The Bush administration has been too quick to dismiss containment as an obsolete hangover of the Cold War. Most of the scholarly literature on European Union immigration policymaking has emphasized the predominance of governmental actors. The major changes entailed in the 2009 Lisbon Treaty, however, imply a significant increase in supranationalism and necessitate rethinking earlier conclusions. Exploring the concomitant rise of policy entrepreneurship traits in the actions taken by the European Commission, this article emphasizes the role of discourse structuration in managing policymaking in a contested and controversial policy domain. The Commission is thus gaining more influence and importance, partially facilitated by institutional changes in the Lisbon Treaty, but mainly due to astute policy entrepreneurship in facilitating consensus. Framing problems in a fashion that maximizes potential agreement by member state governments facilitates political agreement regarding potentially divisive policy proposals. Discursive elements are created and circulated that are designed to appeal, render political implementation at the national level unproblematic and, in some cases, are deliberately bipartisan in nature. Thus, great rhetorical emphasis is placed on linking policy with competitiveness, economic growth and the Europe 2020 agenda to appeal to centre-right concerns, but in the case of temporary migration links are also constructed to centre-left issues, including enhancing migrant rights, avoiding exploitation and creating benefits for sending countries. Empirically, the article focuses on the politics surrounding the genesis of the directive on highly qualified migrant workers (the so-called Blue Card) and the migrant seasonal workers directive.  相似文献

Regional security arrangements play a central role in modifying emerging norms as they travel from the global to the local level. This process of norm localization is shaped by various factors such as the characteristics of regional security cultures, corresponding resonance with the emerging norm, institutional voice opportunities, and mechanisms of framing and pruning as they are utilized by norm entrepreneurs. The article applies this analytical framework to the localization of the responsibility to protect (R2P) norm by the African Union and the European Union. Subsequently, the paper examines how localization of the R2P norm in both regions affected their reactions to the Libyan crisis in 2011. It also examines the likely ramifications that the intervention may have on the future reception of the R2P by African and European actors.  相似文献

The last decade of the twentieth century witnessed radical and potentially constructive adaptation of NATO. Although retaining its core function of collective defence and serving as the transatlantic security forum for consultation and co‐operation, the Alliance pursued new directions in support of wider stability in Europe through enlargement to its east, forging partnerships with former adversaries, and conducting peace enforcement operations outside the treaty area. But the transformation of NATO remains a work in progress. This article discusses three key questions: the nature of peace support operations, the capability to provide for both collective defence and crisis management, and managing further Alliance enlargement while maintaining a working relationship with Russia.  相似文献

Whether it becomes weaker or stronger, and whether it acts as a global partner or competitor, the United States cannot afford to ignore the eu. This paper examines the academic visibility of the European Union in Indonesia. Good visibility is important in strengthening the growing significance of the EU-Indonesia relations. It uses a quantitative analysis on Indonesias position in this realm in Asia and among the Association of Southeast Asian Nations (ASEAN) using a comparative perspective. It finds that the Union was least visible in Indonesia compared to other Asian and ASEAN nations. It is further proposed to set up centres of excellence as vehicles to improve the Unions visibility in the country. Such centres of excellence would be vital and a most effective means to improve the EU visibility amongst academic and policy making circles.  相似文献

This paper demonstrates the use of an in-class simulation to model negotiations in the European Council. Simulations are an increasingly popular way to teach the complex processes of policymaking and negotiations in the European Union (EU) where institutional procedures are difficult to understand and where intergovernmental and supranational issues often conflict. Advocates of active learning promote simulations to get students more involved and to reach an increasingly diverse student body. The simulation presented here has three separate sessions, each covering a different issue and lasting for a week (two class days) each. Modeling the European Council allows students to experience the intergovernmental side of policy decisions in the European Union while at the same time learning about the issues facing EU policymakers. It is a useful tool for teaching about the EU presidency and a worthwhile exercise for studying the national aspects of European integration. Student surveys indicate that students process the information they gain by role-playing better than information they receive in the traditional classroom. A simulation of the European Council gives students a base for understanding issues of European integration and can serve as a springboard for further study of EU institutions.  相似文献

The paper focuses on the unique, role model characteristics of the Hungarian hybrid regime, the Hungarian political system’s new incarnation forged in the past years’ democratic backsliding process. Following the short review of the main hybrid regime literature and the key analyses putting the democratic quality of the Hungarian political system under the microscope, the paper argues that Hungary’s European Union (EU) membership, the competencies of EU institutions, and the scope of EU law have played a crucial role in the development of the system’s unique characteristics. Based on this argument, the paper qualifies Hungary as an “externally constrained hybrid regime”. However, the EU does not only fulfil system constraining functions regarding the Hungarian regime, but performs system support and system legitimation functions as well. Ultimately, the changing scope of these functions, determined by the European integration’s internal dynamics, influences first and foremost the Hungarian power elite’s strategic considerations about the country’s future EU membership.  相似文献
