitimacy and justifications required for the act, which are usually presented in quasi‐legal terms although the acts are typically not the result of a fair legal procedure.

SUMMARY

The "alternative" film originated in South Africa because people or groups outside the apartheid establishment were unable to communicate through existing mass media structures, and their own communication channel had to be established.

The key question addressed in this article is whether the "alternative" South African film actually succeeds in making a contribution, on an intercultural level of communication, to the socio-political reality of South African society, and to what extent the film as communication medium succeeds in establishing positive intercultural communication? A study of four films is undertaken, according to Pieter J. Fourie's theoretical model (1983), whereby the content and shaping aspects of film images are examined from a contextual as well as an analytical point of view.

The value of the "alternative" film lies in the fact that the South African reality is seen from the perspective of the "black" or "coloured" person. For many years "whites", on account of their ethnocentric attitude and the absolutization of their values and norms, were never really aware of other race groups' values and norms, and were not interested in how these people experienced reality. In this regard the "alternative" film has a dual function significant to intercultural communication: on the one hand it offers self-expression – an important principle and starting point for intercultural communication – to people outside the apartheid establishment, and on the other hand, it gives whites within this establishment the opportunity to become acquainted with the worlds of other cultural and ideological groups.

If the South African film wants to present a model for reality, it will have to take into account the complexity of multicultural diversity without absolutizing certain people's cultural values and ideological perspectives. Communication should rather take the form of "dialogue".     

The Day‐to‐Day Life of a Dean: Engaging in Negotiations and negotiations

This article analyzes the negotiating strategies and tactics that proved useful during my eight‐year stint as dean of the New York State School of Industrial and Labor Relations during the 1970s. David Lax and James Sebenius have paved the way with their pioneering work on The Manager as Negotiator. By taking this perspective to the academic setting, I have identified a portfolio of tactics that are helpful in understanding how an administrator operates in a complex environment. The examples presented in this article help flesh out the standard categories of distributive and integrative bargaining as well as forcing and fostering strategies for implementing change.

Back to the future: How Serbia is heading the way of post‐versailles Germany

This analogy written before Milosevic's ouster theorizes that Serbia in the aftermath of Kosovo mirrors Germany after 1919 as a nation forced to accept an imposed peace. From the evidence a resurgence of Serb nationalism and territorial ambition is still inevitable. Various parallels support this conclusion including the use of post‐war sanctions, demands to hand over a wanted war criminal and owe up to guilt, geographical fragmentation, political uncertainty, economic depression, and military association with Russia. The salient point remains one of oversight by the victors to acknowledge an ignominious settlement is the source of all grievances and patterns of instability.     

Interests vs. positions: A critique of the distinction

Getting to YES has popularized the focus on interests rather than positions in negotiation. However, sometimes an emphasis on interests, to the exclusion of the positions of the parties, can be counterproductive. Among other issues, this article highlights difficulties stemming from: ambiguities in the meanings of the two words; the significant role that positions play in negotiation dynamics, particularly in communication and in intergroup bargaining; and negotiations that hinge partly on people's values and perceptions rather than interests.He is co-editor of the recent bookThe New Industrial Relations in Australia (Sydney: Federation Press, 1995).

Restaging the 1989 revolution: the Romanian New Wave

Almost 20 years after the 1989 Romanian revolution, the subject is experiencing a powerful comeback in a number of cinematic reflections that are at the forefront of the so-called Romanian New Wave, including Corneliu Porumboiu's 12:08 East of Bucharest, Radu Muntean's The paper will be blue and Catalin Mitulescu's How I spent the end of the world. This article seeks to establish some of the contributions that the New Wave is making to the reconstruction of the 1989 revolutionary moment, but also, and more importantly, to the renegotiation of Romania's present role in the local and global imaginary. The article offers a particular reading of these films as inspired by Walter Benjamin's writings on history and film, a reading that seeks to understand the careful temporal and spatial renegotiation of the revolutionary moment of December 1989, the key role that the technology of film has played throughout the course of the Romanian revolution and its aftermath, as well as the critical importance that the revolutionary moment continues to have for the way in which Romania imagines itself and is seen from abroad.
