During the 1990s, and as part of a broader drive towards the “Afghanisation” of humanitarian assistance in Pakistan, Afghan NGOs became key implementing agencies supporting refugee-related and reconstruction activities in Afghanistan. This paper provides a detailed account of their emergence and consolidation, with a twofold objective. First, it complements and contributes to recent studies on Afghan NGOs and Afghan civil society, by providing historical insights on their trajectory. Second, it assesses such trajectory as a way of engaging with broader discussions on the role of NGOs within humanitarian operations.

Le succès des ONG afghanes

Durant les années 1990, et dans le cadre d'une initiative plus générale vers l’« afghanisation » de l'assistance humanitaire au Pakistan, les ONG afghanes sont devenues des agences clés de mise en ?uvre soutenant des activités de reconstruction et d'aide aux réfugiés en Afghanistan. Cet article propose un compte rendu détaillé de leur apparition et de leur consolidation, dans un double objectif. En premier lieu il complète et contribue à des études récentes sur les ONG afghanes et la société civile afghane, en donnant un aperçu historique de leur trajectoire. En second lieu, il évalue cette trajectoire dans le but de prendre part à des discussions plus larges sur le rôle des ONG dans les opérations humanitaires.

El éxito de las ong afganas

Como parte de un esfuerzo dirigido a “afganizar” la asistencia humanitaria en Pakistán durante los años noventa, las ong afganas se volvieron agencias operativas clave para el apoyo de actividades vinculadas a los refugiados y a la reconstrucción en Afganistán. El presente artículo proporciona una historia detallada de su aparición y de su consolidación y tiene dos objetivos. En primer lugar, complementar y contribuir a los estudios recientes respecto a las ong afganas y a la sociedad civil afgana, esclareciendo su trayectoria histórica. En segundo lugar, realizar una valoración de dicha trayectoria como una manera de participar en el debate más amplio en torno al rol jugado por las ong en el ámbito de las operaciones humanitarias.

O sucesso de ONGs afegãs

Durante a década de 1990, como parte de uma orientação mais geral para a “Afeganização” da assistência humanitária no Paquistão, ONGs afegãs tornaram-se agências implementadoras cruciais que apoiam atividades relacionadas a refugiados e à reconstrução no Afeganistão. Este artigo oferece um relato detalhado sobre o seu surgimento e consolidação, com um duplo objetivo. Primeiramente, ele complementa e contribui para estudos recentes sobre ONGs afegãs e a sociedade civil afegã, fornecendo informações históricas sobre sua trajetória. This article explores the reputations of transnational non-governmental organizations (NGOs) and their determinants. Although the concept of reputation has received extensive treatment in international relations, NGO reputation has received less attention. Yet reputations are critical to the construction of NGO authority and to patterns of collaboration. We develop a framework for studying NGO reputation. We then provide empirical evidence on the construction of a particular dimension of NGO reputation, that of organizational effectiveness from the perspective of NGO peers. Based on a mixed-method, in-depth interview study of transnational NGO leaders, we identify specific factors associated with NGOs’ effectiveness reputations among their peers. Larger, older, more highly visible organizations, organizations adopting hybrid strategies, and organizations headquartered outside of Washington, DC enjoy higher reputations for organizational effectiveness. Our analysis provides context for understanding the influence of transnational NGOs in world affairs and offers insight into the role of reputation in global politics more generally.  相似文献

Development NGOs are in crisis. They are losing their capacity to engage in critical analysis and propose global solutions; to react to or seize the political initiative; or to situate themselves on the cutting edge of those social and political processes in which new approaches and potential solutions might be found. While some NGOs have sought to accommodate themselves around donors' policies and projects that focus on reducing the negative effects of structural adjustment, the raison d'être of NGOs is to have the autonomy, initiative, and flexibility that non-governmental status confers upon them. A growing split between NGOs' capacity to lobby and do research and their grassroots work reflects a deeper division that exists-- both practical and theoretical --between the concept and process of development and the concept and process of democratisation. The author argues that human development and participatory and representative democracy are both mutually reinforcing and indivisible and that the challenge the NGOs face is to link--theoretically and practically--democracy with development.  相似文献

In the late 1970s, feminist social scientists began to challenge some of the assumptions underlying the dominant paradigms on organisations, arguing that they reflect and are structured by the values articulated within the larger institutional arenas in which they are embedded, thus reproducing gender-discriminatory outcomes. This paper unpacks the 'deep structure' of one NGO, Utthan, based in Gujarat, India, to understand the extent to which it is an engendering organisation. It suggests that, while gender-sensitive leadership, training, and resources play a critical role in addressing gender equity in development practice, organisational transformation is a much harder and longer process requiring sustained commitment from the leadership, staff, and funding partners.  相似文献

It is frequently contended that NGOs and the wider context of development are intrinsically different from other organisational settings within which Human Resource Development (HRD) is believed to play an important role. The author outlines the basic concepts underpinning human development within organisations, and organisational development, and sets out the arguments for greater investment in people. While this can raise ethical and practical issues in organisations that depend on external funds rather than generating their own income, the failure to develop the staff on whom a development organisation ultimately depends carries far greater risks. Management and specifically HRD are not desk-bound activities that can be pursued through the application of protocols and sanctions, but require vision, leadership, and hands-on engagement.  相似文献

This article argues that the securitisation of an issue can involve not only negative, exclusionary and repressive extraordinary measures but also more positive, inclusionary and productive strategies of engagement. It also argues that such bifurcated strategies of security can evoke a spectrum of responses that sets limits on the process of securitisation. It examines these two arguments through the lens of the securitisation of development NGOs post-9/11. Development NGOs have become associated as a potential ‘second-order’ security issue related to the macro-securitisation of the War on Terror. After the launch of President Bush's War on Terror, US and allied governments shifted their approach to development NGOs from one of enthusiastically courting them as co-producers of development and security to an approach that cast greater suspicion on their activities. Aware that development NGOs still had a positive role to play in development and security, Western governments adopted a bifurcated strategy of containment and engagement towards development NGOs. State attempts to restrict development NGOs have evoked a spectrum of responses, ranging from ready compliance to outright resistance that has led to only partial success in securitising development NGOs.  相似文献

The Peace Agreement signed recently between the Government and FMLN guerrillas in El Salvador marks the end of a decade of civil war. As both sides of the conflict and the international donor community begin to add up the financial costs of reconstruction, the human, social and psychological costs are carried mainly by the poor of El Salvador. Social organisations and NGOs who became strategists of survival now face the challenge of transforming their accumulated experience into alternative proposals for the building of a more just society and a prosperous nation. This article explores the practical complexities of transition from war to peace; and from emergency aid to sustainable development based on the participation of communities, social organisations, NGOs, and international agencies; and the challenges of building on their experience.  相似文献

Many NGOs are moving beyond conventional project work, with its emphasis on 'doing', and are attempting to enhance their impact through 'influencing'. There are four interconnected approaches: Project Replication, Grassroots Mobilisation, Influencing Policy Reform, and International Advocacy. Each calls for a more strategic relationship between NGOs and governments. For NGOs to move to an effective 'influencing' mode, new skills and a new relationship between Northern and Southern NGOs are required. The Technological Age, with its emphasis on physical projects, must give way to an Information Age, whose 'software' comprises access to official information, decision makers, and networks; and access to skills in communication, lobbying, and research. Northern NGOs must recognise that these requirements are becoming more important to their Southern counterparts than funds. If they do not, they will find their relationships becoming out of date, and their former counterparts will seek more appropriate allies — for example, among pressure groups in the North.  相似文献

The associations that the term ‘NGO’ has acquired in development discourse need to be critically analysed in relation to practice on the ground. Drawing on an analysis of the rise of NGOs in Palestine, the author suggests that the development of the NGO movement served to demobilise Palestinian civil society in a phase of national struggle. Through professionalisation and projectisation brought about by donor-funded attempts to promote ‘civil society’, a process of NGOisation has taken place. The progressive de-politicisation of the women's movement that NGOisation has brought about has created a vacuum that has been increasingly filled by the militancy of the Islamic Movement (Hamas). As this case shows, ‘NGOs’ may be a development buzzword, but they are no magic bullet. Rather than taking for granted the positive, democratising effects of the growth and spread of NGOs as if they represented ‘civil society’ itself, this article contends, a more critical approach is needed, one that takes greater account of the politics of specific contexts and of the dynamics of institutionalisation.  相似文献

While international nongovernmental organisations (INGOs) have been heavily studied for their role in transnational advocacy, most research has ignored their internal organisation and the relationships between international and grassroots offices. Intuition suggests that INGOs should face structural imperatives to balance maintaining global brands while simultaneously mobilising disparate publics in local contexts. However, this intuition has not yet been systematically studied. We address this with a paired comparison of Amnesty International and Greenpeace. Using case studies and an original dataset of website attributes, we show that campaigns promoted by international offices and their national counterparts reflect a balance between local diversity and global unity, revealing organisational structures that combine centralised agenda-setting with decentralised agenda implementation. Our research identifies a “measurement gap” with implications for understanding INGO accountability and effectiveness, and indicates that a more complete research programme on INGOs must include attention to internal organisation and structural diversity.  相似文献

Reformation of immigration policy in Italy has paved the way for the emergence of some non-European emigrant communities in Italy including Bangladeshi community. This study addresses the Bangladeshi migration to Italy by highlighting context of immigrant reception in Italy, characteristics of Bangladeshi emigrants, their channels of migration, role of intermediaries in the migration process, economic cost of migration and inflows of remittances and its implications on family dynamics. This study draws from the Bangladesh Household Remittance Survey conducted by the International Organization for Migration—Dhaka in 2009. The study reports that opportunities in the Italian labour market translate into the increased opportunities for migrant families left behind in Bangladesh.  相似文献
