ABSTRACT

The complexities which beset any attempts to ascribe a foundational ethic to matters of a political stripe are well known, and continue to provoke fierce debate within studies of international relations, geopolitics and security studies. Unsurprisingly, these questions have taken on crucial import within the sub-field of critical terrorism studies (CTS), as authors grapple with the range of counter-terrorism, counter-radicalisation and counter-extremism practices enacted by the Western state as part of an ongoing ‘War on Terror.’ And while much of this scholarship has been invaluable in problematizing the concept of ‘terrorism’ per se, normative questions have proven somewhat more elusive. Through a reading of the film Eye in the Sky, along with its take on the controversial counter-terrorism practice of targeted drone assassinations, this article reiterates the case for an ethical approach which takes radical difference as the basis for any engagement with the Other. Moreover, and following international relations authors of a poststructuralist lineage, it will be argued that supplementing Levinasian ethics with Derridean deconstruction can open up new and useful ways of approaching such seemingly intractable ethical conundrums.  相似文献

ABSTRACT

This paper explores contemporary counterterrorism efforts as an instrument for attaining peace as a ‘global public good’. It notes the lack of an agreed definition of terrorism, the distinction between freedom-fighting and terrorism, and the issue of ‘excessive use of force’ by the state. It assessed the extent to which US counter-terrorism policy has influenced policy in the UN Security Council, and the shortcomings in Council policy that require redress. The paper concludes that counterterrorism will be successful only when a ‘global law enforcement’ approach prevails over the national security-driven ‘war-on-terror’ and when genuine efforts are undertaken to address the root causes of terrorism, including the forward basing of US forces in the Arab world.  相似文献

Abstract

The creation of the Single European Market has been accompanied by an intense discussion on whether market-creating measures have been privileged over market-correcting ones by the institutional system of the EU. The creation of an ‘Area of Freedom, Security and Justice’ (AFSJ) launched by the Treaty of Amsterdam poses a similar question which, however, has remained heavily under-researched: will the balance between policing competencies and individual rights shift towards the former at the expense of the latter? Recent work on the ‘new raison d’état’ and the strengthening of national executives in processes of Europeanisation points in this direction. This essay explores the parallels between the Common Market and the AFSJ with regard to the relationship between the structures and substance of governance. The balance between security and individual rights is scrutinised in the main pillars of the AFSJ: asylum cooperation, judicial cooperation in criminal matters and police cooperation.  相似文献

ABSTRACT

This article assesses the role, influence and core aspects of the EU High Representatives’ (HR/VPs) “political leadership” in the context of their efforts to advance the institutionalisation of the EEAS and its crisis management structures in the post-Lisbon era. By combining analytical lenses from the literature on “European political leadership”, foreign policy analysis (FPA) and political psychology with insights from a wide range of semi-structured interviews and primary sources, the article analyses how the leadership approaches of Catherine Ashton and Federica Mogherini were influenced by core aspects, such as institutional setting, situational factors and “personal qualities”. By examining how both HR/VPs and their chosen advisors sought to shape the EU’s EEAS and crisis management institutions, scholars can gain important insights about how “personal qualities” and prior foreign policy experience can influence the HR/VPs strategic choices and their impact within and across the EEAS. Finally, the article considers the differing effects between “maverick” and “orthodox” leadership and approaches and concludes that whilst outside perspectives can bring fresh ideas and institutional innovations, they will fail to be of lasting significance and permanence if not accompanied by sufficient support from the dominant foreign and security policy conventions.  相似文献

The Labour government's counter-terrorism advice sought to distance ‘terrorism’ from Islam, but in doing so actually created an imagined relationship that potentially alienates those who follow the Islamic faith. This study works within the framework of labelling theory to demonstrate that the state's counter-terrorism advice was detrimental to its own goals. The study identifies labels within counter-terrorism discourse and argues that these create ‘the Islamic community’ using shared labels found in Islamist discourse and places the ‘threat’ within this imagined community. Identifying with a singular ‘other’ denies participation in multiple groups, creating an insular imagined society that constructs barriers and encourages persecution. Placing the ‘terrorist’ within this larger isolated community increases the possibility that the badge of honour found within its own group is seen as a status symbol to be mirrored within the wider community. Removing labels and empowering the individual, rather than creating artificial collectives, could provide a means of addressing the problem.  相似文献

Abstract

This article examines critically one of the most active regional dynamics of European security, centred on the Black Sea. Recently, the Black Sea region has received increased attention from a variety of political actors, who seek to increase the profile of the region in order to develop a common regional identity and an integrated approach to the security problems of the Black Sea region. This resurgence of the Black Sea region can be understood as the combined product of local interests, European integration and the ‘global war on terror’. The main argument of the article is that Black Sea security integration is characterised by a fundamental contradiction between two different logics of security—geopolitical and institutional. Three other problems—transposition, fragmentation, and duplication—are also discussed. In the conclusion, the article examines the significance of the efforts to build the Black Sea region for the future of regional integration in European security.  相似文献

ABSTRACT

This article reveals a new trend in UK counter-terrorism: the emergence of anti-extremist Theatre-in-Education (TIE) to deliver counter-terrorism projects in schools and colleges. Using Paulo Freire’s vision of critical and dialogic pedagogy, I offer an analysis of anti-extremist TIE against a backdrop of PREVENT, the UK counter-terrorism strategy. The September 11 attack, the London Transport bombings and the more recent attacks in Europe and the UK have contributed to a strengthening of counter-terrorism measures in all spheres of public life. In 2015, the UK government introduced a statutory duty for education providers to prevent young people from being drawn into terrorism. This is known as the PREVENT Duty. The implementation of the duty has not been without controversy, with commentators noting a disproportionate focus on Islamist forms of terrorism. My study has shown that the guiding principle of TIE to enact social change is threatened in this climate, whilst maintaining the possibility of engaging young people in meaningful dialogue about terrorism and violent extremism.  相似文献

Abstract

From the early days of Putin's presidency, Russia's energy policy towards Central Asia has been intertwined with the policy of counter-terrorism, which initially was aimed at exploiting the threat of the Taliban in order to cajole the post-Soviet regimes into closer cooperation with Moscow. The deployment of US and NATO forces in the region in autumn 2001 signified a serious shrinking of Russia's influence but it invested considerable effort in recovering its position. A series of setbacks from spring 2004 to spring 2005 culminating in the'orange revolution’ in Ukraine made this period a true annus horribilis for Russian foreign policy but the brutal crackdown on the uprising in Andijan, Uzbekistan in May 2005 was the turning point. It helped Russia to design a counter-revolutionary strategy according to which it would be ready to provide extensive support to the regimes that were ready to defend themselves with forceful means. In order to legitimize this support, Moscow decided to revive and strengthen several post-Soviet inter-state organizations that for many years had essentially been ‘paper structures’. Russia has achieved some success in instrumentalizing the counter-revolutionary momentum to advance its energy interests; in this sense, it certainly works much better than the tired counter-terrorism policy. Building on this success is going to be more difficult due to the pronounced anti-Western content of this strategy.  相似文献

Abstract

If colonial Africa was governed through ‘indirect rule’ or ‘decentralised despotism’ (Mamdani 1996:8), its legacy remains surprisingly intact post independence. If the notion of the tribe lay at the heart of indirect rule and was effected by institutional segregation, such identities were discursively produced and sustained by being constantly flagged through a range of institutional structures in order to produce ‘willing subjects’ (Foucault 1977). The media has increasingly played a central role in flagging such identities as well as those that contest them, notably a civil identity.

This article examines how ethnic identity continues to be discursively deployed in opposition to democratic governance by focusing on one incident, namely the choice of the Swazi monarch‘s twelfth bride at the annual Reed Dance and its contestation by the bride's mother. The Times of Swaziland covered this dispute and provides an interesting case study. The analysis identifies how the contestations between customary and human rights discourses in this one African location are variously deployed and negotiated by the social actors in this instance, and it teases out the contradictions and tensions between them.  相似文献

Abstract

Despite different traditions, interests and perceptions characterizing North American and European approaches to homeland security, since 9/11 policy-makers across the Atlantic have formulated increasingly similar policies to deal with terrorism and other international security threats. Challenging mainstream accounts elaborated in the policy convergence literature, and drawing from sociological works in performance studies, this essay argues that the recent evolution of homeland security policies in Europe and North America can be understood as an instance of ‘practical learning’. From this perspective, this outcome is the result of the acquisition on the part of European and North American policy-makers of the practical knowledge necessary to carry out the new policies, policies learned by mimicking the practices of their counterparts across the Atlantic. This argument is then applied to examine two cases of policy convergence in Europe and North America – the proposal for a ‘European Passenger Name Record’ system and the project of a regional ‘Security Perimeter’.  相似文献

Abstract

European Union enlargement has left Russia on the margins of European political processes and led to widespread suspicion in the Moscow foreign policy establishment of European motives. This has resulted in, first, increasing resistance to the imposition of European norms and, second, a more assertive policy, particularly in the EU's and Russia's ‘overlapping neighbourhoods’. Although Moscow is likely to continue the strategy of engagement initiated under Putin, Brussels must radically rethink the nature and extent of Russia's ‘Europeanisation’. Russia's drive for modernisation will coexist with the strengthening of sovereignty and the power of the state, seen by the Putin administration as key to external and internal security. The EU will have to limit its ambition and work within this ‘window’—wider or narrower depending on state of play—of policy possibilities.  相似文献

Abstract

Focusing on the Euro-Atlantic conflict over the Iraq war operation in early 2003 (the ‘European Iraq conflict’), the purpose of the present article is to explain the pattern of Atlantic (vs. Continental) predispositions among European countries. It argues that this is the best suited conflict in the post-Cold War era to illuminate this stable and fundamental pattern. Whereas systemic power distribution, size, public opinion, or government ideology all fail to account for the positioning of states in the conflict (and balance of threat applies only modestly), a theory of ‘past and present geopolitics’ is outlined that seems able to explain states’ predispositions and, hence, their positionings in this specific situation. It is remarkable that ‘old-fashioned’ geopolitical dynamics can be identified even within the Euro-Atlantic zone of ‘peace and prosperity’—not only at its fringes, but also in its very heart.  相似文献

Abstract

The unequal participation of member states in international organizations (IOs) undermines IOs’ legitimacy as global actors. Existing scholarship typically makes this assessment by referencing a combination of input—the interests IOs serve—and output—the decisions they take. This scholarship does not, however, pay enough attention to how IOs have responded to these concerns. We argue that IOs have used the participation of small states—whose membership most studies typically ignore—as an important means of generating what Vivian Schmidt calls ‘throughput’ legitimacy for their operations. We organize our analysis of ‘throughput’ legitimacy in IOs around four institutional mechanisms—(1) agenda setting; (2) leadership (s)election; (3) management and operation; and (4) service delivery—in which all states seek to exert influence. What emerges is an account of IOs seeking to balance ‘inputs’ and ‘outputs’ by way of ‘throughputs’. We conclude by arguing for an expanded focus on the means by which IOs generate ‘throughput’ legitimacy in future research.  相似文献

Some very significant policy developments indicate “supranationalisation processes” of EU external relations in counter-terrorism, even in its most significant relationship with the USA. This means that, increasingly, the USA is willing to work with Europe through its institutionalised forum—the European Union. Thus, the EU achieves certain recognition on the world stage in areas previously completely unsuspected—the “high politics” of counter-terrorism. This supranationalisation process proceeds in two stages. Firstly, the construction of an Area of Freedom, Security and Justice (AFSJ) pools a significant amount of national sovereignty at the level of the EU through the establishment of internal EU competences. As a side effect, however, it also constructs an institutionalised structure for external actors, such as the U.S., to deal with. Through dealing within this institutional setting, member states' interests become defined in such a way that increasingly they construct a “European” interest related to counter-terrorism.  相似文献

ABSTRACT

This article explores how societal actors in Somalia take part in a transnational politics of countering/preventing violent extremism (CVE/PVE) through a political sociological approach to militarisation. We argue that the transnational politics of CVE represents an extension of global militarism by some states, institutions, donors and brokers. CVE works to adapt global militarism and to reconfigure the global-local relationships that sustain it. We explore the roles and influence of local ‘CVE brokers’ in deradicalisation efforts in South-central Somalia. They inadvertently merge the counter-terrorism approach to Somali people, values and territory with non-military means. We show that their key practices – co-ordination, translation and alignment – advance, but also disrupt, alter and transform CVE policy objectives.  相似文献

Abstract

In this article, we call into question the assumptions that undergird conceptions of boundary, territory, community and ethno-cultural belonging in the constitution of European security. Both the term ‘human security’ as defined by development and human rights scholars and ‘securitisation’ as conceptualised by critical security studies concern the socio-psychological aspects of security. Yet, few attempts have been made to seriously discuss the psychological effects of securitisation on subjectivity and space. There is, as we will argue, a tendency in much literature to use concepts of ‘existential security’, ‘fear’, ‘needs’ and the ‘politics of belonging’ – obviously connected to the human mind and individual emotionality – without much space being devoted to the investigation of these concepts in terms of socio-psychological processes. We intend to fill this gap by discussing security and securitisation in terms of the psychology of subjectivity and space among young Muslims in Europe. Our principal argument is that through openness to the political psychology of subjectivity and space, and the (de)securitisation of both, we are able to develop more adequate maps of the European experience of danger and opportunity.  相似文献

This paper examines the neglected nuclear dimension of the ‘relaunch’ of Europe at Messina. France favoured British membership of EURATOM and some interests in Britain saw the commercial and diplomatic advantages of Britain's leadership of the European nuclear industry. However, the possibility of a French military nuclear programme and European nuclear proliferation compounded Britain's established reluctance either to participate in European integration or to jeopardize the prospect of Anglo‐American nuclear weapons cooperation. Britain's aversion to using the hypothetical ‘nuclear card’ is a recurrent theme in Anglo‐French diplomacy.  相似文献

Abstract

While the degree of cross shareholding among corporations, or between banks and companies (referred to as ‘insiders’ in this article) has been declining since the 1990s, the percentage of shareholding by institutional investors (‘outsiders’), or financial intermediaries, has been increasing in Japan. Studies show that both companies and investors are becoming more short-term oriented and are showing herd behaviour. With such a collective mentality, company–investor relations in Japan have experienced a vicious cycle and have thus lowered the market's rate of return. Meanwhile, conventional ‘insiders’ tend to hold shares in the longer-term, but lack engagement in investee companies’ corporate governance. Japan's Stewardship Code requests fund managers ‘engage’ more than ever in the governance of investees so that investor-company relations become longer-term and the risk of investors’ ‘exit’ decreases. However, the Code only covers the behaviours of ‘outsiders’ but not those of ‘insiders’, who still play certain roles among all shareholders. Due to its imperfect coverage, the expected effect of Japan's Stewardship Code in achieving stronger ‘engagement’ by investors should be limited. To cope with this issue, this article outlines a suggestion that a comprehensive rule covering all types of shareholders should be implemented in Japan.  相似文献

ABSTRACT

Despite a growing “momentum” on European Union (EU) security and defence, there are no academic analyses that aim to systematically assess the role of the High Representative of the Union for Foreign Affairs and Security Policy and Vice President of the European Commission (HR/VP) in these strategic domains. This is surprising given that the HR/VP is one of the central actors in the complex institutional architecture of EU security and defence. To fill this gap in the scholarly literature and to contribute to a more fine-grained analysis of the two post-Lisbon Treaty HR/VPs, the article assesses Ashton and Mogherini’s mandates in these fields. This study is particularly relevant because the HR/VP’s hybrid institutional role may represent a unique analytical angle to investigate a formally intergovernmental sector, strongly shaped also by EU institutions’ authority over defence-industrial policy. Following these considerations, the article looks at how the two HR/VPs managed to navigate both the military and the defence-industrial dimensions of EU security and defence.  相似文献

Abstract

Twenty-five years ago, as preferential trade agreements started to proliferate, Jagdish Bhagwati sounded the ‘spaghetti bowl’ alarm, arguing that the ensuing complexity would create inefficiencies in the international system and challenges for firms navigating overlapping rules. This article seeks to update and complement Bhagwati’s thesis by asking if proliferating ‘deep’ trade agreements add a new dimension of complexity to this picture. This article shows that the early answer to this question is ‘not yet’, as governments have discovered that prospective conflicts with existing or simultaneous commitments limit just how deep the provisions of an agreement can be. Governments managing multiple deep agreements play a variation on Putnam’s two-level game. As Putnam theorized, these governments reconcile domestic interests with international opportunities in formulating their strategies. However, ensuring compatibility across various, sometimes competing international opportunities is also a key consideration. Canada’s concurrent participation in the Trans-Pacific Partnership (TPP) and the Canada–European Union Comprehensive Economic and Trade Agreement (CETA) provides a crucial exploratory case study.  相似文献
