Most accounts of the turmoil that shook Argentina in 2001–2 focused on the harmful impact of the financial environment, imprudent policymaking, and institutional weaknesses. These explanations paid little attention to the cultural frames and cognitive patterns that underlie the connection between civil society and political society. Based on a discourse analysis of Internet forums and presidential speeches, this article argues that the Argentine crisis cannot be fully grasped without considering the link between collective behavior and ingrained conceptions of national identity. The analysis finds that national myths and definitional questions of national purpose are key factors in the way citizens behave in the context of an economic and political crisis.  相似文献

Two American specialists on Russia report the results of two nationwide surveys conducted in that country in 1992 (N = 1,393) and 1993 (N = 1,598). Focus was on rates and types of political activism and their correlation with attitudes toward economic and political reform. Conclusions are that different types of political activism attract different constituencies. People with higher income and occupational status participate in a wide range of activities but are significantly less likely than others to vote. Those with less to gain from the transition are more likely to vote—perhaps a legacy of communism—but take part less in activities which demand high levels of commitment and resources. The building of a multi-lane tolled highway linking the suburban communities of Portmore to the capital city of Kingston in Jamaica has become the focus of citizen action from residents who are concerned about the nature of the toll and the inadequacy of alternative routes. This article assesses the extent to which this activity represents a genuine social movement; analyses the complex and ongoing negotiations between citizens, the state and global capital over the transformation of the urban environment; and discusses the relevance of this issue for a broader understanding of development.  相似文献

This article examines the early years of the Returned Sailors’and Soldiers’Imperial League of Australia (RSSILA, later RSL). It argues that ideas of citizenship were pivotal to the world view and activism of the RSL as it sought to advance the interests and outlooks of its members. The RSL claimed that its members had served the nation and empire to such an extent that their citizenship status was enhanced, while that of those who had not served was diminished. This philosophy provided the underpinnings and justification for the RSL's campaigns for better pension rights, employment opportunities and access to land, often at the expense of those the RSL believed were of lower civic status through a lack of war service.  相似文献

Prime Minister Koizumi’s six consecutive annual visits to Yasukuni shrine played a key role in initiating a new phase of domestic citizen political mobilization not seen since the early 1970s. This paper is based on field research during the Koizumi years (2001–2006) centering on domestic groups that conduct activities in “protection” of or “opposition” to Yasukuni shrine. As a study of street-based politics, this paper seeks to uncover the processes, strategies, and outcomes of citizen responses to elite political action at Yasukuni Shrine as well as explore meaning of their actions within the context of Japan’s democratic polity.

Many democratic governments in Latin America have implemented broad judicial reforms, some of which are aimed at making criminal law and legal institutions more transparent and modern. Although such reforms are important for democratic development, scholars debate whether the reforms result in more rights for defendants and whether they jeopardize citizens' perceptions about security. Using two original datasets and a fixed‐effects model, this study shows that groundbreaking criminal law reforms in Chile have improved certain aspects of defendants' rights by decreasing the number of individuals in pretrial detention. Chileans' perceptions about crime and violence in regions where the reforms were implemented also have improved. Chile's success appears to be due to the government's commitment to the reforms, as well as to concerted and consistent efforts by the police to fight crime. These results have implications for other countries implementing similar significant reforms.  相似文献

This research note presents three newly interconnected and expanded datasets on interest groups’ (IGs) access to the Swiss political decision‐making process: (1) extra‐parliamentary committee seats occupied by IGs (1980, 2000, 2010), (2) parliamentary (committee) seats occupied by IG representatives (1992‐2015), and (3) consultation replies submitted by IGs (2008‐11). We show that the Swiss system of interest intermediation adapted to the multiplication and organizational consolidation of citizen groups, which defend non‐producer interests and do not provide selective benefits to their members (e.g. environmental groups). The share of access granted to citizen groups has increased in both the administration and parliament, across all federal departments and most legislative committees. Moreover, citizen groups benefit from a larger share of access in the recently revitalized parliament, compared to the administration. This suggests that economic groups’ decline in power is also related to the rise of citizen groups.  相似文献

Throughout Latin America, democratic political structures reflect liberal conceptualizations of democracy. Since the election of Hugo Chávez, Venezuela has emerged as an exception, with President Chávez sponsoring initiatives designed to foster participatory democracy. This article draws on the Venezuelan case in an effort to gain insight on the malleability of citizens' definitions of and attitudes toward democracy. Two key findings emerge. First, in data gathered ten years into the Chávez presidency, the vast majority of Venezuelans still define democracy in liberal terms, whereas relatively few have embraced participatory conceptualizations. Second, although Venezuelans as a whole are highly supportive of democracy as a form of government, no evidence is found that either support for Chávez or defining democracy in terms of participation corresponds with higher favorability toward democracy. Together, these findings suggest that Venezuela's political transformation has produced little or no discernible effect on mass sentiment regarding democracy.  相似文献

Since the 1990s, local governments in many countries have responded to the crisis of public finances, legitimacy, and a low level of performance with a combination of territorial and functional reforms, and the introduction of management and political reforms. This article focuses on the latter by analyzing new modes of citizen participation in Germany and Japan. It will employ theoretical assumptions from the local governance debate in order to explore the democratic dimensions of local government reforms. The question considered is concerned with the political context for new modes of participation and whether they can offer opportunities for an improvement of local democracy in terms of an increase in legitimacy and political capacity building for citizens. The conclusion will be reached that while we would expect more favorable preconditions in Germany with regard to a positive impact on local democracy, the opposite is the case: a relatively weak tradition of local autonomy and low resources of civil society actors in Japan explains their focus on co-production of services with local governments but at the same time offers greater opportunities for an improvement in local democracy.  相似文献

Gough Whitlam's father was one of Australia's most significant public servants. Deputy Crown Solicitor and Crown Solicitor at a time of great constitutional and international change, Frederick Whitlam maintained an unusually advanced perspective on the use of international instruments to protect rights and to expand powers of nationhood. Gough Whitlam's war‐time experiences in the Air Force, in particular during the referendum campaign to expand Commonwealth Powers to aid post‐war reconstruction, cemented these aspects as central to his developing notions of democratic citizenship. In his 1973 Sir Robert Garran Memorial lecture, fourteen years after his father had delivered the inaugural oration, Gough Whitlam acknowledged the influence of his father as a “great public servant” committed to public service and the developing institutions of internationalism: “I am Australia's first Prime Minister with that particular background”. This paper explores “that particular background”. I have never wavered from my fundamental belief that until the national government became involved in great matters like schools and cities, this nation would never fulfil its real capabilities. 1 1 E.G.
