Dramatic changes in conventional military capabilities coupled with nuclear parity should greatly increase the importance of conventional military power as well as raise new opportunities and problems for arms control. Those changes are not yet widely appreciated and in fact, there is a lack of analytic tools by which to appraise their implications and importance.As an initial step to systematic analysis of the desirability and feasibility of conventional arms control agreements, this paper describes current trends in weapons development and evaluates alternative interpretations of the implications of those trends. The requirements of effective and reliable arms control agreements are then enumerated and a general assessment made of the difficulties in meeting those requirements.The conclusions reached are necessarily speculative in light of the limited data and the surprisingly sparse analysis available on the characteristics, combat effectiveness and complementary combat and supporting requirements of new conventional weaponry. However, available evidence suggests the imminent emergence of significantly greater incentives for larger conventional forces, for larger logistics and support bases, for surprise attack, and for campaign strategies that emphasize speed and high attrition on all sides. If true, these factors will increase pressures for larger military budgets while also increasing instabilities in arms competitions. A wealth of solutions to poverty have been proposed, with little understanding of the forces required to turn a sound idea into an implementable program. A system approach is suggested to overcome this deficiency. This implies analyzing the effects of antipoverty measures on other elements of a society and a polity and the feedback effects of changes in these other elements on the new programs which are being introduced. Such an approach is seen overcoming the limitations of fragmented views of the issue—such as the purely economic one—as well as the lack of systematic analysis of a progam's costs, benefits, sources of funds, and nonfinancial resources. Consequently, a challenge is also offered to those who formulate programs without taking into account dominant values (e.g., questions of consensus) and other political considerations (e.g., which groups would benefit or suffer from the program). This is seen as leading to undemocratic action or, most frequently, to inaction due to resistance. The article concludes with a brief review of the recent Nixon-Moynihan proposal in terms of the societal-system approach here advocated, and adds a cautionary note on the limits of planning.In revising this article, I benefited from comments by Daniel Bell, Carolyn O. The end of the cold war has changed China's basic perception of world politics and its conception of national security. In the cold war era, Chinese leaders tended to view national security from the perspective of global balance of power and China's strategic relations with the two superpowers. It was in Beijing's security interests to maintain a comfortable position in a strategic triangular relationship with the Soviet Union and the United States. When the Soviet Empire and the East European communist regimes collapsed, the structure of the postwar international system dissolved, and the old parameters for Beijing's security strategy disappeared. The Chinese leadership suddenly found itself in a totally new world in which China needed to reorient and redefine its security strategy on a new strategic axis.

Beijing's security strategy after the cold war is redefined by its domestic priorities, growing foreign economic relations, the new security environment in Asia, and concerns over territorial disputes. In a sense, the myopic conception of security based on war and peace is fading away. Beijing's thinking on national security becomes more inclusive, diverse, and complicated. The nature and intensity of external threats has changed. China's growing economic ties with the outside world have redirected Beijing's attention to economic interests and security. The Chinese leadership realizes that its security is affected not only by the military forces of other countries, but also by political, economic, societal, and environmental factors in international relations Beijing needs to employ both traditional military defence and non‐military actions to safeguard its territorial integrity and to realize its full capacity in world affairs.

The purpose of this paper is to analyse China's security agendas after the cold war. It first examines the impact of the end of the cold war on China's thinking on national security, then discusses Beijing's threat perception and changing defence strategy. This is followed by an examination of domestic stability considerations and economic interests in Beijing's security strategy. Finally, it discusses the implications of China's growing power for regional security.  相似文献

Drawing upon East German Stasi archives, this article presents the story of Horst Hesse's penetration as a double agent into a US Military Intelligence office in Würzburg, Germany during 1955 and 1956. While military personnel were celebrating a German holiday, Hesse broke into the office with two accomplices and absconded with two safes containing the names of MI agents in East Germany. Many were arrested and some were sentenced. The account provides important positive and negative lessons for intelligence tradecraft.  相似文献

Turkey and the United States (US) have had a close mutually beneficial political and military relationship since the end of World War Two. However, this relationship came under pressure when the US government and Turkey's ruling Justice and Development Party (AKP) tried to cooperate closely in the 2003 military invasion of Iraq. AKP's leadership failed to persuade Turkey's parliament to accept the deployment of US troops and equipment in Turkey partially due to public opinion. Despite Turkish media and its government being intertwined to the extent where subversive discourses are all but silenced, some popular music videos were able to articulate discourses which questioned AKP's military policies. This paper analyses lyrics, visuals and sounds of one of these songs to look at the way war and political issues become articulated through a form of simplified popular politics, despite being presented as serious and authentic by a number of key signifiers across the different modes. A number of scholars have addressed the issue of subversion in music both as actual political challenge and as popular counter culture. This case study is used to assess subversion in music in these terms in order to consider its likely place in political debate in Turkey.  相似文献

The third volume of David Garland's trilogy attempts to characterize recent developments in the field of crime control and criminal justice in terms of the emergence of a ‘culture of control’. For these purposes the author claims to use the genealogical method developed by Michel Foucault. This essay argues that Garland's selective reliance on this method amounts to an undoing of the Foucauldian ‘project’ insofar as it re-introduces the objectivity/subjectivity dichotomy which Foucault had tried to subvert throughout his work. This undoing entails profound consequences for the politics of The Culture of Control, which concludes on a reformist proposition that forsakes a form of resistance grounded on the awareness of its own, intrinsic limitations.  相似文献
