“Knowledge” and “Faith”: Ecological Self in Flight Behavior

The contemporary American writer Barbara Kingsolver's latest novel Flight Behavior articulates personal account with the subject of climate change. In the process of helping save King Billies in southern Appalachia, USA, Dellarobia, the female protagonist, internalizes knowledge with faith and achieves a reconstruction of feminine subject from ego to ecological self. Moreover, the writing of scientific theme through fiction reveals an interdisciplinary perspective to approach the belief in feminine autonomy.     

Government Expenditure News Shock and China’s Employment: A DSGE Perspective

This paper considers a multi-sector NK-DSGE model, then differentiates and compares the effects of news shocks and surprise shocks of non-productive government expenditure and productive government expenditure. The result shows that: (1) the effects of news shocks on employment altered with sector changes; (2) compared to surprise shocks, the effects of news shocks of government expenditure is much bigger; (3) compared to non-productive government expenditure, the effect of news shocks and surprise shocks related to productive government expenditure is much bigger. Then, this paper suggests that, the government should lead the public to form correct expectation, and construct expenditure rule based on the reality, then adjust the expenditure by following the rule. These may be helpful for labor market stabilization by using the positive effect of news shocks related to the government expenditure.     

Questioning and Pursuing: The Original Sin and Salvation in Dostoevsky’s Literature

The theoretical core of all religions, including Eastern Orthodox, is human being. No matter what changes occurred in history, paradigm, method and vocabulary on Dostoyevsky’s research in the last one hundred years, the Russian Eastern orthodox influenced and disseminated Dostoyevsky through religious doctrine and religious atmosphere, his thinking on human being was completed in the context of Eastern orthodox culture. What Dostoyevsky concerned about was sin and salvation in his whole life. God/man should keep a harmonious binary relationship. Human being has free will, but evil and sin are caused by irrational use of free will. In order to obtain the re-harmonious binary relationship, human being must envisage sin and suffering, and give themselves inner self punishment. The Man of god, Jesus Christ, is the perfect one who could save human beings. Dostoevsky responded original sin and redemption in the orthodox view.     

Sustainable development in Quebec and Flanders: Institutionalizing symbolic politics?

Since the publication of the Brundtland Report in 1987, governments at all levels have been struggling with the concept of sustainable development and its translation into public policy. In some federal countries, subnational governments have presented themselves as pioneers in sustainable development governance. This article critically analyses and compares the sustainable development policies in Quebec and Flanders – self‐declared leaders in the field – and seeks to identify lessons for the broader area of sustainable development governance. The analysis reveals some similarities in the policies and several problems. While certain investments are made at the administrative level, the policies are characterized by symbolic politics, devoid of political significance and not moving beyond cosmetic, rhetorical engagement. A renewed political commitment for sustainable development, as set out by the recent Rio+20 Summit, is urgently needed.     

Research on the Dynamic Effect of China’s Financial Stress and the Macro-economy in the New Era

With regard to China’s economic and financial characteristics in new era, this paper constructs the China’s Financial Stress Index with financial market leading indicators to measure China’s financial risk during January 2002 and June 2016. Besides, this paper utilizes SVAR model to study the dynamic effect between financial stress and macro-economy. The results show that China is in the phase of high financial risk now, and it is likely to face higher long-term financial stress. The financial risk itself is inertial and has a significant negative influence on the confidence of economic players and the real estate market. The confidence of economic players and the fluctuation in the real estate market obviously reflect the financial stress. Such reflection will last for a long time and the influence of financial stress goes stronger with the lapse of time and has an obvious lagged effect.     

The research on the “dual system” protection and claim basis of the personal privacy and information in the “General Principles of Civil Law”

The “General Principles of Civil Law” of our country (article 110 and article 111) protects the privacy and information separately, the problem in theory and practice is that, in this two yuan protection mode, privacy and information can be clearly distinguished from or not? From the perspective of foreign legislation, majority legislation take the “one system” protection, which does not distinguish between information and privacy, which the reason is the privacy and the personal information are difficult to distinguish. I agree that the “General Principles of Civil Law” of China's “dual system” protection for privacy and information, and consider that the privacy and information can be distinguished, and we should apply the “Rule of Thirds” to distinguish between privacy and information, which is divided into purely personal privacy, privacy information, purely personal information.On the basis of the claim basis for the protection of privacy and information, the claim basis whose privacyand information is infringed exists in the eighth chapter of the “General Principles of Civil Law”, and several special laws such as “Tort Liability Law” and “Network Security Act”. Although the “General Principles of Civil Law”‘s Article 109-111 stipulated the provisions for the protection of right of privacy and information, but there is no effect of independent norms, because in these three articles, there is no protective measures to solve the problem that what is the civil juristic consequences when the privacy and information are violated.

Review of the Two-Order Construct of Public Service Motivation: Reflective or Formative?——Evidence Based on Data from Five Cities in Eastern and Central China

A construct is a phenomenon of theoretical interest, and is divided into reflective construct and formative construct. Public service motivation is a constructive or reflective construct, and there is some consensus among the academic circles that the first order of public service motivation is reflective.But there is a debate about the nature of the two order construction. It is found that the predictive ability and the degree of fit of the "first order reflective and second order reflective" conception of public service motivation in structural equation model are higher than the "first order reflective and second order formative".The direction of the relationship between public service motivation and its first-order potential variables in the context of grassroots public administration in China is from public service motivation to first-order potential variables, and public service motivation should be defined as a "first-order reflective second-order reflective" construct. In the future, researchers in public administration should carefully consider the nature of the constructs of public management and the effect of the nature of the constructs on the model.

The Significant Development of the Exclusionary Rule of Illegal Evidence in China: from the Perspective of the Promulgation of “The Rule of Strict Exclusion of Illegal Evidence”

The function and value of exclusionary rule of illegal evidence lie not only in the prevention of mistrial, but also in the manifestation of procedural justice, the regulation of judicial conduct and the emphasis on the protection of human rights. The promulgation of “the rule of strict exclusion of illegal evidence” has made a positive response to the practical problems during the implementation of exclusionary rule of illegal evidence. Many provisions in this rule are much more strict than before, such as further defining the scope of illegal oral evidence, clarifying the method of excluding the repeated confessions, emphasizing the timeliness of exclusion of illegal evidence and the synchronization of supervision of investigation, attaching the importance of collection and application of process evidence, and exerting the review of the legitimacy of evidence in pre-trial conference. After the promulgation of “the rule of strict exclusion of illegal evidence”, we should continue to focus on the implementation of exclusionary rule of illegal evidence, ensuring its function of post-punishment and illegal prevention.

Oversight and accountability for serious incidents in Canada: Who polices the police?

This study examines the agencies responsible for investigating when a member of the public is seriously injured, is killed or experiences other serious and potentially criminal actions at the hands of police officers in Canada. The article takes a comprehensive approach by examining all police oversight agencies that are responsible for responding to and investigating allegations of police criminality—eight organizations, across nine jurisdictions. The study integrates insights from public administration and police accountability literature and examines the structures and administration of the agencies. The study provides a critical assessment of the state of police oversight for serious incidents in Canada, it identifies agency outputs (including case substantiation), levels of independence, efforts at transparency, and considers the challenges in attempting to hold police accountable in Canada.     

“What do we want and how do we get there”: A comparative content analysis of First Nations Comprehensive Community Plans in British Columbia

First Nations are important regional development actors, and yet their development ambitions and goals have often been ignored or poorly understood by settler governments. Since 2004, the Canadian federal government has supported First Nations governments and Tribal Councils to develop Comprehensive Community Plans (CCPs)—community planning documents that are meant to set priorities and guide development in the medium to long term. This study employs a quantitative content analysis of all publicly available CCPs and related strategic planning documents in British Columbia in order to understand development priorities and in doing so, reveals a mismatch between the interests of First Nations and settler governments.
