The paper compares political ideas and acts in the Soviet Union under Gorbachev and in Communist Vietnam. It argues that the Gorbachev group, committed to progressive change, concluded that power granted to them by their position in the Soviet system needed to be eliminated, creating a ‘boot strap’ problem. To secure progressive change they had first to destroy their own power base. By contrast, the ruling Vietnamese Communist Party (VCP) attempted, in the two decades after the emergence of a market economy in 1989–1991, to rule an increasingly open society through Soviet political institutions. By the late ‘noughties’ Vietnam faced a crisis of domestic sovereignty, with politics largely a matter of spoils, with policy largely irrelevant and unimplementable, and usually blocked by powerful interests. The paper argues that Hinsley's notion of the sovereignty issue makes this situation far easier to analyse. It argues that the Gorbachev group's analysis would have led to them predicting that the VCP's attempt to use Soviet institutions to rule over a globalising and increasingly open society with a market economy would lead to a crisis of political authority, and that they would have been correct. This leads to the counter-intuitive position that the Communist Party of the Soviet Union was a success ? in that it managed to solve a serious political problem, i.e. how to create the preconditions for a political system suited to a market economy in a relatively open society – and the VCP a failure.  相似文献

As General Secretary, Gorbachev evolved from a Communist reformer to a socialist of the social democratic type. The most important programmatic documents of the CPSU in 1990–1991, on which Gorbachev had the predominant influence, were essentially social democratic. (Many in the Party apparatus had no intention of implementing them.) From 1988, Gorbachev was advocating fundamental change of the Soviet system, although there were zig-zags in his public pronouncements under the pressure of events. Ill-understood both at home and abroad, Gorbachev's social democratic ideas were ‘outflanked’ by the market fundamentalism and political impatience of his radical opponents and frustrated by the implacable enmity of conservative defenders of the vanishing Communist party-state.  相似文献

The aim of this study is to investigate the representation of Mikhail Gorbachev in contemporary Russian media discourse. Attention is paid to Gorbachev's social roles and activities as well as his personality, as presented in Russian news texts. The empirical data were collected over the period from 2000 to 2009 from seven major Russian newspapers. According to these data, a dual relationship to Gorbachev exists: in the West he is an honoured politician with a high profile, whereas in Russia the attitude towards him is ambivalent. In most texts he is represented as a once important political actor.  相似文献

This article compares the International Monetary Fund (IMF)'s crisis management role during the Asian financial crisis in 1997–98 with the role it has played during the ‘credit crunch’ which emerged in the wake of the subprime crisis in the United States. With prominent calls for the construction of new forms of global financial governance to prevent a recurrence of the subprime crisis in the future, we explore how the designated guardian of the international financial system has responded to the credit crunch in order to evaluate the strengths and weaknesses of the existing system. Our comparison of the US subprime crisis and the Asian financial crisis of the late 1990s indicates that the IMF has lost credibility with its members, and particularly with its principal sponsor, the United States, which has curbed its capacity to develop multilateral solutions to major financial crises.  相似文献

This article reviews the tenets of the intellectual consensus on how to organize the international financial system that came to crystallize at the end of the 1990s and the contestation of such a consensus in the aftermath of the global financial crisis of 2007–09. Illustrating the path of ideational transformation from the early 1990s until the present time, the article builds on recent constructivist works in international political economy that take economic ideas held by agents as the principal unit of analysis. In doing so, it brings to the surface both the substantive changes that had taken place in the principles underlying the governance of the international financial system and the dynamics of ideational change. Specifically, the article suggests a shift away from a governance project based on the dispersion of supervisory authority and finds that new policy ideas of regulation and political centralization have all been conceived with negative reference to the past.  相似文献

This paper focuses on the use of Soviet-era symbols, myths, and narratives within groups on VKontakte social media site over the initial stage of the Ukraine crisis (2014–2015). The study is based on qualitative content analysis of online discussions, visual materials, and entries by group administrators and commentators. It also applies link-analysis in order to see how groups on social media are interrelated and positioned online. It reveals that these online groups are driven primarily by neo-Soviet myths and hopes for a new version of the USSR to emerge. Over time, the main memory work in these groups shifted from Soviet nostalgia and “pragmatic” discourse to the use of re-constructed World War II memories in order to justify Russian aggression and to undermine national belonging in Ukraine. Reliance on the wartime mythology allowed for the labelling of Euromaidan supporters as “fascists” that should be eliminated “once again.” This powerful swirl of re-created Soviet memories allowed effective mobilization on the ground and further escalation of the conflict from street protests to the armed struggle.  相似文献

This article shows that resistance and a critical discourse continue in the arts, especially in visual art, in Russia under the present political conditions when free speech has been seriously circumscribed. When in May 2012 Vladimir Putin was reinstalled as president with a new authoritarian conservative agenda, it was expected that the situation for culture would change. This article addresses the question of whether a critical discourse survived in the arts under the new conditions. It presents the new political context for the arts, and provides examples of various artistic strategies of resistance/protest in Russian contemporary art by applying Jacques Ranciere’s concept of dissensus. The focus is on visual art, although references are also made to the world of theater. The first section presents the new official role given to culture and the new state cultural policy as components of a reactionary backlash against the reform policies under Mikhail Gorbachev and Boris Yeltsin, and describes conflicts around art and art productions that followed from the new state policy. A second section gives examples of dissensus in art today by presenting artworks by Piotr Pavlenskii, Arsenii Zhilyaev, Stas Shuripa, and Anna Titova.  相似文献

Although Russian President Vladimir Putin has been faced with numerous crises since coming to office in 2000, most importantly the war in Chechnya, the Iraq War was the first major international crisis with which his administration was confronted. As in the case of Kosovo for Yeltsin, and the Gulf War for Gorbachev, the Russian President had to deal with conflicting domestic pressures and apparently still more conflicting Russian national and international interests. Indeed, one result of such a situation was a post-war accusation that Putin actually had no policy or at least no consistent policy with regard to the Iraq crisis [Golan, G., 1992. Gorbachev's difficult time in the Gulf. Political Science Quarterly 107 (2), 213–230]. One may remember similar accusations of Gorbachev's “zigzaging” in the Gulf War and claims that the Yeltsin government failed to forge a Kosovo policy altogether [Levitin, O., 2000. Inside Moscow's Kosovo muddle. Survival 42 (1), 130]. Yet, a certain pattern did appear to repeat itself in the Iraqi crisis, namely, pre-war efforts to prevent a military conflict from breaking out, then gradual escalation of rhetoric if not actual involvement, and finally gradual but relatively rapid retreat to conciliatory posture toward the United States (in all three crises). Moreover, Putin was indeed consistent throughout the pre-crisis, crisis and post-crisis periods in his opposition to the Americans' use of force against Iraq and in the need to remain within a United Nations framework. Actually, one might ask (and we shall below) why Putin did not abandon the first part of this policy, in order to maintain the second component, when it became certain that the U.S. was going to attack with or without UN Security Council approval.  相似文献

This paper addresses the philosophical question whether the nation?Cstate will be entering a final phase of demise or whether it will continue to prosper within the framework of the era of regional blocs and globalization. In order to do so, we briefly put forward some theoretical premises in relation to the nation?Cstate and globalization and how they have affected each other. This discussion also draws from the recent experiences of the international economic crisis and how the EU reacted in relation to the serious economic crisis of Greece. We also assess the case of Cyprus within the framework of this discussion. The question raised in relation to Cyprus is whether there can be an integrated society that encourages a particular common value system and also respects the ethnic identity of citizens and communities. A major question is whether the EU can offer the framework for such an outcome.  相似文献

The experience of the recent two decades of financial crises shows that donor countries and international financial institutions (IFIs) can respond to a crisis in a peripheral open economy by either of two crisis management strategies: either they can impose harsh conditionality to fix the domestic economy and prevent future moral hazard problems, or they can provide last-resort credit to restore market confidence. In some cases, the crisis management strategy changes as the crisis evolves. What are the factors that determine the choice of key donor countries and IFIs? This article traces the processes by which the USA and the International Monetary Fund designed the crisis management strategy in respect to the Asian crisis, and how Germany and the European Central Bank designed the response to the eurozone crisis, in order to understand how ideas regarding the causes and solutions of a financial crisis interact with the interests of key donor countries. The article argues that in both cases ideas and interests are mutually constituted, but in each case the mechanism that linked ideas and interests was different: whereas in the Asian case US interests led to policy innovation and experimentation and to a change in the crisis management strategy, in the European case ideas played a greater role in shaping German interests. The article explains this difference on the basis of the lessons learned by IFIs from the Asian crisis, which were then implemented in the eurozone case.  相似文献

This article examines the emergence and trajectory of a new agro-industry in Ghana, the pineapple export industry, using the technological capabilities approach. It explains the limited expansion of the industry and its declining competitiveness in the face of new competition by looking at how Ghanaian exporters developed technological capabilities initially and the incentives and disincentives to building on those capabilities. The article argues that at the heart of the industry's crisis was an inability to further develop technological capabilities. The crisis had systemic features that have broader implications for developing new agro-industries in Ghana as well as other African countries.  相似文献

In 1985, in the previous special issue of the Canadian Journal of African Studies on Congo-Kinshasa, the author analyzed the situation in Zaire in the early 1980s, which he saw as marked above all by economic crisis. Here, in attempting to show the structural causes of the absolute paralysis of economic and political life in Congo today, he underscores the instability of domestic political life: the dictator has built instability into a system, and that system has poisoned the entire society.  相似文献

Are sectorally dependent states destined to regime instability as a result of chornic fiscal crisis? Literature emphasizing the importance of a country’s sectoral endowment suggests that oil exporters in particular should exhibit similar policy stagnation and regime decay as a result of fiscal crisis. The cases of Kuwait, Qatar, and Bahrain in the 1980s and 1990s demonstrate that fiscal crisis outcomes are not uniform. This article develops the critique that structuralist assumptions about what drives business-state relations during crisis are flawed. Abstract logics typing exogenous price sifts to the character of business-state interaction neglect the historical and instituional grounding of those relations. It is variation in the historical and institutional crafting of business-state relations that best explains how these relations shape reform under crisis and how regime stability is affected.  相似文献

The paper seeks to evaluate the scope and limits of the Russian state’s capacity to use oil and natural gas as strategic resources to revive Russia’s fortunes as a credible global power. It offers an analysis of the evolution of state-markets interactions in the energy sector from the late Gorbachev era to the present day. The paper briefly documents how Russian foreign policy became more assertive using energy as a strategic resource, particularly in crafting its relations with the European Union. Subsequently, the paper analyzes Russia’s limits of using energy as leverage in securing foreign policy objectives. This article argues that recent political change in Britain has brought about a crisis of adjustment for local government chief officers in their relationship with the elected members. Key aspects of this political change are the break-up of the post-war political consensus and the passing of the earlier period of growth. As the ideological distance between the two main parties has widened and the end of growth has intensified conflicts, the professional stance of neutrality towards partisan politics has become more difficult to sustain. So for chief officers the crisis of adjustment has taken the form of a search for new ways of work with the politicians as the earlier, relatively harmonious relationship has passed into history.
Against this background of increased politicization, the impact of current changes on the three aspects of the chief officer role is examined: as professional adviser, as departmental manager and as a 'bureaucratic politician'. Finally, some of the changes that have been proposed to ease this crisis for chief officers are discussed.  相似文献

The collapse of the Soviet Union has spurred much scholarly debate about the reasons for the rapid disintegration of this apparently entrenched system. In this article, it is argued that the basic source of ultimate weakness was the obverse of the system's strengths, especially its form of organization and its relation to Marxist–Leninist ideology. Democratic centralism provided cohesion for the Communist Party of the Soviet Union (CPSU) but also gave inordinate control over ideology to the party leader. Mikhail Gorbachev carried out an ideological revision that undercut the legitimacy of party elites and his restructuring of the system left the party with no clear functional role in the society. The successor party, the Communist Party of the Russian Federation (CPRF), has made a surprising comeback for communism, utilizing the Leninist model of party organization, which has proved to be highly effective in the Russian political culture. Furthermore, the CPRF, under party leaders like Gennadi Zyuganov, has avoided Gorbachev's ideological deviations while attempting to broaden the party's base through the cultivation of Russian nationalism.  相似文献

This article explores Adriatic irredentism, a complex political, cultural, and social movement, by specifically analyzing the unique role it played in the legitimization of Italian territorial claims over “language frontiers” such as Trieste and its hinterland. Through a close reading of first-hand sources, it examines how Italian irredentist intellectuals, public press, and associations purposefully utilized anti-Slav and anti-German arguments to shape public perception of both the Italian nation as well as Trieste’s Italian identity or “Italianità.” Although recent historiographical interpretations have emphasized continuities in local understandings of “Italianità,” this article examines the discontinuities in the debate over its identity. It suggests that although Italian identity was first conceived as an expression of cultural and linguistic autonomy within the broader intellectual framework of Adriatic multi-nationalism, this idea gradually vanished amidst the structural crisis triggered by the Ausgleich or Compromise of 1867 and then inexorably faded on the eve of the Great War. Thus, notions of Italian national identity took an exclusionary and sometimes xenophobic meaning that was publicly used by a wide set of political actors to justify the territorial reincorporation of the “unredeemed” land within the borders of the new Italian state. The fascist regime, especially, utilized Italianness to further its aggressive and chauvinist agenda toward the Adriatic borderland. Consequently, Italian language and culture became instruments as well as symbols of repression and imperialism that were used to fulfill the regime’s ambitions of “fascistization” of the Slavic population living in the region.  相似文献

Assertive community treatment appears to have limited impact on the risk of suicide in persons with severe and persistent mental illness (SPMI). This exploratory prospective study attempts to understand this observation by studying the contribution of suicidality to the occurrence of crisis events in patients with SPMI. Specifically, an observer-rated measure of the need for hospitalization, the Crisis Triage Rating Scale, was completed at baseline, crisis occurrence, and resolution to determine how much the level of suicidality contributed to the deemed level of crisis. Second, observer-ratings of suicidal ideation, the Modified Scale for Suicide Ideation, and psychopathology and suicidality, Brief Psychiatric Rating Scale, were measured at baseline, crisis occurrence, and resolution. A self-report measure of distress, the Symptom Distress Scale, was completed at baseline, crisis occurrence, and resolution. Finally, the patients' crisis experiences were recorded qualitatively to compare with quantitative measures of suicidality. Almost 40% of the subjects experienced crisis events and more than a quarter of these events were judged to be severe enough to warrant the need for hospitalization. Our findings suggest that elevation of psychiatric symptoms is a major contributor to the crisis occurrences of individuals with SPMI; although the risk of suicide may have to be conceived as somewhat separate from crisis occurrence.  相似文献

When a policy sector is confronted with a relatively strong and steep decline in legitimacy, we speak of an institutional crisis. We know little about the causes or consequences of these crises. This article explores how institutional crises are managed. It focuses on the effects of management strategies observed in a case study of an institutional crisis in the Netherlands. While we found that policy elites displayed a tendency to maintain the status quo of a policy sector, we also found that the effectiveness of their response strategies was negated by the counter‐response it evoked among freshly energized interest, advocacy and citizen groups. We conclude that the resolution of an institutional crisis is inherently contested. Based on our case study, we develop a theoretical model and formulate propositions that may help to improve our understanding of institutional crisis management.  相似文献
