This article argues in favour of an intra‐disciplinary rapprochement between ‘EU studies’ and those working in the ‘new regionalism’ (NR). I take the issue of democratisation as an example of how scholars of both the EU and NR could usefully learn from each other. European Union studies has recently undergone a ‘normative turn’, through which inter/intra‐disciplinarity has received a fillip; I argue that at both conceptual and empirical levels, new regionalist studies would benefit from a similar mainstreaming of democracy issues and a similarly open approach to inter/intra‐disciplinarity. Moreover, EU studies scholars would benefit both conceptually (an escape from the ‘N=1’ problem that has plagued integration theory, the adoption of a clear critical theory perspective) and empirically (further cases in which to test hypotheses and generate data) from such a rapprochement.1 I would like to thank the three anonymous referees who made such supportive and helpful comments on the first draft of this article. The argument in this article is that ‘terrorism’ is not necessarily unethical. It begins with the argument that terrorism should not be denned as immoral. It is also argued that terrorism should not be condemned categorically. Finer judgments are needed. By analogies to other forms of political violence, especially in war, some of the criteria appropriate to assessing the ethics of terrorism are suggested.  相似文献

This is a comparative analysis of neo‐Nazis and anti‐immigration activists in Norway, Denmark and Sweden with regard to their rhetoric and justifications for violence against ‘foreigners’ and political opponents, and actual patterns of violence and harassment. Different traditions of nationalism in the three Scandinavian countries, and highly dissimilar historical experiences ‐ especially during World War II ‐influence the rhetorical strategies of the two types of extreme nationalists, and their respective abilities to appropriate national symbols. However, based on divergent historical analogies, most extreme nationalist groups present themselves as a ‘resistance movement’ fighting ‘foreign invaders’ and ‘traitors’.  相似文献

This article begins by tracking the footprints left by politicians, statesmen, and diplomats who set out to solve the ‘Eastern Question’ created by the collapse of the Ottoman, Habsburg, and Russian Empires in southeastern Europe. The analysis focuses on the consequences within former Yugoslav space of outcomes created by competing agendas of these international power brokers and political/military leaders of state‐building nations fighting to gain or expand territorial homelands in the name of historic justice or self‐determination. For a long time Africa's political parties have been neglected in political science research, although they have mushroomed during the last decade and are being seen as crucial for the democratic development of the continent. Part of the neglect was due to the very specific western European bias of political science party research, while Africanists claimed the uniqueness of the subject. Despite this bias, the article argues that the framework of established party research can be applied to African parties as well – provided that some modifications are considered. These necessary modifications are explained for four ‘fields’, namely the functionalist approach, the cleavage model, the inclusion of informal politics, and finally whether a distinctively ‘African’ or a universal party typology approach should be applied.  相似文献

The Common European Security and Defence Policy (CESDP) of the European Union (EU) was launched in 1999 and has been perceived as a landmark step toward European security cooperation, particularly in the field of crisis management. Still in its early stages, some difficult issues have become apparent. Of these, the so‐called ‘third‐country’ issue may prove to be among the most significant. This problem refers to the necessity of associating states outside the EU with CESDP. In this regard, three states stand out — the United States, Turkey and Russia — and this article considers their concerns and the European response in detail. This is prefaced by a general overview of how the third‐country problem emerged and what the EU has done to address it. It concludes by suggesting that third‐country considerations could well determine where and how EU‐led missions operating under the auspices of CESDP are deployed.  相似文献

Abstract

Despite the significant growth the Area of Freedom, Justice and Security (AFSJ) has seen recently, it is still comparatively under-researched. The main argument of the article is that norms have been constructed over recent years in such a way that the AFSJ has set a project in motion which aims to create a veritable ‘European Public Order’. This change has not come overnight though, and it has been normatively constructed over the past decade. In agreement with Christiansen, it is argued that a constructivist institutionalist approach may be best suited to analyse these developments, representing one of the new ‘high points’ of European construction. Four different stages of development are examined, i.e. the pre- and post-Maastricht, the Amsterdam and Tampere, and the Constitutional Treaty phases. These developments have now significantly altered the norm of national sovereignty in EU internal security. As a consequence of this, some of the most spectacular changes in the EU can be expected in this area in the future with the new five-year ASFJ programme agreed in The Hague.  相似文献

SUMMARY

Politics has been described as “an aggregate of persons in a power perspective of elaborated demands and expectations”. From this the collective nature of politics can be clearly seen. Without communication, however, no collective action is possible and consequently no political action. Based on this politics can be seen as the continuous defining of collective action in the context of mutual power relations in which there are differences (inter alia of objectives and methods) and consequently conflict over the allocation of scarce resources. Even though there has been an early interest in the relationship between politics and communication, e.g. Aristoteles and Julius Caesar with his Acta Diurna, systematic study of the relationship between communication and politics and the generation and regulation of conflict is of recent nature. A review of the literature on the theory and research in the field of political communication indicates it to be of original interest to researchers from fields such as journalism, mass communication, political science and speech communication. Recently, however, political communication emerged as a field on its own worthy of its recognition as a subdiscipline of communication science: it is recognized by professional bodies like the International Communication Association it is a separate area for research, teaching and for publication of journals devoted to it.  相似文献

The present contribution explores the changing relationship between the European Union (EU) and the two largest countries in its eastern neighbourhood, namely Ukraine and Russia, between 1991 and 2014. Taking the differential between the existence of the EU Strategic Partnership (SP) with Russia and the absence of such an arrangement in the relationship with Ukraine as a point of departure, it investigates how the EU has dealt with different aspirations and challenges stemming from its two largest eastern neighbours. Adopting the Social Identity Theory perspective, the contribution analyses the interrelationship between the evolution of the EU’s SP approach towards the eastern neighbours and the development of (particular dimensions of) the EU’s identity. It demonstrates how the process of categorization relating to the ideational ‘self’, ‘we’ and ‘other’ took place; and how only the EU’s relationship with Russia and not that with Ukraine has accumulated the discursive markers of a strategic partnership. The contribution, furthermore, analyses the challenges to the EU changing approach stemming from the 2013–2014 Ukraine crisis.  相似文献

Since taking office in November 2015, Poland’s conservative government has pressed for a sweeping reinterpretation of the past, and a re-envisioning of the future, of the political community. This conservative identity project idealises the allegedly fully sovereign Poland of the interwar period and repudiates the normative commitments underpinning Poland’s accession to the European Union. The worldview of the conservative government’s liberal critics, by contrast, represents a fusion of the inclusive nationalism asserted in opposition to communist rule with the affirmation of a European identity. The reawakening of historically resonant debates about the nature of Poland’s European-ness, emphasizing the centrality of the (Western) European ‘other’ in Poland’s national idea, carries significant implications for its relations within the international environment.  相似文献

In the existing literature, compensation is often understood to be an inferior source of cohesion in military organisations. Through an investigation of the militias who fought for Charles Taylor’s government of Liberia, this paper makes three claims. Firstly, the organisation of these forces was looser than is often claimed in previous literature, which assumes tight and often coercive military patrimonialism. Consequently, the militias did not enjoy the interpersonal bonds of solidarity that have dominated recent cohesion literature. Secondly, since Taylor chose to suppress attempts to build cohesion around ethnicity, it played a subordinate role in unifying the militias. Thirdly, Taylor instead relied on military contracting and compensation, which allowed for the broad mobilisation of forces. The combination of militias’ hopes of inclusion into the state patrimony and insufficient resources to realise this left the cohesion of the militias fragile. Ultimately, this paper questions both whether Taylor had any choice but to resort to compensation in a context with a weak state and fragmented social organisation, and also whether the strategy is as inefficient as often thought.  相似文献

This article argues that Russia has pursued a policy of inclusive multipolarity towards European security after Primakov's appointment as Foreign Minister in 1996. This policy focused on three dimensions to constrain NATO and ensure a Russian voice in Europe. First, ties with NATO; second, the pursuit of OSCE reform and a European ‘Security Charter'; third, the primacy of the UN Security Council in international affairs. NATO actions in the Kosovo crisis deeply undermined all dimensions of this policy. However, inclusive multipolarity was not discarded by the Russian leadership. The tortuous path of Russian accommodation after May 1999 highlighted Russian attempts to reinstate this policy and restore a Russian voice in European security affairs — with limited success. This article examines the evolution of Russian shifts in this crisis until Vladimir Putin's appointment as Prime Minister in August 1999.  相似文献

Abstract

This essay explores Russia's Organization for Security and Co-operation in Europe (OSCE) policy, by focusing on two questions. First of all, analysts have noted Russia's disinterest and obstructive policies towards the Organization. Thus, the question is what – if anything – does the Russian Federation still want from the OSCE? Secondly, does the OSCE still serve as a forum for dialog? These two issues are studied on the basis of rational institutionalism and realism. The essay demonstrates that Russia is still interested in the OSCE, but its policy has become more pragmatic, selective and instrumentalist. It includes obstructive and constructive strategies. At the same time, today the Russian Federation ascribes less significance to the Organization in European security. This is predetermined not only by its inability to push its interests through the OSCE, but also by the declining interest of other participating States in the Organization. The differences between OSCE participants have turned it into a battlefield of interests in many areas.  相似文献

Contemporary Western war-fighting is animated by the fictitious imagination of a war free from antagonism. In this logic, winning wars is about winning the ‘hearts and minds’ of local populations, about persuasion rather than confrontation. In recent years, the concept of ‘strategic communication’ (SC) has been elevated to the top echelons of strategic thinking in United States military circles, focusing attention on how to communicate ‘effectively’ with local populations. Via an analysis of the concept of SC, this article examines the ethico-political dimensions of contemporary Western-led ‘population-centric’ war. Through a reading inspired by Judith Butler's recent work in Precarious life (London: Verso 2006) and Frames of war (London: Verso 2009), and an analysis that turns on the link between ethics and ontology, I reflect on the significance of the ‘communications turn’ in warfare for our study of war in ontological terms.  相似文献

This article brings the notion of transfiguration to bear on the study of the ‘unspeakable’ identity of African migrants living in South Africa, in the context of state language games on violence perpetrated against these migrants. The significance of these discourses is explored, in particular how official and not-so-unofficial discourses on violence in South African media combine to make migrants simultaneously visible and invisible. Speaking about violence involving black non-South Africans, state functionaries tend to downplay the ‘xenophobic’ element while overplaying the link with motiveless crime. Nevertheless, the sense that the migrant, labelled ‘foreigner’, is to blame for all the problems is never far from the surface of these language games. The migrant is therefore enlisted into a discourse where s/he is transformed and subsequently forced to recognise him/herself as subject. As a victim of violence, the migrants find themselves inhabiting zones of discursive indistinction, where they are both victim and victimiser, criminal and crime victim.  相似文献

The December 1988 bombing of Pan Am Flight 103 raises an important legal problem for decision‐makers contemplating retaliation against such acts of terrorism. Conceivably, retaliation could conflict with and help erode international norms of self‐defense. Counter‐terrorist experts and government officials espousing the use of force have minimized, if not ignored, this potential conflict and its negative impact on world order. On the other hand, the 1986 US raid on Libya and the 1985 Israeli raid on PLO headquarters in Tunisia reveal that under limited circumstances force would be deemed appropriate. The informal adjudication of these incidents by relevant international actors suggests a tolerance for the resort to force in the US case and ambivalence in the Israeli case. The US and Israeli cases guide a subsequent discussion of the conditions under which the use of force against terrorist bases in response to terrorist attacks could be legitimated. The resort to force against such activity, it is argued, would have to meet the test of necessity, including: (1) a previous and ongoing series of terrorist attacks, and demonstrated responsibility for those attacks by the actor, state or non‐state, against whom force is used; (2) immediately expected or imminent terrorist attacks endangering human life; and (3) the absence of non‐forcible remedies effective in terminating the terrorist threat. In addition the amount of force would have to be proportional, limited to targets responsible for specific terrorist activity and limited by the objective of terminating that threat.  相似文献
